From the President of CASAS, Patricia Rickard
In its thirty-eight year history, the mission of CASAS has always focused on our efforts to assist
adults in attaining the basic literacy skills necessary to function effectively on the job, in the
community, and in the family. The goal of CASAS is to deliver superior assessment, curriculum
management, and evaluation systems that meet workplace, program, and learner needs.

Key to meeting that goal is ensuring that adults achieve higher educational levels so they are
able to obtain better employment and serve their communities and families more successfully.
CASAS President Educators and workforce professionals know all too well that level of education is a key social

education and increased income, and CASAS is here to help. Whether your program reports

Each CASAS Test Administration Manual (TAM) contains the answer keys, scoring guidelines and score conversion
charts, next assigned test charts, competency and content standards content, class and student profiles, standardized
test administration procedures and policies, test security protocols, and resources for testing and instructional support.
Because manuals contain answer keys, they must be kept in secure storage.

Agencies should order at least one test administration manual to accompany each test series they use.
Agencies with multiple sites may need to order a manual for each site.

Form 80 Appraisal for Reading, Math, and Listening


Reading and Math appraisals are appropriate for all ABE/ASE and ESL/ELL populations. Listening appraisal is
appropriate for ESL/ELL students only. Reading (25 minutes) and Math (45 minutes) assess through the Adult
Secondary Level. Listening (30 minutes) assesses through the Advanced ESL/ELL level. The Form 80 Appraisal
Manual includes optional oral screening (short, six-question interview) and optional two-sentence writing screening.

National External Diploma Program® (NEDP)


The National External Diploma Program is a web-based applied performance assessment system that allows adults
and out of school youth to demonstrate their high school level skills in a series of simulations that parallel adult work
and life activities. Performance tasks are cross-walked to College and Career Readiness Standards.

NEDP uses a criterion of excellence to evaluate mastery of skills, rather than comparison to others. Skills acquired
include a combination of basic academic, critical thinking, digital literacy, and self-management skills.

NEDP includes competencies in using resources and information and acquiring other skills necessary for successful
transition to postsecondary education, training, or employment. NEDP includes 10 competency content areas:
Communication and Media Literacy, Applied Math/Numeracy, Information and Communication Technology, Civic
Literacy and Community Participation, Consumer Awareness and Financial Literacy, Cultural Literacy, Geography and
History, Health Literacy, Science, and Twenty-First Century Workplace.

NEDP is an ideal solution for WIOA partners looking to develop an integrated education (IE) and training program.
The College and Career Competency (CCC) values industry certifications and helps WIOA partners satisfy common

Acknowledging that the ultimate responsibility for test administration lies with the user, CASAS users agree to:
1. Train appropriate personnel to administer CASAS testing instruments
2. Use tests only for appropriate purposes and with examinees for whom they are appropriate
3. Follow exactly all administration and scoring specifications
4. Not duplicate in any manner test items, answer sheets, manuals, or use any test items for classroom practice
5. Follow all test security procedures and guidelines as set forth in CASAS test administration manuals.
