Your Complainant is an Investigator with the Minneapolis Police Department, and in that capacity has
investigated the facts and circumstances of the offense alleged herein, and believes the following
establishes probable cause:

On February 27, 2018, an adult female, Victim herein, reported to police that, earlier in the day, her breasts
had been groped by her hair stylist at the Juut Salon, located at 651 Nicollet Mall, Minneapolis, Hennepin
County, Minnesota. Victim stated that she made an appointment for a haircut and VINCENT BENJAMIN
SECHI, Defendant herein, was assigned to cut her hair. Defendant instructed Victim to change into a robe,
and after washing her hair, gave Victim a massage of her head and neck. During the massage, Defendant
touched the tops of Victim’s breasts under her robe, telling Victim that American women would not like that,
but since Victim is French, it was fine. After the massage, Defendant cut Victim’s hair, and when pieces of
cut hair fell on Victim’s upper chest, Defendant would brush the hair further down towards Victim’s breasts,
reaching inside Victim’s bra several times. During the haircut, Defendant also reached inside Victim’s
robe, put his hand inside her bra, and cupped and squeezed Victim’s breast, stating that his action was a
“nice tip.”

In a non-custodial statement, Defendant admitted that he had unbuttoned Victim’s robe when he was giving
her a massage. Defendant further admitted the he had reached his fingers inside Victim’s bra while
sweeping hair off her chest, and stated he “definitely overstepped.”

A warrant is requested as Defendant has ties to a foreign country.

determined that probable cause exists to support, subject to bail or conditions of release where applicable, Defendant’s arrest
or other lawful steps be taken to obtain Defendant’s appearance in court, or Defendant’s detention, if already in custody,
