The principal role of quality control is to see if the construction work complies with the
drawings, specifications, and project standards. Field inspection is conducted to
evaluate compliance with the project quality requirements. Field inspection covers not
only the work performed by the field craftsmen, but also the condition of the materials
incorporated into the work.

1. Responsibilities
Field inspection will be conducted by SPM's own forces or those of inspection agencies.
The manage of the Quality Section assigns field inspector to monitor field activities. The
field inspector will document his inspection efforts. Inspection is usually done in two
ways:
(1) By frequent inspection during the work.
(2) By final proof or testing of the completed work.
A chief field inspector will be assigned is more working scope. He has the overall
responsibility for field inspection activities and coordinates the project inspection effort to
ensure the desired results. He will represent the company but under the capacity
construction or field manager in all questions of field inspection. He will verify the
inspection documentation and test results and issue field inspection reports to the client
and project organization through the construction or field manager. He will also report to
the Quality Section Chief in Bangkok Office. The term "inspector" mean "chief field
inspector or supervisor".
Normally, function of the inspector will be defined in a work execution plan to cover the
inspection scope requiring by clients.
The field inspection organization chart is shown in Appendix 1.

2. Scope of Work
Inspection work for field construction shall include, but not be limited to, those items listed
in Appendix 2, Field Inspection Items. Appendix 2 also classifies inspection items into
those inspected by SPM. Only, those for which the clients notified in the inspection
schedule, those witnessed by the clients, and those for which results are reported to the
clients.

3. General Policies and Procedures


The inspector shall initiate field inspection general policies and procedures referring to
process requirements, construction workers' capabilities, and other jobsite conditions for
review and approval by the construction manager.

4. Detailed Procedures
The inspector shall document detailed procedures, both internal matters and for matters
relating to the client, including schedules, forms for recording inspection results, and
reporting procedures by following contractual formats.

5. General Pre-Inspection Meeting with the Client


The inspector shall hold a general pre-inspection meeting with the clients before
beginning any inspection activities. The inspector will present SPM's proposed
procedures for inspection and testing as well as a list of test items which to be required
by contract or SPM recommends for witnessing by clients.

6. Individual Inspection and Test Procedures


The inspector shall establish individual inspection and test procedures for a particular
category of work prepared by the field supervisor or engineer in charged, including
choosing those items to recommend clients to witness.

7. General Pre-Inspection Meeting with Third Party Laboratory


To present SPM's inspection and test procedures, the inspector shall initiate and conduct
a pre-inspection meeting with third party laboratory and the field supervisors in charged
prior to commencing construction work. In this meeting, SPM shall clarify all of the
requirements and criteria for the inspection and ensure that they are clearly understood.
All parties shall confirm that the procedures reviewed, including corresponding drawings
and specifications, will result in the desired quality and workmanship.

8. Personnel and Procedure Qualification


When construction procedures or personnels who carry out construction activities must
be qualified in accordance with applicable regulations, codes, specifications, or
procedures, the inspector shall witness the qualification tests and determine the validity
of the results shall be limited to areas which affect the quality of the work.

9. Check of Inspection. Test. and Measuring Equipment


Prior to every inspection, the inspector shall verify the validity of adjustment and
calibration of inspection, test, and measuring equipment. During verification, records of
previous calibrations shall be referred to by the inspector. When inspection, test, or
measuring equipment is found to be incorrectly calibrated, he shall evaluate the validity of
previous inspections or test results. Where necessary, the inspector shall repeat the
original inspections of tests using properly calibrated equipment.

10. Individual Pre-Inspection Meeting with the Client


The inspector shall hold individual pre-inspection meetings with the clients before starting
a particular category of work. Detailed procedures will be discussed, and the list of test
items to be witnessed will be given to the clients.

11. Daily Schedule of Tests and Inspections


The inspector shall arrange the daily schedule of tests and inspections, subject to the
schedule of client's inspector. and coordinate the field supervisors' activities with this
schedule.

12. Application for Inspection


The inspector shall submit the application for inspection of specified items to client in
advance of the inspection date (usually every morning or every evening to discuss work
for the following day). Appendix 3 is an application form in case contractual format is

13. Client's Witness


Whenever client is to witness an inspection or test, the inspector shall attend the
inspection. After completion of the witnessed test, he should record the test results and
obtain the signature of acceptance from client's inspector on the inspection form. A
written report of the results should be submitted to clients.

