A. Project Description
The work primarily calls for the furnishing of labor, materials, tools, equipment, engineering services
and engineering supervision necessary to execute and complete the supply, delivery and installation /
construction for Civil Works Frame Service Agreement (FSA) based on this Terms of Reference.
B. Scope of Work:
1. General
1.1. The Contractor shall perform all coordination and comply with the requirements and
policies of Globe Telecom, Inc. regarding construction work standards and safety.
1.2. The work includes the furnishing of all materials, labor, all required services and
performing all operations to complete the project in accordance with the approved plans,
specifications and all other related bid documents
1.3. Materials deemed necessary to complete the works but not specifically
mentioned in the specifications, working drawings, or in the other bid
documents, shall be supplied and installed by the contractor without extra cost
to Globe Telecom. Such material shall be of quality at par or superior to that of the
specifications and such material must be installed or constructed in a workmanship
superior, accurate and in accordance with the acceptable standard and/or required
methodologies.
1.4. A competent and licensed engineer will represent the contractor. The engineer must
have all or enough knowledge and background to effectively construct, complete, and
make the project operational. Likewise, the contractor shall first furnish to Globe Telecom
the qualification of the would be assigned engineer at site for approval of Globe Telecom
prior such engineer would be officially tasked to man the project at all given time. The
assigned engineer shall ensure the strict implementation of standard engineering practices
for all trades under the awarded scope of work.
1.5. The contractor shall prepare a design concept which shall be the basis of contractor’s
quantification during his submission of bid.
1.6. Contractor and submit shop-drawing/s to Globe Telecom for approval prior execution of
any work.
1.7. The Contractor shall ensure a safety measure at work site at all times. All personnel shall
be provided and required to put on necessary safety gadgets such as hard hats, safety
shoes, safety belts, electrical resistant gloves, etc., accordingly prior performing any work
inside the job site.
1.8. A standby fire extinguisher and other safety fire protection devices that Globe Telecom,
Inc. may require during construction works shall also be provided by the contractor.

1.9. The contractor at all times during the entire phase of the construction proceeds shall
maintain a clean and conducive working project site. No debris of any previous activities
shall be left within the vicinity of the project site.
1.10. The Contractor shall provide a communication system/means of their own and such shall
be accessible to all project participants for the entire duration of the project.
1.11. The contractor shall be responsible in the preparation and submission of duly signed
construction/engineering plans (for permit purposes) and detailed
construction/engineering plans (for construction purposes) based on the conceptual plans,
project parameters, standard bid plans and specification issued by Globe Telecom, Inc.
1.13. The contractor shall be responsible for the preparation and submission of reproducible As-
Built Plans in A1 and A3 size and in Auto Cad (version 2000 at least) Diskettes or compact
disk.
2. Specific
2.1. Securing of all necessary government permits and clearances including necessary bonds
and insurances (whenever required)
2.2. Supply, labor and other services for manual and special vehicles hauling
2.3. All other works within the intent of the works are deemed included and shall be
undertaken by the Contractor upon verification at site and with proper coordination from
the lessor and or Globe representative.
3. Implementation Schedule
Implementation works shall be done twenty hours and shall strictly conform to the policies and
procedures of Globe Telecom Inc. and or Building house rules and regulations.
The total project duration should not exceed 105 calendar days for New Sites otherwise 31
calendar days for Coloc for RT and GF, Room Development, Slope Protections (except
mountainous area – 45 days 1.5 months), AC Upgrade (except with Transformer
upgrade 3 months), SWAT Sites, Retrofitting Works (except mountainous area – 45
days 1.5 months) and Dismantling Works. Project Schedule should be explicitly stated in
contractor’s project proposal but will affect this during technical bid evaluation.
C. Instruction to Bidders

