All personnel categorized as charge hands/electricians shall be certified wiremen and

shall be in possession of valid certificates of competence as issued by Dubai Electricity


and Water Authority.

18.0 Lighting Control Concept

All lighting in corridors, lift lobbies, staircases, car parking, pool deck, and all public
areas shall be controlled such that unnecessary lights shall be switched ‘Off’ based on
occupancy. Also lights redundant due to sufficient daylight shall be switched ‘Off’
based on light sensor and time schedules.

Ground floor, façade, roof and external lighting shall be switched on/off based on
available daylight. A light value switch capable of switching up to three lighting
groups where each individual channel has a separate switching set-point shall be
used. The brightness range of the set points shall be adjustable from 2 to 1900 lux or
19 to 19000 lux as agreed with the consultant/client at the time of commissioning. A
light sensor shall be connected to the switch to detect daylight.

18.1 LIGHTING CONTROL MODULES (for ‘On-off’ switching control)

1. The lighting control modules shall be DIN rail mounted consisting of either four
(4) or eight (8) individually programmable integral relays (contactors).

2. Each of these contactors shall be rated 16 A/AC1 together with an inrush current
carrying capacity of 500 A suitable for switching loads with high switch-on peaks.
The contactors should also have a capacitive load rating of at least 190 micro
farads. Additional contactors shall not be used to control any of the lighting
circuits.

3. The output states of each of these relays shall be displayed on the front. Each of
these relays shall be latch-on type with manual operation (override) possible
even without power to the system & without having to remove the cover of the
control module.

4. In the event of power failure or bus wiring failure or control module failure, each
of the relays shall attain a pre-programmed fail-safe position (‘On’, ‘Off’ or ‘As it
is’).

5. The control modules shall be capable of been programmed with different


applications to suit site requirements for e.g. staircase lighting function which
switches ‘Off’ the relays after a preprogrammed time from the time it has
switched ‘On’. The application for which a relay has been programmed shall
apply irrespective of the signal from which it is controlled.

6. Each of the relays shall be capable of being programmed with its own ‘On’ and
‘Off’ delays that shall be applicable irrespective of the signal from which the
relays are controlled.

7. The control modules shall receive its operating power supply from the same bus
cable without any other power supply. It should not operate on any 219/240 V AC
supply to avoid possible fire hazards.

8. Each of the control module shall have its own individual address and shall be
capable of being programmed from the central PC for the purpose of changing
parameters without the need to access the module locally.

18.2 LIGHTING CONTROL PANELS (LCP’S) –

There shall be a dedicated Lighting Control Panel (LCP) for every DB. The LCP shall
house the system devices and the related control equipment depending on the no. of
circuits being controlled. This is to ensure the power wiring between the DB’s and the
control modules inside the LCPs is kept to a minimum. The LCPs shall be surface
mounted IP65 polycarbonate enclosures together with built-in DIN-rails for easy
installation of the control equipment.

19. Self Contained Emergency Lights

19.1 General

This section applies for self contained emergency lights for Residential and Commercial
premises where Local Civil Defense authority regulations permits the installations of
such units and as indicated on design drawings and specification.

The Emergency lights and all its components shall be designed & installed to meet the
local civil defense requirements & the respective EN & BS standards and regulations
applicable on the project. The product shall bear CE certification for electromagnetic
compatibility and shall be field-tested in Middle East for 5 years.

Emergency lighting shall fulfill the following functions,

Illuminate the escape routes.


Indicate the escape route direction clearly
Provide EXIT signs on escape doors and routes to such doors.
Ensure fire alarm call points, fire fighting equipment and other life saving equipment on
the premises are illuminated.
Permit operations concerned with safety measures & to shut down all hazardous
process

19.2 Non Maintained Emergency Light

Non – maintained self contained emergency light with high efficiency charger, 3.6V, 4AH
Ni-Cd battery pack for providing 3 hour emergency backup with a minimum light output
of 40%. It should have an LED to indicate the charging status. The luminaire shall be
designed to meet EN60598-2-22.

