Scope
[I] This Global Practice (GP) explains the use of Global Practices, defines terms, describes other
documents that are used in conjunction with the Global Practices, and explains procedures and restrictions
for reproducing copies.

1. Definitions
Term [I] Description
Contractor For the purpose of these GPs, Contractor applies to the firm/firms
performing engineering, fabrication, installation/hookup, and
commissioning of facilities, or any combination thereof.
Exceptions and These refer to local practices that augment, modify, or replace the Global
Additions Practices.
General Instruction This contains rules to be followed for the design of each type of
and Information (GII) equipment at each site as well as site conditions.
Global Practice (GP) The Global Practice maintained on the EMEPS web site and available for
downloading for job use, either in original form or modified to meet job-
specific requirements (at which point it becomes a Job Specification).
Job Specification This is a compilation of instructions issued to a Contractor for a specific
project. It may include a Coordination Procedure, Design Specifications,
relevant Practices, Practice-related documents, and Letters of Instruction.
This compilation may bear a title other than Job Specification, such as
Project Specification.
Owner's Engineer This refers to a designated Owner's Representative.
Owner's A person or organization designated by the Owner of a facility to act on
Representative its behalf during the engineering, fabrication, or field execution of a
specific job.
Purchaser The party originating the technical requirements for inclusion in an
Inquiry or "direct" Purchase Order. If a job is contracted, the Contractor
is considered to be the Purchaser.
Purpose Codes These are intended as supplemental information for the Owner's
Engineer. These codes help in the application of the Practices by
identifying the main rationale underlying each paragraph.
a) Purpose Codes are defined in the Attachment.
b) The Purpose Code system supports Company affiliate's Operations
Integrity Management Systems (OIMS). Purpose Codes appear in
square brackets before paragraph text in a Practice.
Vendor The recipient of a "direct" or "indirect" Purchase Order. In this context,
a "direct" order is one issued to a Vendor by a Contractor or the Owner;
an "indirect" order is one issued by a Vendor (recipient of a direct order)
for mill materials, fabricated components, or subassemblies to another
Vendor.

2. Background
[I] The ExxonMobil Engineering Practices System (EMEPS) serves as a central repository for the most
current engineering standards and practices across Upstream and Refining/Chemicals organizations, or
business sectors. The GPs that make up the EMEPS library are a compilation of the best practices from
these organizations. GPs that specifically apply to the Refining/Chemicals organizations have been
identified and are listed in the Refining/Chemicals Business Sector directory on the EMEPS web site.
The GPs on this list are owned and/or endorsed for use by the Refining/Chemicals organizations.
3. Applicability
1) [I] The GPs define minimum acceptable criteria for the design, fabrication, procurement, erection,
inspection, testing, and operation of plants and equipment. They shall be applied to new facilities and
new components of existing facilities. Because these practices are always evolving, existing facilities
may not meet the requirements of current GPs. Unless otherwise noted, the GPs are not retroactive
and there is no intention for the GPs to require modification of existing facilities. Also, unless
otherwise noted, the decision to modify existing facilities can be made only on a case-by-case basis
within the OIMS and EMCAPS framework. The clear exceptions to these two statements are GPs
tagged as Tier 1 and Tier 2 Best Practice requirements. An example of case-by-case decisions is
during knowledge-based HAZOPs for existing facilities, a risk assessment is performed to assess any
deviation from the GPs to determine the need for the associated safeguard.
2) [I] The intent of the GPs is to meet or exceed applicable regulatory requirements and embody
responsible requirements when regulations do not exist.
3) [I] The following list of documents is used in descending order of precedence in establishing
applicable requirements if and when a conflict of specification arises:
a) Local, state, and federal laws, rules, and regulations
b) Contract or purchase order
c) Letters of instructions
d) Coordination procedures
e) Design specifications and drawings
f) Project-specific Practices, taking into account laws, rules, and regulations applicable to the
geographic locale of the Job (see Item (7 below on Regional Practices)
g) Global Practices
4) [I] The GPs are developed, modified, or reaffirmed based on sound engineering concepts consistent
with recognized industry codes and standards. The latest findings from current industry practices, as
well as Company field experience and lessons learned (including safety, operational/maintenance, and
economic considerations), should be taken into account.
5) [I] Physical security and environmental aspect implications are incorporated into the development of
each GP. They are also included in Job-specific Specifications based on local and governmental
regulations.

