LEGAZPI CITY -- The opening of classes for the 1.65 million students in the en-
tire Bicol Region was peaceful and orderly, according to the Department of Education
(DepEd) Bicol regional office.
DepEd Bicol regional in-
formation officer Mayflor Ju-
mamil said the enrollment for
this school year 2018-2019
rose by 12 percent from 1.5
million recorded the previous
school year due to the imple-
mentation of the senior high
school and because of the
continuing enrollment.
She said following the
standard 1:35 classroom-pu-
pil ratio, the students enrolled
this school year are accom-
modated in close to 58,374
classrooms spread over the six
provinces of the region.
On the issue of lack of
classrooms, Jumamil ex-
plained that backlogs in the
classroom are reported in ur-
ban areas such as cities and
capital towns, where there is
influx of learners.
She said the availability of
classroom is sufficient enough
to cope with the new and old
students in the rural areas.
Jumamil further said that
some PHP364 million would
be spent this year for the
maintenance and repair of
11,224 classrooms in the six
provinces of Bicol.
She also bared that the
department earmarked some
PHP6.4 billion for the con-
struction of 2,580 new class-
rooms for this school year.

36 Bicol colleges to raise tuition

Commission on Higher Ed-
ucation (CHED) on Tues-
day approved the increase
in tuition in 36 private and
government colleges and
universities in Bicol Re-
gion for this school year.
CHED regional adminis-

Goodbye, Ben
When Ruben F. Babar entered the local
media scene 25 years ago, a local newspaper
called him “a new kid on the block.”
He was not, however, a newbie in the
workings of the media when he did. As a boy
growing up in the riverine town of Camaligan,
he would wake up early to peddle the dailies
from Manila in the centro of Naga City so he
could send himself to school. His simple
joy then, as he said, was a hot pandesal and
coffee after his daily round. He would in
later years land a job in the major printing
presses of the city, working up to midnight
to beat the deadlines of the local weeklies.
During the Martial Law years, he would carry
the required Media Pass to show he was legit
and exempted from the curfew imposed by
the military.
In short, he was a survivor. He rose from
a newsboy to a newspaper publisher. He
survived Martial Law as well as the taunt of
some “parasugot sa Kantong Putikon,” that
oft-lamented habitue of local media, that
the Bikol Reporter which he started in 1993
would fold up after only several issues.
Because community journalism, is a very
stressful undertaking. The pressure, mostly
comes from printing presses that do not put
into bed the newspaper unless one has fully
paid the rate or at least half of that. This is
understandable of course, printing presses
like newspapers are businesses. They need
money to survive.
Ben survived that, even if the Bikol
Reporter gets to come out late, sometimes.
Yet, certainly, it was not because he sold
his soul to the devil. He has that simple
principle in life he learned early on, that one
can maintain one’s name if one works hard.
His path was that clear and simple: tread
on it with the truth as guide. That certainly
helped him and defined the Bikol Reporter as
a local community newspaper. There is also
one other thing: Ben was a devout follower
of Ina. In September, during Her fevast, the
front page will always be Ina. BR had not
diverged from that.
He did not survive the sickness that
expectedly comes at old age. Certainly,
however, his dream and vision for Bikol
Reporter as an exponent of the progress of
Bicol, will live on.
His wife, Evelyn and son, JR; as well as we

CAUSE FOR ALARM: Financial liter-
acy level of the average Filipino remains
alarmingly low – a problem that begins
with poor childhood education that per-
sists until their adult years, according to
BSP. In a study by World Bank, Filipino
adults surveyed could correctly answer
only three out of seven financial literacy–
related questions covering basic numer-
acy, computing compounding interest,
fundamentals of inflation and investment
diversification.
The study also showed that Filipi-
nos lack specific knowledge to make
informed financial decisions. It also in-
dicated that money management habits
formed in childhood stay into adulthood.
Those who began saving as children
display better attitudes to saving, and
tend to outperform their peers who did
not develop the habit early - in the ar-
eas of choosing financial products and
services, monitoring expenses and plan-
ning for retirement. Start them young on
money lessons!

fifty-one nominees, the big-
gest haul in years, have been
recommended for confer-
ment by the city mayor for
this year’s Mayoral Awards.
While members of the
Awards Committee begged
not to reveal the names of the
successful nominees because
that privilege is reserved for
the mayor to public announce
the winners in a press con-
ference as one of the much-
awaited pre-events of the
forthcoming 70th or Platinum
anniversary of Naga City’s
declaration as a chartered
city, clues have leaked to this
paper as to who the winners
will be.
Naga was granted its own
charter on June 18, 1948, the
first in Bicol and one of the
few throughout the country,
by virtue of a house bill au-
thored by Rep. Juan Q. Mi-
randa, a Bicolano guerilla
leader.
It was hinted that a univer-

