2 Overview
2.1 Introduction
Downlink packet switched (PS) power control is used to adjust the transmit power of the mobile station
(MS) or base transceiver station (BTS) according to the quality of setup radio links over the Um interface.
In this manner, the transmit power is reduced without affecting the link quality, reducing the network
interference and expanding the network capacity.
The benefits of downlink PS power control are as follows:
 Reducing network interference
After downlink PS power control is enabled, adjacent-channel interference is reduced, and the
carrier-to-interference ratio (CIR) increases.
 Reducing power consumption
When the transit power of the MS and BTS decreases, the maximum standby and speech time
of the MS increases, and the BTS requires less power.

3 Downlink PS Power Control


3.1 Principles
PS Power Control enables the BSC to dynamically adjust the transmit power of PS services based on the
radio link quality. This reduces network interference and power consumption.
 For downlink EGPRS power control, MSs measure the downlink bit error probability (BEP) and
send the measured values to the BSC. The BSC uses the measured values to calculate the
downlink transmit power of PDCHs for these MSs.
 For downlink GPRS power control, MSs measure the downlink level and send the measured
values to the BSC. The BSC uses the measured values to calculate the downlink transmit power
of PDCHs for these MSs.
 When an MS initially accesses the network, the BSC cannot obtain the information about the BEP
before the MS sends the first measurement report with the BEP to the BSC. Therefore, the BSC
calculates the initial power attenuation value for the MS using the uplink receive level measured
by the BTS.

3.2 Downlink EGPRS Closed-Loop Power Control


The downlink EGPRS closed-loop power control function is enabled by setting
SUPPSDLPC(BSC6900,BSC6910) to YES(Yes).

3.2.1 Calculation of the CIR


For EGPRS, the bit error probability (BEP) MR from the MS indicates the receive quality. The BEP MR
contains the mean bit error probability (MEAN_BEP) and CV bit error probability (CV_BEP). MEAN_BEP
indicates the mapping between the measured BEP value and the CIR, which means the CIR of the TBF
carrying the MS can be obtained through the downlink BEP MR of the MS. If power control has been
performed in the previous power control period (period corresponding to the downlink BEP MR), the
power control step of the previous period needs to compensate the CIR obtained in this period. The CIR
needs to be filtered out to minimize the effect on the power control decision due to sudden changes of a
specific MR. In this way, the current CIR, that is, CIRcurrent, can be obtained.

3.2.2 Calculation of the Dynamic Power Attenuation Value


There are two policies for downlink power control: power-control preferred and throughput preferred.
Users can specify PSPCPOLICY(BSC6900,BSC6910) to select an appropriate policy.
Power-Control Preferred

With this policy, the BSC performs power control regardless of the coding scheme stability. Power control
is performed when the coding scheme changes to a higher- or lower-rate one.
This policy calculates the downlink power control amount based on the CIR threshold corresponding to
DLPCSTARTTHR(BSC6900,BSC6910). If the coding scheme of the current TBF is greater than or equal
to the value of DLPCSTARTTHR(BSC6900,BSC6910), the EGPRS downlink power control is triggered.
Table 3-1 lists the mapping between downlink EGPRS coding schemes and MEAN_BEP/CIR ranges
([CIRmin, CIR max]).

NOTE:
LA/IR mode means that both the link adaption (LA) mode and the incremental redundancy (IR) mode

Throughput Preferred

With this policy, the BSC performs power control based on the coding scheme stability. When the coding
scheme changes to a higher- or lower-rate one, power control is not performed to ensure that the
throughput does not decrease.
For downlink EGPRS power control, this policy calculates the downlink power control amount based on
the CIR threshold corresponding to the current coding scheme.
To prevent frequent change of the coding scheme in the downlink power control, the coding scheme
stability check is required before the downlink power control. The downlink power control can be enabled
only when the coding scheme is stable.

