POL Mayor Maximino Seno has taken an
offensive stance on the controversy hounding
the multimillion-peso theme park in his town,
saying the municipal government would be behind Sev-
en Seas Waterpark and Resort in its legal battle with
the Department of Environment and Natural Resources
(DENR).
“Over my dead body,” said Seno. “I will stand up,

Seno said this even he named the leader of a group
that allegedly tried to illegally occupy the contested
property in Barangay Barra, Opol. The mayor identified
the alleged group leader as one Pacita Doydora Panis.
Panis, according to Seno, was the person who

owner of the 59-hectare property, the family of Marilou
Sarmiento, to give her group one hectare.

SENATOR BAM AQUINO and VICE GOVERNOR JOEY G. PELAEZ,together with school
administrators, students and teachers, gathered in a question and answer forum to discuss
several concerns and issues regarding the implementation of Republic Act 10931, referred as
the Universal Access to Quality Tertiary Education Act or popularly known as the Free Tuition
Act.
The Free Tuition Act, which was primarily authored and sponsored by Senator Bam
Aquino, enables students to pursue tertiary education for free in State Universities and
Colleges (SUCs), including accredited Local Universities and Colleges (LUCs).As announced
bySenator Bam during the forum cum press conference, the Free Tuition Act does not only
cover tuition fees but also other expensessuch as miscellaneous fees.
Senator Bam emphasized the significance of the Free Tuition Act as a radical move to help
poor but deserving students pursue a better future for themselves and the country. He urged
every student of the country to take advantage of the benefits of the law by studying well and
hard.
Recently, the Commission on Higher Education has released the Implementing Rules and
Regulations (IRR) on the Free Tuition Act paving the way for its maiden implementation this
coming School Year 2018-2019.

(SPES).
Carried out in partner-

and private employers, the
program aims to provide
chances for youths age 15
and above to earn during the
summer vacation.
Each SPES beneficiary
will be paid P429.95 per day
for a period of 20 days em-
ployment at the City Hall,
the Public Employment
Services Office said.
Sixty percent of the ben-
eficiaries’ salary will be paid
by the city government or
the private employers while
the remaining 40 percent
will come from DOLE-12.

do clerical works and other
minor administrative jobs
at the different offices of
the City Government where
they are detailed.
The program gives
them the needed exposure
in working with the City
Government and its differ-

ing graduates who could hardly speak
English because they have been using
Tagalog in their lessons. Good that the

idea was scrapped because I saw it from
the very beginning as a monumental
disaster.
Now comes this K-12 program.
Right from the very beginning, I was
against this idea because it will put more
burden on the millions of poor Filipi-
nos whose additional high school years
will add financial pain into their already
depleted finances. But it went on and as
of today, I could hear complaints be-
cause the Deped people assured the high
school graduates that with their addi-
tional two years in high school, many
will hire them already because they have
been steeped with vocational knowhow.
But when these high school graduates
applied for jobs, of course, they were
told that the companies will only hire
college graduates! Disaster! We just sim-
ply delayed the enrollment of these poor
students to college for two years. This is
not to mention that thousands of college
teachers lost their jobs because as of
today, there are no more college students
as all of them have already graduated
and we have yet to start on the first year
colleges in view of the graduation of

“Will it be acceptable to the MILF and
the Moros?
What is acceptable? One that is
compliant with the CAB (Comprehen-
sive Agreement on Bangsamoro) and
substantially adhering to the 2017 BBL
Draft of the BTC (Bangsamoro Transi-
tion Commission).
What is not acceptable? One that is
not compliant with the CAB or the wa-
tered down BTC BBL Draft 2017.
What was the status of the BBL when
Congress went into recess in March 23?
In the Senate, SB No. 1717, the ap-
proved BTC BBL Draft 2017 as adopt-
ed, was on the interpellation and amend-
ment stage. As reported in Inquirer.net,
April 3 -- citing Sen. Juan Miguel Zubi-
ri, chair of the Senate Local Govern-
ment Subcommittee, who is steering the
measure -- the interpellations will end on
May 21 to be followed by amendments
on the 22nd and the approval on third
and final reading on the 23rd.
At the House of Representatives,
the BTC BBL Draft 2017 as House Bill
6475, has been consolidated with the
three other Bangsamoro bills earlier filed
HB 92, 6121 and 6263; but the three

public would not comply with them.
In other words there is no use for law
enforcement if the citizens themselves
would not obey the laws.
Despite the saying that ignorance of
the law excuses no one, it would still
be fair to say that to some extent, many
citizens are not complying with the law
simply because they are either not aware
of it, or they hardly understand it even if
they are aware of it.
At the risk of sounding too naive,
I would even say that many motorists
are not following traffic laws simply
because they are either unaware of these
laws, or they do not really understand
the full meaning of these laws. It might
sound off topic, but we are often dis-
appointed if security guards could not
give us the information that we need,
forgetting that we are talking to security
officers who are not information offi-

