1 SCOPE AND DEFINITIONS

This specification together with its referenced documents defines the minimum requirements
to be applied and incorporated to processes, procedures, equipment and material for the
Azerbaijan Developments Projects use in the Caspian Sea Area.

The work covered by this specification consists of furnishing all equipment, materials, and
labour, and performing all operations required for the fabrication, quality control, testing, and
reporting for structural and miscellaneous materials.

COMPANY As defined in the Condition of Contract.

CONTRACTOR As defined in the Condition of Contract.

FABRICATOR An entity selected by CONTRACTOR to design connections, produce


shop drawings, and fabricate steel sections as per COMPANY
drawings and specifications, or as defined in the condition of Contract.

MANUFACTURER An entity selected by FABRICATOR and/or CONTRACTOR for the


manufacturing of any of the items as per COMPANY drawings and
specifications, essential to the fabrication and/or field erection
processes, or as defined in the Condition of Contract.

3 REFERENCE DOCUMENTS

The following Codes, Standards and Statutory Regulations shall be considered as part of
this specification. It shall be the CONTRACTOR's responsibility to acquire possession of all
required Codes, Standards and Regulations referenced in this Specification. The current
edition, unless noted otherwise, at date of contract award, shall be used.

In the event of conflict between any of the codes and standards, requirements of statutory
authorities or with the requirements of this specification, the most stringent requirements
shall take precedence.

4 REQUIREMENTS

4.1 General

4.1.1 The design and fabrication of structural and miscellaneous steel shall conform to the
requirements of the drawings and of this specification. This specification shall govern
when there is conflict with referenced specifications, except that OSHA 29CFR1910
and local codes or those of any regulatory agency or body shall be strictly adhered to.
Any conflicts shall be immediately brought to the attention of the COMPANY.

4.1.2 CONTRACTOR shall furnish structural steel shown on the drawings or specified
herein. Items of structural steel shall consist of, but not be limited to, those items listed
in AISC 303, Section 2, and the following miscellaneous steel items:

a. Stairs, including stair treads


b. Ladders, cages
c. Handrails
d. Toe plates
e. Miscellaneous pit and trench plate covers
f. Loose lintels

4.1.3 Erection of structural and miscellaneous steel is covered in AD-CDZZZZ-CV-SPE-


0033-000.

4.2 Materials

4.2.1 Technical Submittals

Part of the document requirements, as per the agreement between COMPANY and
CONTRACTOR, shall include, but not limited to, the following:

a. Certified mill test reports for structural steel.

b. MANUFACTURER’s certification stating conformity of the welding filler


materials with this specification.

c. MANUFACTURER's certification stating conformity of bolts, nuts, and washers


with this specification. Test reports shall include all the requirements of ASTM
A325 section 13.

d. MANUFACTURER's certification stating conformity of shear connector studs


with this specification.

4.2.2 Structural Steel Shapes and Plates

4.2.2.1 Structural steel shapes and plates shall conform to ASTM A36/36M, ASTM A572/572M
Grade 50, or British Standard BS EN 10025 S275J2 and BS EN 10025 S355NL,
unless otherwise noted on drawings.

Charpy notch tests and impact values at test temperatures stated in BS EN 10025 are Formatted: Justified, Indent: Left: 2,29 cm
required. All samples shall be impact tested with minimum acceptance criteria of 27J
min average (average of three specimens), 20J min (individual value), at temperature -
45oC for BS EN 10025 S355NL and -20⁰C for BS EN 10025 S275J2.

4.2.6 Pipe

Structural steel pipe shall conform to ASTM A500/A500M, Grade B or


ASTM A53/A53M, Grade B, or API SPEC 5L Grade B or BS EN 10210 S275J2H.

4.2.7 Shear Stud Connectors

Shear connectors shall be the headed stud type, made from cold drawn bar stock
conforming to ASTM A108 and the requirements of ANSI/AWS D1.1/ D1.1M.

