a cold front prevailing since
Thursday have caused flood-
ing incidents and landslide,
resulting in evacuation of
some 300 families and inju-
ries to three persons in vari-
ous parts of Bicol region,
early Friday (Jan. 12).

in 70 percent of the city.
He said the most affected
village is Calauag, where
floodwaters reached waist-
deep levels and the evacuation
of elderly, children, pregnant
women, and persons with dis-
ability has been undertaken
by the city government.

Bongat said a total of 300
families were safely trans-
ferred to the city’s evacuation
center.
The mayor also issued an
advisory suspending classes
in all levels of public and pri-
vate schools.
In the neighboring town
of Magarao, floodwaters sub-
merged several houses in the
village of Sta. Lucia where a

ed in low-lying areas but as of
Friday morning, only four vil-
lages reported flooding.

an advisory suspend-
ing classes in all level,

This is in anticipation of
the heavy flooding due to
the localized thunderstorm
which might affect the safety
of the public, specifically
the welfare and health of the
children and commuters.
Classes from pre-school,
kindergarten, elementary, Ju-
nior and Senior High School,
all college levels, including
Techvoc institutions were
ordered suspended due to
the swelling of floodwater in

DFA releases 1st batch
of 10-yr valid passports
MANILA -- The Department of Foreign Af-
fairs (DFA) has released the first batch of 10-
year valid passports on Friday, following its of-
ficial rollout in the Philippines on January 3.
Foreign Affairs Secretary Cayetano himself
graced the DFA consular office in Aseana to in-
troduce the improved document he referred to as
the public's "product" due to almost 10 years of
complaints regarding its quality.
Based on DFA data, trend of passport produc-
tion since 2009 has steadily increased despite no
significant increase in the number of consular
staff.
"This extended validity is seen to benefit the
OFWs, particularly those who are assigned in ar-
eas far from an embassy or consulate where they
can apply for a new one," Cayetano said.
“The 10-year validity passport is also one way
to address decongestion among the various con-
sular offices," he added.
In August 2017, Republic Act No. 10928 or
the Act Extending the Validity of Philippine pass-
ports was signed into law by President Rodrigo
Duterte.
Effective January 2 and 3, 2018, all approved
applications of Filipinos 18-years old and above
were issued with the 10-year valid document, mi-
nors 18-years old below were only issued with
five-year valid passport.
According to the agency, both booklets issued
with 10-year and five-year validity will have no
change in terms of fees, design and number of

HIGH ECO GROWTH: The Phil-
ippine economy is likely to grow by at
least 6.8%in 2018 on the back of robust
domestic consumer spending and favor-
able global economic growth. Projected
GDP growth rate is seen to build on the
estimated 6.7% in 2017. With greater
purchasing power for consumers and
intensified spending for infrastructure
following the passage of the TRAIN law,
the projected growth rate is forecast to
be better than in previous years.
TRAIN mandates reduction in per-
sonal income taxes, increasing people’s
take-home pay even as there are higher
excise taxes on petroleum, automobiles,
coal, mining, tobacco and numerous fi-
nancial transactions – with new excise
taxes on sugary drinks. PHL growth rate
was 6.1% from 2011 to 2016 (Noynoy
Aquino’s term); Arroyo’s growth rate -
4.8%, Estrada - 2.3%, Ramos – 3.1%,
and Corazon Aquino – 3.4%. Our econ-
omy is looking up – through massive
infra-spending.

I was trying to make some sense of every-
thing from the numbers and dates…how
significant they were in our family…
“Nanay stayed 40 days in the hospital –
BMC. She was brought home on the 29th
of October, 2004.
July 29, 1994 is Tatay’s death date. I
took care of him at the hospital (Mother
Seton Hospital, for he didn’t want anyone
else to do it.
July 1, 1957, 10 years after the eldest
son (November 18, 1947) is my birthday.
According to a lot of Tatay’s siblings with
his first wife I am Tatay’s most favorite –
maybe because I really look like a photo-
copy of my mother when she was young-
er…sabi ng lahat except for Sweetie B.
Saturday – Sunday (Nov 13 – 14) be-
tween 2:00 to 2:30 am, I went home to San
Roque and cried so hard again at the bal-
cony while waiting for Jeff to come back
with the house key. I requested for Nanay
to assist us in praying for a good burying
weather for herself later that day, Novem-
ber 14.
A week before she died I had fearful
dreams that I cannot explain because I
would wake up not remembering anything
at all.

were praying at the balcony – since we
could not go in because there was no one
home yet – Jaja and Mark were still at
school – and I had no key with me (amidst
rain and winds) – a small grasshopper
alighted on the right hand of Ate Glo, who
was leading our nine night prayers (pasi-
yam) for Nanay.
Between 8:30 to 9:30 pm – while I was
crying outside the garage gate of our an-

this gross international reserves, BSP
has other tools at its disposal to mitigate
the effects of any funds repatriation by
foreign investors who are attracted by
higher yields of US securities.
The massive inflow of capital is the
aftermath of the 2008 worldwide finan-
cial meltdown resulting in the US Fed
cutting its interest rates to jumpstart the
weak economy with cheap credit. Some
of those funds found are in emerging
markets like the Philippines as inves-
tors sought higher returns. The US Fed
is tightening rates, and that will result
in some funds (including “hot” money
hereabouts) moving back abroad.
These are called “stateless money”.
REVENUES BREACHING P4.0
TRILLION : Gov’t revenues are ex-
pected to breach the P4-trillion level in
the next five-years with the implemen-
tation of the first tax reform law alone,
DOF data shows. Based on the DOF’s
medium-term revenue program that
factored in the expected TRAIN col-
lection, the government is expected to
generate P2.806T in 2018 alone. Total
revenues will further increase next year,
breaching the P3 trillion mark, totalling
P3.160T and P3.553T in 2020.
The government’s revenue effort will
improve to 16% this year, 16.4% % in
2019, and 16.8% in 2020, 17% in 2021
and 17.1% in 2022. Tax effort, which is

