CHAPTER I
GENERAL PROVISONS

§1
General Proviosions

Whenever one of the terms of association is used in the paragraphs below they should be
understood as follows:

a) Statute – this is the Statute of the Szczecin Academy of International Learning primary
school,
b) The school – Non-Public Primary School Szczecin Academy of International Learning or,
depending on the context the building which houses the School
c) The Governing Board - the school authority according to art. 3 Section 5 of the Act on
education systems,
d) The parent (parents) - person who is the legal representative of the Student; whenever the
Statute refers to the parents, it should be understood as generally parents of all students and
the general legal guardians of all students
e) Learning Contract – a contract concluded between SAIL sp. o.o. and the Parent in which
the Parent obliges to pay an agreed tuition fee for the educational services provided by the
School
f) A student (students) - a student of the Primary School Szczecin Academy of International
Learning,
g) School authorities - authorities with certain powers and jurisdiction under the Statute and
the law, referred to in § 8 of the Statute,
h) A teacher (teachers) - an educational leader of classroom lessons and other activities in
accordance with the curriculum,
i) Employee (Employees) - A teacher or another person employed by the School authorities on
the basis of any title in connection with the School, in particular the staff.

§2
Statute

1. The Statute defines the rules for the administration, operation and activities of the School’s
education.

2. The Statute was drawn up on the basis of the provisions of the Act dated 7 September 1991.

§3
School

1. The name of the school is: Szczecin Academy Of International Learning - Primary School.
2. The school uses the acronym SAIL and has its own logo.
3. The governing body is the company SAIL sp. Z. O. O.
4. The headquarters of the school is located in a building rented by the provider at the address:
ul. Jana Styki 13, 71-138 Szczecin.
5. The stamp used by the School states – Szkoła Podstawowa Szczecin Academy of
International Learning address ul. Jana Styki 13, 71-138 Szczecin and phone number
691-119-555
6. The school is a non-public school with the accreditation of public school privileges.
7. On enrollment to the school, a tuition fee is a charged according to the terms and conditions
agreed in a signed Learning Contract.
8. The school provides day-time education utilizing a six-year cycle educational system.
9. The Governing Body is responsible for the financial supervision of the School.
10. Pedagogical supervision at the school is monitored by the West Pomeranian Board of
Education.
11. The school meets the statutory conditions set out for non-public schools, and is registered as a
valid non-public school with public school rights.
12. This statute will come into use on 29 August 2015

§4
Organization of safe conditions of work and study

1. The school provides safe and hygienic conditions of work and study at the School, as well as
during activities organized outside the School.
2. Regular evaluation of the safety and security of students and staff is carried out at the school
and improvements are made in accordance with health and safety regulations.
3. Valid evacuation plans of the school are visible throughout the School.

4. All school equipment is tested and kept in good condition.
5. During the breaks between lessons, students spend their free time in the open air, under the
supervision of the teachers on duty. If weather conditions do not allow for this, students spend
their breaks inside the school under the supervision of teachers.
6. Students may choose to contribute to help maintaining the school environment in which case
they will be provided with adequate tools and appropriate protection measures will be in place
to ensure their health and safety.
7. Students must be attended to by school staff and teachers at all times, including during events
organized by the school such as sports competitions, contests, meetings with interesting
people, and any other events. Parents are informed by the School, if it is necessary for them to
participate in these events.
8. Physical exercise, sports, games and play in the School hall, playground or playing field is
conducted according to the set rules and regulations for health and safety.
9. In areas where there is an increased risk of possible accidents (gym, computer systems), a
table of rules, developed by the teachers, of the use of these spaces is displayed clearly in the
room.
10. Students may only spend break in the classroom under the supervision of a teacher.

§5
The methods of obtaining funds for the School

The Governing Board obtains funds for the School through:


a) payments of the tuition fee agreed to in the terms of a signed learning contract,
b) government grants available to Schools of public school accreditation,
c) the governing board’s financial resources.

