EARLY 223 thou-
sand children and
teenagers trooped
to various public schools
across Cagayan de Oro
and Misamis Oriental as
classes opened yesterday.
The education depart-
ment counted 133,325
people enrolled in kinder-
garten, elementary, junior
high and senior high in
public schools in the
city. Excluding those in
kindergarten, the city has
about 4,371 public school
teachers.
In Misamis Oriental,
officials said there were
89,500 enrolled in public
schools, and some 6,800
teachers.
Officials however said
the figures could shoot
up, pointing out that the
Department of Educa-
tion is still anticipating
latecomers in the coming
days.
Jonathan dela Peña,
schools division super-
intendent in Cagayan de
Oro, said the number of
elementary graders in
the city reached 92,110
students, as of yester-
day’s count. With 2,693
elementary grade teach-
ers, the ratio is 1:34 or
one teacher for every 34
students.

BUTUAN City -- The fish-
erman marooned at sea for
21 days has returned safely
to his home and family in
Surigao City after he was
rescued in the island nation
of Palau.
A report from the Phil-
ippine Coast Guard (PCG)
identified the fisherman
as Robert dela Cruz, 39,
of Barangay Washington,
Pantalan Uno, Surigao
City.
The Coast Guard said
dela Cruz was found drift-
ing at sea and was rescued
by the crew of M/T Seri
Begawan, a Malaysian
flagged tanker, at about 51
nautical miles southeast of
Anguar Palau, Island and
490 nautical miles East of
Davao region on Saturday.
The Coast Guard said
dela Cruz and his com-
panions went for a fishing
venture in April 26 at the
Pacific Ocean aboard their
mother boat but he was
subsequently separated
from the rest of the crew.
He was on a small boat to
catch fish.
Officials said after
hours of searching, he
eventually ran out of gas-
oline and started drifting.
According to the Coast
Guard, dela Cruz survived
by eating raw fish and
drinking rainwater for 21
days.
Dela Cruz’s ordeal cov-
ered the distance of 600
nautical miles or 1,100
kilometers of open sea.

bers calling it a “misogy-

Ched orders BSU external centers closed

laez has announced that
the 2014 Commission on
Higher Education’s (Ched)
Gradual or Outright Phase
Out Order of all Bukidnon
State University – External
Study Centers (BSU-ESCs)
in Misamis Oriental will not
be fully implemented.
Pelaez said based on
Ched Resolution No. 097-
2018 and Ched Implement-
ing Order dated May 29,
the following BSU-ESCs
shall continue to operate in
the municipalities and cities
of Sugbongcogon, Alubijid,
Medina, Talisayan, Salay,
and Gingoog City.
“This is a good develop-
ment kay sa mawala na gyud
tanan ang mag-operate,”
he said.
The campuses that were
ordered to close were BSU-
ESCs located in the munic-
ipalities of Kinoguitan and
Magsaysay.
Ched Deputy Executive

CESO III ordered Ched-10
to close Kinoguitan campus-
es within the first semester
and recommend enrollment
of incoming freshmen to
Sugbongcogon which is 10
minutes to 15 minutes walk
away from Kinoguitan.
Ched-10 were also or-
dered to let BSU-Kinoguitan
furnish the necessary trans-
fer credentials and records
to students affected by the
closure, cause the preserva-
tion of all the students’ aca-
demic records by submitting
the same to the Ched-10 or
to the National Archives
Office.
Another ESCs that were
allowed to operate was or-
dered to comply with some
conditions within the pre-
scribed period otherwise
they were also ordered to
close immediately under
the conditions set forth in
Section 62 of Ched Mem-
orandum Order NO. 40,
series of 2009.
Those were allowed to
operate were told to work
out the allocation of P1.5
Million for capital outlay,
P2.5 Million for personnel
services and P1.5 Million
for maintenance and other
operating expenses starting
the next year 2019 so that it
could transition into a satel-
lite campus.
Imperial also ordered

transfer ESC into a site
that owns or that with a
definite and feasible pro-
gram for ownership within

Andres Bonifacio and his brother suf-
fered the same fate at Naic.
A little digression and trivia, if you
will. A year before he ordered the assas-
sination of Luna, June 5, 1898, Agu-

