2 Overview

2.1 Feature Introduction

2.1.1 ZWF21-04-036 Inter Band Offload

A low frequency band has a better coverage than a high frequency band. When the traffic
load in a high frequency is high, the traffic can be transferred to a low frequency without
inter-frequency measurement. This mechanism is not suitable for transferring traffic load
in reverse. However in some networks, a low frequency band is used to provide services
for users on the edge of the network. If the traffic load in a low frequency band is high, the

coverage gets worse. This feature offloads the traffic in the central area from a low
frequency band to a high frequency band to make the users on the edge of the network
get better services.

3 Technical Description

3.1 ZWF21-04-036 Inter Band Offload

When cells belonging to different frequency bands share a site, the cells of low frequency
bands have larger coverage, on the contrary, the cells of high frequency bands have
smaller coverage. The load in central areas is absorbed in small coverage cells and the

load on the edge of cells is absorbed in large coverage cells, in other words, if the UE
signaling quality is better than a certain threshold in large coverage cells, the RNC will
blind-handover the UEs to the co-site small coverage cells to distribute the load.

The feature is controlled by URncInfoLar2.lar2SmlCovBHoRncSw and


ULogicalCell.lar2SmlCovBHoCelSw.

The following describes the criteria of intra-frequency measurement:

After the first RAB assignment, or when a transition from common status to CELL_DCH
status occurs, or when the best cell changes, if the following conditions are satisfied, only
the 1E event of CPICH RSCP is filled in the measurement control message.
 URncInfoLar2.lar2SmlCovBHoRncSw is set to “On”.

 ULogicalCell.lar2SmlCovBHoCelSw is set to “On”. The best cell has the neighboring

relation ”Contained in“ with the neighboring cells (UUtranRelation.shareCover), and

the UE supports the cell frequency bands.

 Only the PS service exists.

When the 1E event is reported, if the following conditions are satisfied, the RNC will

blind-handover the UE to a neighboring cell.

 URncInfoLar2.lar2SmlCovBHoRncSw is set to “On”.

 ULogicalCell.lar2SmlCovBHoCelSw is “On”. The best cell has the neighboring

relation ”Contained in“ with the neighboring cells (UUtranRelation.shareCover), and

the UE supports the cell frequency bands.

 Only the PS service exists.

Note:

i. If compressed mode is activated, the received 1E event will be discarded by


the RNC.

ii. Because the number of measurement IDs is limited. The measurement ID of


this feature is the same as that of “Uplink Transmitted Power Based
Handover” (refer to the ZTE UMTS Transmitted Power Based Handover
Feature Guide). If this feature is enabled, the feature “Uplink Transmitted
Power Based Handover” becomes invalid.

acquired as follows:

1. First, obtain an intra-frequency configuration set UIntraMeasProfile by matching


UIntraMeasProfile.profileId with UUtranCellFDD.ref1UintraMeasProfile. Secondly,
obtain the measurement object in the next level in accordance with the event
reporting criterion in this configuration set. Then, obtain the next-level measurement
object from the UIntraMeasSrvSpec object.

2. Obtain the current measurement object (UIntraRscpEvMeas) in accordance with


the measurement quantity CPICH RSCP. Then, obtain intraMeasCfgNo
(intra-frequency measurement configuration number) in accordance with the
service type UIntraMeasSrvSpec.srvCategory.

3. Obtain the intra-frequency handover measurement parameters of the current


application scenario and service through the index intraMeasCfgNo. The details are
described as follows:

i. The event-triggered reporting is used and the measurement quantity is


P-CPICH RSCP. Refer to the following table to obtain the parameters that are
matched with intraMeasCfgNo and associated with
UIntraRscpEvMeas.intraMeasCfgNo from the UIntraRscpEvMeas object.

Where,

MeasEvtNum (UIntraRscpEvMeas.measEvtNum) and MeaEvtId


(UIntraRscpEvMeas.meaEvtId) control how many events can be configured during
the intra-frequency measurement, and which events should be configured. Only
event 1E is used in this feature.

Since UMTS SON function optimizes the threshold of event 1E above, the threshold
of event 1E should be modified as below.

6 Engineering Guide

6.1 Application Scenario

This feature is applied in co-site scenarios for cells of different frequency bands. The
cells of low frequency bands have larger coverage while the cells of high frequency
bands have smaller coverage. The load in central areas is absorbed in small coverage
cells while the load on cell edges is absorbed in large coverage cells.

For example, in the U900-U2100 co-site scenario, this feature is enabled to distribute the
load.

6.2 Feature Activation Procedure

This procedure describes how to locate the parameters related to this feature in the GUI.
The parameter values on the screenshots in the procedure are for reference only. Refer
to Chapter 4 for the recommended values of the related parameters.

In the configuration resource tree, select Modify Area > Managed Element > UMTS
Logical Function Configuration > Extended Info of RNC, and set the parameter RNC
Switch of Blind Handover from Large Coverage Cell to Small Coverage Cell , see the

following figure.

6.3 Feature Validation Procedure

1. The WCDMA system is ready.


2. Cell1 and Cell2 support HSUPA, HSDPA and DCH. Cell1
belongs to RNC1/NodeB1. Cell2 belongs to RNC1/NodeB2.
3. Cell1 is a 900m cell.Cell2 is a 2.1G cell. Cell1 and Cell2 are
configured as neighbor cells and Cell2 was contained in Cell1.
Prerequisite 4. UE1 camps on Cell1 in Idle mode.

6.5 Impact on the Network

Advantages of this feature:

The load in central areas is absorbed in small coverage cells and the load on cell edges
is absorbed in large coverage cells, which can distribute the system load.

Disadvantages of this feature:

Blind-handover may result in handover failure, which will affect the handover success
rate.
