The following instructions are hereby issued for the corrluct of . ~. .,.
public affairs durIng the absence of the President from the Philippines,
the occasion of his.. official visit to the United StateS? from Noveniber
24, 1963,·until he Teturns from abroad:
1. The President of the Philippines shall cont:;i.nue toexet-cise all
functions of his office as enjoined by the Constitution a.!ld the lawS;:J£)
in the same manner as when he is within the national territory•. 'rpe Ex­
ecutiveSecretary, shall, as heretofore, sign all papers that are ordinarily
.signed by him. by or u~r the authority of the Pres.ident. .' " .

pertain to his department and which under the law he p:1B.y decide. On those