4.2.8 Chequered Floor Plate

Chequered floor plate shall be four-way raised pattern steel plate of the thickness
called for on the drawings. Plate shall be carbon grade steel (minimum yield stress of
250 KPa), in accordance with ASTM A786/ A786M.

4.2.9 Welding Electrodes

Welding electrodes shall conform to ANSI/AWS A5.1/A5.1M, A5.17/A5.17M,


A5.20/A5.20M, or A5.29/A5.29M, with a minimum electrode tensile strength of 482600

CONTRACTOR shall provide data sheets for substituted material and mill certificates
for COMPANY review prior to placing the order. This shall be documented using
proper COMPANY procedure through a site query.

4.3 Drawings

4.3.1 CONTRACTOR shall be responsible for the preparation of all fabrication shop and
erection drawings, including design of connections based on COMPANY’s design
criteria and codes.

4.3.2 CONTRACTOR shall submit to the COMPANY completed, checked and reproducible
fabrication detail and erection drawings for comments and review for completeness
and overall conformance with the project drawings and specifications.

4.3.3 CONTRACTOR shall ensure that all comments required by the COMPANY are
incorporated in his design and/or drawings. This does not relieve the CONTRACTOR
from his responsibility for the correctness of the design, drawings and shop and field
fits.

4.4 Fabrication

4.4.1 General

4.4.1.1 Fabrication methods shall follow the best accepted practice within the industry and
shall be in accordance with the requirements of AISC 360 and ASTM A6/A6M.
4.4.1.2 In addition to any appearance requirements in this specification or referenced
documents, poor appearance that will be visible from grade or any operating level,
stairway, or ladder after completion of the structure, even though structurally sound,
shall be cause for rejection.

4.4.1.3 Fabrication tolerances for structural steel shall be in accordance with the requirements
of AISC 360.

4.4.1.4 Rolled material shall be in accordance with the tolerances specified in ASTM A6/A6M.
Straightening shall be done by methods that will not injure or weaken the material.

4.4.1.5 FABRICATOR shall obtain written approval from the COMPANY for any substitutions
in material or member size.

4.4.1.6 The size of assembled pieces of structural steel may be limited by the permissible
weight and clearance dimensions of transportation. FABRICATOR shall provide field
connections for such conditions. These connection details and locations, which shall
be designed to minimize fieldwork, shall be approved by COMPANY.

4.4.1.7 Beams, except cantilever, shall be fabricated with the natural mill camber in the up
position. Other camber shall be as called for on the drawings and shall be done in an
approved manner.

4.4.1.8 Welding sequence and procedures shall be such as to keep distortion and shrinkage
within the dimensional tolerances specified in ANSI/AWS D1.1/ D1.1M. Where
required by the drawings, welded assemblies shall be stress relieved by heat treating.

4.4.1.9 Crane rail joints shall be staggered on opposite sides of the runway and shall not
coincide with crane girder joints.

4.4.1.10 Holes shall be provided in the tops of heavy columns for erection shackles.

4.4.2 Connections

4.4.2.1 General

a. Shop connections shall be bolted or welded and as shown on the drawings.

b. When large elements or subassemblies of trusses, girders, and built-up


members are to be field bolted, the parts shall be shop-assembled and
match-marked.

c. Plate thickness if not called for on the drawings shall be 10mm minimum.

d. Construction drawings will indicate slip-critical connections. FABRICATOR

shall ensure that erection drawings clearly indicate all slip-critical connections
and, for galvanized steel, clearly note that the erector shall score the contact
surfaces with a wire brush prior to assembly.

e. Field connections shall be bolted unless otherwise detailed on the design


drawings.

