1.0 INTRODUCTION

CONTRACTOR shall provide qualified personnel to ensure effective management, supervision, HSE
management, planning, cost monitoring/control, progress reporting, invoicing, Quality Assurance
(QA), Quality Control (QC), administration and data/document control to achieve timely and proper
execution of the WORK.

CONTRACTOR shall interface and co-operate with COMPANY and COMPANY’s other contractors on
technical, construction, planning, scheduling, installation and other engineering related issues, as
necessary for the WORK to progress in an orderly and timely manner.

2.0 PROJECT MANAGEMENT TEAM

CONTRACTOR shall establish a dedicated and experienced Project Management Team (PMT) to
manage and execute the WORK. CONTRACTOR's PMT shall be fully mobilized timely to suit
installation work and shall remain, unless instructed otherwise by COMPANY, mobilized for the
duration of the WORK.

CONTRACTOR shall submit details of its proposed PMT members for COMPANY's approval.

CONTRACTOR's PMT shall meet the minimum requirements for key personnel, experience, status
and quantity tabulated below.

The PMT as tabulated above shall be the minimum manning throughout the installation duration.

CONTRACTOR shall make every effort to preserve the continuity of its PMT throughout the duration
of the CONTRACT. CONTRACTOR shall not remove any member of its PMT without prior and
reasonable notification to the COMPANY.

CONTRACTOR shall, at the request of the COMPANY, locate one or more members of its PMT at
COMPANY's office.

During periods when PMT members are absent, for whatever reason, CONTRACTOR shall advise
COMPANY and comply with COMPANY's instructions regarding the replacement of such personnel.

3.0 OFFSHORE CONSTRUCTION TEAM

CONTRACTOR shall establish a dedicated and experienced Offshore Construction Team to manage
and execute the WORK on each barge or vessel.

CONTRACTOR shall ensure that Installation Procedures are developed using input from the
CONTRACTOR’s Offshore Construction Team. As far as possible, key members responsible for the
development of Project Installation Procedures shall later serve offshore during the execution of
those procedures.

CONTRACTOR shall provide as a minimum the Barge manning and personnel as specified in this
CONTRACT and these personnel shall be onboard the barge at all times during execution of the
WORK.

CONTRACTOR shall submit details of its proposed Offshore Construction Team members for
COMPANY’s approval.

During periods when Offshore Construction Team are absent, for whatever reason, CONTRACTOR
shall advise COMPANY and comply with COMPANY’s instruction regarding the replacement of such
personnel.

3.1 Minimum Barge Manning - Construction Crew

3.2 Minimum Barge Manning - Supporting Crew

3.3 Certificates and CVs of Offshore Construction Team

CONTRACTOR shall ensure that certificates and CVs for all offshore personnel are available for
review both offshore at the WORKSITE and at CONTRACTOR's Project Management Office.
CONTRACTOR shall provide this information to COMPANY for approval. CVs shall show each
personnel qualifications, previous employment with dates, training courses attended and copies
of all pertinent certification required.

4.0 CONTRACTOR’S PMT AND MANAGEMENT

The CONTRACTOR has important interfaces with COMPANY and other COMPANY contractors related
to the overall field development work. Throughout the course of the WORK, CONTRACTOR shall
interface with COMPANY to acquire or provide all necessary services, work, resources, information,
data, and documentation for the management and co-ordination of these interfaces.

4.1 CONTRACTOR’s PMT

Although primary installation activities offshore may not occur concurrently, preparatory works
including engineering, planning, weld procedure development, loadout, etc. may occur
simultaneously. CONTRACTOR shall take these factors into account and ensure that its PMT is
sufficiently staffed to manage and coordinate its interfaces with COMPANY.

4.2 Meetings with COMPANY

4.2.1 Weekly Progress Meeting

Progress meetings will be held by the COMPANY on a weekly basis at COMPANY's office. The
following PMT members shall be present at each meeting as a minimum:
a) Offshore Installation Manager
b) Senior Field Engineer

4.2.2 Daily Operations Meeting

Daily operations meetings will be held by COMPANY with CONTRACTOR and COMPANY's other
contractors. CONTRACTOR shall have PMT representation at every Daily Operations Meeting.

4.2.3 Other Meetings

CONTRACTOR shall attend meetings in addition to those noted above, such as engineering or
interface meetings, as requested by COMPANY.

4.3 SIMOPS

In some instances the COMPANY, COMPANY's other contractors and the CONTRACTOR are expected
to be working at WORKSITE(s) concurrently. Careful co-ordination and planning will be required to
avoid conflicts. If any WORK by COMPANY or COMPANY's other contractors is conducted at the
vicinity of WORKSITE(s), CONTRACTOR shall cooperate with such others as necessary to ensure safe
and efficient execution of the WORK.

Site Specific Procedures shall govern all installation activities, SPREAD(s) and/or vessels operating
within offshore worksites with multiple activities ongoing.

4.4 Fabrication Yard

CONTRACTOR offshore installation team shall liaise with CONTRACTOR construction team on all
aspects of WORK pertaining to loadout, sea-fastening and tie-down of components and shipped
loose items. CONTRACTOR’s Field engineer shall be based at fabrication yard at least two (2) months
before loadout for coordination of transporter’s/OIC responsibilities under the specification.

4.5 Governmental Authorities, Classification Society and Other Certification or Verification Agents

For interfaces regarding governmental authorities, classification societies and other certification or
verification agents, refer to Exhibit I Scope of WORK.

