The features described in this document are implemented in the same way on macro, micro, and
LampSite base stations.
2 Technical Description
3GPP Release 6 introduces the HSUPA technology, which uses QPSK to increase the uplink
peak rate to 5.76 Mbit/s. To further increase the peak rate of HSUPA, 3GPP Release 7 introduces
16QAM, whereas the existing power control algorithm cannot support the increased peak rate.
Therefore, 3GPP Release 7 introduces the E-DPCCH Boosting technology to enable a dramatic
increase in the transmit power of an E-DPCCH in a short period of time, which improves the
signal-to-interference ratio (SIR) of services that require a high transmission rate. When the E-
DPCCH Boosting feature is used together with the UL 16QAM feature, the theoretical uplink
peak rate of a single HSUPA user can reach 11.5 Mbit/s.
2.1.1 Overview
3GPP Release 6 introduces the HSUPA technology, which uses QPSK to increase the uplink
peak rate to 5.76 Mbit/s. To further increase the peak rate of HSUPA, 3GPP Release 7 introduces
uplink 16QAM. With this technology, the theoretical uplink peak rate of a single HSUPA user
can reach 11.5 Mbit/s.
Uplink 16QAM is an optional feature, which is subject to the license.
Uplink 16QAM needs support from the CN, RAN, and UE. The requirements of uplink 16QAM
are listed in Table 2-1.
RNC The RNC needs to provide the bearer scheme for uplink 16QAM.
NodeB The NodeB needs to support the modulation scheme and scheduling
of uplink 16QAM.
The following sections describe the basic principle, radio bearer scheme, and scheduling method
of uplink 16QAM.
When the channel conditions are favorable, UL 16QAM increases the maximum throughput of
UEs and reduces the uplink transmission delay. However, UL 16QAM consumes more
resources, thereby increasing uplink load and interference.
As defined in 3GPP TS 25.212, uplink 16QAM is selected only when the sum of TRB rates and
SRB rate of all UE services over HSUPA is higher than 4 Mbit/s. Uplink 16QAM uses 2xSF2
+2xSF4.

NOTE

l UEs of Categories 1 to 6 support BPSK only.
l UEs of Category 7 supports BPSK (2 ms TTI, 10 ms TTI) and 16QAM (2 ms TTI).
l UEs of Category 8 support only BPSK in Dual Cell E-DCH operation.
l UEs of Category 9 support BPSK and 4PSK in Dual Cell E-DCH operation.
Uplink 16QAM has evolved smoothly from HSUPA and does not affect the technical
architecture of HSUPA. Only some radio network functions such as radio bearers and mobility
management, on the RNC and NodeB need to be upgraded to support uplink 16QAM.
l The sum of the TRB rates and SRB rate exceeds 4 Mbit/s.
– If HSUPA DCCC has taken effect, the TRB rates refer to the current rates.
– If HSUPA DCCC has not taken effect, the TRB rates refer to the MBRs.
l The HspaPlusSwitch(BSC6900,BSC6910) parameter is set to UL_16QAM.
l The CfgSwitch(BSC6900,BSC6910) parameter is set to
CFG_HSUPA_16QAM_SWITCH.
l The UL16QAM parameter on the NodeB side is set to TRUE.
The conditions for selecting uplink 16QAM for combined services are similar to those for
selecting uplink 16QAM for a single service. Whether to select uplink 16QAM for combined
services depends on the total rate of combined services.
2.2.1 Overview
Compared with low-speed data transmission, high-speed data transmission has higher
requirements for the uplink Signal-to-Interference Ratio (SIR). The existing power control
algorithms, however, cannot meet such high requirements. To solve this problem, 3GPP Release
7 introduces the E-DCH Dedicated Physical Control Channel (E-DPCCH) Boosting technique.
When a user initiates high-speed data transmission, E-DPCCH Boosting quickly increases the
transmit power on the E-DPCCH and NodeB uses this channel for multipath searching and
channel estimation. This increases the accuracy of channel estimation and therefore improves
the high-speed transmission performance, allowing for higher peak throughput and cell
throughput in the uplink.
E-DPCCH Boosting is essential for high-speed data transmission using uplink 16QAM, which
requires strictly accurate channel estimation. When used together with uplink 16QAM, E-
DPCCH Boosting allows for a theoretical peak rate of 11.5 Mbit/s for a single user in the uplink.
E-DPCCH Boosting requires support from the RNC, NodeB, and UE. The requirements are
listed in Table 2-2.
Item Requirement
CN None
RNC The RNC must support and activate the HSUPA feature, on which
this feature depends on.
The RNC must decide whether to configure E-DPCCH Boosting for
a UE according to radio bearer policies and perform mobility
management based on E-DPCCH Boosting.
NodeB The NodeB must support and activate the HSUPA feature.
The NodeB must use the E-DPCCH to perform multipath searching
and channel estimation for UEs using E-DPCCH boosting.

