6.2. Metrology
The meter current sensors provide a wide dynamic range and guarantee high stability over the
operating temperature range of the meter.
The current and voltage input signals are sampled by an analogue to digital converter (ADC) on
measurement chip, the measurement chip then derives various energy values and transfer to MCU.
The MCU records these values in a suite of registers that are independent of any meter
configuration and are always available. These registers accumulate their respective energy values.
The contents of these registers can be displayed at any time as instantaneous values on the meter
LCD.

The CL730D22L meter supports various measurement data

 Bi-directional metering for import/export active energy, and 4 quadrants reactive energy.
 Metering instantaneous voltage and current, active/reactive/apparent power, power factor
and frequency, for total and per phase value.
 The minimum cycle of the unit for electric energy direction judgment is 1 second.
 The minimum unit of CL730D22L of output (communication/display) is 0.1Wh, 0.1varh, and
0.1VAh.
 Data refreshes every second.
 Average values of the following items can be calculated: import and export active/ reactive
power with default calculation cycle of 10min.

6.2.1. Energy Calculation Formula

The meter measures various energy values, in all 4 quadrants of AC waveform.

Figure 6.3 Geometric Representation of Active and Reactive Power

The active and reactive energy is calculated according to the formulas as below:
𝑡
𝐴𝑐𝑡𝑖𝑣𝑒 𝐸𝑛𝑒𝑟𝑔𝑦 = 𝑉(𝑡)𝐼(𝑡)𝑐𝑜𝑠𝜑(𝑡)𝑑𝑡
0
𝑡
𝑅𝑒𝑎𝑐𝑡𝑖𝑣𝑒 𝐸𝑛𝑒𝑟𝑔𝑦 = 𝑉(𝑡)𝐼(𝑡)𝑠𝑖𝑛𝜑(𝑡)𝑑𝑡
0
The apparent energy is calculated by the method of Quadratic sum of active and reactive powers.
S² = P²+ Q²
This method is precise at low current.

6.2.2. Energy Register

There are various energy registers of total and per phase are updated every second:
a) Active and Apparent Energy Register Total and Per Phase
b) Reactive Energy Register Total and Per Phase

Note *, Record the energy always by adding this value, regardless of the direction of the flow of
energy, and the optical/LED or electric impulse energy output is according to this absolute sum
energy value.
Note **, Record the energy always considering the direction of flow, which is the import energy
subtracts the export energy. This can be a negative value when export energy value is more than
import one.
Note, x is tariff rate, with default value 0~4.

6.2.3. Accumulated and Delta Energy Register

The meter records the consumption of all tariff-based metered energy registers, which are used
for billing purpose. There are 2 modes of energy register operation:
 Cumulative
The registers never reset and the energy will always continue to accumulate before reach the
register up limit.
 Consumption
The registers reset to zero at the end of a billing period (EOB).
At the end of a billing period, the energy registers can be recorded (captured) to profile.

6.2.4. Energy Register Capacity

And the CL730D22L Energy register is capable to hold value in range of 0 ~ 999,999,99Wh. When
the energy register exceeds the upper limit, it will automatically clear (return to 0 Wh). The
register will multiply by CT and PT transformer ratio for supporting 8 digits on LCD display.
Because the LCD display supports 8 digits as default, the decimal display on LCD is configurable to
0, 1, 2, 3; with default value 0 in normal display mode, and default value 3 in key display mode.
And the energy displayed by using leading zeros.

6.3. Demand and Maximum Demand

6.3.1. Demand
Meter demand is the average power value based on a period, such as 15 minutes. It is mainly used
for customer and utility for energy consumption monitoring. Some utility adopt it for billing
purpose. The CL730D22L meter is able to record demand including active / reactive / apparent
demand. Max Demand can be recorded by 4 tariffs registers and time-stamped independently.

CL730D22L - Smart Energy Meter Technical Specification 18

Shenzhen CLOU Electronics CO., LTD.

Figure 6.4 Measuring Demand in T

As shown in figure 7.5, T is the time interval used for calculating average power. Average power is
calculated in every “period”, and the result is stored in register named “current_average_value”.
Energy(cumulated in interval T)
current_average_value =
T

At the end of interval “T”, value in “current_average_value” and timestamp are copied to register
named “last_average_value".

There are 2 modes of demand calculation,

 Block mode
The current average value is calculated by taking the energy accumulated over whole period
divide the period interval, refer to figure 7.6.

Figure 6.5 Demand calculations in Block Mode

 Sliding-Window Mode
Take the example shown in Figure 7.7, the demand calculation interval T is composed by 3
periods, and the current average value is calculated based on the last 2 periods result and
energy accumulated during period ak, and do step by step of each period.

The CL730D22L meter use typically sliding window of 15 sliding windows with 1-minute period;

6.3.2. Maximum Demand

Max demand is used to record the peak demand value over the billing period, such as one month.
When a new value in last_average_value is generated every interval T, such as 15 minutes, it
compares with the value in Max demand register (MDR), if last_average_value > MDR, the MDR
will be replaced with last_average_value value. Otherwise, MDR remains.
MDR can be reset by automated-billing cycles, manual operation, and communication command.
Meter can record current MD and the timestamp of occurrence.