5.0 COMPETENCE ASSURANCE

The CONTRACTOR shall be responsible for training its personnel and shall allocate responsibility and
accountability at senior management level for the implementation and supervision of training for
CONTRACTOR personnel working onshore and offshore at all stages of the WORK. The CONTRACTOR
shall ensure that CONTRACTOR personnel are provided with the requisite training to competently
and safely execute the WORK. A plan to implement training shall be developed by CONTRACTOR and
submitted to COMPANY. The CONTRACTOR shall prepare and conduct appropriate training of its
own, as well as its SUBCONTRACTOR’s personnel to allow efficient use of equipment, systems,
software, and procedures.

CONTRACTOR shall maintain up-to-date records of personnel qualifications and experience and shall
make these available for review by the COMPANY at COMPANY's request.

6.0 SPECIFICATION OF CONTRACTOR KEY PERSONNEL

6.1 General

The specifications contained herein are COMPANY's minimum requirement for CONTRACTOR key
personnel to fulfill the duties of each designated position.

It is a mandatory requirement that all CONTRACTOR key personnel are professionally qualified and
experienced in their respective disciplines. All personnel are required to have undergone all
mandatory safety training and are utilized in the most efficient manner.

The duties of individual disciplines set out herein may in some instances be deficient or of dissimilar
nature to the actual duties as proposed by CONTRACTOR. In such case, CONTRACTOR is required
to submit revised key personnel specifications to COMPANY for approval. Submission of said
specifications shall be at least two (2) weeks before first mobilization.

For Certification of NDT Personnel to ASNT levels, CONTRACTOR shall establish and maintain
written practice in compliance with SNT - TC - 1A, which shall be duly certified by ASNT level III.

6.2 Diving and ROV Personnel

6.2.1 Saturation Diving Supervisor

The person shall possess valid Saturation Diving Supervisor Certification of training from
recognised diving school or a certificate of competence from a recognised authority (i.e.
IMCA, ADCI and etc). In addition, the person should have had 3 years experiences as diving
supervisor.

All Diving Supervisors shall be qualified to carry out duties imposed upon them by the current
Diving Regulations and the CONTRACTOR's rules of safe diving practices. The person will have
attended courses in first aid, CPR and NDT.

The Diving Supervisor shall be the person in charge of the diving operations at the WORKSITE.
The Diving Supervisor shall be a qualified and competent Bell Diver who is fully conversant
with offshore construction and inspection diving operations and who is responsible for the
safety of his diving crew. It shall be his responsibility to ensure that all diving operations are
carried out in accordance with the specified procedure and the CONTRACTOR's Manual of
Safe Diving Practices. The person shall be appointed in writing by CONTRACTOR. The person
must have adequate knowledge of the diving techniques and requirement to be used in the
diving operations for which the person is so appointed.

During an operation, the Diving Supervisor shall monitor progress, de-brief drivers returning
to the surface, update instructions to working divers and keep the Operations
Superintendent advised of the diving operations progress. In the absence of the Operations
Superintendent or on WORKSITE where no Operations Superintendent has been appointed,
the Diving Supervisor shall liaise closely with the COMPANY Site Representative to ensure
timely completion of the WORK ordered and to keep him advised of the progress of the
WORK. The Diving Supervisor shall maintain a diving operations logbook, and shall prepare
and submit all required reports.

The person shall ensure that the maintenance of all diving EQUIPMENT is carried out in
accordance with the CONTRACTOR planned maintenance schedules by his diving team.

6.2.2 Saturation Diver

Saturation diver shall have a valid bell diving certificate of training from a recognised diving
school or a certificate of competence from a recognised authority (i.e. IMCA, ADCI and etc).

The person shall have had formal training as a diver from a commercial school or have had
equivalent training by experience to qualify for the depth and the type of diving required.
The person will have attended courses in first-aid, CPR and NDT.The person shall be capable
of carrying out routine maintenance of all diving EQUIPMENT

The person shall have had previous experience in construction/inspection diving related to
offshore activities in the oil industry and shall have been in regular diving practice. The person
shall be competent to carry out all the underwater tasks given to them under the CONTRACT
and be proficient in the use of all EQUIPMENT supplied by CONTRACTOR to complete those
tasks. The person shall be thoroughly familiar with all diving rules, regulations and
procedures; the person shall be thoroughly familiar with diving emergency procedures and
decompression procedures (including therapeutic decompression procedures); the person
shall maintain the highest standards of safety in all diving operations. The person shall be fit
to dive and in top physical condition.

6.2.3 NDT Saturation Diver

The NDT Diver shall be a qualified as detailed 3.0 above and have had extensive experience
and training in various NDT and inspection operations. The person shall hold NDT inspection
qualifications in accordance with the Certification Schemes for Welding Inspection Personnel

(CSWIP) or ASNT for Malaysian diver only or equivalent certifications in the following
underwater non-destructive testing and inspection techniques for shallow or deep water:

(a) Magnetic Particle Inspection (MPI);


(b) Ultrasonic Wall Thickness Measurement;
(c) Cathodic Protection Potential Measurement;
(d) Visual and Photographic Inspection.

NDT qualifications are categorised into the followings:


(a) CSWIP 3.1U or equivalent
(b) CSWIP 3.2U or equivalent
(c) CSWIP 3.9 or equivalent
NDT Inspection Divers may be tested by the COMPANY to establish their current capabilities
prior to acceptance under the CONTRACT at the discretion of the COMPANY.

