2 Overview
A low frequency band has a better coverage than a high frequency band. When the traffic
load in a high frequency is high, the traffic can be transferred to a low frequency without
inter-frequency measurement. This mechanism is not suitable for transferring traffic load
in reverse. However in some networks, a low frequency band is used to provide services
for users on the edge of the network. If the traffic load in a low frequency band is high, the
coverage gets worse. This feature offloads the traffic in the central area from a low
frequency band to a high frequency band to make the users on the edge of the network
get better services.

3 Technical Description
When cells belonging to different frequency bands share a site, the cells of low frequency
bands have larger coverage, on the contrary, the cells of high frequency bands have
smaller coverage. The load in central areas is absorbed in small coverage cells and the
load on the edge of cells is absorbed in large coverage cells, in other words, if the UE
signaling quality is better than a certain threshold in large coverage cells, the RNC will
blind-handover the UEs to the co-site small coverage cells to distribute the load.
After the first RAB assignment, or when a transition from common status to CELL_DCH
status occurs, or when the best cell changes, if the following conditions are satisfied, only
the 1E event of CPICH RSCP is filled in the measurement control message.

This feature is applied in co-site scenarios for cells of different frequency bands. The
cells of low frequency bands have larger coverage while the cells of high frequency
bands have smaller coverage. The load in central areas is absorbed in small coverage
cells while the load on cell edges is absorbed in large coverage cells.
For example, in the U900-U2100 co-site scenario, this feature is enabled to distribute the
load.
This procedure describes how to locate the parameters related to this feature in the GUI.
The parameter values on the screenshots in the procedure are for reference only. Refer
to Chapter 4 for the recommended values of the related parameters.
In the configuration resource tree, select Modify Area > Managed Element > UMTS
Logical Function Configuration > Extended Info of RNC, and set the parameter RNC
