DISTRIBUTION COMMISSIONING TEST SHEET – LOW VOLTAGE XLPE CABLES

This commissioning test sheet covers the checking, testing and commissioning of all replacement or new installations of low voltage
cross-linked polyethylene (XLPE) cable.

NOTE: Tests must be carried out after the installation, alteration, repair or cut-in and before putting back to service.
SAFETY: At all times maintain suitable clearance to all other electrical equipment and verify planned escape routes.
In preparation for the tests, wherever possible, disconnect the cable from the equipment on both sides and make the area safe. If cable cannot be disconnected
ensure that the equipment connected to cable will not be affected. If the end side of the cable cannot be positively isolated, a second person should stand guard
at the end of the cable during tests and a two-way radio must be used for communication.

2. VISUAL INSPECTION AND SAFETY CHECK
1 Check that the cable is installed correctly.

2 Check the supply to the cable, that it is switched off and isolated if possible.

3 Confirm that the cable is de-energised (with approved testing device).

4 Ensure that the earth system is complete, undamaged and bonded to earth points.

5 Wherever possible, check that there is no physical damage to the cable or equipment.

6 Check that the cable is clearly marked with each phase colour and labelled (if applicable).

7 Disconnect the relevant MEN link and N-E connections for the cable/s under test.
3. END TO END PHASING TEST

4. INSULATION RESISTANCE TEST


Test Connection Minimum Values Test Results

Use a 1 kV insulation resistance tester for 1 minute between each Red phase to white phase >10 MΩ or 1 MΩ Ω
phase conductor and between phase and neutral conductor (never use
a 5 kV insulation tester for this test). White phase to blue phase >10 MΩ or 1 MΩ Ω
Values greater than 10 MΩ for new cables and 1 MΩ for existing cables
Blue phase to red phase >10 MΩ or 1 MΩ Ω
are acceptable.
Tests may not be practicable for existing cables because of connected Red phase to neutral >10 MΩ or 1 MΩ Ω
services.
(Note: 1,000 MΩ = 1 GΩ) White phase to neutral >10 MΩ or 1 MΩ Ω

Blue phase to neutral >10 MΩ or 1 MΩ Ω

Confirm cables have been discharged after testing.


5. SHEATH INTEGRITY TEST
This test confirms the integrity of cable sheath. Damaged or punctured sheath will allow moisture to enter the cable and neutrals to Value Result
deteriorate.
Use a 1 kV insulation resistance tester for 1 minute with all the neutral connections disconnected within the circuit of the cable being tested. Pass
If sheath integrity is <10 MΩ for new cables or <1 MΩ for existing cable, report unsatisfactory results to the Asset Manager for further testing or
repair. ______(MΩ)
Use an effective earthed reference point spaced more than 2 metres from any electrically conductive objective embedded in the ground, when Fail
conducting the test.
Confirm cables have been discharged after testing.
6. REINSTATEMENT OF CONNECTIONS

Reinstate all connections which were disconnected as per section 2 above. YES NO
Note: If NO please comment:__________________________________________________________________________________________________________
If energisation does not immediately follow the commission tests, conduct a final insulation resistance test to ensure that the circuit is safe to be energized.

7. HANDOVER OF RESPONSIBILITY FOR THE COMPLETION OF SECTIONS 1 TO 6


I hereby certify that sections 1 to 6 have been completed with satisfactory results and transfer responsibility to the commissioning officer.

8. PHASING CHECK
If the LV network is to be interconnected with another LV network, conduct phasing at the normally open point otherwise do phasing as required, with the phase-out tester on
energised networks.
For de-energised circuits use the resistor box.
9. OPERATIONAL HANDOVER
The commissioning officer must ensure that all checks are completed and the test results comply with the minimum standards.

SAFELY energised.
