northern Mindanao.

The Bureau of Immigration
(BI) on Wednesday forfeited the
missionary visa of Sister Patricia
Fox of the Our Lady of Sion
congregation in the Philippines,
for allegedly engaging in partisan
political activities.
Pimentel, now a member of
the Consultative Committee that
is reviewing the 1987 Constitu-
tion, said that while he believes
that foreigners “should not ex-
ercise rights that belong to our
citizens alone, considering the
circumstances of the case of Sis
Pat, there is no urgent need for
her to be deported immediately”
because “she does not advocate
violence, she does not incite
hatred, she does not urge people
to do away with the rule of law.”
“In short, Sister Pat is entitled
to ventilate her side of the case.

mocracy means,” said Pimentel,
a former mayor of Cagayan de
Oro City who was a political
detainee several times under the
Marcos dictatorship.

tice of labor-only-contract-
ing is exploitative to the
workers. We are supposed
to be a country of workers,

Sarmen said.
He said President Dute-
rte should issue an ex-
ecutive order to end la-
bor-only-contracting as
he promised or at the very
least, certify the Security
of Tenure Bill as a priority

violator of labor laws in the

sive practice of labor-only
contracting can be attribut-
ed to the current admin-

of government employees,
there are currently some
721,282 contract of ser-
vice, job orders, casual, and

ment agency with the most
contractual workers is in
the Department of Public
Works and Highways fol-

of health, social welfare,
agriculture, transportation,
and education, respective-

versal human rights which
the church sees as integral

ordinator of the Rural Mis-
sionaries of the Philippines
from 2000 to 2007, partic-
ipated in an international

Mindanao on April 6 to 9

rights violations.

US, PH, WFP celebrate gains of disaster resilience project

THE United States and Phil-
ippine governments, togeth-
er with the World Food Pro-
gramme (WFP), celebrated
a completion ceremony
recently for the US Agency
for International Develop-
ment’s Office of US Foreign
Disaster Assistance (Usaid/
OFDA) seven-year, P1 bil-
lion Disaster Preparedness
and Response project.
The project began in
2011 to support the Phil-
ippine Disaster Risk Re-
duction law. Usaid/OFDA
and WFP partnered with
cities and municipalities
throughout the Philippines
to improve natural disaster
preparedness and response
capabilities.
The project trained over
112,000 Filipinos in emer-
gency response, constructed
buildings to house emergen-
cy response operations, and
supplied crucial equipment
like radios and rescue boats.
USAID and WFP also in-
stalled early warning sys-
tems and conducted disaster
mitigation activities, such
as planting mangroves to
prevent flooding and coastal
erosion.
Since 1990, Usaid has
responded to 50 disasters
in the Philippines. Since
2013, the US government
has provided over P9.6
billion for humanitarian
and disaster risk reduction
assistance in the Philip-
pines, boosting the coun-
try’s capacity to respond
to and prepare for natural

— The provincial govern-
ment of South Cotaba-

P85.4 million worth of in-
frastructure projects during
the first quarter of the year,
a report from the Provin-
cial Engineering Office
(PEO) said.
Vicente Ayongao, PEO
officer-in-charge, said the
accomplished projects from
January to March com-
prised new and continuing
structures that were imple-
mented by their office.
He said these were due
for completion during the
period as set based on the
project development plans.
The PEO report shows
the completed projects,
which were composed of
horizontal and vertical
structures, have followed
development standards and
were checked by the local
government’s Inspectorate
Unit.
The accomplished hor-
izontal projects comprised
of road concreting and
construction of guard rails,
bridge construction, con-
struction of lined canals
and slope protection struc-
tures and construction of
basketball court.
The vertical infrastruc-
tures completed were school
buildings, single-story and
two-story barangay halls,
Liga Halls, multi-pur-
pose buildings, dormitory
buildings, Senior Citizen
buildings, barangay health
stations, spring water de-
velopment, construction of
Level III water systems,
and construction way finder
landmark.
Ayongao said they also
constructed a service wash
bay and residual contain-
ment area at the local gov-
ernment-run health care
waste treatment facility
located within the Integrat-
ed Provincial Environment
Management Center in
Barangay Tinongcop, Tan-
tangan town.
He said they fabricated
and installed a rice steamer at
the South Cotabato Rehabil-
itation and Detention Center
or provincial jail, conducted
repairs for billeting quarters
used during the Soccsksargen
Regional Athletic Association
meet last February and paid
for the labor expense for
the repair and repainting of
the Provincial Accounting
Office.
As of the end of March,
the official said some 53
projects worth P267.3 mil-
lion are being implemented
by their office within the
province’s 10 towns and

