2 Overview
The QoS parameters play an important role in the GPRS process. They not only
define the end-to-end service speed and delay requirements but also the mode in
which the transmission between element and terminal is performed.
The R98 protocol only defines 5 QoS parameters, including delay class, reliability
level, peak speed, priority and average speed.
With the introduction of EDGE, the transmission speed on the wireless interface
greatly increases to enrich the varieties of services bearable by the network.
Therefore, the R99 protocol enhances the definition of the QoS by defining the
requirement for the Quality of various Services with more parameters. In the PFC
process, Release 6 also introduces the Allocation/Retention Priority (ARP) attribute,
enhances the setting of service priority and makes it possible for the seizing and
queuing of wireless resources for the GPRS.
3 Technical Description
These QoS parameters are negotiated by MS and SGSN in the process of PDP
activation. BSC obtains QoS parameters from SGSN downlink data, and obtains
R99 QoS parameters and R99 ARP parameters in the PFC process.
The BSC deals with the reliability level and priority as followings according to the as
possible as it can principle.

The RLC mode of the uplink TBF is determined by the cell phone, while the RLC
mode of the downlink TBF is determined by the BSC. According to the
characteristics of the wireless transmission, the BSC sets the RLC mode as
confirmed for all reliability levels in the downlink direction.
If it’s configured as version R97/R98 SGSN in BSC, BSC will find the QoS
parameters it received is R97/R98, then BSC will change these parameters to R99
QoS in order to fit the Um interface.
There are five parameters in version R97/R98 SGSN, and BSC will deal with them to
R99 parameters as following table.

This feature does not increase the capacity of the system. Therefore, it is not
recommended to enable it if the operator does not require it to be enabled.
The QoS parameters are the HLR equipment side parameters and are set when the
HLR creates the GPRS user data. This feature does not involve the application on
the BSC and BTS equipment side.
Note: Other parameters listed in table 4-1 are configured on the HLR.
This feature validate that different MS with different QoS could be served differently.

This feature, if enabled, has no impact over the capacities of the BSC and BTS. If
individual users set different QoS parameters, this does not impose impact to the
network. But if a low reliability level is set for the entire network, this causes the
transmission to be in the non-confirmed RLC mode on the wireless side. Generally, it
is recommended to perform transmission in the RLC confirmed mode because in this
mode data block loss caused in the wireless environment can be identified in time
and retransmission can be made to ensure the correct upper-layer data transmission.
Therefore, the QoS parameters of the entire-network subscribers need to be set
reasonably.