19.3 Maintained EXIT Light

Maintained self contained emergency light with high efficiency charger, 3.6V,
4AH Ni-Cd battery pack for providing 3 hour emergency backup with a minimum
light output of 40%. It should have an LED to indicate the charging status and
cover with EXIT legend. The luminaire shall be designed to meet EN60598-2-22.

20. Stand-By Diesel Generator

20.1 General

This specification covers the supply, installation and commissioning of the


stand-by diesel generator set plant and the automatic transfer switchgear
(A.T.S)

The generator set shall be provided complete with all ancillary plant,
associated control panel, interconnecting wiring and cabling.

The rating of the set shall be adequate to meet the estimated connected load
as shown on the drawing while taking into consideration the ambient
temperature and site conditions referred to in this specification.

The generator shall also be capable of handling the starting KVA of the
connected equipment and the voltage dip shall be within the connected
equipment manufacturers recommended range.
The Genset application shall be stand by , but the required rating shall be
Prime power +10% , 3phase , 380/220v, 50 Hz, 1500 rpm @ 0.8 P.F .

Standards : The equipment and components should comply with the latest
relevant European or British standards specifications.

20.2 Type of Diesel Engine & Operating Conditions

20.2.1 The engine shall be of cast iron block complete with replaceable cylinder
liners and pistons to be aluminum oil cooled and the engine shall be 4 stroke,
water cooled diesel engine with charge air cooling, turbo-charged, direct
injection, V-shape, electronically controlled unit injectors and individual
cylinder heads (for the power rating above 280 KW) and with injector
nozzles, one or more cylinder head, in line (for the power rating less than 280
KW) and the engine shall be capable of giving continuously at site not less
than the specified output and an over load of 10% in excess of this output for
one hour each 12 hours of consecutive running.

20.2.2 Engine shall operate at a maximum speed of 1500 rpm. The continuous site
rating shall be based on the specified site operating conditions. If the
continuous site rating is less than the stated catalogue rating, a detailed
explanation of the de-rating calculations shall be submitted for approval

20.2.3 The site rating of the generator, irrespective of engine rating shall also be
stated and the rating of the set will be based on the lower of the two.

20.2.4 Attention is drawn to the requirement that the engine may stand for a
considerable period, yet must be immediately available for full load and any
special lubrication system arrangements necessary to meet this condition
shall be provided.

20.3 FUEL SYSTEM

The engine to be supplied shall operate on fuel of the light distilled type and
shall have replaceable fuel filter elements and the fuel system shall be as per

the manufacturer proven design to ensure supply the engine adequate flow
for proper operation at the full load

20.4 DAILY SERVICE TANK AND STORAGE TANK

20.4.1 The service fuel tank shall be built in or floor standing, black steel with 8
hours consumption capacity shall be supplied and installed, fully piped up, to
provide the daily service requirements. Tank (floor standing) shall be
complete with filler cap, combine overflow and vent pipe, sludge valve, and
float level switches with external contacts to control the pump operation.
Tank must be supplied with the following connections.
(i) Fill Line
(ii) Contents Gauge/sight glass level indicator
(iii) Overflow
(iv) Drain
(v) Ventilation
(vi) Fuel oil feed to diesel generator (suction)
(vii) 10 Micron fuel water separator between the day fuel tank and the
engine
(viii) Fuel oil return from diesel generator (Return)
(ix) High level float switch
(x) Low level float switch
(xi) Manhole

20.4.2 Storage tank shall have a capacity of not less than 8 hours consumption on
full load and be of similar construction to the daily service tank.
Piping connections shall be black steel and to be supplied and installed by
the contractor, also electric and manual fuel transfer pumps with all controls
and protection devices shall be provided to enable the fuel transfer directly
between the storage tank & the service daily tank.
The fuel transfer control system shall have low/high fuel level indications and
alarms.