ing, repair and rehabili-
tation projects as well as
the construction of baran-
gay-based structures and
riverbank protection.
Meantime, the local
government is also pushing
for the implementation this

has two segments with a to-
tal road length of 18.89 ki-
lometers, traversing three

3 killers, 3 ex-cops found
guilty in murder of trader
KIDAPAWAN City —
The local court here has
declared “guilty beyond
reasonable doubt” three
former police officers and
three self-confessed killers
for the murder 12 years ago
of a wealthy Filipino-Chi-
nese businessman.
Convicted were gun-
for-hire Reynaldo Camus,
Roland Gabais, and Ramil
Silonga for the killing of
hardware store owner Roger
Ong on March 9, 2006.
The court also consid-
ered former SPO1 Rene
Mamburam, SPO1 Ignacio
Rinsulat, and PO3 Edwin
Pacana, all former members
of the Kidapawan City PNP,
as “principal accused” in
Ong’s murder and declared
them guilty as well. The
former policemen would all
suffer the penalty of reclu-
sion perpetua or lifetime im-
prisonment, the court said.
The court’s promulga-
tion over Criminal Case
Number 483-2006 was
penned by Judge Arvin
Sadiri Balagot of the Re-
gional Trial Court Branch
17 in an emotion-filled
hearing last Friday.
Two of the former po-
lice officers, Mamburam
and Rinsulat, were granted
bail amounting to half a
million pesos in 2010. The
court at that time could not
sustain the findings that
there was a conspiracy in
killing Ong in 2006, thus,
both were granted to post
bail.
‘Murder by inducement’
In his decision, Balagot
said the murder of Ong,
which was executed by
Camus and his team, was
induced by the policemen
and thus considered them
as principal accused by
inducement.
Balagot, citing Article 7
of the Revised Penal Code,
said that when someone
induced another to commit a
crime, that someone has also
directly participated in it.

of his testimonies, has de-
nied knowledge of Camus,
Gabais, and Silonga and

non-imposition of war-
ranty security prescribed
under the Government
Procurement Reform Act
(RA 9184). The COA also
found that respondents
paid BSF as early as Jan-

LET me talk now about the morbid
symptoms in this interregnum.
First, the bedrock principles of the
rule of law and due process have been
eroded, some would say they have
become irrelevant. I would not mince
any words in describing the extrajudicial
killings that have characterized the war
against drugs as crimes against humanity
and properly the subject of the Inter-
national Criminal Court if we cannot
stop it through our domestic efforts and
processes.
This brings me to my second symp-
tom, that today our institutions are under
attack and at serious risk of being ren-
dered helpless before pressures it cannot
withstand. How can we stop the crimes
against humanity happening around
us if killings related to the war against
drugs, in particular the nanlaban inci-
dents, are justified by the presumption
of regularity? It is alarming to me that
the Philippine National Police asserted
this, through the Solicitor General, in the
ongoing Tokhang case. When someone
dies in a police operation, when thou-
sands die, because of the war against

larity. Investigations must be conducted
so that conclusions are supported by the
evidence. Policemen who kill a suspect
must prove that the circumstances war-
ranted the death. Otherwise, as the Su-
preme Court itself has said, one can only
conclude that there is in fact an illegal
campaign of state-sponsored killings.
The Supreme Court itself, while so
far doing the right thing on the cases
in the war against drugs, has not been
spared and sadly has not spared itself
form undermining its own credibility..
We must pay attention to the Sereno
quo warranto case – the likely impact of
a decision granting the petition on con-
stitutional rule, on the judiciary itself,
and on the teaching of constitutional
law in our country. In my view, even if
the Court states that their decision on
the quo warranto does not create prec-
edent, it will in fact radically overturn
our constitutional system not just of
accountability but also of constitutional
interpretation.
The other branches of government,
and especially the Senate, should be
alarmed if the Supreme Court took
for itself the role of removing one of

