The Training Program on Bridge Systems


Engineers for the Philippines, 2010
-Capacity Building of Potential IT Engineers to be Future Bridge SE-

1. Background:

Recently the Information Technology (IT) industry is crucial for economic development, and an
increase in the number of skilled IT engineers is vital for IT related industries. Especially, the
demand for so-called “Bridge Systems Engineers”, who play a key role in cooperative IT projects
between Japan and Asian countries by taking advantage of their knowledge of the culture and
business customs etc. of both countries, is increasing.

At the same time, the recognition of an established skill standard for IT engineers both in Japan and
the Philippines will enable the smoother cross boarder movement of both business and the
procurement of highly qualified technical personnel, since it would be easier to assess the technical
levels of the individuals. Consequently, Japan and the Philippines are promoting the mutually
recognized IT engineers examination, and now in the Philippines, the number who pass the
examination is increasing every year.

In line with the above, AOTS is entrusted by the Ministry of Economy, Trade and Industry (METI) to
implement the training program for Bridge Systems Engineers, targeting people who have already
passed the IT engineers examination and have the potential to be future Bridge Systems Engineers,
to have them become acquainted with basic Japanese language communication skills and IT
technical skills to do business smoothly with Japanese IT companies.

2. Program Outline:

1) Objective:
Participants will obtain basic communication skills in Japanese, multi-cultural issues, and the technical
skills required for Bridge Systems Engineers, so that they will come to able to play an important role in
cooperative IT projects between Japan and the Philippines in the future.

People of IT related companies who are currently doing or are expected to do the offshore IT business
in cooperation with Japanese companies

3) Outline, Contents and Number of Participants:


This training program consists of a training program in both the Philippines and Japan. The result of
the Japanese language examination on the final day of the training program in the Philippines will be
used at the selection procedures of the participants in the training in Japan. Please note that only 10
participants can attend the training in Japan.

Part 1. Training program in the Philippines

(1) Training period:


Manila… From 11 to 22, October
Cebu… From 13 to 25, October
Davao … From 18 to 29, October
(2) Number of participants: 45 participants (15 participants in each of 3 cities)
(3) Contents: Japanese Language and IT basic information - Based on AOTS Text Materials
(4) Training Style: Lectures by dispatched Japanese lecturer
(5) Duration: 6 hrs/day x 10 training days: Total 60 hours
Part 2. Training Program in Japan

(1) Training period:17 January to 18 February 2011


(2) Number of participants: 10 participants
(3) Contents:
1) Japanese Language (including IT vocabulary, writing emails, etc.)
2) Japanese business manner
3) Visit IT companies and exchange experiences with Japanese IT engineers
4) Project management
5) Communication skills and the roles required as a Bridge SE
6) Workshop on offshore IT project
(4) Training Style: Lectures by Japanese lecturers, group exercises and discussions
(5) Duration: 6hrs/day x 25.5 days : Total 153 hrs

4) Language:
Sessions except the Japanese language training will be conducted in English or Japanese with
translation into English.

3. Participation Requirements
(1)Participants should have national of the Philippines.
(2) Participants should be between 23 and 45 years old and physically and mentally fit to undergo training.
(Participants’ dates of birth should be
For Manila …between and 12 October 1965 and 11 October 1987.
For Cebu …between and 14 October 1965 and 13 October 1987.
For Davao …between and 19 October 1965 and 18 October 1987.
(3) In principle, participants should be university graduates or have equivalent academic and/or work
experience.
(4) Participants should belong to IT related companies.
(5)Participants are expected to have a sufficient Japanese language skill/ability with equivalent to the N 4*
level of Japanese Language Proficiency Test.
* N4 level of Japanese Language Proficiency Test is equivalent to “ Level 3” of it in the past.
(6) Participants should be engaged in the development of information systems or software in
companies/organizations for at least 3 years.
(7) Participants should not be students or armed forces personnel.
(8) Participants should have a sufficient working knowledge of spoken and written English.

4. Training Expenses
The training program is financed by the Ministry of Economy, Trade and Industry (METI), and AOTS will
cover the following expenses for the participants.

■Training in the Philippines

AOTS will provide lunch for 10 training days.