20.5 ENGINE LUBRICATION

20.5.1 Lubrication of the engine shall be by means of an engine driven integral


pump. The pump shall have on the suction side a course strainer and on the
delivery side 'full flow' fine filter and engine oil cooler to be incorporated on
the engine.

20.5.2 The Engine lubricating oil system capacity shall be sufficient to enable the
engine to run safety, continuously at any load.

20.5.3 A semi rotary pump, glob valve and end cap shall be provided to discharge
the oil during maintenance.

20.6 CRANKSHAFT

The design shall avoid undesirable torsional oscillation at, or near the
designed running speed. The manufacturer specs shall be submitted.

20.7 GOVERNOR
The governor type shall be electronic governor type (equipped within the
engine control unit mounted on the engine for the electronically controlled unit
injection type) and shall be furnished with adjustable speed level
potentiometer. It shall have high response to load changes and shall control
the speed within the limits laid down in the respective standards and be
capable of adjusting the engine speed to a minimum of ± 4% of the rated
speed. The engine shall be shutdown electrically through the engine
governor when any of the specified alarm conditions occurs. The generator
circuit breaker shall be fitted with one trip device which will trip and lock-out
the generator circuit-breaker in the event of the automatic shutdown.

20.8 STARTING SYSTEM

20.8.1 Electric starting equipment shall be provided and so designed that :-

(a) When the engine speed (R.P.M) reaches to the ignition speed, the
starting motor shall disengage and the starting circuit shall be locked-out.
(b) Max. three consecutive starting attempts in any period of one minute is
allowed. It shall be automatically performed within predefined time and
controlled by the control panel. At the failure of the starting attempts the
starting circuit shall be locked out (over crank) and manual re-setting is
required for new starting trial.

20.8.2 The equipment shall include heavy duty electric starting motor, 12/24 VD.C
and an adequately rated lead acid starting battery set together with a charger.
The battery charger A.C input shall be fed from the load side and an engine
driven dynamo is not required. The battery rack shall be provided. The
battery sizing calculations or the manufacturer technical brochure with
recommendation shall be submitted.

20.8.3 The battery charger shall have a continuous taper charging output rating
sufficient to recharge the battery to a fully charged condition in a period of 8
hours allowing for any steady load on the battery. The characteristics shall be
such as to ensure an automatic voltage charge of 12/24 VD.C at the battery
set terminals provided that the AC input voltage and frequency shall remain
within +/- 6% and +/- 2% respectively of nominal value. The charger shall be
wall mounted remotely from the engine or shall be incorporated inside the
A.T.S enclosure and shall include a battery charge fail alarm switch. The
control shall have automatic switch to disconnect the charger during engine
cranking or the battery charger has to be current limiting type.

20.8.4 Without power supply to the charger, the battery shall be capable of providing
no fewer than four starting cycles within a period of 5 minutes. Upon restoring
power supply to the charger immediately thereafter, the charger shall be
capable of restoring the battery, within 30 minutes, to a condition in which one
more starting cycle can be completed.

20.9 COOLING SYSTEM

The engine shall be provided with tropical water radiator capable of


dissipating the heat from the jacket water and the lubricating oil cooler. The

radiator must be tropicalized and generously sized to permit operation at full
load and overload in the specified ambient conditions. The radiator shall be
engine mounted or remotely mounted and shall be cooled by high
performance blower fan. A centrifugal high temperature jacket water
circulating pump shall be supplied to circulate the coolant. The radiator
shall be equipped with thermostats and water level switch/sensor.

All necessary ducting between the radiator exhaust and the external louver
to be supplied and installed by the contractor as per the genset
manufacturer recommendation.

20.10 SAFETY GUARDS


All turning parts shall be adequately guarded, by the manufacturer, in order
to prevent any danger to personnel.