UEs in HSUPA data transmission mode decide whether to use E-DPCCH Boosting according
to the E-DCH Transport Format Combination Indicator (E-TFCI) size and E-TFCI threshold (E-
TFCIec,boost) chosen by each TTI.
NOTE
Before performing a soft handover on a UE that supports abut is not configured with E-DPCCH
Boosting, the RNC checks whether all RB policies can be followed after the soft handover. If
yes, the RNC configures the UE with E-DPCCH Boosting by using HSPA+ directed retry. If
not, the RNC does not configure the UE with E-DPCCH Boosting.
NOTE
For details about HSPA+ directed retry, see Directed Retry Decision Feature Parameter Description.
l UEs send the RNC the IE "UE CAPABILITY INFORMATION" to report their E-DPCCH
Boosting capabilities. The IE is contained in messages UE CAPABILITY
INFORMATION and RRC CONNECTION SETUP COMPLETE.
l NodeBs send the RNC the IE "E-DPCCH Power Boosting Capability" to report the E-
DPCCH Boosting capability of each cell. The IE is contained in messages AUDIT
RESPONSE and RESOURCE STATUS INDICATION.
When configuring a UE with E-DPCCH Boosting, the RNC informs the UE by using the Radio
Resource Control (RRC) messages such as ACTIVE SET UPDATE, RRC CONNECTION
SETUP, and RADIO BEARER SETUP. The RNC also informs the NodeB by using the NodeB
Application Part (NBAP) messages such as RADIO LINK SETUP REQUEST, RADIO LINK
ADDITION REQUEST, and RADIO LINK RECONFIGURATION REQUEST.
After being configured with E-DPCCH Boosting, If the E-TFCI of the uplink data sent by a UE
is greater than the value of the E-TFCIec,boost parameter, enable E-DPCCH Boosting for the
UE.
3 Related Features
Impacted Features
The theoretical uplink peak rate of a single UE at the physical layer can reach 11.5 Mbit/s only
when WRFD-010694 UL 16QAM is enabled with WRFD-010697 E-DPCCH Boosting.

4 Network Impact
Network Performance
When Uu resources are sufficient, UL 16QAM allows the use of the higher order modulation
on the E-DPDCH, thereby increasing the uplink peak rate of a single UE.
However, higher order modulation consumes more resources. After UL 16QAM is enabled for
high-speed moving UEs in a cell, instantaneous received total wideband power (RTWP) of the
cell greatly increases. In this case, the access success rate decreases and the call drop rate
increases in the cell.
Network Performance
When E-DPCCH Boosting is enabled with WRFD-010694 UL 16QAM, the theoretical uplink
peak rate of a single UE at the physical layer can reach 11.5 Mbit/s.
5 Engineering Guidelines
l The average number of UEs in a cell is small and remaining resources are sufficient. For
example, the average number of UEs in the CELL_DCH state (that is, the value of the
VS.CellDCHUEs(BSC6900,BSC6910) counter) is less than or equal to 5 and the number
of remaining power resources is greater than 6 dB.
l A cell is configured with two or four antennas.
l The proportion of category 7 and category 9 HSUPA UEs is greater than 5% of HSUPA
UEs.
5.1.3 Deployment
Requirements
l Dependencies on Hardware
– The 3900 series base stations must be configured with the WBBPd, UBBPd or WBBPf
board.
– The DBS3800 must be configured with the EBBCd board.
– The BTS3812E and BTS3812AE must be configured with the uplink baseband
processing board EULPd and downlink baseband processing board EBBI, EBOI, or
EDLP. The uplink resource groups are set up on the EULPd board, and the downlink
resource groups are set up on the EBBI, EBOI, or EDLP board.
The NodeB MML command DSP ULOCELLRES can be used to check whether the
downlink resource group of a cell is established on the preceding board.
NOTE
When 4-way receive diversity is used, only 3900 series base stations support this feature.

