All Shores residents should be familiar with the term Covenants,
Codes & Restrictions (CC&Rs). CC&Rs indicate the existence
of limitations associated with use of the purchased land. Whether
you live in one of our many Home owners Associations (HoAs)
or in the original sections of the Shores, eVeRy property in
94065 has CC&Rs, including Shores Businesses (SBCA).

Authority for Architectural Review and enforcement
RSCA is a community association serving Redwood Shores since
1971. e Architectural Design Board of Redwood Shores
(‘ADB’) is the legal custodian and administrator of the CC&Rs
for homes built prior to 1981. e CC&Rs are attached to the
deed of property of most residences west of Shell Parkway.
Compliance with the CC&Rs is neither optional nor dependent
upon RSCA membership. you should have received a copy of
the CC&Rs when you purchased your home. If you need a new
copy of the CC&Rs, they can be purchased through RSCA by
contacting <ADB@rsca.org>.
In addition to the ADB committee that governs homes in the
Shores, RSCA is the advocate for important issues that affect
the home and family life of every Shores resident. RSCA
coordinates with the City of Redwood City and San Mateo
County for issues related to our streets, safety and community
services. RSCA is committed to communication to Shores
residents and businesses through monthly mailing of e
PilOt magazine, median signage on Redwood Shores Parkway
and Marine Parkway, and occasional mailings and emails with
Shores related information. RSCA plans several family friendly
events throughout the year including the eGGstravaganza in
Marlin Park, Sounds of the Shores summer concerts, our annual
Levee Cleanup in August, october’s Halloween Parade and
Santa’s Visit to the Shores Library. All residents are asked to
become members of RSCA through a voluntary membership

Redwood Shores has a unique history with very specific
development and maintenance issues. RSCA handles
architectural review for some areas as highlighted in the image
at left. RSCA also collaborates with city and county
departments about maintenance of other areas of the Shores.
Individual HoAs maintain their properties, but are also
governed by the RSoA.

Authority for Architectural Review & enforcement
RSoA is the umbrella homeowners association for all
residential developments built in the Shores after 1981. RSoA
is a common interest development and membership is
mandatory by virtue of owning property within its
jurisdictional boundaries. RSoA’s mission is to maintain the
aesthetic integrity, identity, and appeal of its member
neighborhoods. is translates to ensuring that all
modifications are improvements and go through an orderly
process of review and approval, prior to construction of
modifications to exteriors, improvements to waterfront yards,
and new construction and redevelopment. (For more

whAt All ReSiDentS neeD tO knOw ABOut CC&RS:
just as a homeowner is legally bound to follow the CC&Rs, the
governing agency is required to enforce them. Governing
agencies may do inspections weekly, monthly, quarterly and will
send a notice by mail to outline what corrections need to be made,
and the timeframe. All homeowners should be aware of the
CC&Rs they’ve agreed to upon purchase of their home, as well
as bylaws and other governing documents in an HoA. examples
and additional details will be provided in future months.
why DO we hAve CC&RS?
Most planned developments make use of covenants for the
benefit of all residential owners and their neighbors.
neighborhoods with properly drafted and enforced covenants or
architectural standards have been shown to retain property value
better than those with poorly enforced covenants or no standards
at all. neighborhoods that follow covenants and standards tend
to be safer, look better, maintain better relationships with local
governments, and better retain or increase the investments that
homeowners have made in their properties.

