PROMULGATION OF THE REVISED SYLLABI FOR THE SUBJECTS IN THE BOARD LICENSURE EXAMINATION
FOR CIVIL ENGINEERS (BLECE)

WHEREAS, Section 10, Article II of Republic Act No. 544, known as the "Civil Engineering Law", provides the
subjects in the Board Licensure Examination for Civil Engineers;

WHEREAS, the Board of Civil Engineering promulgated Resolution No. 2, Series of 1995 dated Feb. 28, 1995,
prescribing the current syllabi for the subject therein;

WHEREAS, the said syllabi are the bases for the test questions that will be inputted into the computer test question
bank;

WHEREAS, the Commission on Higher Education (CHED) has adopted a new curriculum leading to the degree of
Bachelor of Science in Civil Engineering effective school year 2008-2009;

WHEREAS, there is a need to harmonize the present syllabi for the subjects in the BLECE with the subjects and their
syllabi in the new curriculum;

WHEREAS, the first batch of civil engineering students that will use the new curriculum will graduate in 2013;

WHEREAS, although the harmonization of the Licensure Examination with the new curriculum will only be
implemented after the first batch of civil engineering students using the new curriculum shall have graduated in 2013,
this resolution revising the present syllabi for the subjects in the BLECE is necessary now to inform all concerned of
the impending harmonization; and

WHEREAS, Sec. 9 (h) of R.A. No. 8981, known as the "PRC Modernization Act of 2000" provides to wit: " (h) To
prepare, adopt and issue the syllabi or tables of specifications of the subjects for examinations in consultation with
the academe; determine and prepare the questions for the licensure examination which shall strictly be within the
scope of the syllabus or table of specification of the subject for examination x x x x "; and

NOW, THEREFORE, the Board RESOLVES, as it is hereby RESOLVED, to prescribe, promulgate, and issue the
Revised Syllabi for the Subjects in the Board Licensure Examination for Civil Engineers (BLECE), an integral part of
this Resolution (Annex A);

FURTHER, RESOLVED, that the test questions for the Board Licensure Examination for Civil Engineers shall be
patterned after questions contained in the list of Suggested References as given below (Annex A);

FURTHER, RESOLVED, that this Resolution shall first be implemented in the November 2013 Board Licensure
Examination for Civil Engineers (BLECE);

FURTHERMORE, RESOLVED, that this resolution shall take effect after fifteen (15) days following its full and
complete publication in the Official Gazette, or any newspaper of general circulation in the Philippines; and

FINALLY, RESOLVED, that the copy of this resolution be furnished to CHED for circulation to all schools, colleges,
and universities offering the course of civil engineering.
