federations, both rivals,
have united and are now
mobilizing over a hun-
dred thousand of their
members for the planned
Labor Day demonstra-
tions aimed at pressuring
the government to act
against the exploitation of

In a joint statement,
Kilusang Mayo Uno and
the Nagkaisa Labor Coa-
lition said they expect as
many as 150,000 people

BUTUAN City – The
Caraga police over the
weekend revealed that it
has identified some 93
barangays in the region
as areas of concern in the
upcoming May barangay
and youth elections.
The 93 “hotspots” are
among Caraga’s 1,311 ba-
rangays.
Senior Supt. Rogelio
Raymundo Jr. of the Cara-
ga police’s operations and
planning division, said
the areas of concern are
classified “Category 2” ei-
ther because of the threats
posed by the New People’s
Army or because of intense
political rivalries.
Raymundo said the po-
lice list has been sent to the
Commission on Elections.
Police said it would
be up to the Comelec to
decide on whether or not
to include the barangays
in its election watchlist
or turn these villages into
Comelec-controlled areas.
Raymundo said the list
was a result of a joint eval-
uation made by the Caraga
police and the Army’s 4th
Infantry Division.
Last month, the police
in the region and Camp
Evangelista agreed to carry
out joint internal security
operations. With these,
Raymundo said, the num-
ber of areas of concern in
Caraga could shoot down
prior to the May elections.

is pushing for the prompt
release of the budget alloca-
tion for the procurement of
patrol cars and other projects
of the Cagayan de Oro City
Police Office (Cocpo).
This is in response to
the request of the newly-in-
stalled City Police Director,
Senior Supt. Nelson Aganon
who made his first appear-
ance during last Monday’s
regular session.

Garbage spreads like cancer
IT is everywhere, from the highest peaks
to the depths of the sea. Where humans

Soon our oceans will have islands made
of garbage. Fishes, whales, and turtles
die from ingesting so much plastics.
Coral reefs vanish because they are
covered with trash and plastics. Mind
you, the Philippines used to rank 5th
among the world’s top plastic polluters.

I was there during the Holy Week
and the island simply overflowed with
too much visitors which the island
could no longer house or accommodate.

Garbage spreads like cancer. No
amount of local government intervention
can cure it. Laguindingan town may
have won as the cleanest coastline in
the whole Philippines but when I went
there last week, the garbage was back --
littering the beautiful white sand coast-
line. Yes! That’s only a few weeks after
Laguindingan won the award. Clean-up
drives are only stop-gap measures. After
a while, balik na rin sa dating gawi.
Garbage, like cancer, has no perma-
nent cure even after chemotherapy. But
like cancer, it can be prevented.
Garbage, same as cancer, is a life-
style disease. To avoid getting cancer,
observe how you live: live right, avoid
stress, eat healthy food, drink lots of wa-
ter, take your supplements, and exercise.

Good that the mayor of Dapa offered
the whole gymnasium and the tourists
who were not able to find rooms to rest
had to install their tents in the gym-
nasium. All the six boats which carry
passengers from Surigao City to Siargao
Island could not accommodate the many
passengers and some had to wait for the
next day to be accommodated.
This is where the problem really
lies. Unlike in Boracay Island where the
tourists have to take the thousands of
pumpboats waiting in Caticlan, Malay
to the island, the pumpboats in Surigao
City cannot cater to the tourists because
the trip is too long (about three hours in
very stormy water) and very dangerous.
In Boracay, the trip can only take you
about 10 minutes in calm and shallow
water. Thus the problem of transport is
posing a great danger to tourists whose
time is very limited and could no longer
wait to be accommodated the next day.
Upon arrival at the island, accommo-
dation is another problem because there
are simply less lodging houses, hotels or
homestays as against the number of tour-
ists arriving. Some are so high priced
because they are only built to cater to
their European clients and command as

Joint Inspection Team was created by
Mayor Oscar S. Moreno with members
that include representatives not only of
the local government regulatory offices,
the BFP and Cocpo, but also of the other
sectors in the community such as the
business, religious and the youth sectors.
The actual inspection of business es-
tablishments is usually conducted by the
composite inspection team represented
by various regulatory offices of the city
government. Their findings are reported
to the head of the Integrated Regulatory
Task Force (that would be me).
Subsequent actions taken by the JIT
include the re-inspection of erring regu-

emotion to reveal her innermost angst,
and she did it again upon seeing her
ex-husband James Yap and his new fam-

