4. Philippine Eorly Childhood Developmeni {ECD) Checklist

o. ECD Checklist is designed to objectively monitor o child's development in
severoldomoins: gross ond fine motor, receptive ond expressive longuoge.
cognitive, selFhelp ond sociol-emoiionol. This is iniended for children oged
3 yeors ond I month to 5 yeors ond I I months.
b. As indicoted in DepEd Order No. 20 s 2018, only those who possed the ECD
Checklist moy be occepted to Kindergorten. Poss or with Stondord Score
80-i l9 (Averoge Over-oll Development) in ECD meons thoi the leorners ore
oble ond con exhibit preporotory skills needed for Kindergqrten. The results
of the checklist moy be used by the teocher to determine the necessory
interventions in ottoining holistic development of o Kindergorten leorner.
c. Only those who ore troined in ECD odministrotion ore odvised to odminister
such to ensure the occurocy ond volidity of the results. lt is further odvised
thot the incoming Kindergorten leorner moy toke the FCD only once ond
the schools/districis ore odvised to send the nomes of tokers to Cuniculum
lnstruction Division thru the Kindergorten focol person for monitoring
purpose.
d. However, the officiolly enrolled Kindergorten leorner will toke the ECD
Checklist twice o yeor, beginning qnd end of the yeor, to evoluoie the
leorner's competencies in oll domoins.

5. Kindergorten Cotch-Up Educotion Progrom (KCEP)

o. KCEP is qn educotion intervention for children six {6) yeors old qnd obove
who do not hove occess to schools or ihose who live under difficult
circumstonces, such os but not limited, to chronic illness, displcrced due to
ormed conflict, urbon settlement, disosters, extreme poverty, child obuse
such os domestic violence, neglect, obondonment, ond who ore noi oble
to finish Kindergorten Educotion Progrom.
b. lt should be reiteroted thot KCEP is only provided to leorner experiencing
such extreme foctors ond not o replocement of the Kindergorten
Educoiion.
c. DepEd Order No. l1 s.2014 provides complete policy guidelines on the
Cctch-Up Progrom.

6. Leorners lnformotion System (LlS)

o. BOSY/EOSY- On the bosis of DepEd Order No. 20 on Tronsitory Provisions C.l {i)
p. 3 stotes thot leorners who ore 5 yeors old within the SY 2017-2018 con be
included in BOSY-Grode I given thot ihe leorner compleied ony pre-grode
I levels such os Kinder I or Kinder 2. lf the leorner hos no LRN becouse they
ore not included in EOSY-Kinder or ihose who ore offected by DO 47 s.2016,
the SDO Plonning Officers ore odvised io ossign LRN to complete the
enrolment in Grode l.
b. For this purpose, ihe results of ECD Checklist musi be forworded to Grode I
teocher.

c. The SDO Plonning Officer moy prepore o letter of request for Leorner
Reference Number {LRN) of those leorners offected by DO 20 s. 2018 through
PPRD.

7. lt is hereby enjoined ihot oll Kindergorten Coordinoiors, Supervisors ln-Chorge

of Privote Schools ond Plonning Officers with the CID ond SGOD Chiefs of qll
SDOs must properly disseminote this informotion to both privote ond public
schools.