20.11 SILENCERS

20.11.1 The Engine shall be efficiently silenced with the residential grade silencers
complete with interconnecting exhaust seamless black steel pipes and
fitting. Supports for the silencers shall be of the anti-vibration type and
shall be so arranged that no weight is carried by the engine set. Stainless
steel flexible bellows (fittings) shall be provided to allow the heat expansion
and to reduce the vibration transfer to the exhaust system during engine
running. The exhaust system shall be installed complete with a drain off
points. The supporting system including brackets shall be supplied
galvanized steel

20.11.2 The silencers and exhaust pipework shall be insulated within the building as
follows :-
The silencers and exhaust pipes shall be provided with 25mm stools,
welded on, to accept extruded mesh to provide a 25 mm air gap between
the hot surface, and insulation to be applied. The insulation shall be at least
75 mm thickness of rock wool and then covered with gauge 20 aluminum
cladding

20.11.3 The contractor shall be responsible for providing and installing the fittings
and wall plates necessary to carry the tail pipe through the generator room
walls.

20.12 AIR FILTERS

Air filters shall be dry paper type with maintenance indicators suitable for the
use in the environmental conditions, which are likely to arise occasionally,
with the atmosphere highly polluted by blown sand.

20.13 GENERATOR

20.13.1 General
The synchronous generator shall be 4 poles, brushless type, screen

protected and drip proof, self excited, star-connected self regulating and
ingress degree of protection not less than IP23.
The generator shall have single/double ball or roller bearing, dynamically
balanced rotating field assembly, salient pole construction with heavy
damper winding and an efficient rotor mounted cooling fan. The
generator shall be in compliance with IEC 34-1, VDE0530, BS 4999 and
NEMA – MG20.

20.13.2 The generator shall sustain a short circuit current of 300% of the rating for 10
seconds and generator mounted 3 pole circuit breaker with fully rated
capacity and adjustable thermal and magnetic trip unit shall be supplied

20.13.3 The generator shall be capable of maintaining its continuous maximum rated
output when operating within +/- 5% of rated voltage, and at rated power
factor (0.8 p.f).

20.13.4 The generator over speed capability shall be not less than 120% of the rated
speed.

20.13.5 All windings shall be tropicallized and suitably impregnated to withstand the
site ambient conditions. The insulation shall be minimum of class 'H'.

STATOR

20.13.6 The stator core shall consist of high permeability, low loss steel stampings,
tightly clamped and securely located within the machine casing.

20.13.7 The stator windings shall consist of electrolytic copper conductors insulated
throughout with Class 'H' materials and the stator winding must be 2/3 pitch
to eliminate the 3rd harmonics & neutral current created by the non-linear
loads and to suit the parallel operation.
The stator windings, shall be equipped with embedded thermal detector to
give warning signal/ shutdown that a presetted winding temperature is
reached.

20.13.8 The windings shall be effectively braced to withstand the maximum forces
arising from any short circuit that may occur at the stator winding terminals.
Any material that is liable to shrink in service shall not be used for bracing,
packing or wedging. The ventilating circuit shall be designed to avoid hot-
spots.

20.13.9 The generator anti-condensation heaters of sufficient rating to maintain the


windings in dry conditions during long periods of standstill shall be fitted in
the stator casing and wired out to the control panel terminal block. They
shall be suitable for operation from the local single phase A.C supply.

20.13.10 The stator winding leads shall be brought out to terminal positions on the
stator casing, the phase and terminal box being arranged for 3-phase and
neutral connection. The terminal box shall be designed to accept the cables
detailed on the schematic diagram.

20.13.11 All current transformers, including the associated primary connection and
secondary circuit terminal blocks, required for any instruments and /or
protection relays specified or for excitation circuit compounding or
compensation, together with the generator neutral earthing connection shall
be supplied and accommodated within a substantial dust-proof sheet steel
enclosure mounted on the generator.

ROTOR

20.13.12 The rotor shaft and hub shall be of forged steel preferably in one piece. The
rotor poles shall be constructed of steel laminations, keyed and securely
fixed to the rotor hub and fitted with interconnected damper windings to
absorb the cyclic irregularity of the engine.

