This procedure details the general method statement and work procedure for
Granite blasting, painting, testing and inspections for the following surfaces, as per
the Technical Specification No. 6 and 7 of Appendix-B, Exhibit-A, Part – II of
Contract:

1.1 Surface Preparation and painting of External Surface for the Fixed Roof
Tanks and attachments
1.2 Surface Preparation and painting of External Surface for the Floating Roof
Tanks and attachments
1.3 Surface Preparation and painting of Internal Surfaces of tank like shell, roof
plate, roof structure and piping for the Fixed Roof Tanks.
1.4 Surface Preparation and painting of Internal Surfaces of tank like shell,
floating roof and piping for the Floating Roof Tanks.
1.5 Surface Preparation and painting of External and external Surface for the
Open Roof Tanks and attachments
1.6 Surface Preparation and painting of piping and other structures inside bun
wall of Tanks.
1.7 Surface Preparation and painting of plates and other structures at blasting
and painting yard.

2.0 APPLICABLE SPECIFICATION & CODE:

This procedure has been prepared in accordance with the latest edition of the
following:

NACE Std. RP0 178 Fabrication Details, Surface Finish Requirement and Proper
Design consideration for Tanks and Vessels to be lined for
Immersion Service.

NACE Std. RP0 287 Field Measurement of surface profile of abrasive blast
cleaned steel surface using a replica tape.

SSPC Steel Structures Paint Council – Applicable standard for


surface preparation, cleaning, evaluation of blasted surface
and paint applications.

API Publication 2015 Cleaning Petroleum Tanks

API 650 Welded Steel Tanks for oil storage.

Paint Manufacturers Specification

3.0 SAFETY PRECAUATIONS:

The following Safety Precautions shall be taken during blasting and painting
activities.

3.1 Precautions against skin and eye contact i.e. glove goggles, facemask, barrier
creams and proper air ventilation etc.

3.2 While spray painting external shell dust cartridge respirator shall be used.
The cartridge shall be replaced regularly. During spray painting tank
internals, air fed hood or full-face mask shall be used.

3.3 Provide adequate ventilation during tank internal blasting and painting.
Paints shall be kept away from sparks and open flame.

3.4 During abrasive blasting, the atmosphere in the vicinity of the operations
generally contains a high concentration of dust. It is, therefore, essential that
the operator and other workmen in the near vicinity be provided with proper
protective equipment

3.5 A static electricity charge can accumulate on an abrasive blast nozzle. The
nozzle should therefore be grounded or electro statically conductive hoses
shall be used to overcome this condition.

3.6 Appropriate scaffolding or lifting device shall be used for blasting jobs at
elevated locations.

3.7 Explosion proof lights shall be used inside the tanks. Adequate number of
firefighting equipment shall be provided.

3.8 Dispose off the used abrasive material and used paint cans as per Kuwait
EPA regulations / waste management procedure

4.0 MATERIALS:

All painting/coating materials such as the primers, thinners, paints etc for each
system shall be as per Company Specification and from list of approved
manufacturers. Blasting medium for surface preparation shall be garnet in
accordance with ISO 11126 (Part 10).

Upon arrival of painting/coating material at store, offer these materials for


Company’s inspection along with batch certificates. CCC Coating Inspector shall
carryout inspection of incoming painting/coating material to ensure material in
conformity with specification requirements. Material inspection report shall be
prepared which shall indicate batch numbers, date of arrival, quantities received,
marking batch certificates and other essential data. Copy of the material inspection
report shall be maintained by Coating Inspector and storekeeper.

The use of materials not as per KNPC specification or which have been
deteriorated is strictly forbidden and such materials shall be removed from site
/store. Stock of paints, primers and thinners shall be rotated regularly to ensure
that only "fresh" materials are issued for use.

Storage of materials which not immediately required shall be in a weather proof


structure allowing adequate ventilation and protection from sunlight, rain and
extreme climatic conditions as per manufactures recommendation. Samples of
materials shall be submitted for inspection and approval from time to time as
required during the progress of the work. Expiry dates of each batch shall be
recorded and discarded if expired.

5.0 SURFACE PREPARATION PRIOR TO BLASTING & PAINTING:

Prior to blasting, all tack welds, spatters, cold rolls, sharp projections shall be
removed by grinding and all oil, grease or any other impurities like salt deposits

on the surface to be removed by solvent cleaning / washing as directed by


Company Representative.