l License
For details about how to activate the license, see License Management Feature Parameter
Description.
If RAN Sharing or MOCN is enabled, the licensed value is allocated among the primary
and secondary operators according to the value of the "License Allocation for Multiple
Operators parameter".
Method 2: some license control items, such as UL CE Num, can be allocated through both
the common group and private groups. In this case, the licensed values specified by the
private group are preferentially used, and the licensed value specified by the common group
is used on a first-come, first-served basis. For the NodeB license allocation among multiple
operators, see License Management Feature Parameter Description.
l Other Prerequisites
– The CN supports the "peak rate per user" introduced by UL 16QAM.
– The RNC software version should not be earlier than RAN12.0.
– The NodeB software version should not be earlier than RAN12.0.
– The UE is of E-DCH category 7 or 9, as specified by the 3GPP specifications.
Activation
Step 1 Turn on the UL 16QAM function switch on the NodeB side for a cell.
l For a 3900 series base station/micro base station, run the MML command MOD
ULOCELL to modify a local cell. In this step, set UL 16QAM to TRUE(TRUE).
l For a BTS3812AE/BTS3812E/DBS3800, run the MOD LOCELL command to turn on the
UL 16QAM function switch for a cell.
Step 2 Run the RNC MML command MOD UCELLALGOSWITCH, and select the UL_16QAM
(Cell UL 16QAM Function Switch) check box under the parameter Cell Hspa Plus function
switch.
For a new cell, run the ADD UCELLALGOSWITCH command to turn on the UL 16QAM
function switch.
Step 3 Run the RNC MML command SET UCORRMALGOSWITCH, and select the
CFG_HSUPA_16QAM_SWITCH check box under the parameter Channel Configuration
Strategy Switch.
Step 4 (Optional) Run the RNC MML command SET UFRC, and select the UL_16QAM check box
under the HSPA Technologies Retried by UEs parameter to enable periodic DRD for Uplink
16QAM.

If the ratio of UEs on which the UL 16QAM feature takes effect is low due to insufficient uplink
resources after this feature is enabled, you can adjust HSUPA scheduling threshold or enable
WRFD-140211 Dynamic Target RoT Adjustment. For detailed operations, see Adjustment."
When configuring the Automatic Congestion Handler feature on the CME, perform a single configuration
first, and then perform a batch modification if required. Configure the parameters of a single object before
a batch modification. Perform a batch modification before logging out of the parameter setting interface.
Set parameters on the CME according to the operation sequence in Table 5-2. For instructions
on how to perform the CME single configuration, see CME Single Configuration Operation
Guide.

Activation Observation
Monitor counters or trace signaling to check whether UL16QAM is working properly.
l Monitoring counters
Monitor the value of the VS.HSUPA.RAB.16QAM.SuccEstab(BSC6900,BSC6910)
counter. This counter measures the number of successful HSUPA 16QAM RAB
establishments in a cell. If the counter value is not zero, this feature is working properly
for the cell it corresponds to.
l Tracing signaling
Step 1 Run the NodeB MML command DSP ULOCELL to query the configuration information of the
local cell.
Step 2 As shown in Figure 5-1, start Uu interface tracing on the RNC LMT.
Step 3 Use the UE to perform a dialing test of the PS service. Ensure that an HSUPA service is
established.
Step 4 Analyze the traced messages. In the Uu interface trace data, view the EDCH information IE in
the RRC_RB_SETUP message.
l As shown in Figure 5-2, if the EDCH information IE contains the indicator of uplink
16QAM, you can infer that this feature has been activated.
l If the EDCH information IE does not contain the indicator of uplink 16QAM, you can infer
that this feature has not been activated.

Deactivation
Step 2 Run the RNC MML command MOD UCELLALGOSWITCH, and clear the UL_16QAM
(Cell UL 16QAM Function Switch) check box under the parameter Cell Hspa Plus function
switch.
Step 3 Run the RNC MML command SET UCORRMALGOSWITCH, and clear the
CFG_HSUPA_16QAM_SWITCH check box under the parameter Channel Configuration
Strategy Switch.