NOTE:
Coding scheme stability check is as follows:
The BSC obtains and uses the optimal coding scheme according to the MEAN_BEP. When the optimal
coding scheme is used, the number of times the coding scheme is used increases by one. Within the
number of times specified by MCSSTATTHR(BSC6900,BSC6910), if the time of using the coding
scheme is greater than or equal to the value of MCSSTABTHR(BSC6900,BSC6910), the coding scheme
is stable and therefore the downlink power control can be performed on the TBF carrying the MS.
Otherwise, the downlink power control is not performed.
Map the current coding scheme onto one target CIR range [CIRmin, CIRmax] as shown in Table 3-1.
For power-control preferred policy or throughput preferred policy, the target CIR (CIRtarget) indicates the
signal quality of the network under that coding scheme is the best and is calculated using the following
formula:
CIRtarget = MIN(CIRmin + TGTCIRPOS(BSC6900,BSC6910), CIRmax)
To prevent frequent downlink power control, the previous power attenuation value PR data is used if the
difference between CIRcurrent and the CIR target is within the range specified by
TGTCIROFFSET(BSC6900,BSC6910). Otherwise, the value of PRdata is calculated using the following
formula:
PR data = MIN((CIRcurrent – CIR target), MAXPCSTEP(BSC6900,BSC6910) ×
PSPCPRES(BSC6900,BSC6910) )
MAXPCSTEP(BSC6900,BSC6910) specifies the maximum granularity for power decrease. This
parameter, together with PSPCPRES(BSC6900,BSC6910), determines the maximum step for downlink
power decrease, thereby avoiding excessive power control.
PSPCPRES(BSC6900,BSC6910) specifies the minimum granularity for adjusting the BTS output power
using PS downlink power control. The value of this parameter indicates the precision of downlink power
control.

3.2.3 Calculation of the Power Attenuation Value for Downlink Dummy Control Blocks
That Carry USF
For downlink Dummy control blocks that carry a valid USF (USF value is not equal to 7), the
corresponding power attenuation value required for decoding the USF (PRUSF) is calculated using the
following formula:
PRUSF = MIN((CIRcurrent – CIRUSF) × USFDummyPCFactor(BSC6900,BSC6910) /10,
MAXPCSTEP(BSC6900,BSC6910) × PSPCPRES(BSC6900,BSC6910) )
USFDummyPCFactor(BSC6900,BSC6910) specifies the power control factor for dummy control blocks
carrying a valid USF and is used to configure power attenuation granularity for dummy control blocks
carrying valid USFs.

3.2.4 Calculation of Power Attenuation Value for EGPRS Signaling Blocks


For EGPRS signaling blocks, the target CIR for power control (CIR sigtarget) is calculated using the following
formula:
CIR sigtarget = MIN (CIRMCS9 - EgprsSigPowerOffset(BSC6900,BSC6910), CIRmax)
CIRMCS9 indicates the target CIR for MCS9.
EgprsSigPowerOffset(BSC6900,BSC6910) specifies the offset of transmit power of signaling blocks
relative to the transmit power of data blocks during EGPRS power control.
The corresponding power attenuation value is calculated using the following formula:
PRsignalling = MIN ((CIRcurrent - CIR sigtarget), MAXPCSTEP(BSC6900,BSC6910) x
PSPCPRES(BSC6900,BSC6910) )

3.2.5 Dynamic Downlink EGPRS Power Control


 The BSC does not perform dynamic power control on the PBCCH, PCCCH, and PTCCH. These
channels use fixed output power specified by the BTS.
 The BSC uses fixed output power on the PDCH on the BCCH TRX.
 The BSC performs dynamic power control on the PDTCH and PACCH that are located on non-
BCCH TRXs. The BTS dynamically regulates the output power of the PDTCH and PACCH that
are located on non-BCCH TRXs. The details are as follows:
 For downlink Dummy control blocks that do not carry a valid USF, the configured
maximum power attenuation value is the output power attenuation value, and the output
power is calculated using the following formula:
Output power = PBCCH – P0 – DummyPRGran(BSC6900,BSC6910) ×
PSPCPRES(BSC6900,BSC6910)
NOTE:
PBCCH refers to the maximum transmit power of the BCCH TRX.
P0 is the value of DLPCINITPR(BSC6900,BSC6910) .
DummyPRGran(BSC6900,BSC6910) specifies a fixed power attenuation granularity.
PSPCPRES(BSC6900,BSC6910) specifies the downlink power control precision.
 For signaling control blocks on the PACCH, the output power is calculated using the
following formula:
Output power = PBCCH - P0 - PRsignalling
 For downlink Dummy control blocks that carry a valid USF, the value of power attenuation
value for the USF is used as the output power attenuation value, and the output power is
calculated using the following formula:
Output power = PBCCH – P0 – PRUSF
where PRUSF is the value of power attenuation value for the USF.
 For data blocks that carry the USF, the smaller of the value of power attenuation value for
the USF and the dynamic power attenuation value is used as the output power attenuation
value, and the output power is calculated using the following formula:
Output power = PBCCH – P0 – min{PRdata, PRUSF}
where PRdata is the dynamic power attenuation value.
 For signaling blocks that carry the USF, the smaller of the power attenuation value for the
USF and the dynamic power attenuation value is used as the output power attenuation
value, and the output power is calculated using the following formula:
Output power = PBCCH – P0 - min{PRsignalling,PRUSF}