i A n B A i n , City Of ReDwOOD City
ere are two types of cities in California – “general law”
cities and “charter” cities. Redwood City is a charter city.
Being a charter city means that the legal authority for the
City's actions originates with the Charter, rather than from
the laws of the State of California. e Charter, however,
still has to generally be consistent with State laws. Redwood
City’s Charter can be viewed in full on the City’s website at
www.redwoodcity.org/city-hall/city-charter.
As a charter city, Redwood City voters can exercise a greater
degree of local control than that provided by the California
Legislature, determine how their city government is
organized and can enact legislation different than that
adopted by the State. A city charter can only be adopted
and/or changed by a majority vote of city residents, not by
a vote of the City Council. I often tell people to think of it
as “e Constitution of Redwood City.”
Redwood City’s charter was adopted in 1929, and voters
have amended it many times since. Among other things, the
City Charter gives the City Council the authority to adopt
codes and ordinances to regulate issues within the City. e
Charter spells out the terms and number of council
members, and imposes other limitations upon the City
Council. For example, the Charter specifies that the City
Council hire only three employees, who report directly to
the Council – the City Manager, the City Attorney and the
City Clerk. It expressly forbids council members from being
involved in the hiring or firing of any other city staff.
e Charter also defines three Council appointed commissions
– the Library Board, the Planning Commission and the Port
Commission. at means that if the Council wants to make
changes to any of those boards or commissions, the voters
must approve those changes. For example, if we wanted to
increase or decrease the number of members, or impose term
limits, voters would need to approve those changes. other
boards, committees and commissions not mentioned in the
Charter do not require voter approval.
our Council-appointed boards, committees and commissions
play an important role in advancing the strategic priorities
that I outlined in my last article. In future articles, I will write
more about these boards, committees and commissions and
how you can get involved. We have just begun another round

e Pirate Ship Public Art & Playground project has been
mentioned in several previous editions of e PILoT.
e City is developing plans for this project to be placed
adjacent to the Redwood Shores Library. e Pirate Ship
will be a play structure, enclosed in ornamental fencing, and
connected to the childrens’ area side of the Library.
e Library Director and Director of Parks, Recreation, and
Community Services (PRCS) have spoken to the RSCA
Board, the Redwood Shores owners Association, adjacent
homeowner associations, and those attending a public
meeting. Supported by the Library Board and the PRCS
Commission, the City will host additional public workshops
to further the plans for this project. e dates selected for
these meetings are wednesday, April 18th at 6:30pm, and
Saturday, April 21st at 2:30pm at the Redwood Shores
Library at 399 Marine Parkway.

BIKING & SHOPPING CART NIRVANA

With many of us here in the Shores not knowing for sure
whether Winter days would be wintery or summery, deciding
what to wear the past couple of months -- tank tops and shorts
or jackets and scarves -- seemed more challenging than ever.
Bike riding one chilly Saturday morning, I’m wearing a long
sleeve biking shirt and, to be on the safe side, a jacket. But it’s
soon getting warmer and I’m feeling ridiculous seeing joggers
wearing T-shirts and shorts. Well you know, there’s always
some wind chill when you’re cruising along at your personal
best, top speed. Maybe that justifies heavier clothing, but who
knows? But then I recall another embarrassing bike-riding
moment several years ago, when after logging many miles
riding around the Shores, my neighbor and I decided to take
on Mt. Tam. After struggling up a steep trail and finally
having to walk the bikes the rest of the way, other bikers are
peddling by, waving to us. ey’re even casually sipping from
their water bottles as my neighbor and I are gulping air. But
on to something else, this is way too embarrassing.
on to shopping at one of those really big stores out past the
Shores, and something so amazing! ere’s a whole fleet of
new shopping carts, those really big carts for big-store
shopping. When you’ve been driving older-model, supersized
carts along crowded aisles, an entirely new model with higher
performance characteristics is thrilling. And the new cart has
it all. Better wheels for more precise maneuvering and
enhanced acceleration. And a little design tweak you’ll never
believe. e basket where you put your goods is at a slight
angle, raised just enough so you can put huge packages of
paper towels or toilet paper in that extra space under the
basket without having to jam them in. e carts look sleeker,
more stylized. I’m in nirvana, exclaiming to my wife the many
wonders of the new cart, while she’s looking at me like maybe
I lost something back at Aisle 3?

Stanford Rowing Teams in the Shores Waterways
Stanford Rowing Teams will be using the Shores waterways
on weekends this spring starting between 8-9am until about
noon. Regatta racing will run from 9am to 12noon and 1pm
to 4pm on Saturdays and 9am to 1pm on Sundays.
At all times, please use caution using the Shores waterways,
and keep an eye out for these athletes.

After an exceptionally chilly winter, tennis players look
forward to April not only in hopes of warmer weather but
also to something new for the RSTC: the first “open play”
of the season—on April 14—will be open to the tennis-
playing public. Subsequent open plays will be, as usual, for
members only, so be sure to take advantage of this
opportunity. just bring your racquet and a spirit of friendly
competitiveness! e next April event is the monthly
tournament, which takes place on the 21st. It will be
followed by an evening social at the home of a member.