6.2.4 EMT Saturation Diver

The Saturation Emergency Medical Technician (EMT) diver shall be a qualified Saturation
Diver as detailed in item 3.0 above and shall possess valid EMT certificate of training from a
recognised diving school or a certificate of competence from a recognised authority and
experienced in the emergency field treatment of common diver's injuries and problems. The
person shall be responsible for inventory and readiness of the approved medical kits.
In addition, the person should have a minimum of CSWIP 3.2 NDT qualification or
equivalent.

6.2.5 Life Support Supervisor (LSS)

The person shall possess valid LST certificate from a recognised diving school certificate of
competence from a recognised authority (i.e. IMCA, ADCI and etc) and shall have a minimum
of 5 years’ experience as LST

The job of Life Support Supervisor is primarily responsible to the life support equipment
during diving operations. His responsibilities shall include but not be limited to the planned
maintenance and repair of the life support equipment, operating such equipment during
diving operations and ensuring that all spares are available on site to support the diving
operations. The person shall have adequate knowledge of and experience in all the kinds of
life support equipment available under the CONTRACT.

6.2.6 Life Support Technician (LST)

The person shall possess valid LST certificate from a recognised diving school certificate of
competence from a recognised authority (i.e. IMCA, ADCI and etc).

The job of Life Support Technician is primarily to attend to the life support equipment during
diving operations. His responsibilities shall include but not be limited to the planned
maintenance and repair of the life support equipment, operating such equipment during
diving operations and ensuring that all spares are available on site to support the diving
operations. The person shall have adequate knowledge of and experience in all the kinds of
life support equipment available under the CONTRACT.

6.2.7 System Technician (Saturation)

The person should possess a technician log book and certification in mechanical or
electrical engineering and have a minimum of 5 years’ experience in similar capacity in
underwater operation projects.

The person shall be a qualified technician in electronic and electrical fields and experience
in mechanics and hydraulics and shall be able to maintain all the EQUIPMENT in his charge.
The person will have had previous experience in a supervisory maintenance position in the
offshore diving industry.

The System Technician shall be the senior maintenance person offshore and shall be
responsible to the Operations Superintendent for specialised maintenance and repair of all
CONTRACTOR saturation EQUIPMENT at the WORKSITE. The person shall also take
responsibility for the Diving Stores. The person shall maintain complete records of all
maintenance carried out offshore in accordance with the CONTRACTOR's planned
maintenance schedule.

6.2.8 Air Diving Supervisor

The person shall possess valid Air Diving Supervisor Certification of training from recognised
diving school or a certificate of competence from a recognised authority (i.e. IMCA, ADCI
and etc). In addition, the person should have had 3 years experiences as diving supervisor.

All Diving Supervisors shall be qualified to carry out duties imposed upon them by the

Safe Diving Practices. The person shall be appointed in writing by CONTRACTOR. The person
must have adequate knowledge of the diving techniques and requirement to be used in the
diving operations for which the person is so appointed.

6.2.9 Air Diver

Air Diver shall have a valid Air Diving Certificate of training from a recognised diving school or
a certificate of competence from a recognised authority (i.e. IMCA, ADCI and etc).

The person shall be fit to dive and in top physical condition and has attended courses in first-
aid and CPR.

The person shall have previous experience in construction/inspection diving related to


offshore activities in the oil and gas industry and shall have been in regular practice. The
person must be competence to carry out all the underwater tasks given to them under the
CONTRACT and be proficient in the use of all EQUIPMENT supplied by the CONTRACTOR to
complete those tasks. The person shall be familiar with all the diving rules, regulations and
procedures; the person shall be thoroughly familiar with diving emergency procedures and
decompression procedures (including therapeutic decompression procedures); the person
shall work under the direct supervision of CONTRACTOR's Diving Supervisor and the person
shall maintain the highest standards of safety in all diving operations.

The person shall be capable to carry out routine maintenance of all diving EQUIPMENT.

6.2.10 NDT Air Diver

The NDT Air Diver shall be a qualified as detailed in item 11.0 above and have had extensive
experience and training in various NDT and inspection operations. The person shall hold NDT
inspection qualifications in accordance with the Certification Schemes for Welding Inspection
Personnel (CSWIP) or ASNT for Malaysian diver only or equivalent certifications in the
following underwater non-destructive testing and inspection techniques for shallow or deep
water:

(a) Magnetic Particle Inspection (MPI);


(b) Ultrasonic Wall Thickness Measurement;
(c) Cathodic Protection Potential Measurement;
(d) Visual and Photographic Inspection.

NDT qualifications are categorised into the followings:


(a) CSWIP 3.1U or equivalent
(b) CSWIP 3.2U or equivalent
(c) CSWIP 3.9 or equivalent

NDT Divers may be tested by the COMPANY to establish their current capabilities prior to
acceptance under the CONTRACT at the discretion of the COMPANY.

6.2.11 EMT Air Diver

The Air Emergency Medical Technician (EMT) diver shall be a qualified Air Diver as detailed in
item 11.0 above and shall possess valid EMT certificate of training from a recognised diving
school or a certificate of competence from a recognised authority and experienced in the
emergency field treatment of common diver's injuries and problems. The person shall be
responsible for inventory and readiness of the approved medical kits.
In addition, the person should have a minimum of CSWIP 3.2 NDT qualification or
equivalent.

