MISCELLANEOUS INCIDENT REPORT

SYNOPSIS: On Thursday, April 5th, 2018, at about 1431 hours, I, Deputy John
Daschle, was dispatched to 522 S Lincoln Avenue, the Routt County Courthouse,
Steamboat Springs, Routt County, Colorado, for a citizen assist. Brita Horn
(1/29/63), the County Treasurer, and members of her office, had witnessed an
unprofessional interaction the day before at about 1130 hours, by Gary Peterson
(7/27/66), who worked in the Assessor's office, and they wanted the incident
documented. They reported that Peterson was visibly upset, had raised his

voice, and had intimidated them while at the customer service window.

INTERVIEW WITH REPORTING PARTY: I briefly spoke with Horn and Patrick Gavin
(8/3/55) in Horn's office and they told me that they wanted an incident
documented. Horn handed me a stack of documents which I saw were typed

statements and other office forms and correspondence related to the case. Horn
and Gavin told me that Peterson was a large man and had come to the treasurer's

customer service window looking visibly upset. They explained that he had

raised his voice and berated the treasurer staff and they identified the
following additional witnesses to the incident:

After Horn and Gavin told me about what happened, I confirmed with them that
they had made a report to Routt County Human Resources and they said they did.

I did not find any reason to think that Peterson had violated the law, but I
told Horn and Gavin that I could document the incident.