It is a condition precedent to receiving these Bid Documents that Bidder has signed a
confidentiality and non-disclosure agreement with GLOBE TELECOM. BIDDER should not accept
these documents if he has not yet signed a confidentiality and non-disclosure agreement with
GLOBE TELECOM. A Bidder shall not be entitled to participate in the Bidding, and shall be
disqualified, if it has not signed a confidentiality and non-disclosure agreement with GLOBE
TELECOM prior to the submission of the Bid. If therefore, you have received these Bid Documents
without having executed the confidentiality and non-disclosure agreement, please return these
documents to GLOBE TELECOM and proceed to execute the confidentiality and non-disclosure
agreement. Your failure to execute such confidentiality and non-disclosure agreement
notwithstanding, by receiving these documents you commit to hold and treat them confidential
and shall not disclose them to any third parties without the prior written consent of Globe.
These Bid Documents are proprietary to GLOBE TELECOM and GLOBE TELECOM reserves all
intellectual property rights and copyright therein.
The BIDDER shall, immediately upon receipt of these documents, state whether GLOBE
TELECOM needs to sign a non-disclosure agreement with the BIDDER before any information,
whether proprietary or otherwise relating to the system, would be disclosed to GLOBE TELECOM
for the purpose of the Bid, and if so, to provide a copy thereof prior to the submission of the Bid
for GLOBE TELECOM’s consideration. Failure to require GLOBE TELECOM to execute such
documentation prior to submission of the bid shall be construed as meaning that no such
documentation is required.
2. The Bidder should understand that Globe Telecom, Inc. is assuming no contract obligation in the
issuance of the Invitation to Bid (ITB). The bidder shall shoulder any cost incurred in the
preparation of the proposal and other cost that will be incurred during bidding stage.
3. The person authorized to sign the proposal should sign all documents provided by Globe
Telecom. The said documents should be returned to Globe Telecom, Inc. together with the
proposal.
4. Globe Telecom, Inc. reserves the right to reject any or all proposal. Globe Telecom will notify
the bidder regarding acceptance of his proposal within fifteen (31) calendar days upon
submission of the proposal.
5. Without invalidating the contract, GT may order extra work or make changes by altering, adding
to or reducing the work with the contract price being adjusted accordingly. All such work shall
be executed under the conditions of the original contract. Any claim for extensions of time
caused by such changes shall be adjusted at the time of notification of such changes.
Globe Telecom, Inc. may, at any time by written order, make changes in the schedule of work
required under this Agreement. If any such change causes an increase or decrease in the work
or the time required for performing the work, an equitable adjustment shall be made to the
Contract Price and the completion date upon mutual agreement of the parties reflecting such
adjustments by way of a written variation order.
6. All bidding contractors are expected to examine and assess the constraints and conditions of the
project, review all drawings, plans, scope of work and specifications, all instructions and

stipulations contained in the Terms of Reference. Final proposal with confirmation submitted to
Globe Telecom, Inc.
7. Submit list of existing contracts with Globe Telecom and other clients to determine if bidder still
has the capability to deliver this project within time frame on top of bidders on-going other
projects. Bidders likewise shall certify that he has manpower, materials, equipment and
expertise to deliver this project on time aside from his other commitments.
8. The Contractor shall officially start the work the day following the pre-construction meeting. The
date shall be DAY 1 of the established calendar days of project execution and completion. The
Contractor shall submit detailed schedule, depending on their capacity, in the form of a CPM
network and Gantt Chart that shall be checked and approved by Globe Telecom for
implementation.
9. Globe Telecom may release the down-payment to the Contractor upon presentation of the latter
of a Surety/Performance Bond obtained from Ayala AON equivalent to the amount of the down-
payment, Contractor’s All Risk Insurance Policy, Contractor’s Comprehensive General Liability
Insurance Policy.
A Bidder’s proposal will be evaluated by GLOBE TELECOM only if it complies with the following:
LANGUAGE - The Bidder’s offer including all data, documents, descriptions, diagrams, books, catalogues,
instructions, markings and a glossary of acronyms and or abbreviations for ready identification of major
items of the system and all correspondences shall be written in plain, conventional and understandable
English.
Each bid must present both a technical proposal and a financial proposal. While pricing is a
significant consideration, it is not the only consideration nor is it considered overriding in each and
every circumstance. In evaluating each bid, GLOBE TELECOM shall consider all relevant factors
including but not limited to technical viability, vendor capability and track record, technical
support, compliance with the Statement of Compliance indicated in this proposal, pricing, terms of
payment, most-favored customer clauses, and willingness to comply with GLOBE TELECOM’s
standard terms and conditions for the project.
To adequately evaluate each proposal, GLOBE TELECOM desires to have the benefit of full pricing
information, including without limitation, the unit pricing which forms the factual basis of the
BIDDER’s pricing proposal for services to be rendered.
The BIDDER is required to present the foregoing information regardless of whether it agrees with
the proposed approach or not. A bid that does not comply with the approach stated above shall
not be evaluated by the Company and shall be returned to the BIDDER. The BIDDER may