14. Regular Inspection Meetings with the Client


The inspector shall hold regular inspection meetings with the client to exchange
comments on inspection matters. In these meetings, all inspection requirements and
criteria shall be clarified by both the client and Engineer (consultant). The field
supervisor may accompany the inspector to these meetings. They may hold joint
meetings for both construction and inspection activities with the clients, if desirable.
Problems should be presented with vendor-specialists and/or SPM's proposed solutions
or recommendations for further study.

15. Relations with the Client


As a representative of SPM, the inspector shall use every opportunity to convey SPM's
ideas, comments, or suggestions for inspection procedures to clients. The inspector, in
turn, will solicit and consider the client's opinion on these matters. For conserving good
relations with clients, the inspector shall work with the clients to mutually clarify any
ambiguous, dubious, conflicting, inconsistent, or questionable matters in the specification
requirements or inspection criteria. Close liaison with client also is needed to mutually
study and clarify any problematical, delicate, or intricate matters in inspection
requirements, procedures, or practice. Reporting results of inspections and tests should
demonstrate SPM's achievements.
Critical problems affecting project completion will be brought to the attention of the
construction manager who will confer with client for recommended action.
Deviations from the specifications either will be modified to conform or resolved by
developing an acceptable solution with the proper construction discipline, subject to
client's approval.

16. Filing Documents


The inspector shall systematically file all inspection and quality control documents for
convenient access by all SPM employees.

17. Field Supervisor's Quality Control Activities


The inspector shall monitor the field inspector quality control activities for compliance with
the accepted procedures. The inspector shall support and guide the quality control
activities by:
(t) Obtaining the client's ideas, evaluation, and aqreernent on procedures and results.
(2) Advising or being consulted by the field inspector on quality control procedures,
methods, and practices.

(3) Interpreting codes, standards, specifications, and governmental regulations.


The construction superintendent or the field supervisor will periodically conduct quality
control meetings with the craft-leader or foremen to advise them about quality control for
each category of construction work. The inspector shall always attend these meetings
and shall state procedures, programs, or other inspection and testing matters, whenever
necessary.

18. Interoffice Problem Meetings


For inspection and quality control problems, the inspector shall hold meetings with field
supervisors and other staff members to analyze the causes and results or any problems
and determine proper corrective measures.

19. Welding, Radiography, and Annealing


The inspector shall monitor and inspect welding work and all welders engaged in the field
to maintain adequate weld quality or monitor welding supervisor. He shall supervise the
progress of radiography and annealing work, coordinating the schedules with related
work. The inspector shall maintain safe operations in welding, radiography, and
annealing, especially for handling and storing radioactive materials.

20. WQT/APQ & Demonstration Tests


Work pieces or panels shall be prepared according to specification requirements.
stamps markings or writing on work pieces must be legibly and or identifying clearly of
welder/operator names, badges, numbers, welding/application position, kinds of
materials, weather conditions, water temperatures, etc. As per each specific format to be
filled in.
The inspector, client or Engineer's representation will be pre-appointed to attend these
tests and the formats be signed by witnesses if so required after jointly inspected.
Further tests from these WQT/APQ will be RT for metal work and playsical test for
refractory work will be carried out by recognized/agreeable inspection laboratories who
will issue certificates of such tests as evidences for clients approval and references.

21. Inspection Reports


The inspector shall evaluate the results of inspections and tests and authorize any
inspection records prepared by field inspector. The inspection record and report should
be legibly written on official forms agreed upon between client and Engineer. Appendix 4
is an inspection report form for general services to be adapted suitable for each specific
job.

The inspector shall submit the inspection records to client for the inspection items

witnessed by client after reviewinq by the construction manager. Other inspection


records shall be submitted to client in accordance with the agreement made between
client and Engineer.
The inspector shall periodically report the status of inspection activities to the
construction manager for every stage of inspection. At the beginning of each month, he
shall also submit the monthly field inspection report to the construction manager and the
manager of the Quality Section in Bangkok office using official forms.

22. As-built Drawings


The inspector must cooperated with client/vendor's representatives and field supervisors
to make sketch of any deviation and/or notifications of the works which are different from
contractual drawings. These discrepancies must be obtained the formal approval from
the clients prior to performing.
All such marks, records, sketches, etc. will be used as evidences for making the as-built
drawings if in our working scope or be submitted to clients for such purpose.
