and would give a befitting political reply when the time arrived.

give the National Commission for Backward Classes the same powers that the SC and ST
Commission have. This bill was defeated in the Rajya Sabha in the monsoon session and
the government had to bring a fresh bill.
The government managed to get Parliament's nod to 22 bills but most of them were minor
legislations, bills on ordinances or money bills. These included bills on three ordinances —
The Insolvency and Bankruptcy Code (Amendment) Ordinance; GST (Compensation to
states) Amendment Ordinance, 2017; and Indian Forest (Amendment) Ordinance, 2017.
There were rare moments when the Rajya Sabha, where the Opposition has the majority,
showed unity. External affairs minister Sushma Swaraj's statement, condemning the
treatment given to Kulbhushan Jadhav's mother and wife by Pakistan, was supported by
all. The Opposition raised concern in both Houses over the Bhima-Koregaon violence in
Mumbai. Three senior Rajya Sabha members — Karan Singh, Janaradhan Dwivedi and

The survey, to be carried out by the Centre for Monitoring Indian Economy (CMIE) and the
National Skill Development Corporation (NSDC), will cover over 160,000 households and
will look at collecting details at the district level in urban and rural areas which will help the
Centre formulate better action plans to take the government's 'Skill India' programme
forward, said NSDC MD Manish Kumar. "CMIE conducts an all-India household survey—
Consumer Pyramids Household Survey — which captures consumer sentiments on
economy and unemployment rate, every quarter.
This robust survey will be done using the University of Michigan methodology, which even
the US government uses to assess penetration of skilling, and will be submitted to the
Centre in May 2018," said Kumar, who is also NSDC's CEO.
"The country's top economists and statisticians were consulted for adopting the CMIE
methodology to conduct skill stock survey." According to the National Sample Survey
Office survey of 2015, only 2.2% of those in the 15-59 age group had access to formal
training. India, however, has a culture of training and skilling through informal methods and
onthe job training. Besides, the Centre is also studying industry's demands by mapping
economic clusters at the district level through district action plans, starting with the state of
Uttarakhand.
"By the middle of this year, we will have at least an exploratory, big picture of how the
industry looks and what skills are in demand. The government of India has a definition of
skills, but the way surveys have been done in the past has only given a picture of skill
requirements in the manufacturing sector, which is not enough. Today's skills are about the
service sector," Kumar said. "Also since, it is about understanding the skill requirements of
the whole country, both white and blue collar workers have to be interviewed."
After taking over in September as minister of skill development and entrepreneurship,

Dharmendra Pradhan had said that since there is no proper accounting or mapping of
skilled workforce in our country, the focus of his ministry, apart from creating momentum
for Skill India, will also be to create a mechanism to know how many people are actually
skilled in the country.
On the issue of poor placements and loss of jobs, Kumar said though the 'Pradhan Mantri
Kaushal Vikas Yojana', which is the flagship scheme for skill training and jobs for rural
youth, had been witnessing below-target placement levels for the last five years, of late the
numbers have improved, with at least 40% of people skilled under the scheme getting
placed.

Faced with a growing clamour over inefficiency in handling the strike by bus transport
corporation workers', the state government is treading carefully in considering permissions
for the Jallikattu event.
A Minister with the state government, requesting anonymity, said, "I do not know how one
would evaluate the bulls. A bull from Alanganallur [A Madurai town known for its bull-
taming culture] is different from the next village and there is no saying which one is better,
so there needs to be some sensitivity attached to this event." He termed this attempt by
the organisers as a "drastic step toward modernizing a sport celebrated for being rooted in
the Tamil culture for centuries."
A newspaper advertisement listing sponsors and partners for the event has not gone down
well with some aficionados of the sport determined to keep it away from corporate
sponsorships. "We cannot stand watching Jallikattu being hijacked from some enterprise's
publicity," said T Rajesh, State President of Veera Vilayattu Meetpu Kazhagam, a forum to
preserve traditional sports.
The organisers irked by the barrage of opposition strongly refute the charge of pandering
to the commercial interests of corporates. "I am hurt by the impression as though global-
multinationals are going to benefit from this event," said P Rajasekaran, an organiser He is
confident that the government will clear security issues and give the date of the event in a
day, or two. Nearly 350 bulls, with four from Chennai, will participate and 400 players from
across 17 districts will make their way to the event.