consider that this approach or some of the requirements stipulated above would lead to an
unnecessary increase in cost. In such cases, the BIDDER may submit alternative proposals and
highlight the advantage(s) of the alternative proposals. The BIDDER shall provide full details of
the alternative solution, indicating whether such solution shall only serve as interim and the date
when the final solution shall be delivered. For this purpose, the BIDDER at no additional cost
should deliver the final solution to GLOBE TELECOM.
All plant unit items indicated in the Pricing Templates must be provided with unit prices regardless
of quantities indicated on each items.
2.1 Parts of the Bid - Each Bid shall consist of the following sections.
In general, the Bidder is expected to submit the details of its technical capabilities and
available resources for the successful and timely implementation in accordance with all the
Technical Specifications and guidelines of the Project.
2.3 WARRANTY - The BIDDER shall be required a Warranty at least 1 years on material and
service. Reckoning day shall be upon issuance of FAC (Final Acceptance Certificate)
E. Terms of Payment
Down-payment of 30% of the contract amount shall be released after signing of Letter of
Award / Notice to proceed and or issuance of P.O. The down-payment shall be retrieved
back by Globe Telecom on the first progress billing for the project in full amount.
Final Payment: Final payment will be made after submission of pertinent documents such as
as-built plans, test reports, etc., on top of standard billing requirement as certified by the
owner’s representative.
The following are the insurances and bonds required from the SUPPLIER:

Deductibles: P50,000.00 Each and every loss in respect of earthquake, typhoon, flood &
testing and nil in respect of fire, lightning or explosion; P25,000.00 in respect of any other
losses.

1. The policies should be issued same currency as the purchase order (PO), Notice of Award and
Contract. Globe Telecom Inc. should be a beneficiary of all insurances and bonds obtained,
unless Globe determines otherwise. All insurances, bonds/guarantees should be obtained
from Globe-accredited insurance/bond companies or banks, and accompanied by proof of
payment from either the insurance/bond company or Aon Philippines.
3. In cases where suppliers/contractors are contemplating using their existing insurance covers,
these suppliers/contractors must first submit the appropriate Certificates of Insurance to
Globe’s Infrastructure Risk and Insurance Department in order for Globe to review if they are
compliant. Globe reserves the right to determine with finality whether insurances/bonds
proposed by suppliers/contractors are adequate for Globe's purposes.
In relation to the foregoing Globe has released, and may continue to release as it deems
necessary, Bulletins regarding project insurance requirements. These Bulletins are meant to clarify
questions on Globe’s policies with respect to its Insurance Requirements insofar as
Suppliers/Contractors are concerned. It is not intended to amend or in any way change the terms
of the Supply Agreement. If any of the statements in the Bulletin shall be found to conflict or would
effectively amend the terms of the Supply Agreement then the terms of the Supply Agreement will
prevail.
{Note: Only the key features of the bonds and insurances are enumerated as above-stated, but for
further details, including extensions and exclusions, details are available from Globe’s insurance
advisor (currently Aon Philippines).