4.4.2.2 Bolts

a. Bolt minimum sizes shall be as follows:

Bolted connections shall have a minimum of two bolts.

b. A sufficient quantity of bolts, nuts and washers for field connections shall be
furnished with an additional 5% of fasteners for each bolt size (diameter and
length) for waste or loss.

c. All non-slip critical high-strength bolts shall be installed and tightened using the
calibrated wrench method in accordance with AISC 360.348 “ Specifications for
structural joints using ASTM A325 or A490 bolts”.

All high strength bolted connections shall be bearing type with threads included
in shear plane. For connections where fit-up is usually difficult, use short
slotted holes perpendicular to the direction of load.

4.4.2.3 Washers

a. When tensioning is by a power torque wrench, connections made with


ASTM A325 bolts shall have a hardened washer in contact with the element
(nut or bolt head) turned in tightening.

b. Where an outer face of the bolted parts has a slope greater than 1:20 with
respect to a plane normal to the bolt axis, a beveled washer shall be used to
compensate for the lack of parallelism. Where necessary, washers may be
clipped on one side to a point not closer than 7/8 of the bolt diameter from the
center of the washer.

c. Where A 325 bolts of any diameter are to be installed or tightened on an


oversize or short slotted hole in an outer ply, a hardened washer conforming to
ASTM F436 shall be used.

4.4.2.4 Welding

a. Welder and tacker certificates of qualification shall be in accordance with


ANSI/AWS D1.1/ D1.1M. Only certified welders shall perform the work.

b. Welding and welding procedures for ASTM A36/ A36M steel shall be in
accordance with ANSI/AWS D1.1/ D1.1M. Welding and welding procedures for
all other grades of steel shall be in accordance with ANSI/AWS D1.1/ D1.1M.

c. Where field welding is indicated on the drawings, members in the welded


connection shall be properly prepared.
d. Material used for runoff tabs and backing straps shall be the same as the base
metal.

e. Shear connector studs shall be automatically end-welded in accordance with


ANSI/AWS D1.1/ D1.1M.

f. All gaps between structural steel members shall be seal welded to avoid
moisture trapping.

4.4.3 Connection Design

All connections shall be designed, by FABRICATOR, in accordance with the Formatted: Indent: Left: 2,29 cm

4.4.3.1 Bolted Connections

Connections with bolts in shear shall be designed with threads included in the shear
plane.

Connections designated as slip-critical on the drawings shall be designed as Class B


(for painted steel) or Class C (for galvanized steel) per Table 3 of RCSC Specification
for Structural Joints using ASTM A325 or A490 Bolts.

When connection details or design values are not shown on the drawings, it is the
FABRICATOR’S responsibility to request from COMPANY the missing information.

4.4.3.2 Welded Connections

Shop-welded connections shall meet all requirements of ANSI/AWS D1.1/ D1.1M.

4.4.3.3 When through connections are required at column webs, one side of the web shall
have a seat angle for erection safety.

4.4.3.4 Welding and weld repair procedures shall be submitted to the COMPANY for approval.
The procedure shall include details of non-destructive testing and any special test to
be applied.

4.4.3.5 All welding shall be executed by qualified operators. CONTRACTOR shall provide
qualification certificates to the COMPANY for review by the appointed inspector at the
FABRICATOR’s shop or at site.

4.4.3.6 The minimum requirement for weld non destructive testing shall be as follows:

- 100% visual on all welds


- 50% ultrasonic testing on fillet welds, at locations agreed by the COMPANY
- 100% ultrasonic testing on all main welds of primary beam and columns
- 100% radiography on lifting eyes/pad eyes
- 100% radiography for full penetration butt welds

4.4.3.7 Field welding is not permitted unless shown on drawings or otherwise approved.

Any welds of temporary nature are not permitted without prior approval of the
COMPANY.

Removal of the slag shall be carried out using light hammering, wire brushing or other
methods that do not deform the surface of the weld.

4.4.3.8 All gaps between structural steel members shall be seal welded to avoid moisture
trapping.

4.4.4 Stair Treads

4.4.4.1 Treads shall be standard width nearest to the widths shown on the drawings.

4.4.4.2 Stair treads galvanized in accordance with ASTM A123/ A123M shall be seal welded
in accordance with ASTM A385/ A385M.