I’m not a big history buff but it’s not
every day that a pivotal point in our na-
tion’s history falls on the same day your
column gets published.
Politicos in power, no matter how
they package themselves as “pro-peo-
ple,” will always behave according to
their original socio-economic standing.
As we are witnessing today, this truism
still holds true as it was 119 years ago.
Anybody who threatens the status
quo will always end up dead.
Why’d you thought all those “drug
lords” killed without the benefit of the
courts and some were spared? If you still
believe that all these killings were part
of the grand scheme to eradicate drug
use in the country, then you’re woefully
mistaken.
Impunity, by the way, is not only
characterized by wanton killings by
people in power. This also manifests in

a young woman or man, goes to school
because he or she has questions in her
or his mind that he or she has wants
answers to. Asking questions is how
learning and studying begins.
Whether it is in the physical sciences
or the social sciences, technology or the
arts, or our personal, psychological or
spiritual life and whatever level we are
in the school, be it in the grade school,
high school, college, etc..., we go to
school because we have questions in
our mind that we want to find answers
to. The answers to the questions we are
asking are just waiting out there to be
known or discovered by us.
We seek answers to our questions for
various reasons. The most basic reason
is that we are hungry for knowledge and
understanding. We get some satisfaction
and joy for our discoveries of truths that
we have been seeking to know. That is
what all studies have always been about.
Whatever it is that we are studying,
our studies have always been about
knowing the truths about the world and
about our lives as persons.
However, that is only one reason why
we search for answers in whatever field
of knowledge or study we are engaged

Farmers feed the nation. They
deserve to be aided with their needs to
produce food -- farm implements, fertil-
izers, new technology, fair price for their
produce and better roads for transporta-
tion. But farmers who get these support
from the government but squander the
aid provided by the government should
be prosecuted and jailed for their sins.
It is sometimes ironic to watch China
making deserts green with farm produce
while we, surrounded by water and hav-
ing very fertile soil, are lagging behind
in food production. Neighboring Asian
countries learned from us decades ago
but now, we import rice from them.
China has a serious reforestation
program that resulted in lush forest after
50 years. Here, we have a billion worth
of reforestation program during the time
of Environment Secretary Ramon Paje
which is shrouded with questions if not,

Let’s not rush to
federal system
SHIFTING from the present uni-
tary-presidential form of government to
the proposed federal-parliamentary sys-
tem is no small matter. It Street Talk
demands probity and
statesmanship of the
highest order in those
who advocate it.
Radical change in
our mode of gover-
nance cannot, should
not, be dictated by
the preference of a Manny
few powerful people.
Valdehuesa
No individual or group
can speak unilaterally, let alone decide
this issue, for all Filipinos. Not even if
they are hand-picked by the president.
And not especially by today’s president.
A societal issue, at the least, demands
the widest discussion and debate possi-
ble, plus a referendum where all aspects
and viewpoints are considered openly
and thoroughly. Short of that, one cannot
speak of due process and democratic
decision making.
Some advocates of federalism sound
as if all it takes to establish and institu-
tionalize the new system is gravity—i.e.
enact it at the top and let it trickle-down
to the different layers of the bureaucracy
and society.
Not only that, they want federalism
adopted through a simple and uncom-
plicated route: convert Congress into
a constitutional assembly and get it
done pronto. Would that they were just
kidding! In fact, their preference for a
constituent assembly should raise alarms
up and down the Philippine archipelago.
So delicate a task as constitu-
tion-making should not be entrusted to
traditional politicians with deep dynastic
roots in politics as a livelihood. Filipinos
shouldn’t take their cue from the same
politicos who manipulate them today
and dominate politics on all layers and
corners of our system.
To let the trapos have their way on
this issue is to kiss goodbye to term
limits, accountability, free elections, and
even free speech and press freedom. The
latter are already under attack today and
are already weakened by expletives and
imperious authoritarianism.
To let the system be coopted and
dominated by such people will guaran-
tee that the proposed federal territories
will remain firmly under their control.
We would only end up with a rewritten
Constitution tailor made for their inter-
ests, political and economic.
How do we know this? They are the
same generation of trapos who appro-
priated the yellow banner of EDSA and
ushered President Cory into power,
spouting the fairly simple concepts of
decentralization, devolution, and auton-
omy and later enacted the Local Gov-
ernment Code.
But instead of enforcing and institu-
tionalizing the Code’s mandate to em-
power the Filipino and the community,
they bastardized it by making it impossi-
ble for deserving and qualified but poor
candidates to win in their districts.
First, they made election campaigns
prohibitively expensive by flooding
their bailiwicks with money, pork barrel
favors, and flying voters. Second, they
fielded their family members and cro-
nies to run for all available positions,
crowding out other candidates.
Where none of this worked, they
brought in the usual combination of
guns, goons, and gold to soften up or
intimidate voters.

3, departed for his first Offi-
cial Visit to South Korea, as he
expressed confidence that the
Philippines will build stronger
security and economic cooper-
ation with one of Asia’s vibrant
economies.
“Today, we stand shoulder
to shoulder in advancing our
shared aspirations and in fac-
ing threats to our nations, our
peoples and in our region,” the
President said in his departure
speech at the Ninoy Aquino In-
ternational Airport Terminal 2.
President Duterte recalled
that the ties between the Philip-
pines and South Korea run long
and deep, noting that nearly 70
years ago, the two countries
stood side by side in defense of
freedom and democracy.

is much to be learned from
South Korea’s experience and