6.3.3. Cumulative Maximum Demand

The Cumulative Maximum Demand is sum of the previous billing period maximum demand
readings. At the end of billing period, the maximum demand for the most recent billing period is
added to the previously accumulated total of all maximum demands.

6.4. Real-Time Clock and Calendar

6.4.1. Real-Time Clock
The clock is driven by high-accuracy hardware RTC which is able to automatically compensate
deviation based on temperature variation, deviation in normal temperature is within 0.5s/day. The
clock manages deviation of local time to a generalized time reference UTC, due to time zones and
daylight saving time schemes, as well as time synchronized (remotely and locally) according DLMS
specification.
These are 2 objects used to display clock and show date and time separately; Date and time are
represented on the meter LCD like this:
Table 6.7 Display date and time
Object Display format
Time hh: mm: ss
Date DD-MM-YY

6.4.2. Calendar
The calendar provides output of second, minute, hour, day, month, year and weekday. So all data
related to calendar are refereed from this function, such as, TOU energy rate switch, demand and
profile interval measurement and timestamp of events.
It is capable to manage leap year and GMT (Greenwich Mean Time) calendar from 2000, Jan 1st to
2099 Dec 31st.

Note 2, In Mode (0) the disconnect control object is always in 'connected' state, so no state switch
path is allowed.
Note 3, Local dis-connection is always possible unless the corresponding trigger is inhibited.

6.9. Load Control

The CL730D22L meter allows configurable thresholds for load control. There 2 options
implemented for load control.
6.9.1. By power threshold
a) When meter detects the power register is higher than the pre-defined power threshold
(configurable), the overload alarm starts by red alarm LED flashes. If such situation continues
to a predefined period (configurable, 30s by default), meter will disconnect load and red
alarm LED be always on.
b) Meter relay is then in logic status of ready_for_reconnetion. So it can be connected either
automatically after a predefined period (configurable, 120s by default) or by press the display
button.
c) In case that there are more than 4 times relay disconnected due to come over power
threshold within 30mins, meter will allow to re-connect neither automatically nor by display
button press. Only after received the remote-connect command, meter can be then
reconnected.
Note, the load control function is disabled, when the power threshold is configured to 0.

6.9.2. By current threshold

For the sake of meter operation, a pre-defined current threshold (configurable, 120A by default,
1.2*Imax) has been implemented. When the by phase current exceeds this threshold and
continuous for a predefined period (configurable, 60s by default), meter will disconnect and
meanwhile record this over current event.

Shenzhen CLOU Electronics CO., LTD.

6.10. Anti-tamper
The CL730D22L meter is sealed to ensure no hardware interface or core component is exposed.
When such tamper event occurs, the corresponding event will be recorded with time stamped,
and then trigger alarm by LED/LCD/message push action according to configuration.

6.10.1 Meter Cover Open

The meter can detect and record the remove and re-closure of the following 3 events with
timestamp,
 Meter main cover
 terminal cover
 module cover
This function is also available during meter power outage.

6.10.2 Magnetic Disturbance

The CL730D22L meter is able to stand with magnetic influence of less than 400mT±10%, it can
detect and record the disturbance of magnetic fields with timestamp of occurrence.
It uses hall devices for the magnetic field detection.

6.10.3 Current Circuit Reversal

The CL730D22L meter is capable of detecting occurrences and restoration of current circuit
reversal according to following condition
Occurrence Condition
If both conditions are available and last for 10 seconds, this tamper action is confirmed to start.
1) The active power must be higher than 50W;
2) Current must be reversed (negative, means 90°≤ Φx ≤270°);
Restoration Condition
When one of the conditions happen and last for 10 seconds, this tamper action is confirmed to
end.
1) The active power is lower than 50W;
2) Current must be forward (positive, Φx < 90° or 270° < Φx < 360°);

6.10.4 Current bypass

The CL730D22L meter is capable of detecting and recording occurrences and restoration of current
bypass.

6.10.5 Neutral disconnected

6.12. Security
Confidentiality and integrity are among the key requirements when open systems connect to
public media. With the increase of computational power, the requirements for strong
cryptographic methods also increase. The CL730D22L meter has fully implemented security
feature according to DLMS/COSEM IC64.

6.12.1 Security level

 No security;
The public client(client id: 16) uses no security level.
 Low Level Security (LLS)
It enables client only authentication with passwords.
 High Level Security (HLS)
It enables client and server HLS-5 pass authentication with challenge mechanism (client and the
server mutually authenticate each other). The reading(client id: 02) and management client(client
id: 01) uses HLS. Authentication is always used for association establishing.

6.12.2 Message security

DLMS/COSEM message security provides encryption and authentication of the COSEM APDU with
standard symmetric key algorithms. It provides combined confidentiality and authentication using
GCM cipher mode of operation. Symmetric key algorithms (secret key algorithms) use a single key
to both apply the protection and to remove or check the protection. For example, the key used to
encrypt data is also used to decrypt the encrypted data. The key must be kept secret to retain its
cryptographic protection.