Not only “pababa,” but gone. Final-
ly! It’s about time! Ms. Behavin’

on the side of a street
that had spaghetti
wires. We’d look
out the second-floor
window for glimps-
es of the scenery
through narrow slits
in between the wires. Netnet
Well, it wasn’t much of a Camomot
scenery—traffic, drinks
and drunks, a man holding a gun as his
other arm was putting a teenage boy in a
chokehold. That last one had me rushing
to a landline, to call the police. Only to
be told that the armed guy is a cop. Oh.
Good to know.
Apparently, plainclothes police offi-
cers were assigned in the area as preven-
tive measure against drunks who could,
hmmm, “Igiling pababa, igiling pataas”?
Still, learning about the cops’ presence
did make me feel safe.
Cagayan de Oro’s streets can be
divided into two: one side has the
spaghetti wires; the other, none. Woe to
the buildings and houses on the “wired”
side.
The city itself can be divided into
two: drinking and non-drinking.
Or how about this: malls and sub-
divisions, with one downtown neigh-
borhood focused on the former, and the
uptown area now filled with the latter.
Drinking, though, will always be
here to stay. It’s an addiction even hard-
er to control than drugs since alcohol
is legal and available here, there and
everywhere. Drugs, on the other hand,
have to be procured surreptitiously,
preferably with no plainclothes cops
watching and policing. President Rody
Duterte’s War on Drugs may not look
like it’s making a dent, at least according
to his detractors, but it has indeed “en-
couraged” and “inspired” drug addicts to
stop or else…
I had written about all these before,
can’t help rewind again. Tsk tsk.
The sad thing about addiction is it’s
only replaced by something else, with
drugs morphing into alcohol, alcohol
morphing into food, food morphing
into gambling, etc. All these may also
happen at the same time. An addict
needs professional help, to guide him in
stopping the vicious cycle of addiction,
rehab, addiction again, rehab again, ad
nauseam.
Sometimes we have to give the
government the benefit of the doubt, and
trust that each of the choices it’s picking
for the country is for the good of the
madlang pehpohl. After all, the elected
officials did have the most number of
votes unless of course you’re vice pres-

My maternal grandparents and
parents were quiet during the Marcos
years. They continued living life as it
was, I didn’t even notice the difference

fact that the Marcoses were always on
the front pages of national broadsheets.

and I was one of his fans, so, how could

learn their native language
because that is used in their
daily encounters.
For the life of me, I can-
not see the logic of these
programs. But what can we
do? We are just mere spec-
tators and can only vent our
frustrations in our columns
which do not merit any con-
siderations anyway by these
Deped people.
If our old system produced
the likes of the great people
I mentioned, I cannot see
any more reason to doubt
why we produce such kind
of intellectuals under the old
way of educating our young
Filipinos. Ahay!

of SB No. 1717 indicating that
it is substantially identical with
BTC BBL Draft 2017. Nota-
bly, the bill retained Article
VIII of the Draft on “Wali”
in its entirety and adding a
section on how the Wali may
be removed by the Parliament.
It provides for a three-year
transition period.
In the Senate and House

III-era 16th Congress, the arti-
cle on Wali was deleted. Draft
2017, like that in 2014, has just
a one-year transition period.

before, President Duterte, who
was with the MILF, called him
for assurance to pass the BBL
(Inquirer.net, Jan. 16, 2018).
The same Inquirer.net re-
port did not mention anything
about the President having
called the House leadership for
the same assurance.

