Seclusion

section 121A.582 (“reasonable force”) must be documented and reported when the actions
meet the definition of “seclusion” under Minnesota Statute, section 125A.0941(g).2

Training Needs
How can MDE be a resource for your district as you address and support the behavioral needs of
students? This may include, but is not limited to, training for staff related to positive supports, the
reduction of restrictive procedures, discipline, regulations and laws, assistance in accessing other
resources (CTSS, grants, other funding sources) and/or other forms of technical assistance and training.

An example on “uses” / “incidents” of restrictive procedures: In an emergency, a student is physically held from 10:00 a.m.to
10:03 a.m. while being transported to the seclusion room. The student is secluded for 3 minutes before appearing calm. At 10:06
a.m. staff open the door to the seclusion room and the student immediately charges, attempting to hit staff. The door to the

seclusion room is closed again. The student remains in seclusion for 4 minutes and at 10:10 a.m. the door is opened and staff are

able to process with the student. This is reported as one use of physical holding and two uses of seclusion.
