The Monthly Reports for March of 2018 are submitted for the City Council's review.

MARCH 2018 – DEPARTMENT ACTIVITY REPORT

I. PLANNING APPLICATIONS:

In March of 2018, 33 planning permit applications were received.

II. BUILDING APPLICATIONS/INSPECTIONS:

In March of 2018, 33 Building Permit applications were received.

III. CODE COMPLIANCE CASES:

In March of 2018, 40 new code compliance cases were initialized.

IV. ENCROACHMENT APPLICATIONS:

In March of 2018, 11 encroachment permit applications were received.

V. YEAR-TO-DATE TRENDS

Table 1 includes the 2018 year-to-date totals (March), for planning and building permit applications,
encroachments and code compliance cases with a comparison to March 2017. As indicated in the table, there
has been a 6% increase in planning permits, a 34% increase in building permit applications, and 3% increase in
code compliance cases compared to March 2017. Encroachment permits are down 6% compared to 2017.

Summary of Carmel Fire Ambulance March Calls for Service

AMBULANCE PERFORMANCE MEASURE

The performance goal for Code-3 (life-threatening emergency-lights & siren) ambulance calls with a
response time of 5 minutes or less from dispatch to arrival are 95%. For the month of March 2018 the
ambulance was able to meet the performance measure. The response time was 100% with no code-3 calls
over 5 minutes.

MARCH 2018 FORESTER REPORT

Forest and Beach Commission:


Commission actions in March included:
• Denied an application to remove three pines on Santa Fe St. between 3rd and 4th Avenues
• Approved a tree removal application for the Del Dono II project on Dolores between 5th & 6th Aves.
• Approved part of a tree removal application at the Carmel Art Association on Dolores Street
• Agreed to holding the 2018 Arbor Day event on April 22nd.
• Recommended a community Tree Planting Initiative as a new Capital Improvement Project for Fiscal
Year 2018/19 using Urban Forest Restoration funds, and requested the Mayor to appoint a Task Force
to develop a successful, community-based, long-term, tree planting, watering, and pruning program.

Carmel Beach:
Public Works/Forestry staff continued weekly beach cleaning and picking up litter and debris left by visitors,
washed up on shore, and deposited by storm water runoff. Also, three smokeless fire pits were placed along
the beach south of 10th Avenue. Staff began cleaning and monitoring the pits for problems, and this will
continue through the summer season. In addition, maintenance repairs, including welding handrails, and
replacing rusted bolts and deteriorated wooden posts, continued on several of the Scenic Pathway stairs.

Trees:
Public Works staff and on-call tree service contractors Tope’s Tree Service and West Coast Arborists,
removed 30 dead and/or hazardous trees throughout the City. This has significantly reduced the backlog of
dead trees awaiting removal. Public Works also planted 22 new trees at various locations around the City
including 13 at Forest Theater. John Ley’s Tree Service continued to water 86 trees planted by the Friends of
Carmel Forest.

Mission Trail Nature Preserve:


The Friends of Mission Trail Nature Preserve held their monthly work day clearing more non-native plants near
the Mountain View entrance into the Preserve. Public Works staff picked up and disposed of plant material that
was removed.

North Dunes:
In the North Dunes Habitat Restoration Area, project biologist Joey Canepa continued planting new native
coastal plants and shrubs in the reclaimed areas.
