In the public administration there are 3main roles.

The Executive: in the executive, the prime minister is the Head of the cabinet ministries
who are collectively responsible and accountable to the parliament.

The duties of the Prime Minister are:

 Prime minister will decide the role and business of the government instead of the
president
 The prime minister will have the power to request any minister to resign otherwise
he/she will advice for the termination of the minister to the president.

There are ministers for the ministries in order to run different sectors of the countries.

Their main functions are:

 The minister will be accountable for his or her own ministry and the problem related
to that.
 The secretary shall be the administrative head of the ministry/division.

The legislature: they are the member of the parliament who has law making power.
Speaker is the head of the legislature. Anchor of the parliament. Powerful than any
minister and acting president.

There are Standing committee, Special Committee and Select Committees.

In the standing committee there is Public accounts committee, committee of privileges and
other committees as per parliament requirement and their function is to investigate
problem in sectors under respective ministries, to solve them by raising them in the
parliament, investigating anything referring to the parliament and producing bills.

The ombudsman case comes under legislature: the parliament may appoint any committee
or individual to investigate after the actions of the ministry and report to the president
after the parliament.

The Judiciary: judiciary implements the law (members of the parliament). the
judiciary consists of the Supreme Court under which there is the high court and the
appellate division. The chief justice along with the judges will be in the appellate and the
other will be in the high court exercising their jurisdiction. If anyone is not satisfied with
the high court verdict the one can apply in the appellate division.

There is Supreme Judicial Council too where the judges will be assessed on their services
and if any allegation come against them then the chief justice along with senior judges will
investigate
There is Administrative Tribunal where any government official is accused of not doing his
work properly and misusing his power and asked for his/her reason to do so.

Shava Ward- it’s a meeting held twice a year and has got the chairman and an elected
female advisor and other members. The main task is to review the overall development
activities in the respective ward and let everyone know about the course of action.

Open Budget: showing the yearly budget in a open meeting

Citizen Charter: it’s about letting the citizen know of their facilities that they are entitled
with

Right to information: a person has full right to ask and know about the information
regarding the government as per UP Act of 2009.

 Lack of power and authority


 Lack of transparency and accountability
 Lack of trained personal
 Lack of financial resources

Women Empowerment in LG

1/3rd of seats in UP is reserved for women seats as well as standing committee.

However:

 Women are not that much interested in politics.


 Most of the husbands use their wives to get in politics to bring benefits.