Prior to paint application any traces of sand, dust and other contaminations shall
be removed by air blowing or by vacuum cleaning, if required.

6.0 WEATHER CONDITIONS:

6.1 GARNET BLASTING:

Blast cleaning shall not be carried out when the relative Humidity is 85% or
higher. The surface temperature must be 3 o C above dew point. Blast
cleaning shall not be permitted during wet weather or when rain is
imminent.

Blast cleaning shall not be carried out when the wind velocity is 30 knots or
higher or when the surface will be contaminated with wind borne dust.
Blasting supervisor/foreman shall be responsible to check, record weather
conditions with timing suitable for carrying out these activities. Dry bulb
thermometer and wet bulb thermometer shall be used along with
conversion chart/dew point calculator to check relative humidity.

6.2 PAINTING AND COATING:

Painting and Coating shall not be undertaken when the surface temperature
of the steel work to be coated is 50˚ C or higher or less than 3 degrees above
the ambient dew point or as per the paint manufacturer recommendations.
If maximum/minimum application temperature (metal/ambient) is not
specified in manufacturer data sheet or on material packing, a written
conformation shall be taken from the manufacturer before use.

Painting and Coating shall not be carried out when the relative Humidity is
85% or higher (or at any lower relative humidity stipulated by the
paint manufacturer) unless specifically approved in writing by the
inspection. The surface temperature must be 3 o C above dew point. Painting
and Coating shall not be permitted during wet weather or when rain is
imminent and when the wind velocity is 30 knots or higher. Painting and
Coating shall not be carried out during dusty weather.
Dry bulb thermometer and wet bulb thermometer shall be used along with
chart /dew point calculator to check relative humidity (hygrometer) and

surface thermometer to check metal surface temperature. Painting


supervisor / foreman shall be responsible to check, record weather
conditions with timing suitable for carrying out these activities.

7.0 ABRASIVE BLASTING:

Prior to blasting, elements such as rubber seal, galvanized elements ,name plates,
safety valves, instrumentation, cables ,gauges, valve stems and all machine
surfaces shall be protected.

The blasting medium shall be garnet in accordance with ISO 11126 (Part 10) for
giving the required surface profile under nozzle pressure of 100 psi. The blasting
medium shall satisfy the quality levels required. All granite shall be covered
properly to be free from contamination prior to use.

All blasting operations shall be carried out only by suitably trained and Company
approved personnel. All blasting pots and compressors shall be fitted with efficient
moisture traps and oil filters. Dead man handle or any other required safety
precaution shall be attached with blasting unit.

Compressor air shall be free of oil, moisture and other contamination. Tests shall
be conducted using cotton cloth periodically to check the discharged air if free
from oil or water/humid contamination. Only Tungsten Carbide Venturi -type
nozzle shall be used. No blasting operations shall be carried out to the detriment of
the progress or freshly applied coating which has not dried thoroughly.

All external and Internal surfaces of shell, roof & roof structures of tanks, pipes
and other components shall be blasted to the KNPC’s specification
requirements, the minimum being SA 2 1/2. Blasting supervisor/foreman shall
be responsible to check, record surface profile. Surface profile gauge/ testex tapes
(Press-O-film) shall be used along with reference comparator to randomly check
the required surface profile.

8.0 GENERAL QUALITY REQUIREMENT:

Proper lighting shall be arranged inside tank for inspection. The surface finish shall
be as per the Company specifications. Calibrated inspection tools shall be available
at site during scheduled inspection and during daily weather check. Surface profile
shall be randomly checked by blasting foremen before offering for inspection.

Safe access shall be provided to any part of the surface offered for inspection.
Surface offered for inspection shall be in “ready to paint application condition" it
means free of any traces of dust, scale etc. This applies to inter coat inspection also.

All surfaces shall be inspected and approved by the Company inspection prior to
any coating being applied. Primer /first coat shall be applied within four hours (or
as per manufacturer’s recommendation) of blast to prevent oxidation of the newly
blasted surfaces, If any traces of rust / oxidation is observed the same shall be re
blasted to achieve the required surface profile before priming.

9.0 COATING APPLICATION - GENERAL:

The painting/coating system shall be as per the ‘Acceptable Painting Materials’,


Annexure V, Exhibit-A, Appendix-C, Part II of Contract Documents.