CHAPTER II
SCHOOL AIMS AND TASKS

§6
The School Mission

1. The school mission is to provide a safe, happy and supportive educational platform where
children of all cultures can develop and achieve top results while enjoying the benefits of
integration and achieving the best quality in international education. Our school is a creative
center, working closely with the local community and provides modern methods of teaching

through a qualified and professional team of teachers who push boundaries to help all
members of the School community to become fully fledged individual human beings.
2. The School pursues all the objectives and tasks arising from the Statute and the law regarding
the School educational programs. The main goal is progress and good discipline. The school
mission, purpose and main goals are achieved through the measures described in paragraphs 3
and 4 below.
3. With regard to teaching, the school:
a) employs teachers with the qualifications specified in separate regulations.
b) implements the curriculum containing the core curriculum of general education,
c) expands the curriculum, taking into account the skills of students,
d) carries out educational activities in a cycle no shorter than the total length of compulsory
teaching specified in the framework curriculum for Schools,
e) carries out additional educational activities, which include:

i. a modern foreign language other than modern foreign languages taught in the
context of compulsory teaching,
ii. Provides extra-curricular activities other than specified in the curriculum core,
f) applies the principles of classifying and promoting pupils and conducting examinations
and tests established by the Minister in charge of education,
g) provides students with an individual approach to teaching,
h) assists pupils with learning or posture difficulties,
i) provides a wide range of extra-curricular activities and educational materials,
j) promotes a healthy lifestyle, including promoting various forms of physical activity of
children in classes and during extracurricular programs.
k) introduces students to the world of science by learning language, concepts, theorems and
methods appropriate for individual disciplines of using this knowledge in practice,
l) appoints Students with tasks, encouraging them to independently discover and explore
the world, develop their cognitive, social, sport, geographical and artistic interests and
ensure Students good conditions for creative development.
4. In terms of the School’s educational activities:
a) Creates optimal conditions for ensuring mental, ethical, moral and physical development
combined with respect for their autonomy, dignity and freedom of religious opinion,
b) provides students with educational care and safety in the school and during organized
curricular and extracurricular activities,
c) assesses, classifies and promotes students,
d) creates constructive situations for learning to work in a group, establishing close
relationships with peers and an ability to deal with difficult situations,

e) creates conditions to acquire proper experience in social interactions with peers with
particular emphasis on international integration.
f) assists students in becoming aware of emotions and in dealing with them in everyday
life,
g) carries out teaching and education in accordance with the principles of pedagogy, the
law and the ideas contained in the Universal Declaration of Human Rights, Declaration
of the Rights of the Child and the Convention on the Rights of the Child.

CHAPTER III
SCHOOL BODIES AND THEIR TASKS

§7
Governing Body

1. The governing body is a company called SAIL Sp. Z O.O.

2. The governing body is represented by the governing board of SAIL sp. Z. O.O. in accordance
with the rules of representation set by KRS (Polish Legal Registry for companies).
3. The tasks of the Governing Body is setting the general Rules of Conduct for the School.
4. Among many others, the governing body’s tasks include:
a) supervising the school activities in terms of organization, in particular:

i. compliance with the regulations concerning the organization of work at the


School,
ii. decide on the internal organization of the school and its current functioning,
iii. develop and introduce the Statute and its possible amendments,
iv. Keep record of all the School’s functioning

v. to provide appropriate conditions for organizational tasks and educational care


centers,

vi. equip School teaching aids and equipment necessary for the full
implementation of curricula, educational programs, conducting tests and
examinations and perform other statutory duties,

vii. approve resolution proposals from the Council of Education on innovations and
pedagogical experiments,
viii. settle disputes between the Pedagogical Council and the Director of the School,

ix. consider Students and Parents appeals against sanctions imposed for failure to
comply with the Statute.
b) supervise School staff, in particular:
i. appoint and dismiss the Director of the School,
ii. employing and if necessary dismissing teachers and other employees.
iii. development of School Workers responsibilities,

iv. assignment of teachers and other employees for permanent and temporary
work.
c) supervising the School financial matters, in particular:
i. the proper disposal of School funds

ii. calculation of fees for tuition and other fees on the principles set out in
paragraph. 4
iii. rewarding teachers and other employees.

d) supervising the activities of the School in the field of administrative and economic
development, in particular:

i. compliance with applicable regulations regarding health and safety of workers


and students,
ii. ensuring the conditions for application of the special learning organization
and methods of work for children and youth in special education.

e) The amount of fees for educational services (tuition and other fees), applicable in a
given school year, shall be issued by the Governing Body.