Redwood City’s Budget Proposal Cuts Services
During RSCA’s Annual Meeting in February, City Manager
Melissa Stevenson Diaz listed financial sustainability as one of
the city’s primary goals. now it’s budget season and the initial
proposal includes elimination of several services that will
negatively affect Redwood Shores residents.
e proposal includes a reduction in library hours for almost
all libraries, including the Redwood Shores branch. Monday
mornings and after-work hours would be cut on Wednesdays
and ursdays, affecting HoAs and community organizations
that utilize meeting space at our local library.
Proposed budget cuts the following Public Safety services:
6 (vacant) police officers, 3 (vacant) fire fighters and 1
emergency Preparedness outreach Coordinator. e CeRT
program that has been established under the current
coordinator will be devastated if this proposal takes effect. e
reduction in personnel is anticipated to increase in response
times, which affects our safety and home values.

Spring is busy in our schools. We are enrolling students for the next
school year, cheering on students in robotics and science competitions,
and placing a parcel tax measure on the ballot for this June.
enROllMent
our school district is continuing to grow, though at a slower rate
than in the past. is year, 601 students enrolled in February
compared to 577 last February. However, the size of our incoming
kindergarten class is slightly smaller than last year. is year, we
have 19 kindergarten classes and next year we expect to have 18
kindergarten classes. is is an ideal-sized cohort for our school
district as it allows for 75 kindergarteners at every elementary
school for an average K-5 school size of 450 students. Interestingly,
we are seeing growth in 6th grade enrollment as well as our
Transitional Kindergarten program, a state-mandated program for
4-year-olds who turn 5 years of age between September 2 and
December 2. Started in 2012, Transitional Kindergarten is
becoming increasingly popular as families learn about it.
Additionally, the middle grades program at Sandpiper will expand
to include both 6th and 7th grade next year. is year 53 students
enrolled in Sandpiper’s 6th grade, and next year we have 57 enrollees
for 6th grade. is is a comfortable size as the program capacity is
60 students/grade. All in all, we continue to see strong enrollment
demand, which indicates that Belmont-Redwood Shores is a
popular community for families with school-aged children.
StuDent SuCCeSS in SCienCe AnD teChnOlOgy
our students continue to excel in science and technology, thanks
to our committed teachers, engaged parents, and an oracle grant
that helps fund a science and mathematics coach for our school
district. Recently, five Sandpiper robotics teams and one nesbit
team qualified to compete in the VeX Robotics World
Championship in Louisville, Kentucky, at the end of the month.
Additionally, the local “Rainforest” robotics club, with a majority
of Belmont-Redwood Shores students, is sending three teams to
the World Championship. Finally, three Sandpiper students won
first place in their categories at the San Mateo County Science
Fair and will move on to the State Science Fair in Los Angeles,
April 23-24. (See right for additional information and photo.)

PARCel tAx On the June BAllOt
over the last several months, our school board has considered
whether to put a parcel tax measure on the ballot to preserve our
program quality given inadequate state funding. Belmont-
Redwood Shores’ funding from the state is $1,400/student/year
below the state average for K-8 school districts. e Board took
action at its March 8th meeting to place a measure on the june 5th
ballot. e measure is $118/parcel/year for 5 years, and provides
an automatic exemption for seniors that are exempted from the

current parcel tax. is will generate $325/student/year and help
close the gap between our current funding and the state average.
Additionally, we are cutting our costs and working with our non-
profit foundation SchoolForce to promote more parent donations.

Sandpiper Student Participation and Honors
Sandpiper Middle School 6th graders had the honor of participating

organized by the San Mateo County office of education. Led by
Sandpiper science teacher Monique Burtschell, ten 6th grade teams
presented their STeM projects at the fair.
e goal of the fair is to create interest in Science, Technology,
engineering, and Math education and STeM careers, foster
school-community cooperation in developing the scientific
potential and communication skills of tomorrow’s leaders, and to
publicly recognize the achievements of talented science students,
grades 5-12, in San Mateo County.