4.4.4.3 The following types of stair treads are commonly used. See drawings for specific type
or types for this project.

a. Welded Bar Grating


Stair treads of welded steel bar grating conforming to ASTM
A1011/A1011Mand shall be fabricated in accordance with
ANSI/NAAMM MBG 531. The size, spacing and type (serrated or plain) of
bearing bars shall be as shown on the drawings. Bent checker plate nosing
shall be provided.

b. Chequered Plate
Stair treads of the chequered plate type shall be 6 mm plate or as noted on
drawing with 38mm turned-down nosing and 38mm turned-up riser kick plate
as shown on the drawings.

4.4.5 Shop Coating

4.4.5.1 Structural steel furnished under this specification shall be new and first quality steel. All
structural steel materials shall be painted in accordance with specification AD-
CDZZZZ-MT-SPE-0020-000, unless noted otherwise on the design drawings.

Where Passive Fire Proofing (PFP) is required, this shall be of the cementitious type in
accordance with Section 5.3 of the GIS 52-201. PFP material shall be Cafco Fendolite
MII - Vermiculite Cement Based Wet Mix Spray, or equivalent approved. Passive fire
proofed structural steel shall be prepared and primed using a compatible paint system
in accordance with AD-CDZZZZ-MT-SPE-0020-000. Prior to the procurement and use
of the PFP material, a written approval of the paint system shall be presented to
COMPANY, confirming the compatibility of the paint system with the PFP material.

Alternative to the cementitious PFP system, the offshore intumescent paint system 8 in
accordance with AD-CDZZZZ-MT-SPE-0020-000, may be used subject to COMPANY Formatted: Indent: Left: 1,27 cm

deposited zinc in accordance with ASTM B695 (i.e. for high strength steel).

4.4.5.3 No paint shall be placed within 75mm of areas to be field welded.

4.4.5.4 Damaged areas of the hot-dip galvanized coating on steel shall be repaired. The area
shall be cleaned in accordance with the MANUFACTURER’s requirements and a
coating of Carboline Carbomastic 15 low odor or approved equal, shall be applied.

When repairs are required to galvanizing, inorganic zinc silicate primer, or zinc rich
epoxy primer, either with or without topcoats, the following procedure shall be followed:

a. Blast clean surface using grit to the specified standard of cleanliness and
roughness.

b. Apply 70 microns DFT of zinc-rich two pack epoxy primer.

c. Apply topcoats as required to achieve original system thickness.

4.4.5.5 Crane rails shall be left unpainted.

4.5 Passive Fire Protection

The type and material specification for the passive fireproofing, as required by the
project drawings, shall be in accordance with drawings and project specification
document.

4.6 Storage

Steel shall be located and stored in a manner to facilitate the sequence and method of
erection.

When steel is colour coded, it shall be stored at designated site locations.

Structural and miscellaneous steel shall be stored above grade on blocking, skids and
other similar means before erection. Stored steel shall be kept free and clean of
foreign material such as grease, oil, concrete splatter, chalk marks and dirt.

5 QUALITY ASSURANCE

5.1 General

5.1.1 FABRICATOR shall provide all material, components, and services in accordance with
a quality control program that assures compliance with the applicable codes,
standards, and this specification.

5.1.2 The materials and workmanship covered in this specification shall be subject to
inspection. However, such inspection shall not relieve CONTRACTOR of his
responsibility to furnish materials and workmanship in accordance with the contract
requirements.