6) [I] Detailed Human Factors are discussed in GP 17-05-01. Appropriate human factors content is also
incorporated into individual GPs.
7) [I] Nothing in this material is intended to override the corporate separateness of local entities.
Working relationships discussed in this material do not necessarily represent a reporting connection,
but may reflect a functional guidance, stewardship, or service relationship. Where shareholder
consideration of a local entity matter is contemplated by this material, responsibility for action
remains with the local entity.
The terms corporation, company, affiliate, ExxonMobil, Exxon, Mobil, Esso, our, we, and its, as used
in this material, may refer to ExxonMobil Corporation, to one of its divisions, or to the companies
affiliated with ExxonMobil Corporation, or to any one or more of the foregoing. The shorter terms
are used merely for convenience and simplicity.
4. Additional Requirements
1) [I] GP requirements covered by Tier 1, 2 (T1, 2) Best Practices are listed below.
a) GP content covered by Tier 1, 2 Best Practices is identified in respective paragraphs and listed in
Table titled "GP Requirements Covered by Tier 1, 2 Best Practices."
b) [A] Any deviation from the requirements contained in GP paragraphs with Tier 1, 2 content
requires formal review and endorsement according to the process established by the Global
Manufacturing Leadership Council (GMLC). This is in addition to the GP Purpose Code
review/endorsement process.
2) [I] The codes, standards, specifications, and publications upon which a GP is based are listed in that
GP with electronic links, if available. The total content of these referenced documents and their
supporting referenced documents are considered applicable, unless specifically modified by the GP.
If a job is contracted, the latest edition of these references in publication on the initial date of issue of
the Practice portion of the Job Specification shall be used unless otherwise specified. For individual
equipment purchases for other than project work, the latest edition of these references in publication
on the date of the Purchase Order shall be used, unless otherwise specified.
It is the Purchaser's responsibility to specify the edition to be used.
3) [I] Local rules and regulations of countries may not be covered by a GP. It is recognized that these
may be more stringent than, or different from, the requirements of the GPs or the Job Specification.
Vendors of equipment, materials, and services must comply with all applicable local rules or
regulations.
Contractors are advised to consult the Job Specification or the Owner's Engineer concerning local
rules and regulations.
4) [A] [I] Deviations from these GPs dictated by local/operating conditions are acceptable only when
approved in writing by the Owner's Engineer; the Owner's Engineer is responsible for establishing a
procedure for approving and recording all deviations.

5. Asterisk and [A] Purpose Codes in GPs

5.1. Asterisk [*] Purpose Codes
1) [I] Where an asterisk [*] is used in a Practice, it indicates either of the following:
a) Additional information is required for adequate definition of individual requirements. Usually
this information will be provided in the Job Specification, or it must be developed by the
Purchaser during execution of the work. An example follows:
"[*] When specified by the Owner's Engineer, the Vendor shall register all ASME Code stamped
vessels with the National Board of Boiler and Pressure Vessel Inspectors in U.S. and Canadian
locations."
b) A decision by the Owner's Engineer or Purchaser is required. An example follows:
"[*] Material for cooling coils shall be austenitic stainless steel unless the plant cooling water
system uses sea or salt water. In this instance, the Owner shall specify the required coil material."
2) [I] For sections marked with an asterisk [*], the following shall apply:
a) Contractor is provided with this supplemental information via:
i) Job Specification documents for design or procedural specifications
ii) Guidance given by the Owner's Engineer to Contractor's or Vendor's detailed engineering,
applications, fabrication/construction detail, procedures, etc.
5.2. [A] Purpose Codes

1) An [A] used in a Practice signifies the following:
a) Approval is required from the Owner's Engineer before the work can proceed. An example
follows:
"[A] Proposals to use alternative materials shall be submitted to the Purchaser for approval by the
Owner's Engineer."
6. Reproduction of Practices
1) [I] The ExxonMobil Engineering Practices System contains information that is the property of
Company. Any use of EMEPS and the information contained therein for purposes other than as
authorized by Company is strictly prohibited. Use, reproduction, distribution, release, or disclosure
of any part of EMEPS or the information therein shall comply with the following provisions:
a) Disclosure of the entire EMEPS or substantial portions thereof shall be done only under written
confidentiality agreement.
b) Disclosure of individual GPs or small subsets of related GPs (less than 50) shall be as follows:
i) Use by Contractors, suppliers, or other non-Company personnel shall be in accordance with
the authorization and other provisions of their contract or Purchase Order, which shall
expressly limit their use of the GPs to their business dealings with or as authorized by