20.13.13 The field winding shall consist of electrolytic copper conductors insulated
throughout with class 'H' materials. They shall be fully insulated at all
positions of support, and rotational cycling and the forces arising during over-
speed testing.

20.13.14 Where a separate exciter is provided, the exciter rotor shall be mounted on
the extended main shaft at the free end of the generator.

20.13.15 The generator factor of safety of the rotating system design shall be based
upon the yield point of the part most highly stressed at the stated over-speed
or during a stator 3-phase terminal short-circuit at normal voltage whichever
is the greater.

20.13.16 EXCITERS

The core and poles of the exciter shall be made of high permeability low loss
steel stampings tightly clamped and secured to minimize magnetic noise.
The characteristics of the exciter shall comply fully with the operational
requirements of the alternator in matching the required loading conditions.

20.14 VENTILATION
The generator and exciter shall incorporate rotor shaft mounted fans of
sufficient capacity to provide the machine cooling effect necessary to comply
with the temperature requirements of the specification when operating in the
specified ambient conditions.

20.15 VOLTAGE REGULATION

20.15.1 High performance response electronic automatic excitation voltage regulator


sensitive to the generator line to line voltage and loading conditions shall be
provided to maintain the alternator voltage within the prescribed limits.

20.15.2 The automatic voltage regulator (AVR) shall have under speed protection,
maximum excitation protection, loss of sensing protection and short circuit
level adjustment .

20.15.3 A voltage potentiometer capable of adjusting the output voltage within ± 5%
of normal voltage at any load within the rating of the machine shall be
mounted on the control panel.

20.15.4 When the generator maximum continuous load at rated power factor is
rejected, the AVR shall be capable of limiting the generator momentary over-
voltage to a value not exceeding 120% rated voltage and shall restore the
voltage to within 2 % of the nominal preset value within three seconds.

20.15.5 The AVR shall be electronic type with high performance, rigid design suitable
for harsh environments and site conditions equipped with gain potentiometer
to compensate the line loss due to block loading effect.

20.16 PULLEY BLOCK


The contractor shall provide a hand-operated lifting block and chain for the
generator set, capable of lifting the largest item that has to be removed from
the plant for routine maintenance and overhaul.

20.17 ENGINE/GENERATOR CONTROL PANEL

20.17.1 The control panel cabinet shall be generator set mounted, vibration isolated,
dust proof, fabricated from heavy gauge sheet, powder coated with protective
corrosion resistant finish.

20.17.2 The control panel shall be completed with the necessary identified internal
wiring, terminal blocks, the control and the monitoring system of the
generator set.

20.17.3 The control panel must be consisting of programmable solid state


microprocessor based design controller, control key pad (touch) switches for
: Off/Manual/Auto/Test, Lamp test, emergency stop push button, digital
display module (LCD) indicating the alternator read out values for :
3 phase A.C current intensity (A), 3 phase voltage, frequency (HZ), apparent
power (KVA), reactive power (KVAr), active power (KW), active energy
(KWH), power factor (cosφ) and the engine speed (R.P.M) and running
/service hours.

20.17.4 The control panel shall be equipped with voltage and frequency level
adjustment potentiometers, oil pressure gauge, water temperature gauge
and shall provide to the engine the automatic shutdown protection system
with LED indicators and warning alarm against the following conditions : Low
oil pressure, high engine coolant temperature, over speed and fail to start.

20.17.5 The engine programmable cool down time, cycle cranking time delays,
engine starting and stopping, shall be controlled by the control panel

20.17.6 The control panel design shall have logged events memory indicating the
cause of the shutdown failure and shall remain displayed until the reason of
failure is cleared and the audible alarm is manually reset.

20.18 SET MOUNTINGS

20.18.1 To achieve simplicity in foundation work, the generator set shall be mounted
on a rigid, welded steel common base frame.

20.18.2 Suitable anti-vibration mountings shall be included between the engine/


generator and the base frame.

20.18.3 Flexible connections shall be provided to all exhaust, air fuel and water
piping to avoid fracture due to vibration and to minimize conduction of noise.