the seniors often converge in limited
number of lanes such that queueing in
priority lanes often times also inconve-
nience the seniors. The term “senior” is
used here to include pregnant women,
differently-able persons, and those who
are similarly situated.
Cepalco has at least two priori-
ty lanes for seniors. When the queue
gets longer, another teller’s counter is
opened. That makes the queueing more
convenient and the services extended
faster.
The same is true at the COWD, al-
though I have noted in my monthly visit
to Corrales Avenue that at most only two
counters were opened. There was even
one time that had I queued in the regular
lanes, I would have been served much
ahead.

My most favorite mantra, though, in
case you want to know—haha!—is this:
“It is only with the heart that one can see
rightly; what is essential is invisible to
the eye.”
If only we could see the invisible
part of the two Koreas’ ultimate aim
since some people are now predicting
that a unified Korea will be stronger
than China. There’s this saying, “God
created the universe, everything else is
made in China.” Someday, that “China”
will morph into “Korea.” Wow. That
will be the day.
There was no bridge at the Demil-
itarized Zone where the two Korean
leaders met, but you could almost see
the invisible bridge there only a week
ago, a few days before their meeting. It
was the “bridge” that no one would dare
cross then, although a few North Kore-
ans did manage to escape to the South
after surviving through the heavily
guarded zone.
The bridge that did prove to be fatal,
though, was not in Korea but in Zambo-
anga City where a wooden footbridge
collapsed together with Zamboanga
Mayor Beng Climaco, Zamboanga City
Congressman Celso Lobregat, Negros
Occidental Congressman Albee Beni-
tez and National Housing Authority
officials. The immediate reaction of the
madlang pehpohl was a teeny weeny
bit below shock and awe, with netizens
calling it karma, and a news anchor of
its live coverage somehow stuck with
this word: “Hala!”
“Hala” indeed.
Government officials were there to
inspect the housing project for the Zam-
boanga siege survivors who have been
complaining about the houses’ substan-
dard materials. Thus, the inspection. You
know, to see is to believe.
The officials were on top of a par-
ticular part of the footbridge when it
collapsed. Mayor Climaco was inter-
viewed right after while still drenched
with what was obviously murky water,
and she said that while walking across
the bridge, they were already discussing
that it should level up to the concrete
kind. Well, what else could she say?
Good thing the water level was thigh-
deep, otherwise…
While still in the water, there’s this
guy removing a dark object from the
mayor’s hair, and I don’t want to find
out what it was.
President Rody Duterte called Bo-
racay as a cesspool. The murky water
in the Zamboanga housing project,
however, has definitely leveled up the
meaning of a cesspool. I’m now waiting
for the president to also close that area
not only for six months but forever and
ever. People should not be allowed to

