Design Experience

 means the period, in man months, of training


and experience that the candidate spends in
an office environment to plan, manage and
execute design work, feasibility study,
research and development work, or
operation and maintenance work under a
Supervising Engineer.
Site Experience

 Means the period of training and


experience of the candidate during which he
spends his time in the site/field either
supervising an engineering work or being
involved in operation and maintenance
work.
 Site/field experience shall not
consist merely of periodical and
routine site/field inspections,
attending site meetings.

shooting, site situational
problem solving, clarifying of

Regulation 22
The practical experience that a Graduate Engineer is required to
obtain so as to be entitled to apply for registration as a Professional
Engineer shall be carried out for a period of at least three years, and
shall include the following

•at least two years of general training that will provide a sound basis
for professional development; and
•at least one year of professional career development and training
providing wide exposure to the various managerial and technical
expertise in engineering practice

where at least one year of the training must be obtained in Malaysia


under the supervision of a Professional Engineer in the same branch
of engineering as that practised by the Graduate Engineer, although
Professional Engineers in other related branches of engineering may17
be accepted with the prior approval of the

In addition, the Graduate Engineer must have satisfactory
attendance in courses and professional development programmes
determined by the Board, and conducted by the Board or
institutions approved or accredited by the Board.

A Graduate Engineer applying for registration as a Professional


Engineer shall submit with his application proof in writing of his
practical experience. Such submission shall include details and
description of the practical experience and a statement by the
supervisory Professional Engineer
in the case of experience obtained in Malaysia or by an engineer
acceptable to the Board in the case of experience obtained outside
Malaysia, that the Graduate Engineer has satisfactorily completed

his practical experience.

Regulation 37
Every Graduate Engineer having the practical
experience as mentioned in regulation 22 and desirous
of sitting for the Professional Assessment Examination
for the purpose of applying to be registered as a
Professional Engineer shall submit to the Board his
application in the form as specified in Schedule I and
accompanied by a fee of two hundred ringgit in the
form of money order, bank draft, cheque or any other
form as determined by the Board, made payable to the
Board

Section 24(a) of REA
Any person who procures or attempts to procure
registration or a certificate of registration under this Act
by knowingly making or producing or causing to be
made or produced any false or fraudulent declaration,
certificate, application or representation whether in
writing or otherwise shall be guilty of an offence and
shall, on conviction, be liable to a fine not exceeding ten
thousand ringgit in the case of an individual or to
imprisonment for a term not exceeding three years, or to
both.

Submission of Reports

 Two Reports are required;

Report
 This report must be submitted at the time
of application, together with the
application forms;
 It is from this report that the examiners can
assess the candidate’s competency before
the oral interview.

 Thus the report must contain all
engineering training and experience
 This report must be type written and
printed on A4 paper; - to submit 2 copies

 The report to consist of:
1. Introduction: all employment record
inclusive of dates of each position held in
chronological order

(i) the roles and responsibilities assigned;

 This report basically will show your
maturity in the engineering profession. The
examiners will read (scrutinize) this report
and formulate questions for further
clarifications or discussion.

 To submit One (1) copy which is type written and


printed on A4 paper. The report to include
supporting documents in the form of calculations,
tables, charts, diagrams and/or drawings duly
certified by a P.Eng.
 It is important that the candidate must be able to
discuss & elaborate on all the supporting
documents submitted

Depending on the candidate’s branch of engineering,


the field of work can be broadly categorised as:

a. Design, construction, testing and


commissioning Work;
b. Feasibility Study;
c. Research and Development Work;
d. Operation and Maintenance Work

a. Design, construction, testing & commissioning Work;
 At least two (2) working drawings;
 Detailed design calculations; if any
 Specifications (if relevant) related to the design;
and
 Construction programs or testing and
commissioning schedule (M & E) may be
submitted as Appendix.

b. Feasibility Study;
 A part of a feasibility study involving functional
and economic comparison of preliminary designs
of an engineering system, OR a comprehensive
report of a major engineering project, OR a
system design of a major engineering works;
 A discussion on the concept (synopsis) is
important

c. Research and Development Work;


 Description of the R&D work detailing the
planning, execution (methodology) and
deliverables of the work that clearly demonstrate
sound application of engineering principles;
 Details of progressive pilot or prototyping work
from computer and/or laboratory models shall
also be submitted;

 The Report will need to include particularly the
work actually carried out by the Candidate,
appended with any engineering document
including drawings produced by him/her;
 A critical appraisal of the design on any research
experiments or systems which may not be the

 A detailed description of the operations of the
plant or system together with the maintenance
schedule, which the Candidate has formulated or
designed;
 In his submission, he should clearly indicate his
contribution which would demonstrate a sound
understanding of the engineering principles and

d. Operation and Maintenance Work.


 A critical appraisal of the design of engineering
system which may not be the work of the
Candidate should be included;
 Details of modifications made to the existing
system which are the work of the Candidate

The PAE comprises 2 parts

1. Oral assessment

2. Essays writing
ORAL ASSESSMENT
 Normally will commence with the candidates
self assessment based on the training and
experience report – 10 to 15 minutes
Then Examiners will ask questions based on
the reports submitted for this purpose, plus
some basic engineering principles that the
candidate ought to have acquired – 30 to 45
minutes

The intention is to assess the candidate’s:


1. Design Experience - the ability to carry out a
safe engineering design
2. Site/Field Experience - the ability to read and
execute projects
3. Management Experience – Capability to accept
responsibility and able to work with a team of
engineers / workers

alternative solutions when situation arises
5. Communication Skill - Ability to communicate
effectively
6. Maturity of Thought - Development of
professionalism, ability to focus on material

issues relating to the topics:
a. Can be developed through good experience,
exposure to the problems and issues at work
b. Reading regularly on these issues (knowledge of
previous designs, best practices and worst practices,
failures etc); and
c. Participating in professional activities, seminars,
talks, forums etc.
WRITING THE ESSAYS
 Candidates need to pay attention to
language, grammar, format, content and
style

Some of the weaknesses that caused


candidates to fail the Professional
Assessment Examination
 Candidate submitted inadequate report on
training & experience. No elaboration of
experiences given. No illustration of problems
encountered and solved. Design works seems too
simple and drawings for foundation do not tally
with the calculations. Both the reports are not
acceptable.
 The reports do not show sufficient engineering
content but focus more on quality management.
 The report outlined the candidate’s past
experience but lacking on the technical aspect
and need further elaboration. The candidate may
not fully understand the requirement of the
report submission.

 The documents are all computer print out and
can’t be assessed. No specifications
submitted.

 Insufficient explanation on design calculations


submitted. Insufficient quantities eg
excavation is given. Specifications not

 Candidate had limited exposure in design. The

design report needs improvement. Output for
design not clearly tabulated for the different

the particular design i.e. design data, sketches
and drawings. Drawings does not reflect design
done by candidate. Report thickened with
unnecessary items.
 Report is neat and presentable but lacks technical
content and does not exhibit the training and
exposure the candidate underwent. Calculations and
drawings are neat but many basic discrepancies
i.e. span length, cover, differs between drawings
and calculations.