■Training in Japan (Yen)

1. Air Fare [Arrival in Japan: 16 January; Departure from Japan: 19 February] IN KIND
A direct route round trip economy class air ticket between an international
airport specified by AOTS in the participant’s home country and Japan will be
arranged and purchased by AOTS. Domestic transportation expenses in the
participant’s home country are excluded.
2. Accommodation and Meals, from16 January to 18 February 2011
(34 days)
(1) 16 January 2011 (Arrival Day)
Accommodation with dinner and breakfast of the next morning IN KIND
(8,500 yen/day equivalent in kind)

(2) From 17 January to 18 February 2011 (33 days)


Accommodation with lunch, dinner and breakfast of the next morning IN KIND
(9,300 yen/day equivalent in kind)

* AOTS training center canteens are closed on Sundays. The participants will
receive 2,500 yen in cash per day for meals to cover this day.
* The participants will receive some amount for the meal in cash alternatively.
3. Domestic Travel Allowance in Japan 8,920
Narita International Airport - AOTS Yokohama Kenshu Center (YKC) @ 4,460 yen x
2 (round)
TOTAL AMOUNT TO BE PAID TO EACH PARTICIPANT IN CASH 8,920

In addition, AOTS will cover medical expenses in accordance with the relevant AOTS regulations.

5. Participation Terms and Conditions for the training program in Japan


Participants will be requested to confirm their agreement with the “Terms and Conditions for
Participation in the Training Program for Bridge Systems Engineers” laid down in accordance with
the AOTS Scholarship Rules and Regulations, which include the following conditions:
(1) Participants shall obtain a “Training Visa” by submitting the invitation documents supplied
by AOTS to the Japanese Embassy or Consulate in their country. Visa fee shall be borne by
participants. AOTS may cancel the scholarship awarding of participants who enter Japan with the
wrong kind of visa.
(2) Tickets for air travel to and from Japan will be provided by AOTS. All participants are asked
to ensure that they have made all the necessary arrangements on their side before starting their
journey to Japan. A participant who is unable to enter Japan before the beginning of the course
will lose his/her place. AOTS will arrange their flights for arrival in Japan one day before the
course begins and for departure one day after the course ends. Participants are not allowed to
change the route, class flight or date without the endorsement of AOTS. Participants are
not allowed to overstay at city (ies) of a third country between participants’ home

countries and Japan for any reason other than flight convenience.
(3) Participants shall not be accompanied by their family members to Japan during the program.
(4) Participants shall not request AOTS to arrange, nor arrange by themselves, any additional
program for themselves during or after the course.
(5) Participants shall leave Japan and return home upon completion of the program in Japan
according to the training schedule.

6. Application Documents and Screening Procedures:


1) Application documents:
Applicants are requested to submit the following documents to reach PhilNITS by 20 September 2010.
(1) Application by Company/Organization (Application document Part 1) with the signature of
the representative of Company/Organization
(2) Applicant’s Personal History and Record (Application document Part 2)
(3) One copy of a passport, an election card, a driver’s license or any other identification
document issued by a public organization in the applicant’s country containing, in Roman
letters, the applicant’s name in full, a photo of the applicant and his/her home address.
(4) Pre-training report (Application document Part 3)
(5) Test Certificate of IT Engineers Examination (FE, SW, etc.)
(6) Experience of Japanese Language History (Attachment)
(7) Applicant’s company’s information (brochure, etc.)
(8) 2 passport sized photos of the candidate
(9) Overseas Travel Insurance Consent Form
(10) About the Handling of Personal Information Concerning Trainees (Annex)

Applicants are also requested to submit the copy of the following certificates, if they have any.
*Certificate of any past AOTS training programs (FE, SW, FEIT etc.)
*Certificate of Japanese language ability (JLPT Certificate etc.)

2) Screening Process of Applicants:


(1) Participants in the training program in the Philippines will be selected by Japanese side &
PhilNITS.
(2) Candidate for training program in Japan will be selected based on the result of the Japanese
language examination to be held on the final day in the training program in the Philippines.
(3) The candidates will be selected as the participants in the training program in Japan, after
approval at AOTS’ screening committee which will meet in early November.
