Executive Summary

From the inherent complexity and interconnectedness of our world appears the necessity to plan. Each location, each neighborhood, and each culture has immediate needs to fulfill and future aspirations

to pursue. The history, values, conditions, and future of each neighborhood varies. Thus, each community has a different set of needs and a different set of goals. The purpose of this report is to offer a critical

review on the issues relating to planning, development and management of the barangays in Tuguegarao City. The study also aims to create an analyzed recommendation, from the researchers, that can make

the selected barangays closer to a more sustainable and eco-friendly city. The problems that the researchers observed and addressed are ranged from minimal in scale such as small street details to a general

planning of the barangay. In general, since the different barangays are among the urbanized areas in the city, there are a lot of commendable things that they have acquired specially in Carig Sur where the

Regional Government Center is located.

Introduction

In Tuguegarao, according to the existing land use, the proportion of urban dwellers is high. People choose to live in urban

areas so they can have a better quality of life. They want to be in the heart of the economic activity, and to have more job opportunities

and other social and economic advantages. Many students and graduates flock to the city, not only for their education and employment

opportunities but also for many activities and the sheer excitement of living in a city. However, city living brings a range of challenges.

While living in close proximity to our daily activities can lead to more resource efficiency and so contribute to sustainability, other factors

such as air pollution can be far more acute in cities.

Cities around the globe are being redesigned to become more sustainable, and eco-friendly especially here in the Philippines. An eco-city is a city built from the principles of living within environment

means. The ultimate goal of many eco-cities is to eliminate all carbon waste to produce energy entirely through renewable resources, and to merge the city harmoniously with the natural environment; however,

eco-cities also have the intentions of stimulating economic growth, reducing poverty, using higher population densities, and therefore obtaining higher efficiency, and improving health.

 Carig Sur is one of the most urbanized barangay in Tuguegarao City. As of 2015 census, it had a total population of 4, 536. It is Government Center of Tuguegarao City comprising of all the Regional

Government Agencies of Cagayan Valley. Carig Sur also consists of a combination of residential and commercial areas. There are various business establishments, convenience stores, auto repair shops,

bakeries, and schools. The presence of hospitals further adds to the competition of business locators in the community.
 Pengue Ruyu is also one of the most urbanized barangay in Tuguegarao City. As of 2015 census, it had a total population of 5,629. It is consist of a combination of residential and commercial areas, from

various business establishments, auto repair shops, convenience stores, and school and even various numbers of inns, motels and hotels. The presence also of the Tuguegarao Airport in the area further

adds to the competition of business locators in the community.

 Leonarda is also an urbanized barangay in Tuguegarao City. As of 2015 census, it had a total population of 2, 503. It is consist of a combination of residential and commercial areas, from various business

establishments.

Recommendation and Implementation Plan

According to Cyril M. Harris, “Urban Planning is the process of planning a future community, or the guidance and shaping of the expansion of a current community, in an organized manner and with an organized

layout, taking into account such considerations as convenience for its inhabitants, environmental conditions, social requirements, recreational facilities, aesthetic design, and economic feasibility. Such planning

includes a study of present requirements and conditions as well as projections for the future, and often includes proposals for implementing the plan”. In connection to this, recommendations were made to achieve

the desired output in the development of the three (3) barangays in Tuguegarao City. Problems of the area and the proposed solutions are the following:

 Some parts of the area are prone to flooding. The area is abundant with vegetation, so in this, the researchers believe that there might be a problem in the public drainage system and the streets are narrow

and has no proper paving to it. The area is recommended to fix the public drainage system and maintain it. The streets must be widen and proper setbacks must be met so that there would be a clear path

for water run-off in the area.

 The way finding is difficult in the area. The lack of signages presents confusion for tourists and even locals. The most important part of the area is the regional center but it is the one without signages. The

solution to this is to provide signages.

 The area is abundant with open green areas. The problem with this is that the green areas are dead in terms of activities. The green areas are underdeveloped. The recommendation to this is to convert

the dead spaces into parks so that there will be activity and life to the area.

 Highways are accident-prone area. The main highway is a national highway which means buses and trucks and fast-moving cars are present which makes a pedestrian be in danger, especially at night.

So the remedy to this is to put cat’s eye or a retroreflective safety device to guide the drivers on their way and also by the use of reflective street signs.

 The Regional Government Center (RGC) is ideal to have a walkable environment because the offices are just near or adjacent with each other. But the problem is that it’s hot in Tuguegarao and the RGC

lacks covered walks and sunshading designs. Provide covered walks and sunshading for the benefit of the users.

Conclusion

After a thorough research and observation on the issues that challenge these three (3) places, the researchers believe that the recommendations made were probably highly suitable for the development of each

area. To be more specific, the area has a potential to be a Central Business District (CBD). If the said recommendations were implemented successfully, the outcome will greatly benefit the people as well as the

environment it will cater.


By observing the three (3) barangays, the Pengue, Leonarda and Carig Sur, the researchers come up with a list of issues in connection with Urban Planning. As observed, each barangay faces different
challenges. In Pengue, the place is good for commercial and transportation terminals but because of the existing airport, vertical developments are limited. On the other hand, Barangay Leonarda’s road
highway, is a potential place for a new Central Business District (CBD). Leonarda’s deeper areas are used for residential but some areas are prone to flooding. And lastly, Barangay Carig Sur, a potential central
business district where regional government centers were located. Carig Sur also has lots of open spaces for future developments but it is lack of developed spaces. The common problem with these three is
them being not a pedestrian-friendly community.