Company. The information may be used only for providing products, materials, or services,
directly or indirectly, to Company.
ii) Recipients including Bidders, Vendors, and Contractors shall be given written notice that:
(a) They are receiving technical information that is the property of Company.
(b) They shall not use it except as authorized by Company.
(c) They shall identify any derivative documents that include Company information.
(d) They shall not make copies of Company information except as provided in Section 6,
Item (2, or Item (3, below.
(e) They shall require any third parties including Subvendors and Subcontractors to also
comply with the provisions of this paragraph.
2) [I] Project work: The Purchaser is permitted to make the required number of copies of the relevant
GPs, and "Exceptions and Additions" for attachment to inquiries, purchase orders, contracts, or
subcontracts. Distribution shall comply with Section 6, Item (1.
For projects using a Job Specification containing a collection of GPs, or "Exceptions and Additions,"
copies shall only be made from the Job Specification. Copies of such documents from any other
source shall not be used.
3) [I] Individual equipment inquiries or purchases for other than project work: The Purchaser is
permitted to make the required number of copies of the relevant GPs and "Exceptions and Additions"
for attachment to Inquiries or Purchase Orders. Distribution shall comply with Section 6, Item (1.
7. Warranties
1) [I] Vendor's responsibility for the repair or replacement of defective equipment and facilities is not
covered by these GPs. Certain GPs do, however, identify the following:
a) Specific guarantees of functional performance
b) Manufacturer/Vendor obligations relative to the quality of commodities
2) [I] For project work–the Contractor shall do the following:
a) Consult the Job Specification and the Owner's Engineer concerning any specific warranties
required related to mechanical design, materials, workmanship, or functional performance of
supplied equipment and facilities, and
b) Ensure that Vendors' proposals include a written, "full" warranty, with terms and conditions
consistent with contracted and Job Specification requirements.
Note: A "full" warranty includes the repair or replacement of any defective equipment, within the
duration of the warranty, without expense to Purchaser or Owner.
3) [I] Individual equipment purchases for other than project work, the Purchaser shall ensure that
Vendors provide adequate warranties against defective materials, poor workmanship, improper
design, and failure from normal usage. "Full" warranties are normally required.

Attachment: Purpose Code Definitions

Code Description
* Assigned to paragraphs that require the Owner's Engineer to provide additional information or
make a decision.
A Assigned to paragraphs that require approval from the Owner's Engineer before the work may
proceed or the design is finalized.
C Assigned to paragraphs whose primary purpose is reduced costs. Reduced cost in this context
refers to initial investment cost and does not include life cycle cost considerations. Life cycle
cost considerations are captured under reliability, maintainability, or operability purpose codes.
E Assigned to paragraphs whose primary purpose is driven by environmental considerations.
Environmental considerations typically include specifications intended to protect against
emissions/leakage to the air, water, and/or soil. Deviations from the specifications contained in
such paragraphs require formal review and approval according to local environmental policy.
I Assigned to paragraphs that provide only clarifying information, such as Scope statements,
definitions of terms, etc.
M Assigned to paragraphs whose primary purpose is to provide for maintainability of equipment
or systems. Maintainability provisions are those that facilitate the performance of maintenance
on equipment/systems either during downtimes or during onstream operations.
O Assigned to paragraphs whose primary purpose is to assure operability of equipment or
systems. Operability is the ability of the equipment/system to perform satisfactorily even
though conditions are off-design, such as during start-ups, process swings, subcomponent
malfunction, etc.
R Assigned to paragraphs whose primary purpose is to improve or assure the reliability of
equipment or systems. Reliability is a measure of the ability of equipment/systems to operate
without malfunction or failure between planned maintenance interventions.
S Assigned to paragraphs containing specifications/guidance where the primary purpose is the
avoidance of incidents impacting personnel safety, process safety, and the public in general
and/or involving responses to emergency situations. Any deviation from the specifications
contained in such designated paragraphs requires formal review and approval according to
local safety policy.
Personnel Safety: Refers to the prevention of incident-related personnel injuries or illness,
e.g., burns, cuts, abrasions, inhalation of or exposure to dangerous
substances, etc., that could result in medical treatment, restricted work,
lost-time incidents, or fatalities.
Process Safety: Refers to the prevention and control of process releases, fires, and/or
explosions that could result in damage to equipment, process disruption,
or personnel injury or illness.
