Dear Suzanne Cunningham,

This is a follow-up to my April 20th email pursuant to my meeting you on April 12th.

I am hoping that you conveyed to Senator Murkowski my deep anxiety that S. 1460 - Energy and Natural Resources Act
of 2017 does nothing to protect and defend Americans in the event that our laissez-faire approach to oil & gas drilling,
production, and refining corporations is not in the Public Interest or the National Interest.

I envision the Senate and House compelling ExxonMobil and the other U.S. companies to take the lead in developing an
endgame strategy in anticipation of an involuntary winding down of production and refining.

This is my primary concern: Unless we force oil & gas companies to plan and implement a responsible endgame, there
could be a serious gap between supply and demand, which would result in failure to transport groceries and supply-chain
materials for manufacturing. Our economy and society could spiral out of control and collapse in chaos.

You probably understand how low prices, advances in electrical storage and EV technologies, or possibly an aggressive
and effective carbon price could drive refineries out of business, especially when their debt has risen nearly ten-fold, as is
the case with ExxonMobil (my first employer during the 1970s). My fear is that EVs, solar electricity, carbon tax and OPEC
production, inventory and price manipulation will drive the Boards of Directors to exercise FIDUCIARY DUTY in total
contradiction to the NATIONAL and PUBLIC INTEREST, shutting down unprofitable operations prematurely, before we
have adequately shifted away from fossil fuels (diesel, kerosene, gasoline, propane, bunker C, etc.).

Therefore, I am suggesting S. 1460 be retracted and replaced with truly responsible bi-partisan energy policy, such as
W.E.C.A.R.E. for World Energy Crisis Aversion & Readiness Endgame, the details of which would expressly protect
and defend Americans and the global community of people who rely on America’s leadership.