Teams that received first place are qualified to participate at the
California State Science Fair in Los Angeles and the Broadcom
MASTeRS (Math, Applied Science, Technology & engineering
for Rising Stars) in Washington DC.
Soniya kamatkar won honorable mention in the Biological Systems
category for her project: “How Does Gravity Affect Root Growth?”
Swarra Joshi and inaaya Omer won first place in the Biological
Systems category for their project: “Does Radiation Impact Living
organisms?” John Merwin won first place in the engineering,
Technology and Application of Science category for his project:
“DingDing - e Glove Mounted Bell - Wearable device for
producing audible alert while bicycling or doing other activities.”

APRIL SHOWERS BRING MAY FLOWERS
or so the old saying goes. We still need more rainfall – bring
it on, but please let it be soothing gentle rain or even a
downpour during the evening hours when we are home
relaxing with family and friends, and not on the freeways
struggling with our daily commute and hordes of drivers who
seem to lose their patience and whatever driving skills they
may have learned years ago as soon as the pavement gets wet.
ose of us who were raised in colder climates seem to be
more adept at navigating those wet, slippery, snowy or icy
roadways! or at least we like to believe we are.
We’re heading down to Palm Springs in early April – our
traditional annual trek to the desert for sunshine, rest, reading
and relaxation. years ago, we would drive to the desert – an
always hilarious road trip adventure with good friends. Since
I adore driving, I was always the designated driver. SF to Palm
Springs – no problem – I was behind the wheel the entire
time. one of the best sights as we sped down the Grapevine
was seeing the adjacent hills ablaze with springtime golden
poppies and blue lupine – it was such a spectacular sight that
almost took your breath away. now we fly south, and I always
miss those yellow and blue hills.
Some of our readers have asked for vegetarian recipes, so I
thought that I would share our daughter’s favorite easy, vegan
Black Bean Chili and Vegetables recipe that she first made
several years ago when they decided to become vegan for Lent.
at well intentioned resolution did not last very long at all,
but she still makes this great flavorful and easy chili recipe. If
you aren’t vegan, you can always top the chili with a little
cheese and/or sour cream!

BlACk BeAn Chili with vegetABleS
1 Tablespoon olive oil
1 Medium onion, chopped (small dice)
1 Green Bell Pepper, seeded, chopped (small dice)
3 Cloves Garlic, minced
1 Large Carrot, peeled, chopped (small dice)
1 Pound Zucchini, chopped (medium dice)
1 Cup Frozen or Fresh Corn (defrosted if frozen)
2 Cups Vegetable Broth
3 Tablespoons Chili Powder
2 Teaspoons Ground Cumin
1 Teaspoon oregano
1 Teaspoon Kosher Salt
¼ Teaspoon Cayenne Pepper
¼ Teaspoon Freshly Ground Black Pepper
1 28 ounce Can Diced Tomatoes (we like Muir Glen)
2 Tablespoons Tomato Paste
1 15 ounce Can Black Beans (low sodium), drained & rinsed
1 Bunch Cilantro, chopped
2 Teaspoons Agave nectar
juice from one Lime
Heat olive oil in a large Dutch oven. Add the onions and green
bell peppers and cook until the onions are translucent, about 4
– 7 minutes. Add the garlic and sauté for another minute. Add
the chili powder, cumin, oregano, salt, cayenne and black pepper,
and cook, stirring constantly until the spices are fragrant. Mix
in the carrots, zucchini and corn. Add the vegetable broth. e
vegetables should be submerged.
Bring the mixture to a boil. Turn down the heat and simmer,
covered, until the carrots are tender and the zucchini is soft,
about 10 minutes. Add the tomatoes, tomato paste, black beans,
and cilantro. Cover and continue cooking until the mixture is
slightly thickened – about 10 minutes. Mix in the agave and
lime juice. Add more salt to taste, if necessary, and serve. Top
with sliced avocado and sprigs of cilantro, or if you wish, grated
cheddar cheese or Monterey jack cheese or sour cream. enjoy!

