This was confirmed
by Engr. Elezar Linaac,
COWD assistant general
manager for technical
services, as he explained
the reason why the water
supply has not improved
this week in many west-
ern areas being served by
the water district.
Linaac said consumers
in the elevated areas in
the western parts of the
city and in Opol town,
Misamis Oriental have
continued to be inconve-
nienced as a result of low
water pressure.

7:00 am to 7:00 pm.
The DOH recommended
that the owner should provide
appropriate PPEs for all the
workers like mask and gloves
and other safety equipments
and to strictly implement
occupational and safety pro-
tocol.
She, likewise, added that
a regular check up should
be done to all workers and
staff of the company by their
doctor in order to monitor and
document changes in their
health status.
For her part, Dr. Fe Bong-
cas said there were patients
who were consulted in the
health center and 16 of them
have respiratory problems.
The patients were not resi-
dents within the area, how-
ever.
The committee is set to
conduct another inspection in

Evacuation center to rise in Tablon
THE 18th City Council during its 82nd regular session yesterday presided over by Vice Mayor Raineir
Joaquin V. Uy, enacted an ordinance authorizing the City Mayor to enter into and sign the Memorandum
of Agreement (MOA) with the Office of the Civil Defense (OCD) and the Department of Public Works and
Highways (DPWH) covering the construction of an Evacuation Center in Barangay Tablon.

Considered as a flood and landslide prone area, Cagayan de Oro City is the recipient of the OCD
project that will address immediate and quick response to multiple hazards such as earthquakes, typhoons,

floods, volcanic eruptions, and landslides.
The construction of the Evacuation Center will be funded by the National Government in the amount of
P35,460,000 which will be released upon completion of the necessary requirements for the project.
Under the MOA, the OCD regional office shall oversee the implementation of the project and take
appropriate measures to ensure that the fund transferred to DPWH is used for the intended purpose.
It shall specifically conduct regular consultation and dialogues with DPWH and the city to facilitate the
resolution of implementation issues. Moreover, it shall also conduct regular monitoring and inspection of
the project.
Meanwhile, the DPWH shall act as the implementing party of the project. It shall ensure that the
evacuation center shall be implemented in areas, locations or sites that are not included in critical geo-
hazard areas or no build zone identified by the Mines and Geo-Sciences Bureau (MGB).
Furthermore, it shall also design and build the evacuation center to be resilient from flood, earthquake,
typhoon and other extreme weather events, among others.
For its part, the city shall provide an area for the evacuation center and ensure the location to be free
from geo-hazards or no build zone identified by the MGB. Furthermore, it shall likewise undertake the
proper maintenance of the facility upon acceptance and shall include in their annual appropriation funds
the cost of maintenance and operation of the completed facility.
This legislation was reviewed and favorably endorsed in the committees on police, fire and public
safety and on laws and rules respectively chaired by Councilors Romeo V. Calizo and Ian Mark Q. Nacaya.

dustry Regulation Law, which

among credit card issuers and

credit cards, particularly on
the transparency and man-
ner of computing charges and
fees, safeguards against unfair
collection practices, immedi-

highly confidential. Just between the two
of you, and there could absolutely be no
third party involvement.
That easy, pure and simple. The
gullible would be waste no time cooper-
ating with the con artist. You cannot just
eat your values and morals anyway. Man

tions on how much each voter is “paid”

has sold his vote for a mere nine centa-
vos per day.

The turnout of 2016 election was
anything, but a convincing win for the
Moreno administration.
Would the May 14 barangay polls be
any different? In paper, the dominant op-
position still has the numbers in terms of
barangay chairpersons. Their numbers,
as shown in the last elections, however
did not translate to votes as half of the
city’s barangays, 1 - 40, are literally
small, with a few hundred voters. More-
no and 1st District Rep. Klarex Uy have
strong sway in the city’s big barangays.
Up for grabs for the city hall in the
barangay elections are two ex officio
seats in the city council – the Liga ng
mga Barangay representative and the
Sangguniang Kabaatan federation repre-
sentative.
This could translate to two more
allies at most for the administration or
the opposition. Although the numbers
now at the city council tilts heavily in
favor of the mayor’s party, additional
seats for the opposition, if they retain
their numbers after the polls, could mean
significant power for the minority.