§8
School Bodies

1. The mandatory bodies of the School are:


a) The Headmaster,
b) The Teacher Council,
c) The Parent Council.
d) The Deputy Head
2. The School Student Council is an optional body of the School

School Headmaster

1. School Headmaster is appointed and dismissed by the Governing Body.


2. The Headmaster is accountable as the governing authority of work discipline.
3. The duties of the Headmaster of the School include:
a) organizing and coordinating all of the school’s educational activities and representing
the school internally and externally:
i. is in charge of teaching and educational levels of the school,
ii. is responsible for the proper implementation of curricula,
iii. appointing a special education apprentice if required.
b) organizing activities in the School, in particular:
i. developing the school’s organizational documents
ii. handling, storage and archiving documentation in accordance according to
regulations,
iii. performing tasks related to ensuring the safety of students and staff during
activities organized by the School.
c) conducting the matters of personnel and social workers, and in particular:
i. coordinating the work of the teaching staff,
ii. forbidding the execution of the teaching council’s resolutions if they do not
comply with the law; immediately notifying the Governing Body,
iii. taking care of the authority of members of the teaching staff,
iv. selecting personnel and suggesting candidates to the Governing Body,
v. developing a plan for training teachers in the subject of training and meetings,
vi. enforcing employee compliance of the established order and paying attention
to aesthetics and hygiene.
d) cooperating with parents, and in particular:
i. ensuring good contact between the children, parents and school staff,
ii. organizing consultations with teachers at least 2 times per semester,
iii. providing parents with the option to consult the Headmaster on dates and times
outside organized consultations.
e) to care for the Disciplines, and in particular:
i. creating conditions for harmonious psychological and physical development
through active pro-health,

ii. Enforcing Students and Teachers to comply with the School Statute.

§10
Deputy Head Teacher

1. The Deputy Head of the School is appointed and dismissed by the Head Master.

2. In terms of labor discipline, the deputy Head is accountable to the Head Master of the School.

3. The Deputy Head’s responsibilities:

a) In the absence of the Head Master the Deputy Head substitutes the role of
headmaster,
b) Carries out observation of teachers, according to the plan for pedagogical
supervision, analyzes and evaluates their work.
4. The duties of the Deputy Director include:

a) The exercise of educational supervision of teachers according to the plan for


pedagogical supervision.
b) exercises supervision over the implementation of the curriculum by teachers.

c) Organizes pedagogical documentation. Cyclical control of school documentation;


logs lesson (typing lesson topics, the presence of students, the frequency of
assessments), extra-curricular activities, assessment sheets, etc.
d) Prepares training plans.

e) Monitors the implementation of the educational program, school prevention


program, and the internal assessment system.

f) Supervises the circulation of documentation related to the opinions of Psychological


- Pedagogical control projects.

g) monitoring educational supervision, teachers and employees’ performance,

5. The Deputy Head’s responsibilities:

a) in the absence of the Headmaster, the Deputy Head is individually responsible for
the organization of school.

b) is responsible for the realization and implementation of delivering school


documentation, projects and tasks

§ 11
Teacher Council

1. The Teacher Council is a collective body responsible, together with the Headmaster of
the School, for the implementation of statutory tasks relating to training, education and
health, and making general decisions related to the School.
2. Members of the Teacher Council include: The Headmaster of the School, and all
teachers, regardless of the dimension of their employment at the School.
3. The Headmaster is the chairman of the Teacher Council.
4. A representative of the Governing Board may participate in the meetings of the Teacher
Council as an observer or as a consultant.
5. Any decisions made by the Teacher Council require a majority of votes in the presence of
at least 2/3 of its members. In the event of a tie the Chairman of the council will have the
deciding vote.
6. The Teacher Council establish the Rules of its activity.
7. Any meetings of the Teacher Council are recorded.
8. Participants in the meeting of the teaching staff are required to disclose the matters
discussed at the meeting of the Teacher Council.
9. The Teacher Council has the ability to:
a) approve resolutions for the teaching, grading and promotion of pupils,
b) approve resolutions on innovations and pedagogical experiments in the School, after
consultation of their projects with the Governing Body,
c) approve plans of work for the School,
d) approve resolutions for students to be removed from the list of students in accordance
with the codes of conduct.
e) determine the organization of teachers training,
f) approve the Internal Assessment System and any amendments made to it.
10. The Teacher Council provides council in:
a) the organization work of the School, including a weekly schedule of educational,
b) drafting financial plans for the schools
c) the Headmaster’s proposals to distribute work and activities between teachers.
11. The Teacher Council has the right to ask for requests related to the functioning of the
school to be fulfilled by the governing Body.