6.2.12 Tender Diver

The Tender Diver shall have undergone formal diving training in a commercial diving school
or a branch of the military or have had equivalent training and experience to qualify him to
dive in the air range. The person shall be thoroughly conversant with all diving rules,
regulations and procedures. The person shall be fit to dive when authorized to do so by his
Diving Supervisor. The person shall have a working knowledge of all diving equipment, and
its care maintenance, diving and decompression procedures, diving signals, and operation of
decompression chambers.

6.2.13 System / Equipment Technician (Air)

The person should possess a technician log book and certification in mechanical and or
electrical engineering and have a minimum of 5 years’ experience in similar capacity in
underwater operation projects.

The person shall be a qualified technician in electronic and electrical fields and experience
in mechanics and hydraulics and shall be able to maintain all the EQUIPMENT in his charge.
The person will have had previous experience in a supervisory maintenance position in the
offshore diving industry.

The System Technician shall be the senior maintenance person offshore and shall be
responsible to the Operations Superintendent for specialised maintenance and repair of all
CONTRACTOR Surface Diving EQUIPMENT at the WORKSITE. The person shall also take
responsibility for the Diving Stores. The person shall maintain complete records of all
maintenance carried out offshore in accordance with the CONTRACTOR's planned
maintenance schedule.

6.2.14 ROV Supervisor

The person shall have NDT certification of CSWIP 3.3U or equivalent and shall have had 3
years’ experience as ROV supervisor with supervision/piloting log. The ROV Supervisor shall
have all the qualifications and experience of the ROV Pilot.

In addition, the person shall be responsible to the Operations Superintendent for the general
operation of the vehicle and directing the maintenance of the equipment spread. The person
shall be in charge, and fully responsible for carrying out any inspection WORK specified by
the COMPANY. The person shall be responsible for detailed operational, which shall include
all operational statistics, and the maintenance logs, operational log, dive times and down
times.

In the absence of the Operations Superintendent or on worksite where no Operations


Superintendent has been appointed, the ROV Supervisor shall liaise closely with COMPANY
Site Representative to ensure timely completion of WORK ordered and to keep him advised
of the progress of the WORK.

6.2.15 ROV Pilot / Technician

ROV Pilot / Technician should have at least 2 years’ experience and shall undergone formal
ROV training in either Mechanical, Electronic or Electrical discipline

The ROV pilot shall be a trained ROV technician with the appropriate skills and experience at
piloting the type of vehicle used and shall keep it operational and utilize it with all the
expertise required to obtain optimum usefulness of its capabilities. In addition, the person
shall be responsible to the ROV Supervisor for the general operation of the vehicle and the
maintenance of the equipment spread.

6.3 Special Requirements for Marine Personnel

6.3.1 Age

Age limit for senior officers (Master, Chief Officer, Chief Engineer and 2nd Engineer) is 60 years
old. Age limit for crew is 55 years old.

CONTRACTOR may request “age waiver” from COMPANY giving valid reason / justification
for same. Dispensation will be at COMPANY's discretion.

6.3.2 Safety/Medical Training

All crew must undergo medical examination and safety training (CONTRACTOR's expense)
at a training institution APPROVED by COMPANY before commencement of charter.
Minimum safety training requirement:

a) Sea Survival – All crew. Validity 5 years;


b) First Aid Course – 30% of Total Crew. (30% of rigging and welding crew for Main
Barge) Validity 2 years;
c) Basic Fire Fighting – 30% of Total Crew. (30% of rigging and welding crew for Main
Barge) Validity 3 years;"
d) Rigging and Slinging – All deck crew except Master;
e) Food handling course – Cook must attend this course.
f) Cook’s Health Medical Examination: Once yearly checkup.
g) Oxygen Resuscitation Training for First Aiders – Validity 2 years.

NOTE: For items (a), (b) and (c), the COMPANY also accepts equivalent STCW, 95 modular
courses but subject to above validity periods.

Master/Chief Engineer and Ch. Officer/2nd Engineer must attend Managing HSE Incident
Investigation and Managing HSE course respectively.

Master & Chief Officer must attend Bridge Resource Management (BRM) course

Master and Officer On Watch (OOW) shall attend the IMO Command and Control
Emergency Training module (Equivalent to Emergency Response & Preparedness Training)

environment. Economic and other pressures must not interfere with the proper exercise of his
professional judgment. He has overall command and remains ultimately responsible for the
safety of his vessel/barge and all those on board at all times
• He shall be in total command during an "emergency at sea" and for all barge movements.
• He will be directly responsible for the safe and efficient functioning of all equipment and
personnel under his command. He shall be responsible for the maintenance of all marine gears
and equipment.
• He shall conduct weekly "Emergency Muster and Abandonment" drills.

• He will be fully conversant with, and capable of administering the daily activities of the Spread.
This will include catering, housekeeping, safety, and communications time keeping. He will
ensure that all vessels in the Spread have daily logs, reports, timesheets prepared promptly and
efficiently. These shall be available at all times for COMPANY inspection.

Description

The Barge Foreman reports directly to the Barge Superintendent. His prime task is to install offshore
oil and gas facilities in accordance with COMPANY and International Standards, within the planned
program duration, employing safe operating practices.

He is to work in close liaison with the Field Engineer in order to progress the WORK efficiently.