The Gorakhpur division, the CM's home base, has been the worst affected by the epidemic
that strikes with unfailing regularity every year from July till October.
The government now plans to contain the damage caused by JE and AES by prevention
and prompt treatment. While there is a vaccine against JE, there is none against AES yet
and the key to saving a life is prompt treatment.
"The main cause of AES is JE. Vaccination is a big weapon against JE. Earlier vaccination
percentage was not enough. We vaccinated 92 lakh children in age group 1-15 last year
and the result showed," Singh said.
As for AES, in earlier years only 17% AES patients were admitted to primary and
secondary health centres, and 83% were admitted straight to medical colleges such as
BRD by when their situation had become serious and became a major reason for death,
Singh said. In 2017, 56% AES patients were treated at primary and secondary health
centres after the government improved facilities there. "The AES death rate there was just
3%," he said.
According to government data, deaths due to AES dropped from 641 in 2016 to 552 till the
end of November 2017. "There was 7% reduction in death rate (proportion of admitted
patients who failed to survive) due to JE in 2017, from 19% in 2016 to 12% in 2017.
AES death rate went down from 16% to 13% in 2017. JE incidence went down by 9%," the
state health minister said.
At Gorakhpur BRD Medical College, where child deaths made headlines, Singh said
deaths in the paediatric wing due to all kinds of ailments in 2017 fell to about 1,700 from
around 6,000 in 2016.
The number of AES patients in the state went up, though, from 2,900 in 2015 to 3,911 in
2016 and to more than 4,500 last year.
Under the one-year plan for 2018, five beds each will be added in the 10 paediatric
intensive care units (PICU) set up in smaller hospitals in the nine worst affected districts in
Gorakhpur and Basti divisions that report 85% of all JE and AES patients in UP. Besides,
104 encephalitis treatment centres (ETC) opened at block level in these districts will be

strengthened with proper medicines to fight JE and AES. A mini paediatric intensive care
unit will be opened in 15 such ETCs with three beds and a ventilator apiece.
The messaging will now be clear - that if parents see any symptom of JE or AES in their
child, they should straightaway call the 108 Ambulance Service to take the child to either a
PICU or an ETC, rather than waste time believing the fever will subside, or take the child to
a quack. The plan hence stresses on ground-level intervention.
A new standard operating procedure has been prepared to specify what medical condition
will prompt a PICU or ETC to refer a patient to the medical college. It goes to the extent of
specifying in what position a child patient should be laid in the ambulance or the hospital
bed to mandating the quantity of drugs whose availability will be ensured in PICUs and
ETCs so that effective treatment begins early.
The plan document says that local doctors are now being trained by American experts to
treat JE and AES, and that CMC Vellore last year trained 366 doctors and 26,000 frontline
workers in districts hit by JE and AES so that medical treatment given to patients at the
primary and secondary health facilities for AES is as good as at medical colleges. A
detailed death audit will be done to assess what transpired before any patient died due to
AES. UP also plans an early vaccination drive for JE this year from March, following
feedback that a vaccinated child takes about two months to build immunity.
However, the situations which lead to children contracting JE or AES also require
fundamental interventions in the sphere of prevention. Cleanliness, clean drinking water
and dealing with mosquitoes are therefore among the top priorities in the state's action
plan.
AES is caused mainly by JE and Scub Typhus (a non-viral bacterial infection). The
monsoon season makes it worse. These diseases also mainly affect 1-15 year olds in poor
families in eastern UP given that children suffering from malnutrition have poor immunity.
"If parents can stop letting their children sleep on the mud floor, a major difference will be
made in the fight," said health minister Singh.
"We will also convince women not to take children on their back to the fields in the sowing
season and motivate NGOs to open small creches."
The plan document says that 617 highly sensitive villages in respect of JE and AES have
now been identified for cleanliness drives and going open defecation-free on priority.
Besides, 'immediate response teams' will be set up at state, district and block levels to
intervene in case of report of outbreak of AES from any area. "This will involve immediate
fogging in the village of Melythyne technical spray, telling people to use mosquito
repellents, wear full sleeve clothes and keep safe from mosquitos after sunset by using
mosquito nets while sleeping," the plan says.
Stopping water accumulation is also among the keys tasks identified - relevant government
departments have been assigned tasks.
The biggest task however could be to stop pigs from mingling with the human population.
JE is caused due to mosquitoes and pigs, with a pig acting as an amplifying host after a
male mosquito bites it. A male mosquito can travel four-five kilometres, as per the plan
document. Further, a female mosquito becomes infected too by biting the pig. Both sets of
mosquitoes then bite humans during the monsoon season.
The plan says pigs will have to be taken out of human inhabited areas which are affected
and shifted to separate enclosures outside the village. The AES is mainly caused by JE
and polluted drinking water The plan hence stresses on having more India Mark -2 hand

