Position Summary:
Under direct supervision of the Deputy Coordinator (Livelihood), the Senior Project Officer (Livelihood) is a
core member and closely coordinates between the Program Implementation Departments. The Senior Project
Officer (Livelihood) is responsible for developing ToTs and IEC materials in line with program requirements
and for the training/provision of technical leadership within the Pact’s livelihood project portfolio (which can
be implemented by Pact or by partners. S/he will- in cooperation with the Deputy Coordinator(s) and
implementing partners- ensure technical quality, identify and promote best practices, establish synergies
between projects and draw lessons learned from implementation, enhancing and strengthening and enlarging
the food security approaches. S/he will strengthen the monitoring, programming and planning capacity of the
Livelihood projects and provide support in technical issues. S/he will do technical support to filed
implementers and partners and also maintain effective working relationships with key partners, donors and
government and networking representatives at all levels and will represent Pact Myanmar as and when
required.
• Ensure the development of training/workshop reports and monitoring forms to effectively monitor
and evaluate the project trainings/workshops
• Prepare and submit field trip reports containing concise progress of all relevant training activities
• Ensure the quality monitoring of trainings and workshops at the community level
• Ensure the review and upgrade of training materials as necessary
Expected Results:
• Good training quality control mechanism in place
3. Monitoring and Evaluation
• Ensure that training baseline and end lines are conducted and evaluated
• Ensure the adjustment of training approaches depending on achieved results and insights gleaned
from M&E data
• Ensure that training outputs, outcomes and results contribute to project objectives
• Review training reports submitted from the field offices and give feedback as needed in coordination
with the livelihood Deputy Coordinator
• Keeping the M&E data, success stories, report and feedback from field teams and community in hub
office level.
Expected Results:
• Training activities are on track and in line with project objectives
4. Contribute to Effective Knowledge Management Across Projects and Regions
• Ensure that all training documents are stored in a central location (Hub office) that is accessible to
relevant department staff
• Ensure communication and distribution of updated training materials and related documents
• Support field teams for valid and up-to-date village briefing kit/profile
Expected results:
• Training documents and related documentation are easily accessible and centrally stored
• Updated training materials and related documents are communicated and distributed
• Updated village briefing kits/profiles are available
5. Supervise Livelihood related activities and Woman empowerment model
• Technical support visit to field implementation sites.
• Technical assessments/review and technical assistance for grants and partners organizations.
• Technical lead to establish woman empowerment model for financial inclusion, income generation,
etc.
• Ensure direct implemented activities such Agriculture related livelihood and Financial Inclusion.
• Monitor demonstration site and technical support to field project officers.
• Ensure that Pact and Partner projects adhere to the Environmental Mitigation Plan for environmental
compliance.
Expected results
• To demonstrate participatory decision process.
• To find the best solution with closely community participation.
• To establish or strengthen woman empowerment model
• To handover the woman empowerment model (financial Inclusion) to community.
• Livelihood projects and partners receive required technical support for program approaches ensuring
quality implementation and coordination and integration among all technical components.
6. Others
• Undertake other duties as assigned by the Deputy Coordinator.

• Other tasks performed as needed.
QUALIFICATIONS:
• Bachelor degree (preferably in a related field) or equivalent certification is required.
• Minimum 4 years of experience, preferably with an international development organization or in a
similar context with at least 3 years of experience in developing training guideline, delivering
trainings/workshops to community and program staff and supervising the livelihood related activities
in the field.
• Relative fluency in written and/or spoken English and Myanmar, knowledge of at least one local
language (Sagaw, Po, Paku, Bwe Karen, Geba, Gekho, Kayah, Kayan, Mon, Shan, Paoh) to
Southeastern Myanmar considered a major asset
• Demonstrated knowledge and experience of program management, partnership coordination and
government relations at the township level.
• Solid understanding and experience engaging with civil society, governments and/or non-government
actors in networking and capacity building, preferably in the state and communities served by this
position
• Knowledge of development issues in Southeastern Myanmar and a good overview of conflict
dynamics, as well as other key policy issues relevant to the project
• Experience of working in complex and politically and culturally-sensitive contexts Excellent writing
and communications skills including simple report writing in English & Burmese.
• Excellent time and team management skills;
• Result oriented and target driven;
• Able to work with team, lead the team to be more pro-active and motivated, and assist team members
for overcoming any foreseen or unforeseen problems;
• Must be able to comply with management’s decisions for possible transfer to work in other townships
for the best interest of program and its management.
• Willingness and availability to travel and ability to work under difficult conditions.
• Experience in agriculture, livestock, financial inclusion and other livelihood related activities is
preferable.
• Proficiency in Micro Soft Office (Word, Excel. Power point).
