Dear Governor Camey,
am writing to you regarding the attached letter | received from Elections Commissioner
Elaine Manlove. | have also attached my March 6, 2018 letter to her, which you were
copied.
Under Delaware Campaign Finance Law Title 15 Chapter 80, the maximum
contribution for the office of County Council President is $600.00. | have reason to
believe that Karen Hartley-Nagle diverted my funds into her campaign for New Castle
‘County President which would be a violation of the law and would exceed the
Contribution limit. I have the right to request the Department of Elections investigate, as
from my perspective, the purpose of this investigation is to clear me of any wrongdoing
regarding these laws.
Over the course of 2016, I sent Karen Hartley-Nagle checks totaling $60,000. This was
intended as a loan to cover living expenses. She was unemployed at the time and
remained so throughout the entire year.
Itfhas come to my attention that during the course of her campaign, she listed loans to
her campaign amounting to $30,960. She claimed this to be taken from personal
savings, These loans coincide with the money | loaned her, especially in the months
from March of 2016 through August of that year.
| found this coincidence troubling, particularly given her unemployed status. This
‘concer grew deeper, when I found out that she had originally failed to disclose my loan
with the New Castle County Ethics Commission. On that same NCC Statement of
Financial Interests form, she claimed to own the residence where she currently
resides. This claim is simply not true. |, along with my brother, own this property.
Given the amount of the loan and the question of home ownership, itis hard for me to
conclude anything other than that Karen Hartley-Nagle has engaged in deception. And
if she is willing to deceive the Ethics Commission, why not also the Department of
Elections? Given her record of deceit, | believe there is good reason to question the
source of the $30,960 she claims came from personal savings. In other words, | haveyeities & a ret

In her reply to me, Ms. Maniove states that “none of of the Committee to Elect Karen
Hartley-Nagle reports as fled with the Department of Elections in 2016 disclosed any
indebtedness toward you, nor have you provided that the funds you loaned to Ms.
Hartley-Nagle were intended to be used by her in her campaign.” She also states that
“if you wish to pursue repayment from Ms. Hartley-Nagle... you should not rely on the
Department of Elections for assistance’
This first statement misses the point of my letter entirely. | simply want to be assured
that the money | loaned Karen Hartley-Nagle WAS NOT diverted to her campaign. The
second statement is even odder. | never asked the Department of Elections to help with
repayment of the loan. I never made this request because | know that this is not the job
of the Department, a fact that | reference in the March 6th letter (page 3).
Ms. Maniove's reading of my letter is so egregiously mistaken that | cannot help but
wonder whether the mistake is deliberate.
In any case, | have a right to see that my request is met. And | am asking you to ensure
that this right is upheld,