How our freedom should be

WE often ask these questions.
How should our freedom be?
What law governs it? Where At the Core wonderful things for us
can we find a model or
pattern for it?
Many people, of
course, have their own
ideas of freedom. But if
we really want to know
what it is, where it can be
found, how it should be
exercised, etc., we have
nothing to do other than to
look at God who is the source
and end of freedom—and
God in relation to us. Without
referring to God, our idea of
freedom can be anything but
the right one.
And what can we see in God the same. He endowed us with
with respect to freedom? The
direct answer is that God did
everything for us complete-
ly free, without any special
reason, without any pressure.
We can say that he did all those
because he just wants
to. In our local lingo,
he did them because
“trip ko lang!”
What he did and
continues to do to
us can only be char-
acterized as being
Fr. Roy completely free. It was
Cimagala pure grace, unadulter-
ated gratuitousness.
That in the end is what freedom
is all about.
He created us freely. There
was no necessity on his part
to create us. But he did it just
the best things, such that we
became his image and likeness,
adopted children of his. There
was no need for him to do that
to us. But again he did it just
the same.
And even if we spoiled his
original design for us by falling
into sin, by going against his
will which can only be good
for us, he did not leave us and,
instead, promised to redeem us.
He would have lost nothing nor
gained anything if he would
have just allowed us to get lost.
But, no, he preferred to save
us.
There was no necessity
for him to send his son who
became man to redeem us. But
he did it—completely freely.
The son, Christ, did not have
to offer his life on the cross to
save us. There are many other
ways to do that. But he chose
it freely because it was the best
way to save us, respecting our
human nature that needs also to
be responsible for our salva-
tion.
He is willing to assume all
our sins without committing sin.
He offers us boundless mercy
for the taking. He did all these
completely freely, completely
gratuitously. He actually gains
nothing, but we gain everything
if we follow him in living that
kind of freedom.
We need to process these
considerations of freedom
slowly so as to reflect them lit-
tle by little in our lives. It will
take time and a lot of effort to
imbibe this kind of freedom
which can only be the genuine
one. Outside of this, our idea
of freedom can never be right.
It can have some aspects of
freedom, but not the whole,
true one.
We cannot deny that this
freedom as shown by God is
not easy to learn. But we have
to reassure ourselves that God
actually has also given us all the
graces and means for us to learn
and live it. We just have to be
humble enough to defer to this
kind of freedom, the only true
freedom, rather than subscrib-
ing to our own ideas of it.
This is the freedom of the
children of God, not the free-
dom of the children of the
world.
This is the freedom that
leads us to the truth and to our
eternal destination and heaven.
It knows how to cope with all
the situations of our earthly life.
It does not give us false hopes
nor lead us to fantasies.

SADNESS and confidence.
These were the twin emotions
that came to me and
my siblings as a
consequence of the
demise on April 18,
2018, of our 84-year-
old mother, Mrs. Sal-
vacion Haber Lazo
Mauricio, two years
from the time our Batas
father, Mr. Melanio Mauricio
Pauco Mauricio Sr.,
and our brother Ariel, both died
in 2016.
My siblings, Philip, Leny,
and Marisa, and I, as well as
our respective families and
other relatives, became very sad
by Mommy’s death, because
we know we will be missing
her terribly, in much the same
way that we have been missing
Daddy and Ariel.
Sadness, confidence
The truth was that, when
Daddy, Mommy, and Ariel were
all still alive, we were all
united in love and under-
standing, although just like
any other Filipino family
whose members enter-
tained their own thoughts,
beliefs, and perceptions
about many things in
life, we’ve had our regular
differences and spats which,
nevertheless, lasted only
temporarily.
But that feeling of sadness
notwithstanding, we felt some
degree of confidence after
Mommy died. We are of the
belief that whatever sins she
may have committed have been
forgiven, her soul had been
cleansed, and that she would
be among those who will meet
Jesus in the clouds, and who
would then be brought by Jesus
to Paradise in eternal life.
The reason for this confi-
dence arises from something
that happened which we believe
was God’s own will for her.
This was the fact that, 24 hours
before she was hit by a mas-

people who went to law office
in Diliman, Quezon City, to
participate in a despedida (or
farewell) party for one cousin
of mine who was going back to
Canada.
In that despedida party on
April 14, 2018, discussions
were held, yet another time,
about who are the children of
God. Mommy have had pre-
vious occasions to listen to
me discuss this matter before
that Saturday event, but it was
only on that despedida that she
rose to ask a question, in the
presence of our relatives who
were there, too: “How can one
become a child of God?”
Now, after we have interred
her remains on April 21, 2018, I
saw that this question of Mom-
my turned out to be life-chang-
ing for her. I knew, deep in my
heart, that after she listened to
my explanation--that a person
becomes a child of God after
accepting and having faith in
Jesus as God and Savior, and as
God the Father, Son, and Holy
Spirit--Mommy became a child
of God herself.
This happened because
after hearing my explanation,
I invited Mommy and all those
present during the despedida
(which turned out to be her
own farewell party, as well) to
pray, as we indeed prayed and
accepted, and gave our faith to,
Jesus, as our God and Savior,
and as God the Father, Son, and
Holy Spirit.
I am certain this happened
because that was the will of
God for her. God willed that
Mommy would become, as she
indeed became, a child of God,
because in her lifetime, she
performed fully her faith as a
Christian--by being a good and
loyal wife, a model and selfless
mother, and a servant of the
God in the church where she
belonged to, and, in general, as
a human being who loved God
and her fellowmen.