With the elaborate plan, the state has made a beginning in combating the killer diseases.
Its efficacy will, however, depend on implementation.

Dismissing the contention of a section of critics that the proposed three-year jail term is too
harsh, the cricketer-turned-politician said once a law is in place, the rate of instant triple
talaq will come down as the punishment will work as a deterrent.
"No man will die in three years. The same law will apply to me as well. We must thank
Modi as he has taken forward Mohammed sahab's message. Mohammed sahab would
stand up in the ehteram (respect) of his daughter. The same is being done by Modi ji for all
the Muslim daughters," Raza said.
The minister said that the government has extended the deadline till January 20 for 2,300
UP madarsas that are yet to register on the state government's website, cautioning that
this is the final deadline. "The problem with madarsas is that they don't know how to
upload their details because of lack of working knowledge of other languages. Most
children trained here are 'nirakshar (illiterate)'. They can read in Arabic and Urdu but not
Hindu or English," he said.
"Can they tell us how many madarsa students became doctors, engineers or IAS officers?

The Waqf minister said the UP Waqf property scam is to the tune of at least Rs 1 lakh
crore and that the government is working to recover such encroached properties and

such complaint has come been spared? All are behind bars," he said.

Senior advocate Meenakshi Arora said that the amount lying in these bank accounts had
nothing to do with the investigation as it was collected by the members of society to meet
litigation cost.
She said that after first FIR was registered in the case, the society members came forward
to contribute Rs 2 lakh each to meet the expenses of litigation.
The arguments were opposed by the counsel appearing for the CBI, who said that amount
need not be allowed to be withdrawn as it is very important to establish the money trail.
He said that Adarsh society is a "building of shame" and several benami properties were
found.
"These accounts had benami transactions and if money is allowed to be withdrawn then it
will be very difficult for the agency to prove the cash trail," he said.
The bench, however, said that the CBI can easily establish money trail as nothing can be
erased from the transaction details, and defreezed the bank accounts .
The Adarsh scam had kicked up a political storm leading to the resignation of the then
Congress chief minister of Maharashtra, Ashok Chavan. The 31-storey Adarsh apartments
was built at Colaba in posh South Mumbai locality for 1999 Kargil war heroes and war
widows.
The Bombay High Court had earlier ordered demolition of the apartments and sought
initiation of criminal proceedings against politicians and bureaucrats for alleged misuse of
powers, holding that the tower was illegally constructed.
It had asked the Union Ministry of Environment and Forest to carry out the demolition at
the expense of Adarsh Society.
It had also asked the Centre and Maharashtra government to consider initiating civil and
criminal proceedings against bureaucrats ministers and politicians for misuse and abuse

of power to get plots under the scheme, originally meant for Kargil war heroes and war
widows.
The top court in July last year had said that the Adarsh apartments would not be
demolished for the time being and asked the Centre to secure it after taking its possession
from the housing society.
In 2011, the Maharashtra government had set up a two- member judicial commission
headed by Justice J A Patil to inquire into the Adarsh scam.
After probing the issue for over two years, it submitted its report in 2013, which found that
there had been 25 illegal allotments, including 22 purchases made by proxy.
Later, the CBI, the Income Tax Department and Enforcement Directorate (ED) also
investigated the scam.
