 Start Date: March 5, 2018
 Completion Date: July 13
 Details: This project will transform a rural two-lane unpaved road into a Concrete, 3 lane section, 41 ft.
industrial road, with curb and gutter.
 Traffic Impact: The road will be closed to through traffic; access to businesses and properties along this rural
stretch will be from access roads. The official detour is SW Topeka Blvd. to SW 57th Street to Wenger Road to
49th Street.
 Estimated Budget: $1.5 million

2018 Projects Preconstruction


SW 29th and Burlingame Intersection – Project #841017.26
 Start Date: April 30
 Completion Date: Nov. 9
 Details: The intersection will be removed and replaced.
 Traffic Impact: Traffic will be allowed through the intersection in all directions during construction. However,
some turn movements will be restricted.
 Public Open House: 4:30 to 6 p.m., Thursday, April 12, Countryside United Methodist Church, 3221 SW
Burlingame Road.
 Budget: $1.2 million
 Funding: Citywide Half Cent Sales Tax

SW 21st and Kansas Avenue Intersection– Project #841017.76
 Start Date: April 23
 Completion Date: Nov. 2
 Details: The intersection will be removed and replaced.
 Traffic Impact: the intersection of 21st & Kansas can be shut down to all traffic for construction no sooner
than Monday, May 28th, 2018 with 21st St. and the south leg of Kansas Ave. open to traffic by Friday, August
10th, 2018. The detour will be 17th and Kansas to Adams to 29th to Kansas during the closure. Otherwise
through traffic will be allowed but some turn restrictions may apply depending on phasing.

SW Arvonia Place/Huntoon Street/I-470 Ramp – Project #701014.01
 Bid Opening: April 11
 Start Date: May 7
 Completion Date – Phase I of II: November 30, 2018
 Details: This project will include complete removal and replacement as well as the relocation of the Arvonia
Pl. and SW Winding Road intersection.
 Traffic Impact: Huntoon St. from the intersection of Arvonia St. and the I-470 off ramp then west
approximately 1,200’ will be completely shut down on Monday, April 30th for construction. The intersection of
Huntoon St., Arvonia St., and the I-470 off ramp is scheduled to be re-opened 100 days after the beginning of
construction, or about Monday, August 6th. The rest of Huntoon St. is scheduled to be fully opened 200 days
after the beginning of construction, or about Monday, November 19th.

Micro-seal – Project #601071.02
 Bid Opening: April 17
 Start Date: May 29
 Completion Date – Fall 2018
 Details: In 2018, the City of Topeka will implement a pavement preservation technique called micro-
surfacing. The two components of micro-surfacing are crack-sealing and micro-sealing. Roads scheduled for
micro-surfacing are crack-sealed several months in advance. They are then coated with an emulsion of
polymer-modified asphalt and aggregate to create a durable driving surface, sealing the road from moisture,
and extending its life. Streets that are in good, satisfactory or fair condition, but not yet a candidate for a mill
and overlay or replacement, are treated with micro-surfacing. Together, the combination of crack-sealing
and micro-sealing are a cost-effective way to “keep our good roads good”. The process takes a lot less time
at a much lower cost than the more extensive mill and overlay project. Often the pavement looks and rides
like new. The City plans to micro-seal approximately 83 lane-miles this spring/summer. This fall and
winter, the City plans to crack-seal between 40 and 50 lane miles of street followed in the spring of 2019
with more micro-surfacing.
 Traffic Impact: Projects on neighborhood streets will impact only those who park in front of their home or use
the street regularly to come and go from the neighborhood. On busy streets, work may close a section for a
short period but will be open by evening in most cases.
 Estimated Budget for this program: 2018 - $3.0 million

 Details: Reconstruction of the southeast, southwest, and northwest quadrants of the SW 10th and
Wanamaker intersection will be completed through four phases. Each phase is expected to take 3 weeks to
complete.
 Traffic Impact: Through traffic will be allowed through the intersection in all directions during construction.
However, some turn movements will be restricted.
 Budget: $2.7 million; Funding: GO Bond, Citywide Half Cent Sales Tax

 Additional Work Details: Work at the 21st and Wanamaker is complete and traffic control has been removed.
The contractor is currently working on a retaining wall just west of the most westerly entrance to the mall.
 Traffic Impact: Through traffic will be allowed in all directions. East/west traffic on SW 21st St. will travel in
the most southern lanes. The northern lanes will be restricted. No left turns will be allowed during
construction.

SW 6th St. – Gage to Fairlawn – Project #701013
 Start Date: July 5, 2017
 Restart Date: Feb. 26
 Completion Date: October 29, 2018
 Details: This two construction season (2017-2018) project consists of widening SW 6th Ave between SW
Gage Blvd and SW Fairlawn beginning on the east end. The new roadway will include curbs, gutters and
sidewalks, street lighting and a new drainage system. This project is funded by an extension of the
Countywide Half Cent sales tax that took effect January 1, 2017.
 Traffic Impact: Local traffic only; through traffic not possible. The detour is 6th and Gage to 10th to Fairlawn.
Both ends of the project are closed at this time. Access to neighborhoods via Westchester Road.
 Budget: $5.6 million; Funding: GO Bond

North Kansas Ave. – Curtis St. to Norris St. – Project #841017.70
 Start Date: July 25, 2017
 Estimated Restart Date: August 2018
 Anticipated Completion Date: November 2018
 Details: This project is delayed due to additional storm sewer and waterline replacement under the railroad
tracks. This half cent sales tax project includes replacing curb, gutter, some sidewalk and remove and replace
the driving lanes.
 Traffic Impact: The road will be closed to all through traffic. Access to the area south of the tracks will be
from the Curtis Flyoff, which intersects with the Kansas Avenue Bridge.
 Budget: $518,000 (Does not include additional storm sewer and waterline replacement)