conformity with pertinent laws
and the 1987 Constitution.
We are still in the dark
about the BBL bill in the
House. That Speaker Panta-
leon Alvarez along with 90
co-sponsors sponsored BTC
BBL Draft 2017 as HB No.
6475 is a positive ground to
hope but not an assurance the
committees will come up with
a consolidated measure closely
and substantially adopting the
Draft to be like SB No. 1717.
Chairman Murad has
considered SB No. 1717 as
“generally acceptable” to the
MILF. Can the same be said
of the House measure when
eventually reported out?
Speaker Alvarez gave the
same assurance, as Senate
President Aquilino “Koko”
Pimentel III did, to pass the
BBL within the May 14 to
June 1 sessions.. But, the task
appears not as easy; the Senate
has only 22 members while the
House has 295.
This means, first, like in the
Senate, the House must limit
the interpellations to May 21;
the amendments to the 22nd
and have the bill approved on
third and final reading on the
23rd. Second, attendance must
be strictly enforced to have a
quorum every session day.
Alvarez sounded assured
BBL would sail smoothly
through the period of inter-
pellation and amendment as,
he said, there are only a few
minority congressmen who
would like to introduce amend-
ments. He must be confident
the super-majority will solidly
support, accepting in toto the
consolidated version of HB
6475, 92, 6121 and 6263.
But the facts are not that
reassuring. First, HB 92 and
6121 are mangled versions
of BTC BBL 2014 that failed
to pass in the Senate and the
House of the 16th Congress.
HB 6263, while purportedly
amending four controversial
major provisions of BTC BBL
2014, is obviously intended to
preserve the territory of Lanao
del Norte. The three are in
conflict with HB 6475.
Second, the House Com-
mittee on Local Government,
Committee on Muslim Affairs
and Special Committee on
Peace, Reconciliation and
Unity jointly steering the BBL
formed a ten-man sub-com-
mittee under Rep. Wilter Pal-
ma of Zamboanga Sibugay to
consolidate to consolidate the
four conflicting bills. The three
Zamboanga provinces and
Zamboanga City are known
to be hostile to BBL..
It is not farfetched to fore-
see the consolidated House
BBL bill to be much different
from SB 1717.
Unless SB 1717 is badly
watered down at the plenary,
an acceptable CAB-compliant
Bangsamoro Basic Law is
half-assured. The other half
depends on the House. We can
only ask questions:
• What can make the three
committees change their minds
during their April 16, 17, 18
and 19 meeting to abort the
consolidated version submit-
ted by the Palma sub-commit-
tee and, instead, adopt solely
HB 6475?
• Should the Senate and
House bills differ radically
-- with SB 1717 passed as
presently provided -- can the
House panel be prevailed upon
to defer to the Senate panel at
the Bi-Cameral Conference
Committee to substantially
adopt SB 1717 as the Republic
Act to be known as Bangsam-
oro Basic Law?
The BBL still hangs. Will
it be palatable, halal? Or, un-
palatable, haram?

expect everyone to know and
understand the laws; otherwise
there would no longer be a need
for lawyers.
If the problem is that cit-
izens are ignorant of the law,
then the obvious solution is
education, if not social prepara-
tion. By education, I do not just
mean the formal part of it, but
the continuing part of it, the part
that should even mean adult
learning. It seems that our ap-
proach towards implementing
laws is similar to planting trees.
As it is now, we implement
tree planting programs on the
assumption that if we stick the
seedlings on the ground, these
would grow on their own even
without fertilization and irriga-
tion. It seems that that is also the
way we grow our coconut trees.
We just plant the seedlings and
then we leave everything to rain
and sunshine. The fact is, trees
are living things and therefore
we should shift our approach
to growing trees, and not just
planting them. Similarly, we
should invest more into social
preparation as a necessary
approach to implementing the
laws.
From a technical stand-
point, education nowadays
borders on information and
communications because the
same infrastructure could ac-
tually be used for the same
purpose. As a matter of fact,
social networking and mo-
bile messaging could both be
used for educational purposes,
particularly for continuing
education. From a broader per-
spective, continuing education
could actually include anything
that teaches anything, and as
an example, that could also
include seminars and trainings
about waste segregation and
energy conservation. Come to
think of it, this could actually
be done via online and mobile
means, by way of newer teach-
ing formats such as webinars
and podcasts. In a much more
practical way, System for Rice
Intensification (SRI) advocate
Obet Verzola does it through
daily lessons sent to farmers
via Short Message Service
(SMS) messages with up to 160
characters.
Pursuing the logic that laws
are not being implemented
simply because the people are
not educated, it may be a good
idea to teach all citizens about
the Local Government Code
(LGC), a law that practically
empowers all Local Govern-
ment Units (LGUs) to function
as if our country is under a fed-
eral system. In other words, we
may be clamouring for a system
that is already right under our
noses. For example, the LGC
actually provides for Local
Development Councils (LDCs)
at the barangay, municipal, pro-
vincial and regional levels, par-
ticipated in my both the LGUs
and the citizenry. Generally
speaking however, these LGCs
are generally inactive and even
if they are somehow active,
there is not much participation
from the citizenry. To solve this
problem, I propose the mobi-
lization of Non-Government
Organizations (NGOs) so that
they would actively participate
in the LDCs.
As far as I am concerned,
I think virtual participation in
LDC meetings should already
be allowed, using both online
and mobile means. Nowa-
days, there are too many Infor-
mation and Communications
Technology (ICT) options to
choose from, and it’s actually
now just a happy problem to
choose what is best among the
available options. For example,
participants could now watch
LDC meetings via live stream-
ing, and they could participate
via mobile messaging, using
the latter as their backflow even
for voting. Some might argue
that everyone does not have
smartphones, but even old leg-
acy phones can be used to send
SMS messages. In this connec-
tion, I would categorically say
that because of the Electronic
Commerce Act (ECA), online
and mobile voting should al-
ready be admissible.