Usually if something comes in the amount of 10, that thing is viewed
upon favorably. When a baby is born, parents immediately count the
number of fingers and toes to make sure there are 10 of each. At the
end of every year, there are slews and slews of top 10 lists. When
shopping, a 10 for $10 sale is great deal. 10 is the number of bowling
pins to start each frame, and the number of frames in each game. e
number of hot dogs per pack is 10. It’s the time of the morning I’d
prefer waking up if it weren’t for my wife and kids. And, wait for it…
there are 10 Commandments.
Let’s take a look at those Commandments. And let’s go with exodus
20 from the United States Conference of Catholic Bishops’ website
(redacted for space) as our 10. We have:
You shall not have other gods beside me
You shall not make for yourself an idol…you shall not bow down
before them or serve them
You shall not invoke the name of the LORD, your God, in vain
Remember the Sabbath day—keep it holy
Honor your father and your mother
You shall not kill
You shall not commit adultery
You shall not steal
You shall not bear false witness against your neighbor
You shall not covet your neighbor’s house… wife, his male or female
slave, his ox or donkey, or anything that belongs to your neighbor
Pretty straightforward, right? not much to misinterpret. And we have
jesus who comes along and when asked by the Pharisees, “Teacher,
which commandment in the law is the greatest,” jesus responded with:
You shall love the Lord, your God, with all your heart, with all
your soul, and with all your mind. is is the greatest and the first
commandment (Matt. 22:37-38).
And then, for good measure, He added:
e second is like it: You shall love your neighbor as yourself. e
whole law and the prophets depend on these two commandments
(Matt. 22:39-40).
Wait. What? Love? Moses’ Commandments never said anything about
love. Moses’ Commandments were a list of thou shalts and shalt nots.
Do we go with what God dictated to Moses or with what jesus said?
And if we go with jesus, His first one isn’t even in the original 10 which
is “you shall not have other gods beside me”. And for that matter,
neither is the one about loving your neighbor. ere is a mention of
bearing false witness and coveting against one’s neighbor, but Moses’
Commandments never said anything about having to love anyone.
Was jesus paraphrasing the Commandments; condensing them down
so they would be easier to remember? Like the people living back in
those days had so much on their mind that they might forget all 10.
“I have to get Hadarezer to sheep sheering practice by 4:00 then Dionysius
has fishing team tryouts at 4:30 then I have to pick up Malchiel from
basket weaving and I can’t remember commandments 5 through 7 and
I’m shaking on number 9. I wish there were only two I need to remember.”
of course not. But what jesus did was to take the 10 and break them
down into two categories. Commandments one through four pertain
to God and five though 10 apply to our neighbors.
Here’s how: Let’s say that you did worship someone (or something)
instead of God. And you made an idol of someone/something, bowed
down to it and pledged your allegiance to it. Would that be showing
love to God? or maybe you did worship God but you took the
LoRD’s name in vain. Would that be an example of loving God? I
think we can all agree that it is not. So then, conversely, if one did love
God with all of his heart, soul, and mind could he worship a false god?
Could he not keep holy the Sabbath? no because the love for God,
with all one’s heart and soul and mind wouldn’t allow it.
Similarly, how much love would be shown to a neighbor if you went
out and spread false rumors about him? Maybe you told a lie that got
him in trouble with a relative or another neighbor. or at work? or
worse, with the law? or maybe you stole a neighbor’s (fill in the blank
here) because you really liked that (fill in the blank here) and wanted
it so much? or, if, because of coveting his wife, you killed the neighbor
and took her for your own (which, by the way, is what got David in
so much trouble with God).
How can you honor your parents if you don’t love them? Would one
be showing love to a spouse if they were out committing adultery?
And don’t give me any of that “my spouse is not my neighbor. We live
in the same house” stuff. We must remember that when jesus said
“neighbor” he meant everyone else that is not you. And when I say
everyone, I mean that guy who bags groceries at the store, the
construction worker building a new house in Indiana and the kid who
just skipped a rock 3 times across a contaminated and disease-ridden
pond in ethiopia. even though you may not know who these people
are or if they even exist, they are still considered your neighbor.
Simply put, in order to keep the Commandments God gave us, there
has to be love for everyone. you can’t love God and worship someone
else. you can’t love your neighbor and steal from them. equally, you
can’t bear false witness against and claim you love. your main priority
in life cannot be money or fame or popularity and say you love with
all your heart, soul and mind. If you did, God would be your priority,
not money or fame or popularity.
So, in short, by obeying jesus’ two commandments, you are in keeping
with God’s 10. And by holding true to God’s 10 Commandments,
you are fulfilling jesus’ two.
