BACKGROUND:

San Lorenzo Ruiz Fire Station were materialized in the year 2016, It was through the support of
the Local Government of San Lorenzo Ruiz by donating a 400 sqm located at Brgy. Matacong. This
Municipality is also a recipient of a model 1000 liters Jiangte Fire Truck from DILG and use by this
station.

This station also received a support and assistance from the Chief Executive in terms of
logictics and others to boost the morale of the personnel.

San Lorenzo Ruis Fire Station had a remarkable increased Fire Code Fees collection wherein
P26,954.00 was collected for the year 2017 compared to P13,118.00 for the year 2016 with a
difference of P13,836.00.

Likewise the total number of establishments inspected increased from 86 in 2017 compared to
29 in 2016 with the difference of 57.

All the Fire incident were investigated and submitted necessary reports to higher offices
concern. Caused of Fire were usually electrical wiring problem and accidental in nature.

C. Significant Activities

Here are the San Lorenzo Ruiz Fire Station major final outputs in fire prevention and other
activities by January to December 2017.

January 2017

In the Year-Round Fire Safety Awareness Campaign, January is known as the Fire Code
Revenue Awareness Month of the BFP wherein establishments renew their business license
including fire safety certificate.

One of the pre-requisites for the said renewal of their business permits is the Fire Safety Inspection
Certificate (FSIC) which is annually released by the Bureau of Fire Protection. As to avoid delay in
getting fire safety certificate, business owners should bring their assessment form from the local
government unit, barangay clearance; fire safety certificate and previous business permit of their
establishment. A fire safety inspection and fire safety tips lecture were also conducted and giving by
the Fire Safety inspector prior to the release of the FSIC.
February 2017

A momentous event was added to the history of the Bureau of Fire Protection Regional 5 and
in the Municipality of San Lorenzo Ruiz in the Province of Camarines Norte as the Inauguration,
Turnover Ceremony and Blessing of the new San Lorenzo Ruiz Fire Station (Typical Type) was held
last February 20, 2017.The occasion was attended by BFP Regional Office 5 representative headed
by the Regional Logistic Officer INSP Sarena Soccoro S Tolarba, OIC PFM of Camarines Norte
S/INSP. Alex A Lagarde and Municipal Fire Marshals of different Fire Station of Camarines Norte and
employees of LGU San Lorenzo Ruiz led by Amiel Z Guinto Private Secretary II .The Blessing of the
new Fire Station was shepherded by Ronald D. Bardon, Parish Priest..

March 2017

SLRFS Personnel headed by MFM SFO3 Oscar A Estrellado Jr with the assistance and support
by the SLR LGU anchor all the activities for the Fire Prevention Month 2017 towards fire safety at
home by introducing innovative programs and activities motivating the public to take fire safety as
everyone’s concern. Fire prevention month kick off parade from Brgy. Daculang Bolo to Brgy.
Matacong San Lorenzo Ruiz Camarines Norte and participated by PNP and MDRRMO.
April 2017

In line with the observance of the holy week Personnel of the San Lorenzo Ruiz Fire Station
headed by MFM SFO3 Oscar A Estrellado Jr coordinated with the Local Government of San Lorenzo
Ruiz particularly MDRRMO about the plans and programs in connection to the incoming Holy
week/LAKBAY ALALAY.This undertaking aims to show readiness on the part of our firefighters in
providing safety services and in rendering medical and rescue assistance. Personnel of the San
Lorenzo Ruiz Fire Station conducted inspection around San Lorenzo Ruiz to check the compliance of
every Resort through rescue equipment visibility and rescue personnel in strategic area.

May 2017

San Lorenzo Ruiz Fire station conducted Barangay Ugnayan at Different Barangay of San
Lorenzo Ruiz during the activity, firefighters discussed safety reminders and preventive measures to
avoid fire occurrence at home. Fire excludes no one – rich or poor, even young and old can be a
victim. Negligence at home is one of the common causes of fire that is why participants were
reminded about the importance of practicing awareness among each and every member of the family
(from the youngest to the oldest).
June 2017

. San Lorenzo Ruiz Fire Station BFP is encouraging schools to participate in keeping their students
and their premises safe from the danger of fire. In order to avoid possible fire incidents at school, and
to preserve a fire-free and safe school community, the management must observe the fire safety tips
given by the BFP.