20.19 LOCAL REPRESENTATION


It should be noted that all equipment manufacturers shall have authorized
representation in the United Arab Emirates, supported with maintenance
engineers and adequate stock of spare parts.

20.20 SITE TESTS

20.20.1 The following site tests shall be carried out in order to determine whether
the material and apparatus comply with this specification.

20.20.2 Not less than seven days notice in writing shall be given to the engineers in
order that they may arrange to present if they so desire. The contractors
shall arrange to conduct as many tests together as are possible in the
opinion of the engineers and shall submit six copies of the records of such
test to the engineers within seven days of the test completion.

20.20.3 Cold and hot starting test

20.20.4 Test on trips and alarms incorporated on the gensets

20.20.5 Performance and correct operation test on individual units of the ancillary
plant shall be carried out where practicable to prove correct functioning of
the plant and its compliance with the Specification Operating conditions
which shall be simulated where possible.

20.20.6 The contractor shall test the generator set on the load bank for the following
periods and in the same sequence:
1. 1/4 Hour at … … … 25% rated load
2. 1/2 Hour at … … … 50% rated load
3. 1/2 Hour at … … … 75% rated load
4. 1 Hour at… … … 100% rated load
5. 1 Hour at … … … 110% rated load

20.20.7 A full load rejection test shall be carried out on the generator set to prove
the capability and the performance of the excitation system and the
electronic governor.

20.20.8 The Engineer reserves the right to call for such additional test on any
equipment (when it is possible /applicable) as may be necessary to prove
compliance with the specification. The contractor shall submit to the

engineer’s three copies of the load test certificates.

20.20 GENERAL CONDITIONS:

20.20.1 The factory test certificate shall be submitted with the genset at the time of
delivery.

20.20.2 The bidders have to submit the technical data, brochures, factory deration
curves for the offered generator set.

20.20.3 The contractor shall provide with the offer, the technical submittal to the
consultant engineer for approval within two weeks from the date of the
engineer request.

20.20.4 The genset supplier shall provide generator set warranty certificate of 12
months from the date of commissioning or 18 months from the date of
delivery whichever occurs sooner.

20.20.5 The operation and maintenance manual, parts catalogue and


complete control wiring diagrams to be submitted with the
generators at the time of delivery.

20.20.6 The manufacturer two years (1000 operating hours) recommended separate
spare parts price list (shall not be included in the genset price) should be
submitted with the offer.

20.20.7 Only best quality products of Europe, USA and Japan will be accepted.

20.20.8 The load test to be performed at installed condition outside.

20.22 Automatic Transfer Switch and By-Pass Isolation Switch

PART 1 GENERAL

1.01 Scope

A. Furnish and install automatic transfer & bypass-isolation switch (ATS/BPS)


system(s) with number of poles, amperage, voltage, withstand and close-on ratings
as shown on the plans. Each automatic transfer shall consist of an inherently double
throw power transfer switch mechanism and a microprocessor controller to provide
automatic operation. All automatic transfer & bypass-isolation switches and
controllers shall be the products of the same manufacturer.

1.02 Codes and Standards

The automatic transfer switches and controls shall conform to and have third party
certification to the requirements of:

A. UL 1008 - Standard for Transfer Switch Equipment OR


B. IEC 947-6-1 Low-voltage Switchgear and Control gear; Multifunction

equipment; Automatic Transfer Switching Equipment

1.03 Acceptable Manufacturers

Automatic transfer & bypass-isolation switches shall be ASCO or ZENITH.

PART 2 PRODUCTS

2.01 Mechanically Held Transfer Switch

A. The transfer switch shall be electrically operated and mechanically held. The
electrical operator shall be a momentarily energized, single-solenoid mechanism.
Main operators which include over current disconnect devices, linear motors or gears
shall not be acceptable. The switch shall be mechanically interlocked to ensure only
two possible positions, normal or emergency.

B. The switch shall be positively locked and unaffected by momentary outages, so that
contact pressure is maintained at a constant value and contact temperature rise is
minimized for maximum reliability and operating life.