Roles and Responsibilities

• He will organize and arrange all work involved in a project in accordance with the program.
When and where possible he will initiate and direct additional parallel activities to endeavor to
improve on overall efficiency.

• When variations of the intended program and/or drawings become essential he will either,
decide on-site for very minor items and keep the Barge Superintendent and COMPANY Site
Representative (CSR) informed, or discuss with the Barge Superintendent and/or Field Engineer
and COMPANY Site Representative to arrive at a suitable solution to the problem.
• He will check via the Field Engineer that all project material has arrived on the Construction
Vessel for each project prior to the commencement of each job. Any shortages being reported
to the Field Engineer for action.
• He will organize and control the on-site supervision of all construction work carried out on, or
from the barge, to good oil field practice and specifications optimizing on vessel performance to
complete WORK within the planned duration.
• He will ensure that the CONTRACTOR's personnel under his supervision operate in a safe and
systematic manner with maximum care being taken to ensure that all personnel are motivated
and organized in safety procedures.
• He will study working procedures and program and to suggest to the Barge Superintendent any
improvements to improve Construction Vessel performance.
• He will assist the Barge Superintendent's investigations of accidents and provide comments
and/or ideas to avoid future occurrence. He is a member of the Construction Vessel safety
committee.
• He will impart his knowledge and experience regarding procedures and other information
concerning all aspects of installation work to his subordinates.
• He is responsible to train Malaysian personnel in good oil field and installation practices and
procedures to develop them to be able to take increasingly responsible positions.
• He is responsible for directing all marine operations pertaining to the barge (i.e. anchor handling,
movements of vessels etc) and shall ensure that all marine related equipment (i.e. anchor and
pennant wires, anchors, buoys, fairleads etc.) are in acceptable working conditions.
• He will be responsible for all lifting to and from the barge. He will be directly in-charge of any
heavy lifts.
• He shall be responsible for ensuring that the barge deck is maintained in a clean and tidy manner.
• He shall be responsible for ensuring that all safety and deck equipment is maintained, functional
and in place.

Man Specification

• Must have served a recognized apprenticeship training plus senior technician level qualification.
Candidate must have a minimum of 10 years’ experience and at least 8 years offshore
installation experience of which 5 years in a supervisory role. Must have a good knowledge of
international construction and safety codes. He must be fully familiar with the hazardous area
classifications zones for offshore platforms.
• It is necessary for him to have a sound knowledge of international and COMPANY standard
specifications and welding procedures. A wide range of materials are used and knowledge of
the welding techniques and procedures is required.
• He must be able to interpret drawings and specifications and translate them into
understandable terms. Training subordinates in this respect, is a major part of the training role
of his tasks.
• He must have good knowledge and working experience of marine operational matters, heavy
lifts of offshore structures, pile driving, pipelaying and structural grouting.
• He should hold an engineering qualification from an institute such as City & Guilds or equivalent

Welding Foreman

Description

The Welding Foreman shall work under the direction of the Barge Foreman in charge of executing a
task of work.

Roles and Responsibilities

• Supervise all welding and marking-off activities;


• Ensure his crew adhere to established safety rules, codes, practices and regulations in
accordance with the COMPANY'S procedures;
• Ensure all his crew have the required tools and safety equipment, and that such items are
maintained in a good and safe condition;
• Read drawings and specifications, and be familiar with the work programs to progress the work
as necessary for the timely and proper execution of the WORK;
• Report immediately to the Barge Foreman or Barge Superintendent any discrepancies, or
material shortages he may discover;
• Discipline members of his crew if required, and request a change out of unacceptable individuals
after liaison with the QA/QC Supervisor.

Man Specification

• The Welding Foreman shall be an experienced welder of 8 years’ experience (as hereinafter
described) and shall have been engaged in offshore work in the petroleum industry for a
minimum of 5 years and have experience of coordinating and supervising welding activities
offshore on all offshore platforms, and on-board construction barges for a minimum of 2 years.
• He must have served a recognized apprenticeship as a welder and be qualified to technician level
with City and Guilds (or equivalent) qualification. He must have a minimum of 5 years’
experience with at least 5 years in the oil industry and 2 years at a supervisory level.
• He must be familiar with the international welding codes API 1104, ASME IX and AWS and also
COMPANY specifications. He must also be familiar with the various grades of steel used in the
oil industry and the welding procedures required for the various steels including pre and post
heat treatment. In addition he is required to be fully familiar with all pipework fittings and
pressure classifications used in the oil industry.
• He must be a qualified piping and structural welder as described in COMPANY's specifications.

Man Specification

• Shall be a Graduate Engineer (B.Sc.Eng. / BE / B.Tech.) either in Mechanical or Metallurgical or

Rigger Foreman

Description

He directly reports to the Barge Foreman and is in charge and responsible for the supervision of all
rigging activities.

Roles and Responsibilities

• He shall have substantial practical experience in the art of rigging and shall be able to control
various classifications of riggers as specified hereinafter, and shall be able to organize their
combined efforts to ensure that all rigging jobs are carried out safely in accordance with
APPROVED COMPANY practice to achieve the best results at all times. He shall be capable of
working independently both on board, or working away from the vessel (e.g. aboard an anchor
handling tug, etc.).
• Selection of correct slings and shackles for all lifts;
• Removal from service and destruction of any slings which require replacement;
• Slinging and controlling lifts by the crane or winches in a safe and efficient manner;
• Deciding on the type rigging and arranging the reeving-off of blocks and tackle, and the use of
other rigging devices as required to safely and effectively position pipework and structural items

Scaffolding Supervisor

Description

The Scaffolding Supervisor reports directly to the Barge Foreman.