§12
Parent Council

1. The School supports a Parent Council, which represents all of the parents.
2. The Parent Council consists of a representative parent from each class. The
representatives are elected anonymously between the parents during a parents meeting.
3. In the election mentioned in 2. One student is represented by one parent.
4. The elections referred to in paragraph 2. are carried out at the first meeting of parents at
the beginning of each school year.
5. The Parent Council adopt the rules of its activities, which define in particular the internal
structure and operation of the Parent Council.
6. The Council of Parents may apply to the Headmaster and the Governing Board
concerning any to any matters of interest related to the school.
7. The Parent Council has the power to share opinions and influence the School’s programs
and efficiency to help improve the delivery of education.

§13
Pupil Council

1. The school can support the operation of a Pupil Council.


2. The rules for the election of members of the Pupil Council and operation are set out
separately and drawn up by the Teachers Council. They must not conflict with the School
Statute.
3. The Pupil council may submit to the Teachers Council and Headmaster opinions in all
matters of the School, in particular regarding the fundamental rights of the students, such
as:
a) the right to know the curriculum, its content, purpose and requirements.
b) the right to fair and consistent assessment of their learning and behavior,
c) the right to organize school life, in order to preserve a balance between the effort they
contribute to school work and the possibility to develop their own interests,
d) the right to organize cultural, educational, sports and entertainment according to their
needs and possibilities in consultation and with the consent of the Headmaster,
e) the right to request the Headmaster of the School to assign and appoint a teacher as
Guardian of the Pupil Council.
f) the right to edit and issue a school newspaper,
g) the right to nominate students for granting them awards.

4. Pupil Council:
a) promotes the importance of student contribution to school life,
b) creates opportunities for students to develop their understanding of democracy on a
broad scale of social needs (charity)
c) submit to the Teacher Council proposals and opinions in all matters of the School, in
particular relating to rights of student or conflicts arising from their education.
5. The local governments objectives are realized specified tasks included in the Student
Council work plan for the school year. The Student Council work plan must first be
submitted to the Headmaster for approval.

ROZDZIAŁ IV
SCHOOL BUSINESS

§14
Curriculum

1. The school implements the core curriculum approved by the Ministry of Education for
Primary Schools, expanded by the British National Curriculum.
2. The school guarantees the realization of the Polish core curriculum. In addition, the
school practices bilingual education: classes I-III - English as the language of instruction,
in classes IV-VI – English as the language of instruction and as a second optional foreign
language.
§ 15
Class Organization

1. The basic organizational unit of the School is a class. The number of students in the
class may not exceed 20.
2. The school has the possibility of dividing classes into groups reserving the minimum
number of students per class group to 1 and the maximum number to 10 students.
3. In classes I-VI there is an obligatory schedule of activities and lessons which are
conducted in the block system - 1 block lasts 80 minutes.
Class 0 has a separate schedule during the day.

§16
The School Year

1. The school year begins on September 1st and ends on the last day of June. It is divided into
two periods.
2. The school has its own organization of the school year, which the dates of winter holidays,
holidays and other days off from school in such a way which ensures realization of the
curriculum.
3. The organization of the school year is determined by the Governing Body in consultation with
the Headmaster.
4. The organization of compulsory teaching is determined in a weekly schedule drawn up by the
Headmaster of the School in accordance with art. 7 paragraph 3 points. 2 of the Act on the
educational system.
5. Detailed organization of teaching, education and care throughout the school year is
determined in the School Organizational plan prepared by the Headmaster of the School and
approved by the Governing Body, up to June 10th of each school year.
6. The school provides students care and educational teaching between the hours of 7:30-17:00.
7. At times, the school also runs classes outside the headquarters of the School in the form of
organized school trips.

