Cannabis Retail Public Engagement Plan
Options: "THAT, it be recommended to Council that Council endorses the
Cannabis Retail Engagement Plan as outlined in Administration
Report No. 0007/18 and authorizes staff to proceed with the
plan."
Due to time constraints, this report was not reviewed by the City Manager.
KEY INFORMATION:
The engagement plan includes activities that the community can provide public feedback.

a short online survey; and
The plan will use a variety of ways to communicate with the community and how they can
participate and share their feedback. This includes social media, newspaper and radio ads,
survey links on partner email communications and the City of Fort St. John App.
Another key component to the engagement plan is to inform and communicate in a
transparent and clear way. The City

As part of the public engagement, maps showing the four (4) proposed setback distances
from schools, parks and other Cannabis Retail uses will be displayed for public feedback.

The maps will also be incorporated into the key messaging on the Let's Talk page, the
online survey and the Dotmocracy events.
RELEVANT OBSERVATIONS:
Conducting public participation is an integral part of the planning process. In order for staff
to effectively prepare a bylaw for Council's consideration, it is important that all pertinent
information has been collected and reviewed to inform the proposed bylaw.
A review and analysis of the data (feedback) collected will be completed to determine which
setbacks from each respective use as outlined in the engagement plan, will be
recommended in the draft bylaw. These recommendations will then be presented to
Council for consideration in the form of a Zoning Amendment Bylaw at the Regular Council
Meeting on June 11, 2018 unless Council gives setback distances at this meeting. In
which case, the proposed setbacks would be identified for the public to comment on.
Goal No. 5 - Actualize downtown Fort St. John as a social, vibrant, liveable hub as
articulated in the Fort St. John Downtown Action Plan.
KEY RESULT:
To have Council support the engagement plan as presented and authorize staff to proceed
with public engagement.
UNINTENDED OUTCOMES:
That Council does not support the engagement plan as presented and provides direction for
additional or different setbacks distances to be considered, or add other activities to the
engagement plan.
That Council does not support the engagement plan as presented and requests that
additional setbacks be considered and/or greater setback distances be considered.

Cannabis Retail
Level of Engagement
The level of engagement for this project will be consult. We must obtain public feedback on various
requirements to include in the proposed bylaw while ensuring to meet the federal legalization date.
Purpose
The purpose of this consultation is to receive public feedback on portions of the draft bylaw regarding
placement of Cannabis Retail.
Key Objectives
1. Obtain public feedback regarding placement of Cannabis Retail, including:
a. Permitted zones
b. Distance from schools
c. Distance from parks
d. Distance between other Cannabis Retail
2. Clearly define Cannabis Retail
