Why was Oracle chosen
• While Oracle Corporation is not the only vendor that
provides talent management SaaS that will fulfill the
client’s needs…..
• Current investment in Oracle includes multiple products:
two ERP solutions, one for financials and one for human
capital management (i.e. Oracle E-Business Suite and
PeopleSoft HCM); Customer Relationship Management
(CRM) application (Oracle PeopleSoft CRM); HR Analytics
and Ad-hoc Reporting application (Oracle Business
Intelligence); 30 supporting databases, 30 middle tiers
and eight servers.
• Oracle Government Cloud is “pre integrated” with these
on premise software solutions

Lessons Learned:
Implementation of Oracle Talent
Management Cloud
Implementation at Federal Agency
NEW ENGLAND JOINT ORACLE USER GROUP MEETING − November 17, 2016
What I wish I knew before I started
• Getting people to recognize the paradigm shift of old traditional HCM to
Cloud HCM – requirements to process based implementation
• Integration is easy…. Automation of integration is not
• Security, Architecture , Protocols, Authentication mechanisms in the
Government Cloud
• Have at least two technical resources - one solely for automation of
integration.
• Use Customer Connect as well as My Oracle Support (MOS).
• Leverage Fusion Success Manager – Cloud Success Manager
• Leverage Oracle Sales Managers (Applications Sales Manager, Public Sector
Sales)
• Licensing and costs associated with subscription to middleware such as
Integration Cloud Services (ICS)
• That ICS or HCL was available as an alternative to FBL. (this is still evolving)
• Automation of integration and personalizations
NEW ENGLAND JOINT ORACLE USER GROUP MEETING − November 17, 2016
Co-Existence Model – Oracle HCM Cloud
Coexistence enables you to integrate your existing Oracle Human Resource (HR)
applications (support Oracle PeopleSoft Enterprise Human Resources 9.2, Oracle
E-Business Suite Human Resources 11i and Oracle E-Business Suite Human
Resources 12.1). with specific Oracle Cloud Human Capital Management (HCM)
features so that you can benefit from those features without migrating fully to
Oracle Cloud HCM.
Oracle Cloud HCM features that you can use in the HCM coexistence scenario
are:
– Talent Review
– Worker Goal Setting
– Worker Performance
– Workforce Compensation
NEW ENGLAND JOINT ORACLE USER GROUP MEETING − November 17, 2016
Client Skills Needed
• Project Management, Executive Sponsorship / Support
• Functional expertise – 1 person per module
• Integration expertise – FBLs / ICS/ WebServices/ HCM
Loader, SOAP/Java/ Json/REST API/ Weblogic/Security
Protocols
• Data Migration expertise – for first time and ongoing data
load (Fusion and E-Business suite/PeopleSoft/ SAP etc)
• Change Agents – more of an art than a skill
• Documentation, Training & Communication expertise
• Oracle Cloud Lifecycle knowledge
NEW ENGLAND JOINT ORACLE USER GROUP MEETING − November 17, 2016
Integration
NEW ENGLAND JOINT ORACLE USER GROUP MEETING − November 17, 2016
Integration Architecture
NEW ENGLAND JOINT ORACLE USER GROUP MEETING − November 17, 2016
True Cost of Integration
– First time data migration – data mapping & FBL
– Maintenance Overheads - Daily data synch, Release testing,
Enhancement testing
– Challenges – Automation, Data, Data structures, Business Process,
GUI, Infrastructure, New Skills.
– 55% - 70% of clients who leave cloud services do so because of a
difficult or faulty Integration.