Kris somehow dwelt on this Pinoy
trait, utang na loob, since she cam-
paigned for then presidentiable Mar
Roxas, the husband of Sanchez. If we
were to shorten the soliloquy that Kris
posted on social media, it’s kind of like
this: How dare you feature James after
what he has done to us and what I have
done for Mar.
Utang na loob is a neverending story.
People could use it against you.
“Pay it forward” is the better way to
spread the love love love, which hap-
pens to be Kris’ favorite mantra. But
there are people who are stuck with
utang na loob and loving every minute
of the tender loving care they receive
from the beholden.
In 2014, Kris and her sisters said
they would support then Vice President
Jejomar Binay’s candidacy for president.
When Kris was asked why, she said, “I
like him. We like him. He’s helped us
a lot. He is always there for us.” Yes,
despite Binay’s plunder case.
It was Tita Cory who appointed
Binay as Makati mayor from 1986 to
1987, after which he was elected as such
in 1988-1998 and in 2001-2010. For
most of the years he wasn’t mayor, his
wife, son or daughter took his place ex-
cept for the two years that a non-Binay
managed to lead Makati. As you can see,
the Binays also have an utang na loob
for the Aquinos.
And in case you’ve forgotten, Kris
had Binay’s moral support when he
showed up at Camp Crame after she had
a “violent fight” with then boyfriend
Joey Marquez way back in 2003.
There are politicians who end up
with duh people in their circle because
of utang na loob. A particular person
helped them campaign, and once they
win, they’re now obligated to create a
job for him as an expression of their
utmost gratitude.
But if I were Kris, I would go
malling instead of posting on social
media. Then, she can buy all the Birkins
she can afford.
Retail stores and malls are closing in
the US but that will never happen in Pi-
nas. The mall is the Pinoy’s park where
he can relax in airconditioned comfort
while eating, shopping, watching mov-
ies, having a massage. It’s where the

loves privacy, as proven through the

you’re a smoker, try throw-
ing butts in ash trays. When
outdoors, don’t throw trash
anywhere. Try putting it
back in an empty cigarette
case and dispose of it prop-
erly. If you’re a mother, you
can start by bringing your
own plastic bag in groceries.
If you’re a student who loves
to eat chichiria, try putting
the wrappers in your bag,
not in any nook and cranny.
Cagayan de Oro once had
the honor of being the clean-
est city. We had full-time
street sweepers and trash
cans in every street. But this
is not the case now. Time
have changed but our atti-
tudes have not. We still have
the mentality that someone
will go after our trash. We
have to change how we

2010.
But there is more to
Laro than just being the
XU Law graduate who
was inadvertently exclud-
ed from Fr. Yap’s original
memorandum. In 2017,
he resigned as a special
investigator under the City
Legal Office following an
entrapment in Barangay
Macabalan that resulted
in his arrest for alleged
extortion.
The accusation against
Laro prompted Mayor Os-
car Moreno to place him
under “floating” status.
Macabalan’s police
chief at that time, Chief
Insp. Ernesto Daeng, said
the entrapment was carried
out based on the complaint
of one Rosalie Castillo,
operator of the Nellits Car-
nival and Amusement Cen-
ter at Celrai, Macabalan.
Castillo had alleged
that Laro asked P10 thou-
sand for a business permit.
For unclear reasons, Cas-
tillo subsequently with-
drew her complaint against
Laro, prompting the prose-
cutor’s office to dismiss it.
Dismayed, Mayor
Moreno had directed Laro
to report for work at the
Office of the City Mayor’s
Office pending the results
of an investigation by the
city administrator’s office.
No administrative sanction
was made because Laro
opted to resign.
Just before the entrap-
ment, Moreno said, he was
about to approve Lara’s
application for a six-month
leave of absence because
the then city hall employee
had planned to review for
the 2017 bar exams.
On local radio on Fri-
day night, Moreno con-
gratulated Lara, saying
that he remembered advis-

PNB to issue
$300-million
5-year notes
TAN-LED Philippine National
Bank (PNB) announced on Fri-
day its scheduled issuance of
$300 million worth of five-year-
and-one-day Fixed Rate Sen-
ior Notes as part of the bank’s
Medium-Term Note Program
(MTNP).
In a disclosure with the Philip-
pine Stock Exchange (PSE), the
bank said the Notes, to be settled
on April 26, is the initial issuance
under the bank’s MTNP. The
Notes have a coupon rate of 4.25
percent per annum and will be
priced at 99.532 per 100.
“Proceeds of the Notes will be
used for PNB’s general corporate
purposes,” the disclosure said.
The bank said the Notes have
been rated Baa2 by Moody’s
Investors Service, same as the
bank’s ratings, and will be listed
on the Singapore Exchange Se-
curities Trading Ltd.
It conducted a road show for
the Notes issuance in Singa-
pore and Hong Kong on April
16-18, which then attracted de-
mand from about 118 investors,
who submitted subscription of
fourfolds, equivalent to some
USD1.2 billion. The bulk of this
demand, at about 86 percent,
came from Asia while the bal-
ance of 14 percent came from
Europe, Middle East and Africa.