I THANK Allah SWT, the
Almighty for giving me the
strength and courage to survive
the grueling 28 hours of torture.
Alhamdullilah! Allahu Akbar!
Allahu Akbar! Allahu Akbar! I
send my deep gratitude for the
untiring protest actions mount-
ed by friends and organizations
from all over the USA- from
Portland to New York City.
Your quick response to my sit-
uation, such as the rally at San
Francisco Airport and call bar-
rage, has helped tremendously
in my release from the cruel
clutches of the CBP and Home-
land Security. I also send my
highest regards to colleagues
who rushed to my aid upon my
return to Manila.
I (went) to the US for a
speaking tour on the human
rights situation of our Moro
brothers and sisters in the Phil-
ippines upon invitation by local
US churches. The US Embassy
in the Philippines granted me
a 10-year multiple entry visa,
certifying that my entry to the
US is legal and sanctioned by
the authorities.
Never did I imagine that this
trip would end with my torture,
detention and deportation.
I suffered heartless and dehu-
manizing abuses from interroga-
tors of the Custom and Border
Protection and the US Homeland
Security. They detained me
for 28 hours, hurled malicious
accusations at me, deprived me
of access to a lawyer and contact
with family and friends.
The horror did not end there.
They ordered me to strip naked
with an industrial fan blasting at
me. They deprived me of food
for hours and later served me
pork despite knowing that it is
an affront to my religion. They
threatened to kill me. Twice,
they left me alone in a room
with a gun and a grenade. They
made me sign blank papers de-
nying the torture happened.
I invoked my human rights
many times but they refused
to acknowledge them, saying,
“You have no rights. You are not
entitled to a lawyer. We are the
law here.”
That 28-hour ordeal contin-
ues to send me chills even now
in Manila. Just this morning, I
woke up gasping for air as I was
haunted by vivid images of my
interrogators in my dreams.
I did not deserve that kind of
treatment. No one does.
I believe my involvement in
human rights work in the Phil-
ippines is the main reason I was
deported. With Trump’s admin-
istration thriving in misinforma-
tion and falsehood, there is no
place for me shedding light on
the US’ hand in the destruction
of Marawi and the ongoing “war
on terror” against my Moro and
Lumad brothers in Mindanao.
This US “war on terror” led to
the killings of civilians, forced
evacuation due to aerial bomb-
ings in communities, and has
reinforced Islamophobia.
This is the truth the US gov-
ernment wants to hide from the
American people and the whole
world.
This concealment and twist-
ing of the truth is something we
are familiar with as Filipinos.
Here in our country, the human
rights crisis is brashly dismissed
by the government. Our own
president attacks human rights
defenders, shamelessly accusing
them of supporting drug lords or
labeling them as terrorists.
But the truth must and will be
known. Duterte’s martial law in
Mindanao resulted in the extra-
judicial killings of 130 Moro,
Lumad, and peasants. The mili-
tary airstrike in the Islamic City
of Marawi left 1,000 Maran-
ao-Muslims dead while continu-
ing airstrikes on the whole island
have driven 500,000 Moros,
Lumad and peasants out of their
villages for safety. Ridiculous
trumped-up charges have also
been filed against 406 peasants
and Lumad.
These brazen attacks against
the people and their rights were
executed to protect the interests
of big US corporations. The
Duterte government has opened
vast lands of Mindanao, includ-
ing the territories of the Bang-
samoro and ancestral domains
of the indigenous people, to
exploitation and plunder by com-
panies such as Dole, Unifruitti,
and Del Monte.
Now, about a million hect-
ares are encroached upon and
operated by mining businesses
and 500,000 hectares by planta-
tions. On top of this, a million
hectares are reserved for the
expansion of oil palm planta-
tions by 2020.
We will not sit on the side-
lines and witness our people suf-
fer from worsening environmen-
tal destruction, displacement,
and poverty. Neither will we be
silenced when we are attacked
and abused.
And so I say:

I am a Muslim human rights
worker from Mindanao, not a
terrorist.