3.3 Downlink GPRS Closed-Loop Power Control


The downlink GPRS closed-loop power control function is enabled by setting
SUPGPRSDLPC(BSC6900,BSC6910) to YES(Yes).

3.3.1 Calculation of the Level


To minimize the effect on the power control decision due to sudden changes of a specific MR, the BSC
needs to filter the downlink receive level MRs reported by MSs and the downlink receive level after
filtering is Rxlevfiltered. The BSC does not need to perform the power control compensation for the downlink
receive level obtained from MSs before the filtering. This is because MSs are required to measure the
downlink receive level on the BCCH when downlink power control is enabled, as specified in 3GPP TS
45.008.

3.3.2 Calculation of the Dynamic Power Attenuation Value


There are two policies for downlink power control: power-control preferred and throughput preferred.
Users can specify PSPCPOLICY(BSC6900,BSC6910) to select an appropriate policy.
Power-Control Preferred

With this policy, the BSC performs power control regardless of the coding scheme stability. Power control
is performed when the coding scheme changes to a higher- or lower-rate one.
If the current TBF coding scheme is greater than or equal to the value of
GPRSDLPCSTARTTHR(BSC6900,BSC6910), the dynamic power attenuation value is directly
calculated.
Throughput Preferred

With this policy, the BSC performs power control based on the coding scheme stability. When the coding
scheme changes to a higher- or lower-rate one, power control is not performed to ensure that the
throughput does not decrease.
For downlink GPRS power control, this policy calculates the downlink power control amount based on the
current downlink level threshold.
To prevent frequent change of the coding scheme in the downlink power control, the coding scheme
stability check is required before the downlink power control. The downlink power control can be enabled
only when the coding scheme is stable.

NOTE:
Coding scheme stability check is as follows:
The BSC obtains and uses the optimal coding scheme according to the retransmission rate. When the
optimal coding scheme is used, the number of times the coding scheme is used increases by one. Within
the number of times specified by MCSSTATTHR(BSC6900,BSC6910), if the time of using the coding
scheme is greater than or equal to the value of MCSSTABTHR(BSC6900,BSC6910), the coding scheme
is stable and therefore the downlink power control can be performed on the TBF carrying the MS.
Otherwise, the downlink power control is not performed.
For power-control preferred policy or throughput preferred policy, the dynamic power attenuation value
(PRdata) is calculated based on the difference between the actual downlink receive level after filtering
(Rxlevfiltered) and the target downlink level threshold (Rxlevtarget, which is specified by
GPRSDLPCRELTHR(BSC6900,BSC6910)) and is calculated using the following formula:
PRdata = MIN(GPRSDLPCRELADJGENE(BSC6900,BSC6910) × (Rxlevfiltered – Rxlevtarget)/100,
MAXPCSTEP(BSC6900,BSC6910) × PSPCPRES(BSC6900,BSC6910))

3.3.3 Calculation of the Power Attenuation Value for Downlink Dummy Control Blocks
That Carry USF
For downlink Dummy control blocks that carry a valid USF (USF is not equal to 7), the power attenuation
value required for decoding the USF is calculated using the following formula:
PRUSF = MIN(USFDummyPCFactor(BSC6900,BSC6910) x (Rxlevfiltered – Rxlevtarget)/10,
MAXPCSTEP(BSC6900,BSC6910) x PSPCPRES(BSC6900,BSC6910))

