1 Welcome, introductions, apologies

2 Minutes of last meeting (6 June 2017) and Action Log

The minutes of the meeting held on 6 June 2017 were agreed as an accurate
record.

Action: SC will send out the updated action log to the Board.

3 Feedback from Carers


MS – Carers assessment for carers budget. Would have liked budget for a
cleaner. He was advised that there was no help for this. He has had no
response from the assessment team, he feels that this means that people
therefore give up on a claim. MS feels that there is too much focus on pre-
determined list of questions, rather than listening to what people are trying to
explain.

KC – A person put an independent package together for their parent, then


found that their parent met the statutory criteria. The assessment process
took a long time but they were successful. Their parent’s needs increased
and so they added to the package to meet those needs. As a result they were
told they needed a re-assessment, not to spend the money and to wait. The
process became very difficult, resulting in the family telling the Council to take
the money back.

KC – was very positive about personalisation and direct payments, but has
now heard many horror stories.

Action: These examples to be taken to ASCF.

HD – Healthwatch would wish to support this.

SM – Wants to hear about such experiences so that learning can be applied


in Children’s Services.

LG – Carers Trust Cambridgeshire are looking at how they can reduce the
bureaucracy.

SdP – wanted to feedback on that the CPB used to have a County Councillor
in attendance. He had noted that Councillors had recently awarded
themselves an increase in their attendance allowance due to the increase in
work that they had experienced. GL was able to advise that CAIL had been in
touch with Democratic Services about councillor attendance at meetings,
following the County elections, and was currently waiting to hear details of
who had been appointed to which partnership board
.

4 Feedback from other meetings

5 Centre 33

A presentation was given by Young Carers from Centre 33 outlining their work. This
presentation covered the following points:
 My Community (ensuring young carers are celebrated, identified and
confident to access services)
 My Plan (putting young carers in control of setting their own goals and plans)
 My Time (one to one support offered to young carers)
 My School (support in secondary schools across Cambridgeshire,
assemblies, drop ins and one to one appointments)
 My Future (tailored support when young carers are making transitions)
 My Free Time (a programme of fun, relaxation and new experiences)

The young carers then carried out an activity with the Carers Partnership Board
called “Game of Life”, a game looking at a range of different life events that impact
on young carers.

The Carers Partnership Board thanked the young carers for their time and expressed
how much they appreciated the presentation and how it gave them much to think
about.

SH expressed that it was really important for the Carers Partnership Board to hear
about the needs of young carers.

6 CPFT mental health services for carers and young carers

Elaine Young, Associate Director of Service Integration and for the CPFT Carers
Programme, gave a presentation on the Triangle of Care.

EY explained that in hospitals the usual model was that the health care professional
had a relationship with the service user, who in turn had a relationship with the carer.
This meant that the care relationship was not recognised, the carer was not given
key information, the carer was not involved when plans were made and their
emotional or health needs were not recognised.

EY explained that the Triangle of Care had been developed in conjunction with
carers. The Triangle of Care has 6 standards
 Carers are identified at first contact

 Staff are carer aware
 Policy and practice protocols re confidentiality and information sharing are in
place
 Defined posts responsible for carers are in place
 A carer introduction to the service and staff is available
 A range of carer support services are available

EY explained that CPFT has been recognised as one of the top ten community NHS
Trusts in England for supporting carers after being awarded two gold stars by the
national scheme.

EY also explained some of the services provided by CPFT for people experiencing
mental ill health:
 First response – 24/7 mental health crisis service
 Sanctuaries in both Cambridge and Huntingdon
 Kooth – an online mental health service for children and young people.
Provides counselling and emotional wellbeing platforms accessible through
mobile, tablet and desktop – free at the point of use.

 Young Carers - working with Carers Trust, Centre 33 and local authorities

7 Adult Social Care Forum – item to and items from

SC brought the following to the Boards attention:

 A new Principal Social Worker has been appointed, Helen Duncan, who has
asked if she can attend the CPB to discuss her role etc. The Board agreed.

 The issue of how to contact the CCC unit responsible for the issuing of Blue
Badges was raised as people had been continuously referred to the website,
even though they tried to explain they did not have access to the internet.

 ‘Working Together’ document of Adults Social Care has been reviewed. In


August it is going before the General Purposes Committee of the County
Council and if accepted will be rolled out across the whole County Council.

 Highways Agency presented at the ASCF. They are very keen to hear of
potholes in roads, problem paving, overhanging trees etc. These can be
reported directly to the County Council through the website, by email on
highways@cambridgeshire.gov.uk or by phone 0345 045 5200 option 3.

 Pre-payment cards are for people on direct payments. These will act like
debit cards and reduce paperwork. They are currently at an early stage in

their development. They have been successful in other parts of the country.
SM stated that these are for adults in receipt of direct payments, not for
children at this time.

 The process of accessing assessment, discussed under agenda item 3, to be


taken to ASCF.

8 Any other business

LG Highlighted the support that CTC provide to Young Carers (this is detailed in
their update report), also mentioned that CTC are in talks with CPFT about
developing the Triangle Of Care for young carers, have been selected to participate
in a national programme to enable YC to develop digital skills, have 2 YC Health
Champions who work with NHS England to raise issues.

In terms of the board taking actions forward her recommendation was that we focus
on health recognising and supporting YC at the GP level.

LG draft strategy of the Cambridge University Hospitals NHS carers strategy has
been circulated for comment.

JK Pinpoint is holding a PIP information event for people transferring from DLA to
PIP

EF Explained that she is retiring at the end of July 2017. LMc has been
appointed as Commissioner for Carers and will taking on that aspect of her role. At
the moment it has not been identified who will be taking on the Service Development
Manager aspect of her role. However, if there are any questions or concerns, pass
them on to LMc so that he can take them up or signpost accordingly.

SH Thanked EF for all that she has done over the years for Carers and the
Carers Partnership Board.

GL Brought to everyone’s attention that Lenja Bell (CEO, Pinpoint) and Helen
Brown (CEO, Carers Trust Cambridgeshire) have also advised that they are moving
on. The Board asked that their thanks for all their hard work were also passed on to
them.