6.12.3 Security policy setup

Security policy defines level of security with authentication and/or encryption algorithm:
 no Authentication and encryption,
 Authentication only
 Encryption only
 Authentication and encryption
Security Policy enforces Security Suite with authentication algorithm and encryption algorithm.
Security process performs ciphering according to Security Contexts which includes Security Policy
and Security Keys (Authentication Key, Global Key and Dedicated Key). Ciphered COSEM PDU
(Protocol Data Unit) is authenticated with Authentication Key which is Shared Secret used with
COSEM High Level Security. Ciphered COSEM PDU is encrypted with Global Key or with Dedicated
Key. All the keys are unique each meter. And the security key and other all security parameter is
stored in the MCU, it protected from unauthorized access and modification.

CL730D22L - Smart Energy Meter Technical Specification 35

Shenzhen CLOU Electronics CO., LTD.
Note: The security policy can only be strengthened.

6.12.4 Security suite

The CL730D22L meter has implemented security suit 0 with specifies authentication, encryption
and key wrapping algorithm: AES-GCM-128 for authenticated encryption and AES 128 for key
wrapping (0).

6.12.5 Access right

The access right of each object of each client(role) can be changed by HES, use the “add object”
method of association LN class(class ID: 15) to add the object’s access right to the corresponding
client;
And use the “remove object” method of association LN class(class ID: 15) to remove the object’s
access right from the corresponding client.

6.13. Push
The CL730D22L meter supports two-way communication – data reading on the request and
transfer of various commands to the meter and from the meter to the HES (for example, the alarm
signal, messages in PUSH mode and data reading in PULL mode).
The push feature can be used for functions of regular data push, alarm notification, meter
automatically register.
6.13.1 Push alarm
Some of the events can trigger alarms. If one of these events occurs, the corresponding flag in the
alarm registers is set and an alarm is then raised via communication channel. All alarm flags in the
alarm registers remain active until the alarm registers are cleared.

Figure 6.12 Alarm reporting

Each bit in the alarm registers represents a different alarm. If the bit is set (logical 1) the alarm
(corresponding to position of the set bit) was recorded. The value in the Alarm Registers is a
summary of all active and inactive alarms at that time.
Depending on the capabilities of the HES and the policy of the utility, not all possible alarms are

CL730D22L - Smart Energy Meter Technical Specification 36

Shenzhen CLOU Electronics CO., LTD.
wanted. Therefore the Alarm Filters can be programmed to mask out unwanted alarms. The
structure of the filter is the same as the structure of the Alarm Registers. To mask out unwanted
alarms the corresponding bits in Alarm Filters should be set to logical 0.

6.13.2 Alarm Registers (AR)

All information on the “cause of the alarm” of the meter is contained in the Alarm Registers.
Specific bits of Alarm Registers may be internally reset if the “cause of the alarm” has disappeared
(e.g. bit1 (battery replace) if the battery has been exchanged). Alternatively, all bits may be
externally reset by the client by executing a SET =0 service to the Alarm Registers attribute value
(e.g. bit 13 (Fraud attempt) can only be externally reset). In the latter case those bits for which the
“cause of alarm” still exists will be set to 1 again and an alarm will be issued.

6.13.3 Alarm Descriptors (AD)

The Alarm Descriptors have exactly the same structure as the Alarm Registers. Whenever a bit in
the Alarm Registers changes from 0 to 1, then the corresponding bit of the Alarm Descriptors (AD)
is set to 1. Resetting the Alarm Registers does not affect the Alarm Descriptors. The set bits of the
AD must be reset explicitly by the HES.

6.13.4 Alarming Process

The Alarm Descriptors are sent to the HES using the Data-Notification service triggered by the
corresponding Alarm Monitor. In IDIS package 2 the Alarm Monitor Threshold value is set to zero.
Therefore the Alarm Monitor action is invoked when any of the bits in the Alarm Descriptors value
changes from 0 to 1.
In order to acknowledge the reception of the Alarm the HES has to reset the Alarm Descriptors by
invoking the SET=”with bits set to 1 which need to be cleared” on the Alarm Descriptors value.
Upon reception of this SET service, the meter clears the corresponding bits in the Alarm
Descriptors.
In order to re-enable the alarm reporting process the HES must reset the reported bits in the
Alarm Register. This can only be done by setting all the bits of the Alarm Registers to 0 using the
SET service. Prior to this action the HES must read the latest value of the Alarm Register. The
context of push message is configurable by setting in Push setup – On Alarm (class_id 40).

6.14. Meter registration using data notification
After commissioning the meter sends its IP address and its system title to the HES (or DC) using
the Data-Notification service, the meter send the command to the meter use the optical port, the
command is action the push method of the corresponding push object (“Push setup-On
Installation” LN: 0-0.25.7.8.255). The execution of the push method results in a transmission of the
Data-Notification message to the set IP address destination.