5.2 Shop Inspection

Shop inspection may include, but not be limited to, the following:

a. Verification of conformance of materials with this specification and the


drawings. The limits of acceptability and repair of surface imperfections for
structural steel shall be in accordance with ASTM A6/A6M.

b. Inspection of shop-fabricated structural steel members and assemblies for


conformance with this specification and the drawings.

c. Inspection of high-strength bolted connections in accordance with the RCSC


Specifications for Structural Joints Design using A325 and A490 bolts.
Additionally, the inspection shall assure that for all high-strength bolts the
specified procedure was followed to achieve the pre-tension; all high-strength
bolted connections shall be subject to Arbitration, in accordance with above
AISC joint design specification.

d. Verification of welding procedures, welding operations, and welder and tacker


certificates of qualification in accordance with ANSI/AWS D1.1/D1.1M.

e. Non-destructive testing and inspection of shop welds as follows:

1. Visual inspection of welds in accordance with ANSI/AWS D1.1/D1.1M

2. Magnetic particle inspection in accordance with ASTM E 709

3. Radiographic inspection in accordance with ANSI/AWS D1.1/D1.1M

4. Ultrasonic inspection in accordance with ANSI/AWS D1.1/D1.1M

f. Inspection of shop-welded shear connector studs in accordance with


ANSI/AWS D1.1/ D1.1M.

g. Inspection of surface preparation and shop coating for conformance with


project painting or galvanizing requirements.

5.3 Field Inspection

Field inspection may include, but not be limited to, the following:

a. Inspection of erected steelwork for conformance with this specification and the
project drawings.

b. Inspection of installed high strength friction grip bolted connection, including


the bolt pre-tension, in accordance with this specification and reference codes.

c. Inspection and testing of field welds, if permitted, shall be in accordance with


section 4.4.3.6 of this specification.

6 PREPARATION FOR SHIPMENT

6.1 Bolts, Washers, and Nuts

6.1.1 Bolts, washers, and nuts shall be separated according to sizes and types in clearly
marked watertight containers capable of carrying the weight of the bolts therein.
FABRICATOR shall supply itemized field bolt lists showing members connected, type,
diameter, grip, length, and numbers required. Because the lubricants used on nut/bolt
assemblies are water soluble, FABRICATOR shall pack bolts, washers and nuts in

plastic bags inside wood or metal container.

6.1.2 Shipping papers for bolts shall identify the shop order that the bolt shipment covers.

6.2 Structural Steel

6.2.1 Individual structural steel members shall be identified with erection marks that are
clearly discernible through shop painting or galvanizing, and of a type approved by
Buyer. The erection marks shall be placed in the same relative location as they
appear on the erection drawings. In addition to the erection marks, individual
structural steel members shall be color coded as directed by COMPANY.

6.2.2 Piece Mark Tagging


a. Piece marks for all fabricated steel shall be bead welded on the member.

b. Separate die-stamped metal tags shall be used to show the piece mark
number, the shop order number, and the project number (or area number on
multiple unit projects).

c. This tagging method shall be used on all fabricated steel items, including
ladders and platforms.

Detailed tagging format will be issued with the procurement documents.

6.2.3 FABRICATOR shall be responsible for ensuring that fabricated pieces shipped directly
from the galvanizer to the jobsite have piece marks matching the shipping papers, bills
of material, and erection drawings.

6.2.4 FABRICATOR shall provide one set of erection drawings and shop details on the first
truck shipment of each steel lot delivered to jobsite.

6.2.5 Secure assemblies and pieces in a manner that prevents shipping damage. Painted
and/or galvanized surfaces shall be protected during loading, shipping, unloading or
storage.

7 DOCUMENTATION REQUIREMENTS

7.1 General

Documentation Requirements shall be as specified on BP-CDZZZZ-IF-STG-5001


Project Information Management Strategy. The required number of reproducible and
copies shall be as specified in the Conditions of Contract.

7.2 Drawing Notes

All welds and fasteners shall be detailed or fully described by notes. The notes on
assembly drawings shall clearly state all pertinent information not shown on other
applicable drawings, including applicable codes, specifications, tests, material
identification (By ASTM designation when possible), and weights.
