REQUEST FOR INFORMATION

TRAVIS AFB UNMANNED AERIAL SYSTEMS OFFICE

1.0 Description

1.1 The Travis AFB UAS Office, in support of the 60 Air Mobility Wing’s Innovation Program, is seeking
information on what is available to meet our needs for a secure UAS ecosystem that leverages UAS and
counter-UAS technologies and capabilities in support of mobility operations that can harmonize with our
existing flight and ground operations.

1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for
information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to
issue an RFP in the future. This request for information does not commit the Government to contract for
any supply or service whatsoever. Further, Travis Air Force Base is not at this time seeking proposals
and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay
for any information or administrative costs incurred in response to this RFI; all costs associated with
responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does
not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be
synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the
potential offerors to monitor these sites for additional information pertaining to this requirement.

2.0 Background

Aviation is undergoing a radical growth spurt and global mobility operations require a synchronized
participation to capture the benefits of this emerging arena while simultaneously posturing to mitigate the
associated risks. Travis AFB, located in Fairfield, CA outside Silicon Valley, is home to some of the largest
aircraft in the Air Force which enable Global Air Mobility through Airlift and Aerial Refueling.
Additionally, Travis AFB is host to Contingency Response Wing that provides expeditionary airfield
support and disaster relief in austere locations during times of crisis. All combined, Travis AFB is looking
to leverage its location, its culture of innovation and diverse mobility mission set to help bootstrap emerging
capabilities in the UAS space.

3.0 Requested Information

In time, the Travis AFB UAS Sandbox for Innovation is looking to partner, purchase, lease and/or
collaborate with any interested parties that share a mutual interest in unmanned/autonomous flight systems
and architectures. To that end, we are looking to discover all the ways in which unmanned aerials systems
can be employed and operated to enhance global mobility operations without bounds.

This includes, but is not limited to the following uses:


a) Aircraft Inspections
b) Airfield Inspections: Approach Lighting, Foreign Object Debris sweeps of
runways/taxiways/parking areas, etc
c) Building Inspections
d) Post Attack Reconnaissance sweep after Chemical attack (inspect color changes on pre-
positioned chemical detection tape)
e) Maintenance Part Delivery on flightline
f) Kinetic Counter-UAS capability
g) Perimeter Patrol (longer range/endurance requirement)
h) Crisis-Response Eyes-on (ie Active Shooter etc)
i) Personnel Search and Rescue
j) Commercial drone delivery
k) Swarm-enabled formations to carry larger objects
l) Day/night operations

UAS Aircraft
- Small, multirotor aircraft weighing 20 pounds or less
- Vertical Takeoff and Landing (VTOL) fixed wing aircraft capable of roundtrip distances greater
than 10 miles as well as hover.
- Low Cost (competitive with consumer products such as DJI drones)
- Securely connected command-and-control
- Survivable and robust
- Small-Medium aircraft
- UAS Collision avoidance

UAS Infrastructure
- Traffic Management (UTM) solutions
- UAS Remote Identification, particularly Identify-Friend-from-Foe
- Wireless Datalink system (hardware and/or software) that can enable centralize override control
capability to any UAS operating within the perimeter
- Centralized Dashboard for situational awareness of UAS locations within and just beyond the
perimeter
- Ability to push Real-time geofencing data updates to UAS operators
- Ability to approve, deny and revoke airspace clearances within the perimeter in real-time
- Interoperability with other systems

4.0 Responses

4.1 Interested parties are requested to respond to this RFI with a description of their solution(s), technical
specifications/data, approximate price point, operating requirements, and any other data that may be
informative. Interoperability with other systems is highly desireable.

5.0 Industry Discussions

Travis AFB UAS representatives may or may not choose to meet with potential offerors. Such discussions
would only be intended to get further clarification of potential capability to meet the requirements,
especially any development and certification risks.

7.0 Summary

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide UAS and/or
counter-UAS enabling technologies and capabilities. The information provided in the RFI is subject to
change and is not binding on the Government. Travis Air Force Base has not made a commitment to
procure any of the items discussed, and release of this RFI should not be construed as such a commitment
or as authorization to incur cost for which reimbursement would be required or sought. All submissions
become Government property and will not be returned.