3.3.4 Calculation of Power Attenuation Value for GPRS Signaling Blocks


For GPRS signaling blocks, the power attenuation value is calculated using the following formula:
PRsignalling = MIN (GPRSDLPCRELADJGENE(BSC6900,BSC6910) × (Rxlevfiltered – Rxlevtarget +
GprsSigPowerOffset(BSC6900,BSC6910))/100, MAXPCSTEP(BSC6900,BSC6910) ×

3.3.5 Dynamic Downlink GPRS Power Control


 The BSC does not perform dynamic power control on the PBCCH, PCCCH, and PTCCH. These
channels use fixed output power specified by the BTS.
 The BSC uses fixed output power on the PDCH on the BCCH TRX.
 The BSC performs dynamic power control on the PDTCH and PACCH that are located on non-
BCCH TRXs. The BTS dynamically regulates the output power of the PDTCH and PACCH that
are located on non-BCCH TRXs. The details are as follows:
 For downlink Dummy control blocks that do not carry the USF, the configured maximum
power attenuation value is the output power attenuation, and the output power is
calculated using the following formula:
Output power = PBCCH – P0 – DummyPRGran(BSC6900,BSC6910) x
PSPCPRES(BSC6900,BSC6910)
 For downlink Dummy control blocks that carry the USF, the value of power attenuation
value for the USF is used as the output power attenuation value, and the output power is
calculated using the following formula:
Output power = PBCCH –P0– PRUSF
 For signaling control blocks on the PACCH, the output power is calculated using the
following formula:
Output power = PBCCH - P0 - PRsignalling
 For data blocks that carry the USF, the smaller of the value of power attenuation value for
the USF and the dynamic power attenuation value is used as the output power attenuation
value, and the output power is calculated using the following formula:
Output power = PBCCH – P0 – min{PRdata, PRUSF}
 For signaling blocks that carry the USF, the smaller of the power attenuation value for the
USF and the dynamic power attenuation value is used as the output power attenuation
value, and the output power is calculated using the following formula:
Output power = PBCCH – P0 - min{PRsignalling,PRUSF}

3.4 Downlink Initial Power Attenuation


When an MS initially accesses the network, the BSC cannot obtain the information about the BEP before
the MS sends the first measurement report with the BEP to the BSC. Therefore, the BSC calculates the
initial power attenuation value for the MS using the uplink receive level measured by the BTS.

3.4.1 Calculation of Downlink Receive Level


If the BSC does not receive the downlink receive level reported by the MS, the BSC uses the uplink
receive level (RxLevuplink) measured by the BTS to calculate the downlink receive level for the MS using
the following formula:
RxLevdownlink = Transmit power of BCCH TRX on the BTS - Combiner loss - Path loss
where,
 Path loss equals FMSMAXOPCC(BSC6900,BSC6910) minus RxLevuplink
 Combiner loss is specified by COMBINERLOSS(BSC6900,BSC6910).
FMSMAXOPCC(BSC6900,BSC6910) specifies the maximum allowable transmit power of an MS during
channel access. This parameter is broadcasted to the MS through a system information (SI) 3.
If the BSC receives the downlink receive level (RxLevdownlink) reported by the MS, the BSC directly uses
the reported value.

3.4.2 Calculation of Initial Power Attenuation Value for Downlink EGPRS Data Blocks
and Downlink EGPRS Signaling Blocks
For downlink EGPRS data blocks, the initial power attenuation value is calculated using the following
formula:
EGPRSInitAttenuation Data = RxLevdownlink - EgprsInitAttTargetLevel(BSC6900,BSC6910)
EgprsInitAttTargetLevel(BSC6900,BSC6910) specifies the expected target downlink receive level for
the MS after the power of the EGPRS data blocks initially attenuates.
For downlink EGPRS signaling blocks, the initial power attenuation value is calculated using the following
formula:
EGPRSInitAttenuation Signalling = RxLevdownlink – ( EgprsInitAttTargetLevel(BSC6900,BSC6910) –
EgprsSigInitAttOffset(BSC6900,BSC6910) )
EgprsSigInitAttOffset(BSC6900,BSC6910) specifies the power offset of EGPRS signaling blocks
relative to EGPRS data blocks during the initial EGPRS power attenuation.