He said the services sector ac-
counted for the highest share in
Davao’s gross regional domestic
product (GRDP) with 49.6 per-
cent; industry, 39.2 percent; and
agriculture, hunting, forestry, and

industry grew by 19.1 percent,
owing to the improving perfor-
mance of construction, which
accelerated to 38.2 percent in
2017 from 24 percent in 2016;
manufacturing, 11.4 percent
from 11.3 percent in 2016; min-
ing and quarrying, 18.2 percent
from 15.7 percent in 2016. But
electricity, gas and water supply
decelerated to 3.8 percent from
43.5 percent in 2016.
He said services grew by 7.3
percent in 2017, slower than the 8
percent growth in 2016 while all
of its subsectors contributed posi-
tively to the region’s growth, with
trade and repair of motor vehicles,
motorcycles, personal and house-
hold goods, at 8.8 percent from
7.9 percent in 2016; transport,
storage, and communication, 7.1
percent from 6.3 percent; financial
intermediation, 6.2 percent from
10.5 percent in 2016; real estate,
renting, and business activities

ing its judgment for that of the
political body assigned by the
Constitution to try and decide
cases involving the highest
officials of the country. Such
a decision could put the legiti-
macy of the Court in question,
whether it can be trusted to be
the last word in interpreting
the law and the Constitution.
As an officer of the court and
as a constitutional law profes-
sor, I would study closely the
quo warranto decision what-
ever it may be but I would be
hard pressed to defend it if on
its face the decision violated
the Constitution. It is also like-
ly that, when political winds
change, there would be those
who would seek accountabil-
ity from everyone responsible.
How did we even get
here? The answer is obvious,
and that is the third morbid
symptom I want to point at
today. In this country, politics
has completely overcome the
legal and we live in a world
where power is the sole ar-
biter of what will prevail.
Political will, as I said, is
good but it should not justify
disregard of the rules. I can
grant that in fact some rules
might be cumbersome and
an obstacle to reforms. But
the solution is not to violate
the rules but to change them
with better, more practical
rules. One must remember
that legal rules were crafted
and adopted to guide all of us
– the government, the private
sector, and citizens. When the
President and his cabinet, the
Congress, and the Supreme
Court itself derogate from
them, even for what seems
to be valid reason, that is a
big signal to everyone who
has economic, political, and
military power behind them
to do the same.
Impunity was not invented
by the Duterte government
but what is different now is
that acts usually considered as
violative of due process, equal
protection, and other basic
principles of a rules-based
system is justified in the name
of political will to solve our
country’s problems.
That in my view is where
we are with the war against
illegal drugs. The campaign,
tried out in a few places like
Davao City and other nearby
areas, is based on wrong
premises for a national solu-
tion. As the President himself
admits, the problem of drugs
is just as intense as when he
took over and the defeat of the
ones principally responsible
for illicit drugs in this country
is far from certain. Political
will has killed thousands of
poor people but it has not
solved the problem. In the
meantime, the rule of law has
taken a big hit.
That is also my view of
Boracay. As I wrote in my
Manila Standard column, I
appreciate the political will
behind the decision to close
our number one tourist des-
tination, I support the clo-
sure, but with qualifications.
I appreciate the political will
behind this decision. President
Duterte and the three lead cab-
inet members - Environment
Secretary Roy Cimatu, Local
Government Secretary Edu-
ardo Año, and Tourism Sec-
retary Wanda Teo - are taking
a very big risk in this decision.
I will not second guess them
on this main decision.
However, I hope that in
implementing the decision
the government would in
fact follow due process and
respect the rights of all the
stakeholders - including their
due process right to be con-
sulted and to participate in
the decision-making process
that will have major impacts
on their livelihoods and com-
munities.
Finally, a fourth morbid
symptom of our times is the
sad irony of our diversity,
which should be a source of
strength, being weaponized
to intensify conflicts. Social
media, designed with the
good intention to connect and
bring us together, to make
grassroots democracy come
alive, has instead turned the
internet into a battle ground
where fake news and hateful
views contest against and
sometimes prevail to the
detriment of the good and
social peace.
In addressing fake news,
defined as deliberate fabrica-
tion and dissemination of false
facts, my overriding concern
is that we do not throw out
the baby with the dirty bath
water. Fake news and their
promoters would have won if
we sacrifice in any significant
way the great freedoms of
speech and press.
Freedom of speech, ex-
pression, and press are all
necessities of a modern state.
They come with risks though,
of abuse and mis-use, but I
do not think there is a way
around that. This is not to say
though that we are helpless
against fake news. I think we
are in that moment for these
great freedoms, we need to
reaffirm them while creating
new norms to overcome the
fake news challenge.
In short, we are not help-
less before all these morbid
symptoms. We do not have to
accept as final the dethrone-
ment of the rule of law, the
decline of our institutions, the
triumph of politics over law
and ethics, and the promotion
of falsehood. We can fight
back and we must fight back.