Roles and Responsibilities

• On instructions from the Barge Foreman he is responsible for supervising the erection and
maintenance of all scaffolding.
• He shall ensure that all scaffolding materials and erected structures conform to the required
Standards
• He shall also ensure that the "Scafftag" system of inspection is implemented on all scaffolding,
and that all scaffolding is correctly recorded in the scaffolding register including re-inspections.
• Having been advised by the Barge Foreman that scaffolding is required he shall check the duty
and loading.
• He is then responsible to design plan and supervise the erection of the scaffolding. He is to use
a hands on method of supervising, assisting the scaffolders working for him and explaining why
the scaffold is built as it is.
• He is to ensure that all scaffold crews work to the highest safety standards and pay special
attention to the use of work vests and safety belts/harnesses when required.
• He is responsible for checking that all scaffolding materials are regularly inspected and
maintained, he should ensure that all fittings and couplers are lubricated and in good working
order and that all tubes and boards are in good condition.

Description

The painting foreman shall work under the direction of the Barge Foreman in charge of executing
the project.

Roles and Responsibilities

• He shall be fully experienced and familiar with the methods of surface preparation, cleaning and
application of paints in accordance with the COMPANY'S specifications.
• He shall be able to supervise and control the execution of this and shall be responsible for
ensuring that all blasting and painting equipment is kept in efficient working conditions to avoid
downtime due to breakdowns.
• He shall be conversant with the COMPANY'S safety regulations, in particular the dangerous
aspects of blasting and painting and the need and requirement for protective clothing and
breathing apparatus.

Man Specification

• Minimum of 5 years as a blaster/painter with the oil and gas industry (onshore or offshore) and
a minimum of 3 years in a supervisory capacity, at least 2 years offshore experience is required.
He must be able to read, write and speak English and Bahasa.
• He must be able to work independently from instructions given by his supervisors. He shall
organize his work force to work efficiently, safely and train them for better methods of working,
and to have a sense of safety awareness.

Anchor Foreman

Description

Directly responsible to the Barge Foreman. He shall liaise with Surveyors, Tower Operators, Rigging
Foreman and Barge Master.

Description

practices are complied with. He shall be involved in anchor handling operations including the
operation of the anchor winches.
• He may stand-in for the Barge Foreman for short durations.
• He shall have substantial practical experience in the art of rigging and shall be able to control

must be familiar with erection procedure to CONTRACT Standards :-
• He is to work to the highest safety standards and pay special attention to the use of work vests
and safety belts/harnesses when required. He shall be agile and able to work at heights without
a problem and be able to work as an effective team member in large or small groups.
• He is often required to supervise Riggers who may assist him in erecting scaffolding. He is to use
a hands on method of supervising, the Riggers working for him and explaining why the scaffold
is built as it is.
• He is to regularly check that all scaffolding materials are in good condition and maintained, he
should ensure that all fittings and couplers are lubricated and in good working order and that all
tubes and boards are in good condition.

Man Specification

• He shall be overall responsible for the pre and post-installation surveys of all structures to be
installed by the CONTRACTOR, in accordance with COMPANY's Standard S.E.S. 95.3 or other
COMPANY Standards specified under the CONTRACT.
• He shall be overall responsible for directing the construction crew to position all new structures
to within tolerances as specified in COMPANY's Standards.

ROV Pilot Technician

Description, Roles and Responsibilities

• The ROV pilot shall be a trained ROV technician as outlined by IMCA ROV Competence guidance
documents with the appropriate skills and experience at piloting the type of vehicle used
• The ROV Pilot / Technician shall assist in keeping the ROV operational and utilize it with all the
expertise required to obtain optimum usefulness of its capabilities.
• The ROV Pilot / Technician shall be responsible to the ROV Supervisor for the general operation
of the vehicle and the maintenance of the equipment spread.

Man Specification

• The ROV Pilot / Technician shall have at least 3 years’ experience


• The ROV Pilot / Technician shall have completed formal ROV training in either Mechanical,
Hydraulic, Electronic or Electrical disciplines.
• The ROV Pilot / Technician shall have completed a High Voltage Training Course
• The ROV Pilot / Technician will possess a valid First Aid certificate, including Cardio Pulmonary
Resuscitation (CPR) from a training provider recognised by company.
• The ROV Pilot / Technician will possess a valid certificate in the use of an Automated External
Defibrillator (AED) from a training provider recognised by company.