§17
Internal Assessment System

1. The school's educational activity is based on the Internal Assessment System, established
under the Regulation concerning the rules for assessing, classifying and promoting pupils
and conducting examinations and tests.
2. Detailed assessment criteria as well as the educational requirements for particular
subjects (class IV-VI) are set out in the relevant Subject Assessment Systems (SAS),
prepared by leading teachers, is based on the School’s Internal Assessment System.
Students are familiarized with the SAS by the teachers at the beginning of each school
year.
3. Educational activities in grades 0-III are partially integrated in which the teacher
conducts lessons according to their own structure, adapting them to the students’ needs.

§18
Extra-Curricular Activities

1. Religion and Ethics are taught as a subject on the parent’s request.

2. The school organises a range of extra-curricular activities scheduled at the discretion of the
Headmaster.
3. The school recognises the need for before and after school care on the request of some
parents. The Day Care Centre’s activity is dependent on the number of interested parents.
The decision to run the Day Care Centre is made by the Headmaster in consultation with the
Governing Body.

CHAPTER V
EMPLOYEE RIGHTS AND RESPONSIBILITIES

§19
Teacher Rights and Responsibilities

1. Teachers and other school staff are employed and dismissed by the Governing Body
according to the framework of civil law and the law of labor.
2. Teaching hours are determined by the Headmaster of the School according to the terms of a
signed employment agreement.
3. The teacher is required to perform the tasks assigned by the Headmaster, related to the
organization of educational activities.
4. The duty of the teacher is:
a) conducting classes, educational teaching and caring, as well as taking care of the quality
of these activities,
b) proper organization of the educational process,
c) being responsible for the life, health and safety of Students during activities organized
in school, breaks and other activities organized by the School ,.
d) to support the student’s psychophysical development, their abilities and interests,
e) taking care of teaching aids and other school equipment.
f) assessing students objectively and honestly,
g) improving teaching skills and raising the level of their knowledge,
h) to assist in eliminating school failure,
i) implementation of organizational tasks identified in the work plan of the School,
j) the development plans of the resulting individual subjects, preparation of the Subject
Assessment System Assessment of their subject and to familiarize students with it,
k) to inform students about the educational requirements stemming from the ongoing
program,

l) to develop lists of important materials and educational aids needed for particular
subjects,
m) to inform students of the requirements stemming from the curriculum and to familiarize
them with the criteria for assessment of the subject (according to the Subject
Assessment System),
n) to notify all the teachers and parents of the predicted grades for students (classes IV-VI)
one month before the final grading meeting of the teaching staff.
5. Teachers have the right to:
a) create educational teams, subject teams or work groups for problematic tasks,
b) he development and implementation of copyright curricula and education after
obtaining approval from the Headmaster of the School,
c) to decide about the textbooks, teaching means and methods of educating students,
d) assessing students according to their progress and behavior and to promote the
principles and assessment, established by the Ministry of Education.

6. The teacher is controlled by Classroom observation, checking rooms and documentation.

§ 20
Right and Responsibilities of other staff

1. The basic responsibilities of other employees and administration staff are:


a) taking care of the School’s functioning as a public institution,
b) maintaining the building and school’s surrounding,
c) taking care of the health, safety and wellbeing of students and other staff of the School,
d) cooperation with teachers in the care and education of students,
e) reliable performance of all tasks included in the detailed responsibilities specified by the
Headmaster or the Governing Body,
2. School Employees have the right to:
a) safe and healthy working conditions,
b) use of staff training in the field of occupational health and safety,
c) professional qualifications,
d) timely and properly paid salaries,
e) an objective and fair assessment of performance.

§21
Form Teacher Rights and Responsibilities

1. The School Headmaster appoints one of the teachers to be responsible for the education and
care of a particular class, herein after referred to as the Form Teacher of that class.
2. The Form teacher’s tasks, regarding the class they have been assigned to, include:
a) creating conditions in the class room which support student development,
b) inspiring Students to operate as a team,
c) taking actions to resolve conflicts between members of the team or other members of
the school community.
3. Form teacher tasks in regard to paragraph. 2:
a) ensures each student’s individual educational attention and care,
b) organizes the content and form of educational activities, ensuring their consistency with
the educational program of the School,
c) coordinates cooperation between teachers of the class, consulting with them the
educational activities they conduct with pupils (as well as individual lessons with
special needs students)
d) maintains good contact with the parents of students,
e) engages parents in the affairs of life of the class and of the School,
f) organizes meetings with parents to inform them about their child’s progress and
behavior.
4. The Form Teacher organizes tasks and goals within the class.
5. At the beginning of each school year, the Form Teacher informs the parents and students of
the Internal Assessment System and familiarizes them with the principles of behavior in the
school.