Robinson’s in LKKS has one.
Oftentimes, these priority
lanes do not have long queues
so waiting for a senior’s turn
will take only a few minutes.

him or her, “Manghinaut lang

nga ma senior citizen ka kay
ako segurado na man nga

The approval effectively
disregarded the working draft

filed in the House, including
HB 6475 which Sema said
will now go direct to the
plenary.

earlier been consolidated --
HB 0092 by Sema, 6121
by Pampanga Rep. and for-
mer President Gloria Ma-
capagal-Arroyo, 6263 by
Lanao del Norte Rep. Mo-
hamad Khalid Dimaporo,
and the BTC-drafted, Al-
varez-and-company spon-
sored 6475 -- only the three
bills have been posted in the
HOR’s website. HB 6475,
supposedly filed late Sep-
tember 2017 but copies of
HB 6474 and HB 6476 are
available online.

Lobregat has warned that in-
stead of hastening the passage
of the BBL, going back to the
BTC-drafted BBL as basis
for the plenary’s deliberations
when sessions resume on May
15 means “we’re back to zero.”

posed to have met for four
days -- April 16, 17, 18 and
19 -- to vote on 362 proposed
amendments to the working
draft but the meeting was
cut short on April 16 when
the committees on Muslim
Affairs and Peace, Recon-
ciliation and Unity voted for
Sema’s omnibus motion.
The Committee on Local
Government, voted 9-1 against
Sema’s motion. But the mo-
tion was carried as two out
of three committees voted for
it through hands raising. For
Sema’s motion, the Committee
on Muslim Affairs voted 5-3
and the Peace Committee 6-4.
Lobregat is a member
of the committees on Local
Government and Peace.
Sema refuted Lobregat’s
claim of going “back to zero.”
“It is not sane to amend all
the provisions of the BBL. It
is not back to zero. It is where
it should be. Two months of
hearings and consultations
can’t equal almost 20 years
of struggle and efforts to pass
a law acceptable to the parties
that enter into the peace table,”
she said. “We just saved it
from dilution.”
The Joint Committees
have yet to hand over their
report to the plenary.
It is not clear why Duterte
likened the BBL to political
parties. “This BBL, it’s not
claiming the Moroland ex-
clusively. It’s like Liberal or
National party, it will just be
the voice of the Moro so they
will be heard and we can ad-
dress the problem.”
Under the Comprehensive
Agreement on the Bangsam-
oro that government and the
MILF signed on March 27,
2014, the BBL, when ratified,
would pave the way for the
creation of a new autonomous
political entity - the Bangsam-
oro - that will replace the 28-
year old Autonomous Region
in Muslim Mindanao (Armm).
If ratified, the five-prov-
ince, two-city Armm, the core
of the proposed Bangsam-
oro, is deemed abolished and
the Bangsamoro Transition
Authority appointed by the
President takes over until
the election of the first set of
officials.

including government lands.

mountains, (oil palm). I will
give it...,” Duterte said.
In the latter part of his
speech, he reiterated he would
“proclaim the entire Mindan-