Air Diving supervisor

Description, Roles and Responsibilities

• The Surface Supplied Air Diving Supervisor shall be qualified to carry out duties imposed upon
them by the current code of practices and the contractor's rules of safe diving practices.
• The Surface Supplied Air Diving Supervisor shall be the person in charge of the air diving
operations at the worksite and who is responsible for the safety of the diving team
• The Surface Supplied Air Diving Supervisor shall be responsible for ensuring that all diving
operations are carried out in accordance with the specified procedures and the contractors
Manual of Safe Diving Practices.
• During an operation, the Surface Supplied Air Diving Supervisor shall give divers a pre-dive
briefing, monitor progress, de-brief drivers returning to the surface, update instructions to
working divers and keep the Operations Superintendent advised of the diving operations
progress.
• In the absence of the Operations Superintendent or on worksite where no Operations
Superintendent has been appointed, the Surface Supplied Air Diving Supervisor shall liaise
closely with the company’s Site Representative to ensure timely completion of the works
ordered and to keep him advised of the progress of the works.
• The Surface Supplied Air Diving Supervisor shall maintain a diving operations logbook, and shall
prepare and submit all required reports.
• The Air Diving Supervisor shall ensure that the maintenance of all diving equipment is carried
out in accordance with the contractors planned maintenance schedules by his diving team.
• The Surface Supplied Air Diving Supervisor will hold a valid Certificate in First Aid, including
certificate in Cardio Pulmonary Resuscitation (CPR) recognised by the company.
• The Air Diving Supervisor will hold a valid Certificate in Automated External Defibrillator (AED)
use recognised by the company

Note: the use of trainee Air Diving Supervisors is (for Malaysian) acceptable ONLY under the following
conditions: Initially, a trainee diving supervisor should only be allowed to supervise for short
periods and always with a properly appointed diving supervisor present. As his experience
increases, these periods may be extended. However, a diving supervisor should remain in
charge of the diving operation at all times and should not delegate his responsibility to the
trainee. Additionally, the trainee Air Diving Supervisors must possess all associated certification
shown above pertaining to the appointed Surface Supplied Air Diving Supervisor.
A Trainee Surface Supplied Air Diving Supervisor who has not passed the relevant IMCA examination
within 3 years of completing the trainee supervisor course will be required to attend a
refresher course approved by IMCA before continuing to be employed as a trainee supervisor.

Man Specification

• The Surface Supplied Air Diving Supervisor shall possess a valid Trainee Surface Supplied Air
Diving Supervisor training certification from an IMCA approved or accredited training provider.
• The Surface Supplied Air Diving Supervisor shall possess a Surface Supplied Air Diving Supervisor
certificate recognised by IMCA.
• The Surface Supplied Air Diving Supervisor should have a minimum of 3 years experiences as an
air diving supervisor
• The Surface Supplied Air Diving Supervisor shall be an IMCA qualified and competent Air Diver
• The Surface Supplied Air Diving Supervisor shall have completed formal Chamber Operation
Training recognised by the company.

Air Diver

Description, Roles and Responsibilities

• The Air diver shall be competent to carry out all the underwater tasks given to them under the
contract and be proficient in the use of all equipment supplied by the contractor to complete
those tasks
• The Air diver shall be familiar with all the diving rules, regulations and procedures, and, shall be
thoroughly familiar with diving emergency procedures and decompression procedures
(including therapeutic decompression procedures)
• The Air diver shall work under the direct supervision of contractor’s Diving Supervisor and shall
maintain best industry practice in all diving operations
• The Air diver shall be capable of carrying out general routine maintenance of all diving
equipment.

Man Specification

• The Air diver shall possess a valid air divers certification for offshore surface supplied air diving
to 50m approved by IMCA. Or
• The air diver shall possess a valid air diver certificate issued by ADCI which is ONLY applicable
to Malaysian.
• The Air diver shall have completed formal Chamber Operation Training recognised by the
company.
• The Air diver shall have had at least 2 years’ experience in construction/inspection diving related
to offshore activities
• The Air diver will hold valid, in-date course Certificates as either DMT or First-Aid, including CPR
recognised by the company.
• The Air diver will hold a valid Certificate in Automated External Defibrillator (AED) use recognised
by the company

Saturation Diver Supervisor


Description, Roles and Responsibilities

• The Saturation Diving Supervisor shall be the person in charge of the bell diving operations at
the worksite. They shall be fully conversant with offshore construction and inspection diving
operations and shall be responsible for the safety of the diving personnel.
• The Saturation Diving Supervisor is responsible for ensuring that all diving operations are carried
out in accordance with approved procedures and the contractor Manual of Safe Diving Practices.
• The Saturation Diving Supervisor must have adequate knowledge of the diving techniques and
requirement to be used in the diving operations for which the person is so appointed

• The Saturation Diver shall have had at least 10 years’ experience in construction/inspection
diving related to offshore activities in the oil industry and shall have been in regular diving

• The Saturation Diving Supervisor should have had 3 years’ experience as Saturation Diving
Supervisor.
• The Saturation Diving Supervisor shall have completed formal Chamber Operation Training.

Resuscitation (CPR) or be trained and certified as a IMCA Diver Medic from a training provider
recognised by company.
• The Saturation diver will possess a valid certificate in the use of an Automated External

Saturation diving system Technician (Mechanical/Electrical)


Description, Roles and Responsibilities

• The System Technician shall be the senior maintenance person offshore and shall be responsible
to the Operations Superintendent for specialized maintenance and repair of all contractor
saturation equipment at the worksite.
• The System Technician shall also take responsibility for the Diving Spares and consumables
required.
• The System Technician shall be responsible for maintaining complete records of all maintenance
carried out offshore in accordance with the contractors planned maintenance schedule contract
and maintaining the diving system assurance (audit) document updated.

Man Specification

• The System Technician shall hold formal training certification in mechanical, hydraulic or
electrical engineering relevant to the position held.

6.5 Supporting crew

Barge Master

Description

Directly responsible to the Offshore Construction Superintendent for the construction works being
carried out.