Priming and paint application shall comply with the following: -

Stirring of paint shall be done by mechanical mixer, which shall be fitted with an
on/off control speed regulator. The pot life and the expiry date of paint along with
the certificate shall be checked prior to use.

Primer/First coat shall be applied prior to oxidation of the newly blasted surfaces.
Particular attention shall be given to surfaces such as welds and difficult locations
where the paint shall be patted on with the side of the brush to ensure that a full
coating is obtained.

Any adjacent painted surface damaged during sandblasting, or in the course of the
work, shall be repaired with the relevant primers and paints to the entire
satisfaction of the inspection.

The mixing ratio of the two component materials shall be as per the paint
manufacturer’s instructions.

All brushes shall be of good quality and not more than 100-mm wide. Extended
handle shall not be used. All painting appliance shall be cleaned immediately after
use, with the cleaner recommended by the paint manufacturer.

All containers of painting material shall remain unopened until required for use.
Only the sufficient number of containers that will be used during the day shall be
opened. When the use of thinner is permissible, it shall be added only during the

mixing process. No thinner shall be added after the Paint has been thinned to the
proper consistency.
Ensure that surfaces are clean, dry and free from any contamination before starting
any paint application. The Painting works shall be carried out by skilled and
experienced Painters only.
Over coating conditions shall be as per manufacturer recommendations and data
sheets. Storage of painting /coating materials at site shall be protected from
sunlight, rain and extreme climatic conditions.

10.0 PAINT APPLICATIONS:

Prior to use, paint shall be strained through mesh. Contaminated painting (by dust,
condensation etc) shall be removed. Painting or coating application shall be done
according to the Contract technical specifications and Paint Manufacturer's
instruction. Application of all paint shall be by spray technique.

Surface shall not be coated in rain, fog, mist, snow, wind, dust or when injurious
air-borne elements exist. No paint shall be applied when the ambient temperature
is below 10 degree centigrade, without company’s approval. No coating may be
undertaken when the surface temperature of the steel is 45 degree or above, or as
per the recommendation of manufacturer.

No paint shall be force dried under condition, which will cause wrinkling,
blistering, formation of pores or will detrimentally affect the condition of the paint.
No drier shall be added to the paint on the job. Drying intervals between the
successive coats shall be according to the paint manufacturer's instruction.
Each coat shall be checked prior to the application of the next coat to ensure
uniformity of thickness and coverage and repairs observed shall be carried out. For
each coat of paint, wet/dry film thickness (DFT) at random spots shall be carried
out by painting supervisor/foreman using WFT / DFT gauges.
When the dry film thickness tests reveal any shortages of specified thickness the
required area shall be re-coated as per the paint manufacturer instructions. Any
damage to existing or newly applied paint shall be repaired using touchup.

11.0 PAINT SYSTEM:

The painting/coating system shall be as per the ‘Acceptable Painting Materials’,


Annexure V, Exhibit-A, Appendix-C, Part II of Contract Documents or as
instructed in Inspection Advice Ticket (IAT)/ Preliminary Inspection Report (PIR).

12.0 INSPECTION AND REPAIR OF DEFECTS:


Dry bulb thermometer and wet bulb thermometer shall be used along with chart to
check relative humidity (Hygrometer) and surface thermometer to check metal
surface temperature.

DFT gauge/Elcometer shall be used to check dried painting thickness. WFT gauge
shall be used to check wet painting thickness.

Environmental conditions shall be checked and recorded at start and finish of each
shift and also if conditions change during a shift.
Visual inspection of surface preparation and approval shall be obtained prior to
application of any paint. Profile checking shall be carried with a suitable profile
testing equipment or Press-o- film.

The paint dry film thickness shall be carried out after completion of each coat using
a calibrated Elcometer /DFT gauge and readings recorded. If the dry film
thickness does not meet the required thickness, additional coats shall be applied.
All painted surfaces shall be visually inspected for defects such as holidays,
inclusions; excessive coating or overspray, bubbles, improper coating etc., and such
areas shall be repaired. All repairs to the painting shall be carried out after
thorough cleaning of the repair area and surrounding areas.

13.0 INSPECTION FORMAT:


The following format for inspection shall be used for painting inspection activities
related to Tank Maintenance and Industrial Painting Services.