PH reforms consistent with Apec’s goal of inclusive globalization
ASIA Pacific Economic Cooper-
ation (APEC) Business Advisory
Council (ABAC) Philippines
has lauded the policy reforms
presented by the country in the
Trade Policy Review (TPR) of
the World Trade Organization
(WTO), noting that these are
consistent with APEC’s goal of
inclusive globalization.
On Wednesday, ABAC mem-
ber and magnate Lance Gokong-
wei said the reforms proposed
by the Philippine government
reflect the country’s economic
openness.
During the WTO policy re-
view in Geneva last March 26-28,
Trade Undersecretary Ceferino
Rodolfo presented trade and eco-
nomic policy reforms instituted
by the Philippines from 2012 to
2017. Key reforms implemented
during this period include the
Customs and Tariff Moderniza-
tion Act, the Philippine Competi-
tion Act, Republic Act (RA) No.
10641 that liberalizes the banking
sector, and RA 10668 that allows
foreign vessels to transport and
co-load foreign cargoes for do-
mestic transshipment.
Rodolfo also presented the
country’s ratification of interna-
tional trade agreements, such as
the Trade Facilitation Agreement
in 2016, as well as the Philippines-
European Free Trade Association
Free Trade Agreement and Philip-
pines-European Union Partnership

commence with an ambitious
residential project in Malaysia,
which is reportedly part of the
local property giant’s aggressive
overseas expansion.

purchase of 9.25-acre property in
Klang Valley area in Kuala Lum-
pur, the firm’s first land acquisi-
tion after it increased its equity
stake in Malaysian property and
construction firm, MCT Bhd, to
66.25 percent in February.
“We will do some mixed-use
estates but on the residential
side, (we will) primarily focus
on middle-income housing de-
velopments --vertical and some
house and lot horizontal,” he said
in a press briefing after the com-
pany’s stockholders’ meeting
Wednesday.
Mean Dy, head of ALI’s Stra-
tegic Landbank Management
Group, said they target to break
ground on a residential develop-
ment in Malaysia next year, and
aim to complete the project in
three years.
“That’s a fast-growing (seg-
ment) in Malaysia,” she said.
“As this company grows and
the balance sheet grows with it,
it would be in a better position
to be investing in leasing as-
sets also. But right now, I think
it’s better equipped to grow (the
business) through some of the

Grab insists P2 per minute
travel charge is legitimate
RIDESHARING firm Grab Phil-
ippines reiterated on Wednesday
that the P2 per minute travel charge
it imposes to its riders is legal.
The company also denied al-
legations that it is imposing illegal
charges and that ridesharing com-
panies have the right to set their
rates in accordance with an order
released by the then Department
of Transportation and Communi-
cations (DOTC) in 2015.
“We are not charging any il-
legal fares,” Grab legal counsel
Miguel Aguila told a press con-
ference in Quezon City.

own rates subject to oversight of
the Land Transportation Fran-
chising and Regulatory Board
(LTFRB) in cases of shortage of
electric power or other sources

Aguila said Grab decided to
impose the P2 per minute charge
to ensure sustainable income for
its drivers.
Eighty percent of the charge
goes directly to the drivers as part

is remitted to Grab which is re-
invested as driver incentives and

3.4370 percent, respectively.
These were at 3.3018 percent
for the seven-day facility and
3.4053 percent for the 14-day
facility during the auction last
April 11.
On the other hand, the rate
of the 28-day facility declined
to 3.4097 percent from 3.4192
percent last week.
Tenders for both the shortest
and longest tenor TDFs sur-
passed the offering.
The seven-day TDF was of-
fered for P50 billion and banks’
bid amounted to P50.446 bil-
lion. The auction committee
made a full award for this tenor.
With tenders surpassing the
central bank’s offering, the
tenor’s bid coverage ratio im-
proved to 1.0089 from 0.9421
last week.
Also, bids for the 28-day fa-
cility reached P23.474 billion,
higher than the P20 billion offer-
ing but lower than the P30.124
billion tenders last week.
Thus, the bid coverage ratio
of the facility declined to 1.1737
from last week’s 1.5062.
Meanwhile, bids for the 14-
day facility totaled to P38.15
billion, lower than the P40 bil-