Roles and Responsibilities

• The prime concern of the Master is maritime safety and the protection of the marine
environment. Economic and other pressures must not interfere with the proper exercise of his
professional judgment. He has overall command and remains ultimately responsible for the
safety of his vessel/barge and all those on board at all times
• He shall be in total command during an "emergency at sea" and for all barge movements.
• He will be directly responsible for the safe and efficient functioning of all equipment and
personnel under his command. He shall be responsible for the maintenance of all marine gears
and equipment.
• He shall conduct weekly "Emergency Muster and Abandonment" drills.
• During his rest hours or during his absence onboard, he has to delegate his duty and
responsibility to Marine Captain or competent person on board.
• Barge Master shall as applicable adhere to Instruction to Master as stipulated in “PCSB Charterer
Instructions to Master or Marine Vessel”

Chief Engineer

Description

Directly responsible to the Barge Master.

Roles and Responsibilities

• He shall be responsible for the safe and efficient operation of all permanent equipment and
systems on the barge.
• He shall ensure that a planned preventative maintenance programme is strictly adhered to. This
shall include the correct level of spares are available to ensure 100% uptime of the equipment.
• He shall maintain a daily maintenance/operational log of all machinery.
• He shall ensure that the requirement of the vessel’s Classification Society are adhered to.
• He will ensure that all machinery and equipments spaces are maintained in a safe and clean
condition.
• He shall ensure that all emergency equipment is tested and logged on a weekly basis.

Man Specification

• He shall hold an internationally recognized First Class Foreign Going Motor Certificate in
accordance to STCW 95 - RegulationIII/2 Chief Engineer Unlimited.

• He shall have a minimum of 10 years sea-going experience of which 5 years shall have been
spent as Chief Engineer in the offshore oil and gas industry.

Chief Electrician

Description

Directly responsible to the Chief Engineer.

Roles and Responsibilities

• Responsible for all maintenance of the barge’s electrical equipment. He shall ensure that all
switch-gear rooms are maintained in a clean and safe condition. He shall ensure that all safety
equipment is in place and functioning plus ensuring that all work procedures are adhered to.
• He shall ensure that all spares are ordered in a timely manner to ensure the vessel’s equipment
is maintained for a 100% availability.
• He is required to maintain a maintenance log of all equipment that has been serviced.

work barges.
• He shall be fully conversant with the barge's electrical systems, switchgear and emergency
circuits.

Radio Operator

Description

Directly responsible to the Barge Master with a functional responsibility to the COMPANY Site
Representative.

Roles and Responsibilities

• He will ensure that all the Company’s frequencies are monitored on a 24 hours/day basis.
Additionally he will be responsible for transmitting and receiving all of the Companies Telexes,
Telefaxes, etc.
• He shall be responsible for all communication between the barge and helicopters.
• He will be fully conversant with the COMPANY's Operating and Emergency Procedures.
• He shall undertake administrative/clerical duties as assigned by the Barge Superintendent
and/or COMPANY Site Representative.

Man Specification

• He shall have, as a minimum qualification, passed Senior Cambridge or MCE with one subject
being Science.
• He shall hold a Telephony Certificate and a GMDSS General Operator Certificate.
• He shall have written and oral fluency in English and Bahasa Malaysia and have held a similar
position for 5 years.

Barge Medic

Roles and Responsibilities

• Upkeep of all hospital and medical equipment and supplies.


• Conduct basic first aid training via lectures and demonstrations.
• Safe keeping of all drugs on the barge.
• To liaise with and monitor the catering staff to actively promote a high standard of cleanliness
and good hygiene practices. This will include weekly inspections with the Barge Master and
Chief Steward of food storage facilities, mess halls and accommodation.
• To record and/or take the required samples of potable water and any food samples as required
under catering regulations.
• Submit monthly medical and health reports to COMPANY.
• Submit detailed medical injury reports following treatment of the patient to COMPANY.

Man Specification

• He shall have had a minimum of 5 years working experience at offshore locations or in an


Outstation Clinic.
• He will be fully conversant with the COMPANY's relevant procedures and guidelines.
• A qualified doctor is preferred. Alternatively he shall have a minimum education to SC/MCE or
equivalent and must also have passed S.R.N. Certificate, and be registered with the Malaysian
Hospital Assistants Board.

Electronic Technician

Description

Directly responsible to the Chief Electrician.

Roles and Responsibilities

• He is responsible for the operation and maintenance of all electronic EQUIPMENT on the barge.
• He shall ensure that the correct level of spare-parts are maintained to ensure a 24 hours/day
operation.
• He shall ensure that all safety related equipment complies with the relevant specifications and
remains within calibration limits.

Man Specification

• He shall have served a recognized trade apprenticeship as an electrician and have specialized in
electronics.
• He will have spent 5 years working as an electronics technician, 3 of which will have been on
offshore construction barges.

Chief Steward

Description

Directly responsible to the Barge Master.

Roles and Responsibilities

• He shall be responsible for vessel accommodation cleanliness, laundry and catering services
onboard the construction vessel.
• He shall be aware of COMPANY's health and hygiene requirements as outlined in Part 6 of the
CONTRACT.

Man Specification

• Should have a Diploma in Hotel and Catering from a recognized tertiary institution.
• Must have minimum of 5 years’ experience in similar capacity with 3 years in a construction
vessel of no less than 200 P.O.B.
• He shall be familiar with both Asian and Western menus.