C. All main contacts shall be silver composition. Switches rated 600 amperes and
above shall have segmented, blow-on construction for high withstand and close-on
capability and be protected by separate arcing contacts.

D. Designs utilizing components of molded-case circuit breakers, contactors, or parts


thereof, which are not intended for continuous duty, repetitive switching or transfer
between two active power sources are NOT acceptable.

E. Where neutral conductors must be switched as shown on the plans, the AS shall be
provided with fully rated overlapping neutral transfer contacts. The neutrals of the
normal and emergency power sources shall be connected together only during the
transfer and retransfer operation and remain connected together until power source
contacts close on the source to which the transfer is being made. The overlapping
neutral contacts shall not overlap for a period greater than 100 milliseconds. Neutral
switching contacts which do not overlap are not acceptable.

2.02 Bypass-Isolation Switch

A. A two-way bypass-isolation switch shall provide manual bypass of the load to either
source and permit isolation of the automatic transfer switch from all source and load
power conductors. All main contacts shall be manually driven.

B. Separate bypass and isolation handles shall be utilized to provide clear distinction
between the functions. Handles shall be permanently affixed and operable without
opening the enclosure door. Designs requiring insertion of loose operating handles
or opening of the enclosure door to operate are NOT acceptable .

C. Bypass to the load-carrying source shall be accomplished with no interruption of


power to the load (make before break contacts). Designs which disconnect the load
when bypassing are not acceptable. The bypass handle shall have three operating
modes: "Bypass to Normal," "Automatic," and "Bypass to Emergency." The operating
speed of the bypass contacts shall be the same as the associated transfer switch
and shall be independent of the speed at which the manual handle is operated. In
the "Automatic" mode, the bypass contacts shall be out of the power circuit so that

they will not be subjected to fault currents to which the system may be subjected.

D. The isolation handle shall provide three operating modes: "Closed," "Test," and
"Open." The "Test" mode shall permit testing of the entire emergency power system,
including the automatic transfer switches with no interruption of power to the load.
The "Open" mode shall completely isolate the automatic transfer switch from all
source and load power conductors. When in the "Open" mode, it shall be possible to
completely withdraw the automatic transfer switch for inspection or maintenance to
conform to code requirements without removal of power conductors or the use of any
tools.

E. When the isolation switch is in the "Test" or "Open" mode, the bypass switch shall
function as a manual transfer switch.

F. Designs requiring operation of key interlocks for bypass isolation or ATSs which
cannot be completely withdrawn when isolated are not acceptable.

2.03 Microprocessor Controller

A. The controller’s sensing and logic shall be provided by a single built-in


microprocessor for maximum reliability, minimum maintenance, and the ability to
communicate serially through an optional serial communication module.

B. A single controller shall provide twelve selectable nominal voltages for maximum
application flexibility and minimal spare part requirements. Voltage sensing shall be
true RMS type and shall be accurate to ± 1% of nominal voltage. Frequency sensing
shall be accurate to ± 0.2%. The panel shall be capable of operating over a
temperature range of -20 to +60 degrees C and storage from -55 to +85 degrees C.

C. The controller shall be connected to the transfer switch by an interconnecting wiring


harness. The harness shall include a keyed disconnect plug to enable the controller
to be disconnected from the transfer switch for routine maintenance. Sensing and
control logic shall be provided on multi-layer printed circuit boards. Interfacing relays
shall be industrial grade plug-in type with dust covers. The panel shall be enclosed
with a protective cover and be mounted separately from the transfer switch unit for
safety and ease of maintenance. The protective cover shall include a built-in pocket
for storage of the operator’s manuals.

D. All customer connections shall be wired to a common terminal block to simplify field-
wiring connections.

2.04 Enclosure

A. The ATS/BPS shall be furnished in a NEMA type 1 enclosure unless otherwise


shown on the plans.
B. All standard and optional door-mounted switches and pilot lights shall be 16-mm
industrial grade type or equivalent for easy viewing & replacement. .

