Residents of or within the vicinity of Lawson Ave, Frankston South

We, the undersigned residents of Lawson Ave Frankston South and surrounding areas ("Lawson Ave
Residents"), call on the Frankston City Council to consider implementation of at least one speed control
device in the area of Lawson Ave Frankston South abutting Upper Sweetwater Creek Reserve (i.e. In the
vicinity of 65 to 75 Lawson Ave Frankston South), see Figure 1.

Figure 1 – 65 to 75 Lawson Ave Frankston South

Driving from the Eastern end (i.e. from Moorooduc Highway), you will first encounter two existing speed
control devices on Lawson Ave before you enter a slow right then left bend. Currently, these are the only
two speed control devices installed on Lawson Ave. You will then come across a sweeping right bend as the
road drops downhill past the entrance to Upper Sweetwater Creek Reserve then back uphill. This is the area
where an increase in near misses between vehicles is being observed, specifically along the Eastern portion
of the highlighted area shown in Figure 1.

Lawson Ave Residents, specifically from 65 to 72 Lawson Ave, have reported near misses while entering
their properties due to the speed other vehicles are travelling. Not only are vehicles travelling too fast in the
area, but the blind bends in the road, at either end, leave little time for fast travelling vehicles, coming in
either direction, to slow. This has resulted in some vehicles having to cross the single white line to avoid a
collision with residents turning into their properties, potentially resulting in the head on collision with
another vehicle travelling around the following blind bend.

Not only is Lawson Ave increasing being used as a thoroughfare from Moorooduc Highway to Overport Rd,
the recent opening of the Frankston Nature Conservation Reserve to the public is bringing more traffic to the
area.

As fitting to the area, Lawson Ave Residents request the Frankston City Council consider installation of a
chicane type speed control device, shown in Figure 2, possibly incorporating a safe crossing point for
pedestrians to access Upper Sweetwater Creek Reserve, which now has direct access to the Frankston
Nature Conservation Reserve. Lawson Ave Residents specifically request that a speed bump/hump/table not
be considered as it creates excessive noise as vehicles cross and, more importantly, the design is not fitting
to the area.

Lawson Ave Residents hope that the implementation of a chicane type speed control device in the
aforementioned area will prevent an inevitable accident from occurring on this stretch of road, as well as
create a safe place for pedestrians to cross Lawson Ave to access both the Reserves.
