should be considered into upstream cofferdam design.
2. Issues about the lining scope of the diversion tunnel
It can be seen from the Table1 that, the discharge capacity of full lining plan (Alt B) will be much bigger than half lining plan (Alt A), though the quantities of diversion tunnel of full lining plan (Alt B) will be more. So, in order to insure the operation safety of the diversion tunnel, full lining plan (Alt B) is suggested to used in the adjustment of the diversion tunnel. Meanwhile, it is suggested that, the inlet, outlet and other weak geological sections of diversion tunnel should be stronger supported in proper. 3. Issues about the upstream coffer dam From the drawing of the bottom outlet of the intake dam, the inlet elevation of the bottom outlet is 700.00m. From Table1, it is easy to find that, the crest elevation of the upstream coffer dam will be much higher than 700.00m. So, to avoid affecting the sediment flushing effect, the upstream coffer dam need to be removed before the bottom outlet begin to flow. 4. Suggestion on flood standard of diversion tunnel (1) USBR requirements In Design of Gravity Dams (USBR), the flood standard of diversion tunnel is as follow: ①For small dams which will be constructed in a single season, only the flood which may occur for that season need be considered (1-year flood); ②For most small dams, involving at the most two construction seasons, it should be sufficient conservative to provide for a flood with a probability of occurrence of 20 percent (5-year flood); ③For larger dams involving more than a 2-year construction season, a design diversion flood with a probability of occurrence of anywhere between 20 and 4 percent maybe established depending on the loss risk and the completion time for the individual dam (5-year flood ~ 25-year flood). The intake dam of Kerinci is just a 50m height gravity dam, which can be finished in 2 years, according to the requirements by USBR, 5-year flood is suitable for the diversion design. (2) Chinese standard The total install capacity of Kerinci is 350MW, according to Classification and design safety standard of hydropower projects (DL5180-2003), Kerinci HEPP belongs to the 2nd scale project, the main structures (like the dam, waterway and powerhouse) belong to 2nd class structure, the minor structure (like the stilling basin) belong to 3rd class structure, and the temporary structure (like 2 diversion tunnel and coffer dam) belong to 4th class structure. According to Specifications for construction planning of hydropower engineering (DLT 5397-2007), for a concrete 4th class diversion structure , the diversion design flood is 10-year flood ~ 5-year flood. (3) Suggestion According to the requirements by USBR and Chinese standard, 5-year flood is suitable for the diversion design of Kerinci HEPP. To control the cost of the diversion structure, we want to give some suggestion as following: ①Please kindly check the Indonesian diversion flood standard again, and find the detail description. ②If the Indonesian diversion flood standard is still 25-year flood for this situation, please try to contact with the Indonesia Dam Safety Committee, if we can use USBR or Chinese standard to replace the Indonesia standard in this project?