Vote buying and selling certainly is
a mockery of the electoral processes.
While it is expressly prohibited by law,
the Omnibus Election Code, and other
election-related issuances, it is openly
being violated both by voters and candi-
dates.
It is easier said than done, that’s
for sure. Way back in 2013, one of our
batchmates asked a voter in the outskirts
why he sells his vote. The reply was a
not surprising, “La-uya na gud na, Sir.”
If this represents the true status
of people in the outskirts of the city,
then this is a serious concern. Serious
because this could mean we will be gov-
erned by candidates who win elections
through the “la-uya” strategy.
The reforms must start from the can-
didates themselves. In fact, many have

have their own set of rates from 4 to 20
percent.
Still, if the excise tax has not dis-
couraged smokers from their hard-habit-
to-break, it will also not stop potential
car owners from buying a car. This is
comparable to watching “The Avengers:
Infinity War”—its spoilers won’t stop
the curious from indulging his curiosity.
For now, though, curiosity can be
on the new list of barangay officials
involved in drugs, which the Philippine
Drug Enforcement Agency (PDEA)-Re-

with Moreno, Councilor Ian
Nacaya is the renaissance
man of Oro politics. He cut
ties with the former political

leader at the city council and
a trusted ally of the mayor.
A few days ago, a
mouthpiece of the violet
camp said there are four
power blocks in the city,
namely: Moreno, Dongkoy,
Klarex and Rufus, and that
these power blocks would
field their respective bets in
the barangay polls. This is,
of course, a flawed political
analysis for the following
reasons: 1) the alliance of
Moreno and Klarex is well

bets and using the same po-
litical machinery in 2016.
2) Except, perhaps, in Ba-
rangay Nazareth, Rufus’s

Although, defeated by
Rufus in the 2013 congres-
sional race, when the former
congressman was still allied
with Moreno, Councilor Ian
Nacaya is the renaissance
man of Oro politics. He cut
ties with the former political
kingpin and became a senior
leader at the city council and
a trusted ally of the mayor.
A few days ago, a
mouthpiece of the violet
camp said there are four
power blocks in the city,
namely: Moreno, Dongkoy,
Klarex and Rufus, and that
these power blocks would
field their respective bets in
the barangay polls. This is,
of course, a flawed political
analysis for the following
reasons: 1) the alliance of
Moreno and Klarex is well
and getting stronger, and
they are fielding common
bets and using the same po-
litical machinery in 2016.
2) Except, perhaps, in Ba-
rangay Nazareth, Rufus’s
political machinery is mor-
ibund with his supporters
either taking or wanting
to take refuge either un-
der Moreno or the violet
camps. That leaves the city
with only two power blocks
banging heads. The narra-
tive of the violet camp is
however being peddled in
areas like Bulua to create
an impression that there are
cracks in the Moreno-Klar-
ex alliance.
In Barangay Bulua, de-
cades of power of the Le-
gaspi family is getting chal-
lenged by Sheridan “Shy”
Obsioma Maagad. Talk is
abuzz that the Legaspis are
running out of talents with
former kapitan Endong
getting old and sickly and
son Al, ending his term,
they were left fielding a
neophyte, unknown scion.
To prevent Maagad’s victo-
ry, another bet, Gil Banaag
who is identified with the
incumbent and the local
opposition, has come out to
claim that he has the support
of Congressman Klarex.
That, to me, sounds like a
false claim of being the con-
gressman’s anointed one.
If that is not a display of
deceit, I don’t know what is.

the SK elections.
