1. Bio-Medical Waste Management Rules: 2016

These rules were formulated in order to improve the collection, segregation, processing, treatment
and disposal of bio-medical wastes in an environmentally sound management thereby, reducing the bio-
medical waste generation and its impact on the environment.

These rules provide uniform guidelines to follow and code of practice for management and handling
of biomedical wastes generated from:

 hospitals, nursing homes, clinics, dispensaries, veterinary institutions, animal houses,


 pathological laboratories, blood banks,
 Ayush hospitals, clinical establishments, research or educational institutions,
 health camps, medical or surgical camps, vaccination camps, blood donation camps, first aid
rooms of schools, forensic laboratories and
 research labs

1.1. Duties of the Occupier


 An occupier is responsible to ensure that the bio-medical waste is handled, transported, stored,
treated and disposed of properly without any adverse effect to human health and environment.
 Ensure timely collections of BMW from healthcare facilities
 Inform the prescribed authority immediately regarding the health care facility not handling over
the segregated BMW
 Provide training to all its workers
 Undertake appropriate pre-placement and periodic medical checks and immunize all the
workers
 Providing protective equipments
 Maintain a log book of treatment of equipments including time, date, duration of treatment,
weight of equipment etc.

1.2. Duties of the operator of a common bio-medical waste treatment and disposal
facility
 Ensure timely collection of bio-medical waste from the occupier
 Establish bar coding and GPS for handling of bio- medical waste within one year
 Display details of authorization, treatment, annual report etc on its web-site
 Common bio-medical waste treatment facility shall ensure collection of biomedical waste on
holidays
 Maintain all record for operation of incineration, hydro or autoclaving for a period of five years;
and
 Upgrade existing incinerators to achieve the standards for retention time in secondary chamber
and Dioxin and Furans within two years from the date of this notification

1.3. Segregation of Biomedical Waste: Schedule I


Segregation of waste is to be done as per schedule I given below:

1.4. Standards for Treatment and Disposal of Bio-Medical Wastes: Schedule II


Standards for incineration:

A. Operating Standards
1) Combustion efficiency (CE) shall be at least 99.00%
2) CE is computed as ((%CO2/(%CO2+%CO))*100)
3) Minimum temperature of primary chamber: 800⁰C; Secondary chamber: 1050⁰C or -
50⁰C
4) Secondary chamber gas residence time shall be at least 2 seconds

C. Stack Height: Minimum of 30 meters above ground attached with necessary monitoring facilities