CHAPTER VI
STUDENT ENROLMENT

§22
Enrolment procedures

1. Details of enrolment to the School are determined by the Headmaster in cooperation with the
Governing Body of the School.

2. All students enrolled to the school may begin learning after the terms of education and tuition
fees have been agreed to between the parents and the and the Governing Body SAIL Sp. Z. O.
O. in a written and signed by both parties Learning Contract.
3. Year 1 students are admitted on the basis of a school maturity interview. On confirmation
from the examiner that the student is ready to start school, learning can begin once an agreed
Learning Contract has been signed between the parents and the Governing Body.
4. Year II-VI students are admitted on the basis of any certificates of completed educational
levels they may have and an interview. They may begin school once a Learning Contract has
been signed between the parents and the Governing Body.

ROZDZIAŁ VII
STUDENT RIGHTS AND RESPONSIBILITIES

§23
Pupil Rights and Responsibilities

1. Students have the right to:


a) Create a Students Council,
b) properly organized education and upbringing in accordance with the rules of hygiene and
safety,
c) the protection of their dignity beliefs and respect of property values, regardless of the
results achieved in learning,
d) the freedom to express thoughts and beliefs, particularly regarding school life, as well as
philosophy and religion, so that it does not violate the good of others,
e) develop their interests, abilities and talents,
f) objective and coherent evaluation and specifically determined ways to monitor the
progress of learning,
g) the use of the school premises, equipment, teaching aids, library of books and materials
in class,
h) influence the life of the school through self-government activities and affiliation with
organizations working in the school,
i) be taught religion with consent from parents or cares,
j) to receive assistance in the case of any difficult issues or simply the desire expand their
knowledge and develop their interests.
2. The students’ responsibilities:
a) Follow rules and guidelines set in the School Statute and the Rules of the School,

b) to present, within a given deadline set by the Form Teacher, a written note of absence if
unable to attend lessons,
c) respect peers, teachers, members of staff and the School community despite cultural
differences.
d) oppose violence, bullying and anti-social behavior
e) take care of the safety and health of themselves and their fellow students,
f) to take care of welfare, law and order in the School,
g) to take active participation in lessons and appreciate constructive criticism, treat school
property, their own and other people’s possessions with respect and try and do homework
according to the Teacher’s instruction,
h) comply with the rules displayed in the School premises (classrooms, canteen, library,
locker room, sports hall, ICT room)
i) wearing respectful clothing and dressing according to school rules,
j) proudly representing the school.

§24
Removal From The List Of Students

1. Removal from the list of students is a formal, administrative decision made by the School
Headmaster following the student’s violation of the Statute of the School or the committing of
a serious offense in regard to the student’s rights and responsibilities.
2. A student may be deleted from the list of students in the following cases:
a) repeated and deliberate failure to fulfill their responsibilities as student at the School,
b) a gross violation of the School Statute and Rules of School procedures,
c) present and promote behavior contrary to the generally accepted norms,
d) show disrespect to peers and teachers,
e) endanger health or safety of other students or teachers,
f) receive 3 or more unsatisfactory grades in the classification of classes IV-VI, if during
the time designated by the Headmaster, the student fails to improve their behavior and
effort.
g) destruction of school property,
h) for reasons beyond education – failure to make on time payment of tuition fees set
under the terms agreed in a signed Learning Contract between parents and the
Governing Body of the School.
3. Parents may appeal to the decision to remove the student from the list of students:

a) to the Superintendent of education (Kuratorium Zachodnio-Pomorskie) - if the student
has been removed for pedagogical reasons,
b) to the conducting authority - if the student has been deleted for reasons of non-
pedagogical reasons
4. In the case of the student being deleted from the list of students, the Parents are not entitled to
a refund of fees paid according to the Learning Contract.

FINAL PROVISIONS

§25
Final Provisions

The governing Body is decisive in any amendments to the School Statute as well as the school’s
growth, progress and continuation.
