HAND DELIVERED

SUBJECT: NOTICE AND OPPORTUNITY TO COMMENT ON HUD PROPOSED PLAN TO

ABATE SECTION 8 CONTRACT AND ISSUE TENANT PROTECTION VOUCHERS

Dear Resident of Clay Arsenal Renaissance Apartments:

This letter is to notify you that HUD plans to terminate the Section 8 Housing Assistance
Payments Contract at Clay Arsenal Renaissance Apartments. This proposed action is based on
the owner’s failure to remedy major threats to health and safety at the property.

As part of the contract termination, eligible households currently living at Clay Arsenal
may be provided with Tenant Protection Vouchers (TPVs) and relocation assistance. To utilize a
voucher, you will be required to move to a property that is in decent, safe, and sanitary condition
and otherwise in compliance with HUD requirements. HUD will engage a relocation contractor
to assist you in locating and moving to new suitable housing. An initial meeting will be
scheduled in the next 60-90 days to inform you of the details of the relocation process.

Please submit any comments you may have to HUD within 15 days of receipt of this
letter. Please submit your comments via email to Michael.J.Murphy@hud.gov, or via mail to:

Michael J. Murphy
United States Department of Housing and Urban Development
Thomas P. O’Neill, Jr. Federal Building
10 Causeway Street, 3rd Floor
Boston, MA 02222-1092

Please be assured that HUD considers this action a last resort, but our primary concern is
the safety and well-being of the residents of Clay Arsenal. We look forward to hearing your
comments and working with you as the relocation effort moves forward.

Sincerely,

Joe Crisafulli
Asset Management Division Director
US Department of Housing and Urban Development