I had dreams of losing my teeth over
a period of time. In one dream, I lost all of
them which I related to her when I came
over for the weekend to which she did not
give her usual remark of “maraot yan, may
magagadan.”
Months before Nanay’s demise, during
some late nights or early mornings while
I was still awake reading, the dog of my
neighbor fronting my house at Villa Cora-
zon would howl, a sound usually associ-
ated with death and believed by many old
people to be true. And I would try to stop
it.
Early mornings while I was fetching
water from our jetmatic pump in our front
yard, unexplained tears will start trailing
down my cheeks; while working and then
suddenly feeling sad while thinking what
will happen to all of us who loved her when
she died, particularly after she suffered
from her 5th stroke which was the most
damaging and confined at BMC, these
thoughts recurred more often… but I al-
ways brushed them off – hoping, believing
and praying for miracles – that she would
still be with us longer.
Three times the heavy rain poured
while we were praying, singing, saying
mass and would turn into a sunnier and
soft wind moment when we had to bring
her out (from the funeral parlor going to
Basilica, from Basilica to Sto Nino and
when her coffin was to be laid down slowly
6 feet below the ground beside Tatay’s) al-
most (as usual she is still “above” Tatay…
The honoring which was filled with
both tears and laughter as everyone tried
to recall who she was in their lives, what
she meant to each of the members of her

In essence I said that: “I was one of
the most difficult among her children to
love I guess. Our Mom was never a very
demonstrative person when it came to
showing how she loved us… perhaps
because she never experienced being
hugged or kissed with a lot of people
looking. Our lola was sort of a “Span-
ish” cultured woman, who was a strict
disciplinarian and lived with a lot of rules
to live by – how can mom be capable
of doing it when she was never taught
how... our responsibility therefore is to
make better what she had begun… a
most difficult task… We, her family, each
one of us was an honoring to her and
the way she chose to lead her life, that
we owe it to her to honor her by living
and loving as we should, perhaps close
to the “perfect plan” she had for each
one of us with a sense of responsibility,
laughter, humaneness, tenderness and
forgiveness of her, ourselves and others
– of living our lives meaningfully, with a
sense of purpose not only for ourselves
but most of all for others… I feel this
would be the greatest honoring we can
ever offer to her…”

sending more delegates this
year in a bid to improve its
standing.
In an interview Monday,
Catanduanes Schools Divi-
sion Superintendent Socorro
Dela Rosa said the Provin-
cial School Board (PSB) ap-
proved last week a PHP13-
million Special Education
Fund (SEF) for 2018 priori-
tizing sports development,
and part of this will be allo-
cated for the Palaro.
She said since the prov-
ince’s ranking in the Palarong
Bicol had not improved be-
cause they had limited their
number of delegates, they de-
cided to send more this year.
"We will send athletes to
other events other than those
events that we have partici-
pated in last year," Dela Rosa
said.
According to her, Catand-
uanes will send 204 coaches

mation Office (CEPPIO)
has been transformed into
a full-fledged department
of the city government here
to make frontline services,
programs, official events,
and other activities more
open and accessible to the
public.
Ordinance 2017-108, au-
thored by City Councilors
Joselito del Rosario, Elmer
Baldemoro, Ray-An Cy-
drick Rentoy, and Cecilia de
Asis, reorganizes and allows
CEPPIO to adopt functional
changes in its operations with
the end view of strengthening
the LGU’s transparency and
full disclosure policy.
CEPPIO was created un-
der Ordinance 2014-002 with
the task of delivering to the
public all relevant informa-
tion about the LGU’s multi-
faceted official functions and
duties, including the handling
and managing of different
events and official functions,

It was one afternoon of
December 22, 2017 in Jade
Valley, Davao City, when the
winds got stronger. The fore-
cast had been heard every-
where before darkness and
the sound of roaring winds
took over. Everyone in town
witnessed in fear, including
Sonia Reyes.
The 53-year old housewife
lived in this peaceful place for
18 years with her husband Alex.
Known in the neighborhood as
their “nanay” and “tatay,” the
couple ran a small stove-mak-
ing business, the “Alex Kalan
de Blower” that supported the
family’s daily needs. Life was
easy and simple back then.
But one disaster came along
that wreaked havoc to their
lives and properties. Tropical
storm Vinta washed out every
ounce of their belongings, ev-
ery little thing they both worked
hard to have. Suddenly, Nanay
Sonia saw before her very own
eyes how the water rose up and
washed out everything.

installation of elected and ap-

It has been a tradition among
masons that installation of
elected and appointed officers
of masonic lodges is scheduled
every first quarter of each year,
usually it starts in the months of
January, February and March,
all installation activities must
end, just in time for the Annual

Sonia and her family, together
with the rest of the residents
of Jade Valley, still celebrated
Christmas and New Year, full
of hope that everything will be
fine eventually.