The Teacher as a Community Leader

Time was, in the past,
when a teacher was relegated
to his classroom. He teaches
the whole day and goes home
when the day is done. Then,
he goes through a similar ac-
tivity, doing the same activ-
ity day in and day out. It be-
comes routinary. But times
have changed. The teacher,
especially the elementary
public school in the barrio has
taken other responsibilities.
He is looked upon as a com-
munity leader. He leads the
community in activities such
as mediating even problems
among family members. He
is looked upon as a person
of authority. He is consulted
on problems of various kinds.
His opinions are important in
many community issues. He
stands as a pillar in the com-
munity a strong pillar who
can be relied upon. In cases
of emergency, in times when
there are calamities, he is ex-
pected to lead the community
members in saving lives, res-
cuing those in grave danger.
He is also considered to be
active in the community’s so-
cial activities. This is the same
commitment that the teacher
gives even spiritually much
less physically.
So, he is likewise consid-
ered in making decisions for
children’s education like those

so highly as the hopes of the
fatherland.
This is the teacher, a com-
munity leader. a multi-faceted,
multi-tasked individual and oh,
so versatile. The education
that a teacher has earned in
his studies is paying off. This
is the meaning of the well-
accepted statement that a
teacher maintains his position
as the holder of the world’s
noblest profession.

because of economic progress, social mobility and equitable/
just distribution of wealth. The non-religiosity in these countries
is just an incidental result of equitable economy, not the other
way around.
Both neo-atheism and modern-day authoritarian populism
can be explained in terms of materialist historical determinism,
which is fundamentally economic in nature. The election of
Trump and Duterte to high office seem antithetical to the
traditional values that society hold dear but the contemporary
success of these politicians has little to do with moral values of
society but rather more on economic values.
Similar to the rise of fascism in Europe in the 1920s, the
recent global rise of authoritarian populism can be explained
in terms of a failing base structure and the remolding of
society’s superstructure. It can be blamed largely on the failure
of neoliberalism to deliver its promise of social equality and
prosperity for the masses. In other words, the old system is
losing its economic and cultural meaning (base-superstructure
interplay). This is true for both industrialized countries like the
U.S. and semi-feudal countries like the Philippines.
As the masses became frustrated, they turned to false
messiahs whom they think are sincerely challenging the status
quo. Hence, the populist politicians are the embodiment of
anger and frustrations of a significant portion of the masses that

Governor Joseph C. Cua
responded to criticisms on
the provincial government
which is to speed up the dis-
bursement of the abaca reha-
bilitation fund as it cannot be
done since there should be a
systematic process that should
be followed in giving the cash
incentives to the abaca farm-
ers. They should be monitored
and validated by the PhilFIDA
and the responsible agencies.
The local chief executive
emphasized the high demand
of abaca abroad and lesser
production of abaca in our
country due to the manual
stripping. He expounded the
benefits of the mechanized
abaca stripping and also gave
gratitude for the PhilFIDA as
well as to the DA for the ₱50
million abaca rehabilitation
fund.
“Ang paggamit kan maki-
na parehas an sa molinohan,
pagnag-ani kamo ning paloy,
nagbalad kamo, dai na kamo
mabayo,” he added.
In his message, PhilFIDA
Executive Director Kennedy
T. Costales explained that the
celebration of Abaca Festival
is to honor the efforts of the
abaca farmers, adding that the
province has a very special
place in their hearts because
of its biggest share in abaca
production.
“Ang Catanduanes po is
the biggest producer of Aba-
ca hindi lang po sa Pilipinas
kundi sa buong mundo. Cat-
anduanes has about 14, 168
abaca farmers covering 92,
067 plants with 216 barangays
involved sa abaca out of 315
barangays,” said Costales.
“Kapag mawala ang Cat-
anduanes sa ngalan ng abaca
industry, patay na po ang
industriya ng abaca kaya in-
aalagaan po namin ang Cat-
anduanes kasi po napakalaki
ng kontribusyon niyo sa Phil-
ippine abaca industry,” he
added.

featured in Daet Festival
DAET, CNorte - Pre-
paring foods identified
with Bicol will be high-
lighted in a unique com-
petition marking the 25th
year of this town’s Pinyas-
an Festival on June 16, this
year.
Dubbed “Pili-pinya Coco
Laing Challenge,” the compe-
tition will involve four teams
completing tasks distributed
in four designated stations.

The provincial Gov-
ernment of Catanduanes
and the Provincial Social
Welfare and Development
(PSWDO) gave 20,000 to
centenarians, Mrs. Nativi-
dad T. Tolledo age 101 from
San Miguel, and Mr. Guill-
ermo S. Tumala age 100
from Pandan during the
Senior Citizens’ Congress.
On the event held on
May 22, 2018 organized
and headed by PSWDO and
the Provincial Government,
Governor Joseph “Boboy”
Cua expressed his support to
senior citizens.
