FEATURE OVERVIEW
ANR Introduction:
• LTE ANR (stating for Automatic neighbor Relation) function allows the creation of neighbor relations and X2
links in an autonomous and automatic manner by the eNB, using UE measurements and information received
over X2 and S1 interfaces as input.
• The purpose of 171148 feature is to provide several enhancements to the existing FDD ANR functionality
based on feedback received from customers and field trials.

ANR – Self Organizing Network (SON) Goals:


• OPEX Level - Automatize operations & Reduce mistakes;
• Optimization Level - Decrease churn.

FEATURE BENEFITS
This feature has the following areas of improvement:

171148 • Increase X2 links visible limit to 72;


ANR • Support of new FGI bits for inter-RAT ANR for UTRAN and differentiated FGI settings for ANR FDD/TDD.
Enhancements • Performance counters for potential NRs

Feature Value:
• This feature provides several enhancements to the ANR functionality that will increase the value and usability
of ANR for the customer.
- Increased number of visible X2
- No compatibility issue with UE implementing March’12 CR
- Counters for all neighbors to understand neighboring and ANR decisions.

ENHANCEMENTS LIST – INCREASE LIMIT TO 72 VISIBLE X2 LINKS
• This feature provides the following enhancements to the ANR functionality from previous releases:
Up to 72 visible X2 Links
Support FGI bit 33 for inter-RAT ANR (UTRAN) & differentiated FGI settings for ANR FDD/TDD
Performance counters for potential NRs

• Up to 72 visible X2 Links:
- Rationale: It is much more convenient for operations personnel to be aware of established X2 links in
order to troubleshoot, rather than have some dynamic X2 links (meaning not stored in any database and
dynamically learnt from served cells received during X2 setup procedure) that are invisible (not visible on
SAM). Goal is to have all of them visible but for now limit imposed to 72. Scope: Intra-freq, Inter-freq
- This enhancement is activated by default during an upgrade.

• The current (until LR13.3) limit of 48 visible links needs to be increased to handle the increase in the number of
X2 Visible
MIM instances. Propose increasing to 72 foreseeing future growth and deployment configurations such as Metro cells.
Links
On top of that still possible to have additional 24 dynamic X2 Links.

ENHANCEMENTS LIST – FGI BIT 33 FDD ONLY

• UTRAN ANR & ANR FDD/TDD FGI Support:


• Rationale: The new FGI bits introduced in TS36.331, March’12 release for R9 and R10 allow for more specific
and flexible indication of UE support of inter RAT ANR for the different RATs. It will also enable a dual mode
(FDD/TDD) UE if it supports different ANR capabilities for each mode to indicate the capabilities separately
for each mode.
• Scope: UTRAN for bit 33. ANR for other RATs (HRPD, 1xRTT, GERAN) are not required in this timeframe.
• The new FGI bits are defined in Annex.
- Prior to this version of the standard, one single bit (bit 19) was used by the UE to indicate support of ANR for one or more RATs.
- In the Mar’12 version additional bits 33-36 have been defined to indicate ANR support individually for each RAT. So with this enhancement,
if the UE sends Bit 33 then this bit shall be used instead of Bit 19 to determine UE support of inter-RAT UTRAN ANR.

• The enhancement will also enable a dual mode (FDD/TDD) UE to set FGI bits for ANR differently for
FDD/TDD.
- Differentiated settings apply only to bit 19 and bit 33 for UTRAN ANR (Only ANR for UTRAN FDD is supported in this
release, so bit 37 support for UTRAN TDD is not required).

ENHANCEMENTS LIST – FGI BIT 33 FDD ONLY

• So ,with this enhancement, if featureGroupIndRel9Add-r9 exists:


- in the UE-EUTRA-Capability-v9a0-IEs when receiving the container for the UE capabilities (from S1AP INITIAL CONTEXT
SETUP REQUEST, or S1AP/X2AP HANDOVER REQUEST, or UECapabilityInformation),
- eNb UeCallP shall use featureGroupIndRel9Add-r9::bit33 to check whether UE supports inter-RAT UTRAN ANR,
- otherwise, featureGroupIndicators::bit19 is used to determine whether UE supports inter-RAT UTRAN ANR(i.e. current implementation).

• This enhancement apply for UTRAN FGI BIT#33 and differentiated FDD/TDD for UTRAN ANR (for this LR13.3
release only FDD supported) functions and has no feature flag to enable/disable it.

FIRST UPGRADE USING THE FEATURE
• As this feature/enhancements doesn’t have any related parameter no specific setting needs to be used,
therefore if ANR is activated so will be the these functionalities.

• To ensure the same level of functionality and performance after the upgrade than before (ISO-functionality)
the following setting should be used:
- ActivationService::lteIntraFrequencyAnrEnable = false;
- Enb::SelfOrganizationNetwork::AutomaticNeighborRelation::LteIntraFrequencyAnr::nRPriorityStatPeriod = unset;
- PerformanceManagement::enhancedAnrReported = false.

• Assumption is that ANR was previously deactivated. To ensure same level of functionality a flag should be set
to false to ensure the feature is not newly activated at upgrade.

CONCLUSIONS
• Automatic Neighbor Relation enhancements clearly brings added value to a customer:
- As it solves main existing issues:
- Visibility up to 72 X2 links;
- Lack of support of newly defined FGI bits;
- implements new counters that will allow better analysis and monitoring of ANR functions.