3.4.3 Calculation of Initial Power Attenuation Value for Downlink GPRS Data Blocks
and Downlink GPRS Signaling Blocks
For downlink GPRS data blocks, the initial power attenuation value is calculated using the following
formula:
GPRSInitAttenuation Data = RxLev downlink - GprsInitAttTargetLevel(BSC6900,BSC6910)
GprsInitAttTargetLevel(BSC6900,BSC6910) specifies the expected target downlink receive level for the
MS after the power of the EGPRS data blocks initially attenuates.
For downlink GPRS signaling blocks, the initial power attenuation value is calculated using the following
formula:
EGPRSInitAttenuation Signalling = RxLev downlink - ( GprsInitAttTargetLevel(BSC6900,BSC6910) -
GprsSigInitAttOffset(BSC6900,BSC6910) )
GprsSigInitAttOffset(BSC6900,BSC6910) specifies the power offset of GPRS signaling blocks relative
to GPRS data blocks during the initial GPRS power attenuation.

6 Engineering Guidelines
6.1 When to Use PS Power Control
The PS power control algorithm can effectively reduce the network interference and improve the CS
service performance, voice quality and the user experience accordingly. PS power control applies to
various networking scenarios. The gain of PS power control, however, varies with PS service models, PS
traffic volume, and related parameters. You are advised to enable this feature in the following scenarios:
 CS and PS services are distributed at the frequency hopping layer, the frequencies are
intensively reused (such as 1x3 or more intensive), and the CIR is large.
 The distance between BTSs is short, such as urban areas.
 The PS traffic volume is large, such as universities.
This feature provides a power control policy on PS high-rate coding schemes such as CS 4 for GPRS or
MCS 9 for EGPRS. Performing power control only on high-rate coding schemes produces limited effects
but maximizes the performance of PS services.

6.4 Overall Deployment Procedure


The overall deployment procedure is as follows:

1. Check the HQIs, network interference, and the proportion of occupied PDCHs to all occupied
channels for the entire network. If the HQIs are low, network interference is severe, and the
proportion of occupied PDCHs to all occupied channels is large, downlink PS power control
needs to be enabled.
2. Obtain a license and enable PS Power Control.

NOTE:

After the downlink power control is enabled, you should check the
PCMEASCHAN(BSC6900,BSC6910) parameter to ensure the MS can measure the downlink
BCCH receive level without affecting the uplink open-loop power control.

3. Monitor the KPIs of the entire network for several days. Observe the changes in HQIs, PS
throughput decrease, and PS power control effect. Then, verify that PS Power Control is
enabled.

If PS Power Control is enabled, the overall deployment procedure is complete.

LMT User Guide or BSC6910 GSM LMT User Guide. Then, view the Packet Uplink
Assignment, Immediate Assignment, Packet Downlink Assignment, DTM Assignment
Command, or Packet Timeslot Reconfigure messages.

Expected result: The Packet Uplink Assignment, Immediate Assignment, Packet Downlink
Assignment, DTM Assignment Command, or Packet Timeslot Reconfigure message contains
the p0 and pr-mode information elements (IEs).

NOTE:

For example, in the Packet Uplink Assignment message, the value of is-p0 is 1, and the p0
and pr-mode IEs are contained in the message. (The value of is-p0 is 0 when PS power
control is disabled.)

6.6 Performance Monitoring

 When downlink EGPRS/GPRS power control is enabled, monitor the following counters to
evaluate the effect of PS power control in decreasing power:

6.7 Parameter Optimization

 If the observation result shows that PS power control greatly decreases the throughput of PS
services, increase the values of DLPCSTARTTHR(BSC6900,BSC6910) and
MCSSTABTHR(BSC6900,BSC6910), and raise the requirements for triggering PS power
control to reduce the impact of PS power control on the throughput of PS services.
 If the observation result shows that the power is excessively decreased or the coding schemes
are adjusted back and forth, increase the value of PSPCPRES(BSC6900,BSC6910) and
decrease the maximum step of power control to reduce the impact of PS power control on the
coding schemes.
 The immediate assignment message is more likely to be segmented due to its large length value
and the immediate assignment success rate may decrease if PS Power Control is enabled when
either of the following conditions is met:
 GPRS cell: 16 < Number of frequencies configured for FH in the cell ≤ 32
 EGPRS cell: 8 < Number of frequencies configured for FH in the cell ≤ 32

It is recommended that LongHopFreqNumLowLmtSw(BSC6900,BSC6910) be set to ON(On)


to eliminate the negative impact on the immediate assignment success rate.
