SECTION 1

(A) BRIEF DESCRIPTION

The project foresees either partial or complete replacement of corroded


flowlines, ruptured flowlines, vandalized flowlines, leak repairs, Fabrication of
supports, well head loops, operating platforms, Radiography, flowline lifting,
burying, flushing, pressure testing, numbering, road / river crossing(s), and tie-in
at the arrival manifold etc.

The project comprises of Engineering, Procurement, Construction and


Fabrication.
It involves among other professional requirements, the execution of all the items
of the scope of work (item B) below.
The area of work will cover the entire Land Area field of operations, such as
OB/OB, Ebocha, Obiafu, Mgbede, Akri, Oshie, Idu, Kwale & Irri, locations
The approximate length of partial replacements is 50,000 meters/Year.

SECTION 2

(B) SCOPE OF WORK


The scope of work includes but is not limited to the engineering, procurement of
all required materials and the complete realisation of the basic items below:

B-b. Transportation of new pipes to be used for partial replacement from
Ebocha or Port Harcourt pipe rack to the site. Contractor shall provide the
means of transportation.

B-c. Bush clearing and excavation of the flowline right of way where
necessary.

B-d. Carrying out flowline stringing, laying by welding, installation of casing


pipes at road crossing as may be directed by Company Representative,
after bush clearing of the Right of way

B-e. Pressure testing of the laid flow-lines before hooking up to the manifold

B-f. Wrapping the pipes with polyken tapes (white and black) after cleaning
and priming, in case of road crossing or where deemed necessary by
Company Representative

B-g. Installation of prochind/insulating joints for cathodic protection purposes


at the wellhead and arrival manifold where necessary.

B-h. Radiography of the welded joints and effecting repairs if any.

B-i. Road/creek crossing flowline installation.

B-j. Hooking up to the arrival manifold as shall be directed by the Company


Representative

B-k. Fabrication and installation of wellhead operating platform as per typical


technical drawings attached as may be required.

B-l. Fabrication and installation of flow-line supports and lifting the laid lines
on the installed iron supports. Contractor is to supply the old flow-line
pipes for the fabrication of the supports. Paint the installed supports with
black epoxy paint. (Ref: AGIP SPEC.2000.VAR.PAI.FUN) All the supports
should be piled at 1meter to the ground level and Teflon shall be placed
on the supports in order to avoid direct contact with the fabricated support

B-m. Type of pipe supports to be used shall be defined by company


representative on site as per the typical pipe supports sketch attached.

B-n. Fabrication and installation of wellhead loops, as per typical technical


drawing attached

B-o. Number the flow-lines at an interval of 100m, using white coloured anti-
corrosion paint

SECTION 3

(C) GENERAL
The following are to be considered as part of the general condition for the
execution of the project:

C.1. Reporting
C.1.a The Contractor will submit a comprehensive work program
detailing all work items shown in the scope of work including
procedures for their execution.

C.1.b The Contractor will provide a Bar Chart (Project Progress),


indicating the time scale planned for the entire work foreseen for the
project. This will be updated weekly. Payments will be made based
on the chart.

C.1.c Contractor shall submit a daily report, which will be


countersigned by the company representative. The report shall
indicate the programmed work for the day and the plan for the day
after. Any slow down of the activity and reasons why will be
reported.

C.1.d The Contractor shall submit weekly comprehensive reports.

C.2. Kick-off Meeting


Contractor shall report to NAOC Gas Plant, OB/OB, for a Kick-off meeting
with relevant NAOC stakeholders. The contractor is expected to provide
work program, which shall show the job commencement & completion
dates, respective activities and must be adhered to, after Company
approval.

C.3. Standards
C.3.a All constructions have to be executed according to the latest
International and Agip Standards, which have to be made available
to Company for approval by the Contractor for the activity
concerned.

C.3.b Contractor shall complete all works included in the punch list
prepared by company representative and eliminate any fabrication
or installation defects.

C.3.c In case of any conflict between the documents, the following


priority shall apply:
C.3.c.1 This scope of work / specification
C.3.c.2 Company Order
C.3.c.3 AGIP general specification
C.3.c.4 Other codes & standards
C.3.c.5 Data sheets of individual items
C.3.c.6 Vendor proposals approved by Company.

C.3.d The contractor shall execute the work in accordance with


appropriate professional codes and in a safe manner.

C.4. Contractor's Special Obligation

C.4.a.1 The Contractor shall mobilize within 24 hours of either


written or telephone (verbal) invitation.

C.4.a.2 The contractor shall de flange the flowline at both the


wellhead and arrival manifold, install appropriate spade(s)
and observe all necessary safety measures as may be
directed by company representative, before
commencement of welding job on site.
C.4.a.3 The contractor is responsible for the transportation all the
pipes from the Pipe Rack to the site and recover all the
replaced ones (old) and transport them back to Ebocha
Pipe Rack.

C.4.a.4 Major Mobilization refers to when the contractor is called


from his Office to mobilize to any of our locations as
specified.

C.4.a.5 Minor Mobilization refers to when the contractor has


already mobilized to any of our locations and was asked to
re-mobilize to carry out another CALL-OFF activity within
our locations as specified.

NOTE: Only brand new materials shall be acceptable for the following activities:
fabrication and installation of final wellhead hook-up, arrival manifold hook-up

and casing vent line hook-up. All required materials should be the contractor’s
responsibility.

SECTION 4
(D) HSE REQUIREMENTS.

HSE CONTRACTOR REQUIREMENTS FOR NEW PROJECTS


1. Contractors HSE (CASHES*) Manual for the project.
• Company policy documents and strategic objectives duly signed by the chief Executive Officer.
• Company’s organizational structure, responsibilities and stands for service.
• Risk Assessment for the project.
• Equipment maintenance schedule.
• Accident/Incident reporting and investigation procedure.
• Waste Management Plan.
• Company’s program for inspections (HSE audits and meetings).
• Written HSE procedures, standards and guidelines with respect to the project.
• Workmen compensation policy in-lieu of insurance.
2. Certified HSE Officer dedicated to HSE aspects.
3. Emergency Preparedness and Response Procedure for the project.
• Medical Evacuation of injured persons.
• Contractor’s retainer clinic and address.
• Phone numbers of key persons to be contacted in an emergency
• Fire fighting plan
• Toxic gas release.
• Oil spill
4. Job safety analysis for the different stages of the project.
5. List of equipments.
6. List of personnel
7. Medical Fitness Certificates of all personnel involved in the project.
8. Pre-mobilization inspection of all equipment.
9. Scope of work.
10. Copy of DPR certificate.