Adjustment
If the ratio of UEs on which the UL 16QAM feature takes effect is low due to insufficient uplink
resources after this feature is enabled, you can perform either of the following operations:
If the ratio of the period in which the UL 16QAM feature takes effect is low because there is no
sufficient data to transmit after this feature is enabled, you can add full buffer UEs in the live
network to verify gains provided by this feature.
5.1.6 Troubleshooting
After the UL 16QAM feature is enabled, the alarm in Table 5-4 will be reported if the local cell
does not support this feature due to either of the following reasons:
Collect the counters described in the following table to evaluate the gains produced by E-DPCCH
Boosting enabled with UL 16QAM and HSPA+ Uplink 11.5Mbit/s per User.
5.2.3 Deployment
This section describes how to activate, verify, and deactivate the optional feature WRFD-010697
E-DPCCH Boosting.
Requirements
l Dependencies on Hardware
If RAN Sharing or MOCN is enabled, the licensed value is allocated among the primary
and secondary operators according to the value of the "License Allocation for Multiple
Operators parameter".
Method 2: some license control items, such as UL CE Num, can be allocated through both
the common group and private groups. In this case, the licensed values specified by the
private group are preferentially used, and the licensed value specified by the common group
is used on a first-come, first-served basis. For the NodeB license allocation among multiple
operators, see License Management Feature Parameter Description.
l Others
– The UE is of 3GPP Release -7 or later and supports this feature.
– CN supports data bit rate of 11.5 Mbit/s or above.
Precautions
You need to enable the WRFD-01061403 HSUPA 2ms TTI and WRFD-010636 SRB over
HSUPA features because this feature takes effect by default when the UE throughput is larger
than 4 Mbit/s. You can use the EcBoostingTotalRateThd(BSC6900,BSC6910) parameter to set
the UE throughput. The values of parameters related to reference power offset affect the E-
DPDCH power. To ensure that the peak rate reaches the expected value, check that the
parameters related to reference power offset are set to appropriate values before enabling this
feature.
l If neither UL 16QAM nor UL Layer 2 Improvement is supported, set parameters related to reference
power offset to the following values: ETFCITABIDX=1, REFETFCINUM=D8, REFETFCIIDX1=1,

counter. This counter measures the number of successful HSUPA boosting RAB
establishments in a cell. If the counter value is not zero, this feature is working properly
for the cell it corresponds to.
l Tracing signaling
Step 1 Originate PS BE HSUPA services with the subscribed rate higher than the value of the
EcBoostingTotalRateThd(BSC6900,BSC6910) parameter.
NOTE
With the E-DPCCH Boosting feature, when the rate required by a user exceeds the specified rate threshold,
the NodeB uses an E-DPCCH instead of a DPCCH to implement multipath searching and channel
estimation. However, the demodulation performance of an E-DPDCH does not have any significant change
compared with that of a DPDCH. Therefore, enabling the E-DPCCH Boosting feature in QPSK scenarios
does not have great impact on the uplink transmission performance of HSUPA users in these scenarios.
Step 2 Trace messages over the Uu interface to check whether the RRC_RB_SETUP message carries
the e-TFC-Boost-Info IE that includes the e-TFCI-Boost and delta-T2TP fields, as shown in
Figure 5-3.

Step 3 Trace messages over the Iub interface by referring to Tracing Messages on the Iub Interface to
check whether the NBAP_RL_RECFG_PREP message carries the e-TFCI-Boost-
Information IE that includes the e-TFCI-BetaEC-Boost and uL-Delta-T2TP fields, as shown
in Figure 5-4.
l If the messages described in the preceding two steps carry the corresponding IEs, the E-
DPCCH Boosting function has taken effect.
l If either of the messages described in the preceding two steps does not carry the corresponding
IEs, the E-DPCCH Boosting function has not taken effect.

Deactivation
Step 1 To disable the E-DPCCH Boosting function of all cells under the RNC, do as follows: Run the
RNC MML command SET UCORRMALGOSWITCH. In this step, clear the

The throughput gains can be observed only when E-DPCCH Boosting enabled with UL 16QAM
and HSPA+ Uplink 11.5Mbit/s per User. The gains produced by E-DPCCH Boosting in the
throughput can be monitored by using counters or the monitoring function on the LMT.
5.2.6 Troubleshooting
After E-DPCCH Boosting is enabled, the alarm described in the following table will be reported
if the cell-level license is not configured or the downlink baseband processing board in a cell
does not support E-DPCCH Boosting.