July 2017
The San Lorenzo Ruiz Fire Station coordinated to the Municipal Disaster Risk Reduction and
Management office in making communities resilient to calamities. The fire-fighters also warned
communities to anticipate occurrences of disasters that usually fall in July. The observance of the
Disaster Consciousness Month SFO3 Oscar A EstrelladoJr said, is focused on “community readiness
and preparedness” which he pointed out “should be a collaboration of various agencies.”

The activities lined up in this month’s celebration are “ugnayan sa barangay”, pre-fire planning, fire
and earthquake drills, fire safety education campaign to schools and house to house campaign on fire
prevention and disaster awareness.
August 2017

In the Year-Round Fire Safety Awareness Campaign August is known as the Special People Fire
Safety Month of the BFP. San Lorenzo Ruiz Fire Station coordinated with the MDRRMO and
Conducted Barangay Ugnayan and Fire Safety Seminar within the area of responsibility to educate
the people especially those person with disabilities they cause a great deal of stress not only for
those directly involved but also for their family and friends. The conditions present during an
emergency often bring out emotional distress and panic, which, in turn, often lead to poor decision
making and irrational actions. This is a difficult experience for anyone. However, BFP San Lorenzo
Ruiz conducted fire prevention training, pre-planning, fire safety lecture and drills.
September 2017

In the observance of the feast day of the Patron Saint, San Lorenzo Ruiz De Manila and in
celebration of the 16th Boyoboy Festival, the First Inter Barangay Firefighting Olympics has been
materialized.

The opening program was led by the Municipal Mayor, Hon. Nelson P Delos Santos and an
inspirational message was delivered by CNBFP Provincial Fire Marshal Supt. Felix Lucio S Guevara
Jr to the participant/competitors composed of 9 barangay fire brigade out of 12 Barangays and 2
Elementary and 2 Secondary School vying for championship last September 25, 2017 at the LGU
compound Matacong, San Lorenzo Ruiz, Camarines Norte.

The main objective of the first Inter Barangay firefighting Olympic is to promote Fire safe
community and Fire suppression techniques in Barangay level.

October 2017

The Bureau of Fire Protection celebrates October as an Industrial Fire and Hazardous
Materials Month. In response to the celebration, the San Lorenzo Ruiz Fire Station conducted a Pre-
Fire Planning Activity last October 2017 around San Lorenzo Ruiz Camarines Norte. The said activity
was complied successfully by conducting Fire Safety Inspections at various Industrial Occupancies
particularly at Gas Stations and Prime water.
November 2017

In observance of Oplan Kaluluwa UNDAS 2017 the Bureau of Fire Protection’s San Lorenzo
Ruiz considering the increasing number of people during activity, chances of untoward incidents are
foreseen, properly coordination with other line agencies were conducted by this station personnel to
include a meeting to run out operational guidelines to be implemented and deployment of fire trucks
and fireman visibility within the San Lorenzo Ruiz public cemetery were also undertake..

December 2017

SFO3 Oscar A Estrellado Jr coordinated with the Local Chief Executive of San Lorenzo Ruiz and
other line agencies and conducted Fire truck visibility and Bandillo to remind the public not to use
firecrackers specially the prohibited firecrackers. House to house inspection and giving fire safety tips
were disseminated to include the proper usage of electrical Christmas decors considering it is one of
the leading causes of fire incidents during Yuletide season.

V. ISSUES AND CONCERNS

a. Non-activation of the Fire Station.


b. No supplementary budget for monthly expenses on Station basic needs like
water and electric bill.
c. Non provision of internet connection.
d. No Computer and printer/scanner.
e. No supplies of office furniture/fixtures.