PART 3 OPERATION

3.01 Controller Display and Keypad

A. A four line, 20 character LCD display and keypad shall be an integral part of the

controller for viewing all available data and setting desired operational parameters.
Operational parameters shall also be available for viewing and limited control
through the serial communications input port. The following parameters shall only be
adjustable via DIP switches on the controller:
1. Nominal line voltage and frequency
2. Single or three phase sensing
3. Operating parameter protection
4. Transfer operating mode configuration
(Open transition, Closed transition or Delayed transition)
All instructions and controller settings shall be easily accessible, readable and
accomplished without the use of codes, calculations, or instruction manuals.

3.02 Voltage, Frequency and Phase Rotation Sensing

A. Voltage and frequency on both the normal and emergency sources (as noted below)
shall be continuously monitored, with the following pickup, dropout and trip setting
capabilities (values shown as % of nominal unless otherwise specified):

B. Repetitive accuracy of all settings shall be within ± 0.5% over an operating


temperature range of -20°C to 60°C.

C. Voltage and frequency settings shall be field adjustable in 1% increments either


locally with the display and keypad or remotely via serial communications port
access.

D. The controller shall be capable (when activated by the keypad or through the serial
port) of sensing the phase rotation of both the normal and emergency sources. The
source shall be considered unacceptable if the phase rotation is not the preferred
rotation selected (ABC or CBA).

E. Source status screens shall be provided for both normal & emergency to pro-vide
digital readout of voltage on all 3 phases, frequency, and phase rotation.

3.03 Time Delays

A. An adjustable time delay of 0 to 6 seconds shall be provided to override momentary


normal source outages and delay all transfer and engine starting signals.

B. A time delay shall be provided on transfer to emergency, adjustable from 0 to 60


minutes, for controlled timing of transfer of loads to emergency.

C. Two time delay modes (which are independently adjustable) shall be provided on re-
transfer to normal. One time delay shall be for actual normal power failures and the

other for the test mode function. The time delays shall be adjustable from 0 to 60
minutes. Time delay shall be automatically bypassed if the emergency source fails
and the normal source is acceptable.

D. A time delay shall be provided on shut down of engine generator for cool down,
adjustable from 0 to 60 minutes.

E. A time delay activated output signal shall also be provided to drive an external
relay(s) for selective load disconnect control. The controller shall have the ability to
activate an adjustable 0 to 5 minute time delay in any of the following modes:

1. Prior to transfer only.


2. Prior to and after transfer.
3. Normal to emergency only.
4. Emergency to normal only.
5. Normal to emergency and emergency to normal.
6. All transfer conditions or only when both sources are available.
3.04 Withstand and Closing Ratings

A. The ATS/BPS shall be rated to close on and withstand the available RMS
symmetrical short circuit current at the ATS/BPS terminals with the type of over
current protection shown on the plans.
B. The ATS/BPS shall be UL listed in accordance with UL 1008 and be labeled in
accordance with that standard's 1½ and 3 cycle, long-time ratings.

3.05 Tests and Certification


A. The complete ATS/BPS shall be factory tested to ensure proper operation of the
individual components and correct overall sequence of operation
B. The ATS/BPS manufacturer shall be certified to ISO 9001 International Quality
Standard

3.06 Service Representation


A. The ATS/BPS manufacturer shall maintain a national service organization of
company-employed personnel located in the U.A.E. The commissioning at site shall
be carried out by Manufacturer’s personnel with hands on experience of minimum 5
years.

21.0 Lightning Protection System

21.1 General

21.1.1 The contractor shall supply and install a complete system of lightning protection
as shown on the drawings, as here specified and in compliance with the
provisions of the latest British Standard Code of practice relevant to this
installation. and walls.

26.1.2 The system shall be installed by an experienced firm specializing in main and
secondary conductors, fasteners,metal bonds, splicers,earthing terminals and all
necessary parts to install a complete lightning system.
